I welcome the hon. Gentleman’s remarks. I shall say a little more about my views on the point he raises as my speech unfolds, but I will say now that every small business man in the land—I do not mean small in stature; I mean small in the sense of the size of the business—will know that if he lends money that he will not get back, he will have a cash flow problem that will create real trouble for him, if not now, then certainly in the future. I do not believe that Government money is any different in that respect.

The saga of higher education funding and support has rumbled on for a long time. Reforms in the 1990s created an expansion in higher education that widened participation, which, of course, is welcome. However, those reforms necessitated a change in the financial model for universities and those attending them. That is becoming increasingly unsustainable and could lead, as I have said, to a sizeable black hole in the Exchequer accounting, which the Government seem not to wish to recognise.

Many Government members are also my personal friends, and I am sure they are working on contingencies and do not have this in mind, because I would not ascribe to them the financial inadequacy that not recognising the problem would suggest. I hope my good friend the Minister will recognise that I do not think he is inadequate and I do think he will come up with the answers we require—that he will recognise the problems and consider very carefully the need for a proper review not only of the RAB charge itself and the loans surrounding it, but the way our universities work. I will talk about that as my speech unfolds.

I thank my very hon. Friend for giving way. Is it correct that if my children go to a Scottish university, they will pay a lot of money, whereas those from Scotland, or from France or Poland, do not pay tuition fees? That is unfair and should be addressed, too.

I will allude to that problem, which I hope will be corrected when this place discusses—if it has the courage to do so, and I pray it does—devolution and the Barnett formula, because there is no doubt that Scottish students who attend Scottish universities get a much more helpful and lucrative deal than Scottish citizens who attend English universities. This is a matter not of English or Scots, but of devolution, which in this instance works very much against students in English universities. They are ill done by, as are citizens more broadly, on whom less per head of population is spent than on our fellow Scottish citizens.

The much discussed 50% target for participation in universities, although arbitrary, was entrenched in the need for change in the 1990s and was one of the motivators of the current situation. I was a secondary modern schoolboy under the tripartite system, which could have been enhanced and could have flowered in the extent of choice it gave to parents. I regret that, at a stroke, it was done away with. I fear that was to our great cost and genuinely feel that the extension of offers in education that is beginning to flower now is an important development. Most importantly, we must place apprentices, technologists and all those who are so vital to the well-being of our economy on an exact par with university students, and in the past I fear they have not been given that recognition. I want to see a more equitable division between those who have gone on to higher education in technical fields and those who have chosen the academic areas for which the universities are famous. I think that that is part of the answer and I am sure that the Government will take it on board.

The 2011 White Paper promised that higher education would be put on a financially sustainable basis. The Browne review established the principle that the beneficiaries of higher education would need to make a greater contribution towards the costs, and I agree with that. It was also proposed that graduates should pay a proportion of their salary only when they were earning more than £21,000 a year, and that was widely welcomed. That provides a part-answer to a previous question.

The Select Committee inquiry in the first Session of this Parliament, to which I contributed, drew two conclusions about the affordability of the loan system. We agreed that there should be clarity for students about the relationship between the burden borne by them and that borne by the taxpayer, as a function of the performance of the economy. That seemed to me to be vital, because we have turned students into customers and consumers, and consumers have a right to know that they are getting a fair deal. That fair deal will also have an impact on their children and grandchildren, which is why this matter is so important.

I genuinely believe that we are leaving a massive black hole for future generations to deal with, and I say to my right hon. Friend the Minister that I find that immoral and totally unacceptable. I know that he thinks of politics in terms of an ethical and moral base, and I hope that he will hear my plea. We have no right to lay so much danger and concern on to those who follow us. We are already doing it with a deficit that was built up to far too high a level. That is causing us problems now and will continue to do so for at least the next five, six or seven years. I do not want that problem to be added to by a black hole because we did not take the trouble to consider this issue properly.

