Will Ministers join me in recognising and commending the work of Ellel parish councillor Lisa Corkerry? She is never afraid to don the marigolds, grab the litter pickers and clean up Galgate. Lisa would like to know when the Government are going to provide adequate funds for local authorities such that she can put her efforts into making her community better rather than clearing up the mess left behind by others.

The local councillor the hon. Lady mentions sounds like an absolutely brilliant champion for her local community. I would love to know more, particularly about what we can do to help in practical terms, and I look forward to working with her.

My constituents in Fleetwood hear about levelling up an awful lot, but they are not really seeing the benefits of it. Applications by Wyre Borough Council for the future high streets fund and the levelling-up fund have been knocked back, so can the Minister tell my Fleetwood constituents when they can expect to get this levelling up?

Absolutely. I am more than happy to talk to Lancashire County Council and, indeed, to the hon. Lady about how we can ensure that levelling-up funds and UK shared prosperity and other funds flow to her constituents.

My right hon Friend is absolutely right. He is a brilliant advocate for south-east London and for business. I look forward to working with him to ensure that there is improved connectivity and that London, which has suffered particularly badly as a result of the pandemic, is at the heart of our plans for economic recovery.

Labour believes that it should be an explicit priority of this Government that when it comes to public procurement we should be buying more from British companies. In the Government’s document, “National Infrastructure and Construction Procurement Pipeline 2020/21”, the procurement contracts in the pipeline are worth £37 billion. Can the Chancellor of the Duchy of Lancaster tell the House how much of this was awarded to British companies? If not, what does that say about the Government’s priorities for British business?

I am delighted beyond words that the hon. Lady believes that we should procure more, buy more and invest more in Britain. All that is now possible as a result of our departure from the European Union and our liberation from its procurement rules. The procurement Green Paper brought forward by my noble Friend Lord Agnew will ensure that more UK businesses—more Scottish businesses, Welsh businesses and Ulster businesses—get Government pounds to do even better for all our citizens.

We are not seeking to emulate America; we are seeking to emulate the Labour Government who introduced a form of photographic identification for voters in Northern Ireland when they were in power. I should say that the hon. Lady made reference to working-class people, and overwhelmingly, working-class people now are much more likely to vote Conservative than Labour.

The Chancellor of the Duchy of Lancaster knows fine well that there was evidence of voter personation in Northern Ireland, which was why we needed to see a change in legislation there, but he also knows that there have been only four convicted cases of electoral personation in Britain. So with £4 million of taxpayers’ money already down the drain on testing this policy, that is £1 million per conviction; I have got to ask him, does he think this is really a good use of taxpayers’ money?

I have to question whether the right hon. Gentleman thinks that is a good use of taxpayers’ money when there are people waiting for mental health beds up and down this country; I have to ask him whether it is the Government’s priority when we have children needing to catch up on the education that they have been denied over the past year. If the Government want to spend this money on electoral matters, why not get the 9 million people who are not registered correctly in this country registered on the electoral rolls, allow them to use their vote and consider introducing universal voter registration?

The hon. Lady makes two important points. Obviously, as we emerge from covid concentrating on recovery in public services is important, and she is absolutely right to say that there is work to be done not just in mental health but in the NHS and education, but fundamentally the integrity of our democracy is an important issue. As she knows, and as she has been reminded by my hon. Friend the Minister for the Constitution and Devolution, the Labour party’s own internal democracy depends on the production of voter ID and—[Interruption.] Facts are chiels that winna ding, as we say in Aberdeen, and on that basis we are delighted to be emulating Labour party policy, in this regard at least.

The hon. Gentleman makes a series of important points. It is quite right that some political activists have been leafleting on the ground in a way that current rules do not allow for, and we deprecate that across the House. His broader point is right as well, of course; we must make sure that our democratic processes are free from any taint of interference. He is also right that the role of property developers needs to be scrutinised when we are looking at how we clean up our politics, and I know that he will be as eager as I am to make sure that Unite the union does so as well.

The advice that came from the Government this week on local elections was welcome; however, the most innovative idea appeared to be to bring your own pencil to the polls, so I would like to ask the Chancellor of the Duchy of Lancaster two specific questions.

The first is on the use of schools as polling stations. Many schools are having to use school halls for teaching, which would not normally have to happen. What support will the Government give local registration officers to find appropriate venues with appropriate ventilation?

The second question is on the issue of elections falling into different areas of the tiering system, which may well be in place by May. Might there be an unfair political advantage to one candidate if the restrictions were lesser in one area than another?

The hon. Lady raises two important questions. The first is with respect to schools. The Minister for School Standards, my right hon. Friend the Member for Bognor Regis and Littlehampton (Nick Gibb), will be writing to local authorities and schools today, alongside Ministers in the Ministry of Housing, Communities and Local Government, to outline how schools can be used in a safe and appropriate way, but we are also making funding available to local authorities so that alternative venues other than schools can be used where appropriate.

The hon. Lady’s second point, relating to unfairness as a result of different restrictions perhaps occurring in different local government areas, is an important one, and one that we are taking into account as we plan for these local elections.

Yes, my right hon. Friend makes an important point. While taxation matters are questions for the Chancellor, who will be updating the House shortly on a variety of important fiscal matters, it is nevertheless the case that outside the European Union we can lower VAT in a way that we could not within the European Union—one of the many benefits of Brexit.

The right to vote independently and in secret should be enjoyed by every voter at an election. I draw the Minister’s attention to the recent report by the Royal National Institute of Blind People about the last general election that found that just one in 10 blind voters and less than half of partially sighted voters were able to cast their vote independently and in secret. What steps are the Government taking to turn around those terrible statistics so that blind and partially sighted voters can enjoy the right that sighted voters have to vote independently and in secret?

There are well-laid-out procedures for the role of Secretaries of State in the appointment of permanent secretaries. We have a superb cadre of permanent secretaries and senior civil servants, who I know will maintain the very high standards that characterise the work of our civil service.

I thank my hon. Friend for asking that question. The truth is that our United Kingdom is proof positive that a union of nations is stronger together, and it is important that we ensure that the benefits of our Union are spread equally. That means making sure that public sector jobs are deployed effectively in Northern Ireland, Wales and Scotland. It also means that the strength of our Exchequer is the foundation that our economy provides for human flourishing across these islands. All these things are reflective of the strength of our Union, the single most successful political union and enterprise that anyone has seen on this earth, and that is why it is so important that we fight for it from Fermanagh to Forfar and to every part of England and Wales as well.

It was one of the joys of my previous job as Environment Secretary to visit farmers in North Devon. Theirs is some of the finest produce in the United Kingdom, and as we leave the European Union there will be an opportunity for us, on a global stage, to ensure that that Devonian produce reaches all the customers that it deserves to reach.

What plans have the Government to bring the House of Lords into the 21st century? If, as I suspect, the answer is none, may I remind the Chancellor of the Duchy of Lancaster that it was the House of Lancaster that won the Wars of the Roses, and may I suggest, if the Government are looking to relocate their lordships, that we have a fine mediaeval castle in the city of Lancaster which has recently been vacated by the Ministry of Justice?

I yield to no one in my admiration for the Duchy of Lancaster. I recognise that as the Government decide where agencies of both Government and Parliament should go we should think fondly of the north-west as well as Yorkshire and the north-east, but I cannot help saying to the hon. Lady that when she talks about fratricidal conflict in mediaeval times, when people were putting each other to the sword, she reminds me of nothing so much as the deputy leadership contest of the Labour party.