That is why I am appealing to my right hon. Friend in this regard, and I do so not for ourselves. Of course the Government can hide the problem away, but if they do so, they will not be acting in the ethical and moral way in which the Minister and I would want them to act. I therefore hope that he will recognise this element of the problem. This is not about the accounting that the Treasury seeks to project; it is about what most Members of the House of Commons want to see. I have served here for almost 10 years, and I believe that Members consider morality, ethics and good practice to be massively important factors in their deliberations, and I hope that we can apply those factors to this issue.

I shall be leaving this place in three months and I want to make a heartfelt appeal to the Minister on behalf of my two children and three grandchildren. The problem could easily be shoved aside, but it will come back to haunt us in a big way in 15 or 20 years if we are not careful.

The Select Committee inquiry drew two conclusions. I have just outlined the first, but the second has greater significance. We stated:

“The affordability of the new system is dependent on a wide range of variables which are outside of Government control.”

The truth is that we doubted that they had been fully taken into account when the system was set up. That gives the Minister the opportunity to say that there is a need to revisit this issue to consider what the other variables outside the Government’s control are. We are not the masters of every issue we face—we are rarely the masters of any issue we face, but that is especially true of this one, which will leave a deficit for our children and grandchildren if we are not careful. This issue is not totally, by any means, within the Government’s control and we need to consider that aspect. If we do not do so, we will be letting future generations down. Consequently, I wish to focus my remarks on the second conclusion.

Let me repeat for the record the doubts I had at the time the reforms were introduced. My right hon. Friend the Member for Havant (Mr Willetts) will know of them, because of some friendly, courteous but relatively robust cross-examinations when he was on the Front Bench. He knows that we were deeply concerned at that time, and nothing that has happened since has changed my mind. I do not believe that proper regard was given in the first place to long-term sustainability, and I want to concentrate on that nub of this matter.

In October 2012, my right hon. Friend the Member for Havant, a wise and certainly highly intelligent Minister, was reported in The Independent—this was “reported”, so I cannot claim he actually said these things, as we all know the dangers that lie in that term—to have said that the RAB on students loans would not rise above 32%, with a 38% ceiling being the worst possible outcome for the taxpayer. In April last year, in response to a parliamentary question, he asserted that estimates at that time placed RAB at about 45%—in such a short time it had already risen way above what I believe were his genuine and heartfelt estimates. In my view, a level not far off 50% has been reached—perhaps it has already moved above that figure—and that simply highlights how important this matter is. To be totally fair, I should point out that he also stated that the Government had achieved significant savings for students, and increased income for universities. I believe he was right to say that, and I welcomed that view then and do so now. We pay tribute to the work he did in the Department, which will benefit my children and grandchildren. I hope I have given an even view of how I see the work of a right hon. Friend I am criticising just a little.

Looking at the reforms from a more detached perspective, it is far from clear that the Government can claim that these changes were a total success, not least on the RAB. A forecast drop in student loan repayments has raised existential questions about the true sustainability of the new system, and we could face a situation in which the effect of trebling tuition fees has resulted in a more expensive settlement for taxpayers, in the way that I have described. A report in March last year by London Economics found that if the charge increases beyond 48.6%, the cost of the reform

“will exceed the 2010-11 system that it replaced.”

That is a startling fact and it ought to add not only to our concern, but to the need for an immediate review in the way the Select Committee is requesting. As I have said, the RAB index is perhaps already above 50%. No business could sustain, and no Government should be prepared to sustain, such a situation, because it is the worst kind of accounting. It is the worst kind of financial thinking about the future, and I reject it, not only as a business man, but as a parent.

Let me first reassure the right hon. Gentleman and everyone in Northern Ireland that just because there is a growing terrorist threat from citizens of our own country and from people being radicalised in Iraq and Syria, that does not mean that we have taken our eye off the ball of Northern Ireland-related terrorism in any way. Yesterday we had a National Security Council meeting, which was attended by the head of the Police Service of Northern Ireland, and we discussed in some detail what more could be done to enhance the excellent work it is doing. For every one attack made, it is stopping three or four. It is doing an excellent job, and we continue to keep anything else we can do to help under review—respecting, of course, that under this Government, policing and justice in Northern Ireland has been devolved.

Lee Rigby was killed wearing civilian clothes, and all soldiers are easily identifiable whether in civilian clothes or not. Seeing our armed forces in uniform on the streets gives me great pleasure and pride. People may think that wearing uniform incites or indeed attracts attention from these terrorists. It does not. These terrorists will identify our soldiers, sailors and airmen if they want to. I thus add my voice to those of people who say, “Keep our soldiers on the streets in uniform.”

My hon. Friend is absolutely right, and no one is proposing anything different. The point he makes about the tragic murder of Lee Rigby is right, and we have no plans to change that.

As I said, these are all things that can be discussed and looked at. We should not be raising fears that our national health service is somehow going to be invaded when it is not. Let me quote the EU trade commissioner on this:

“Public services are always exempted—there is no problem about exemption. The argument is abused in your country for political reasons but it has no grounds.”

That is what was said on 13 September 2014.

President Putin has announced large increases in Russia’s armed forces in the past few weeks. As well as protesting about what has happened in Ukraine, did my right hon. Friend ask the G20 NATO members to stress to President Putin that hostile actions against any alliance member would be considered an act of aggression against all 28 members of the Atlantic alliance and possibly, as such, as an act of war, as per the NATO charter?

My hon. Friend knows these things well. President Putin is well aware that the NATO alliance has at its heart a clause on collective self-defence. That measure would be triggered if there were an attack on any NATO member. That is at the heart of our alliance, and it is obviously worth a huge amount to the Baltic states in terms of stability and security. This also shows how right we were to include those states in the NATO alliance.

One supporter of the amendments that will be tabled is my hon. Friend the Member for Ribble Valley (Mr Evans), whose circumstances match closely those just described. I hope that he speaks at some point in the debate—I do not see him here. He chose to support the amendments because he was reassured by provisions in them that once the judicial process begins, the recall process would be suspended. It would not be possible to seek to recall a Member once such a process had begun, until it had concluded. I think that is right, and there was an overwhelming consensus that that is right among the 40,000 people or so who responded to the survey. The measure would provide the protection that is required.

To reach its logical conclusion, before getting to the by-election the process would require an absolute minimum of five and a half months. This process would not happen over a weekend, and five and a half months would also allow Members to make the case to their constituents in a way that they could not in a short period of time. That is another reason why my right hon. Friend the Member for Sutton Coldfield (Mr Mitchell) —he has had similar experiences that I do not need to rehearse because everybody knows about them—is very much a supporter of the Bill. He feels that the five-month process was far longer than he would have required to engage with his constituents and make the case. The same is true of two other Members of the House who have had difficulties in their lives and who began the debate very much in opposition to recall. They now both support the amendments because they feel that they will get a fairer trial from their constituents than they ever would from social media, the mainstream media, or from a standard committee of parliamentarians, susceptible and fragile as we all are to tremendous pressures from newspapers and social media. The thresholds and protections are there.

In support of what my right hon. Friend the Member for South Cambridgeshire (Mr Lansley) said, I am worried about fairness. People sign underneath a petition of 200 words, but is it not fair for the MP to have a say at that point? How do we cover the fact that the MP is accused and does not have the right of response to those 5% of people?

It is so easy to despair. In politics, especially, how often do we obsess about small differences rather than about the biggest challenges? Too often, we are interested by the internal workings of Westminster power, and we stop looking outwards. We turn away from the world and in on ourselves, but that is a mistake. Our country is internationalist in outlook and, to us, all people matter, just as our neighbours and our families matter. People in Iraq matter. The conflict has innocent victims who have been scared out of their homes: women, men and children who take no part in violence but who will lose the most.

ISIL has executed a murderous and disastrously effective campaign of violence. This summer, it has taken control of Iraqi cities and exploited the fragile political situation to cause terror and devastate morale. ISIL has demonstrated that it has a serious stock of military equipment that it is prepared to use to attack indiscriminately. It must be stopped.

During the past 20 years, the position of the United Nations has shifted, and it now places a responsibility on its member states to deal with genocide when it occurs in the world. That does not, in my view, require a Security Council resolution. We need to do something when people are threatened in this world.

I will say more about internationalism shortly. Some people will say that the conflict is not our fight, and we should leave it to those who are closer by. For those who feel strongly, it is tempting to offer a counsel of despair and walk away. It is much harder to set about dealing with violent threats in a complicated context where the risks are high. In response, I say that we all want peace, and the only question is how to achieve it. The UK should not dictate the answer to the violence or carelessly interfere, but that does not mean that we should turn our back while the violence persists. In answering the question of whether we should do anything or nothing, we have to ask ourselves what good we can do.

I have described the approach we have taken to date, and said that we support American air strikes. I do not think that we should rule anything out. We should act, and a British Government should act, to promote the British national interest and to help keep our people safe. We should consider everything in the light of that. In particular, as I have said, we should ask ourselves how we best help those people on the ground who are doing vital work in countering ISIL. On these issues, I always believe that it is vital to consult, talk with and listen to the House of Commons at every stage.

The House will be reassured to know, however, that if there was a direct threat to British national interests, or if, as in the case of Libya, we had to act very rapidly to prevent a humanitarian catastrophe, the British Government must reserve the right to act immediately and inform the House of Commons afterwards. It is important to set that out, but the House has seen what the British Government have done to date, and I am listening carefully to the views of hon. Members in this debate.

Tragically, the only way to defeat people who are determined to carry out appalling acts, despite reason, politics, economic sanctions or whatever, is to defeat them on the battlefield. The only way that can be done against ISIS is for someone to go in there and do it. It does not look as if it will be us or the Americans, and it will probably not be the Kurds; the people who seem most likely to be able to do it are the Iraqi Government and their armed forces. Despite it being somewhat distasteful, can we give as much support as possible to the Iraqi armed forces so that they can do the job that no one else seems able to do?

My hon. Friend is fundamentally right that, at the end of the day, responsibility for a unified Iraq without the presence of ISIL, and without this extremism and terrorism, is with the Iraqi Government. To do that, an Iraqi Government is needed that includes Sunni, Shi’a and Kurd. We should not see support for the Kurds and support for the Iraqi Government as alternatives. To get rid of the cancer in their midst, we need an Iraqi Government who work with the Kurds.

I certainly agree with what John Kerry has been saying to the Israelis about the importance of reducing civilian casualties, exercising restraint and bringing an end to the conflict.

Realistically, we have ruled out military action over the Ukraine crisis, but one possible military option in response to Putin’s continuing fermentation of conflict in eastern Ukraine would be for NATO to position ground forces in the Baltic republics or Poland. Is that a response that Her Majesty’s Government might consider and support in the North Atlantic Council of NATO?

What we have done, and what we will continue to do, is ensure that NATO acts together, for instance with the Baltic air policing task that British forces are carrying out. When the Russians see NATO troops in Latvia, Hungary or Poland—President Obama has said this, and I think that it is a sensible thing to say—it is important that they see the troops of the different NATO nationalities. I think that is absolutely right.

Yes, I would, but it takes two to take part in discussions, so that was all a bit unfortunate.

Let me point out that

“public sector pay restraint will have to continue through this parliament. There is no way we should be arguing for higher pay when the choice is between higher pay and bringing unemployment down… That’s something we cannot do, should not do and will not do”,

and

“the priority now has to be to preserve jobs. I think that’s a recognition that everybody would see all round the country. We have got to do everything we can to preserve employment”.

Those are not my words, but those of the shadow Chancellor and the Leader of the Opposition.

It is just worth pointing out that all the right hon. Gentlemen’s brave words supporting public sector pay restraint fall away when we understand how much money the Labour party gets from the unions that have called the strikes today. What is it? Some £23.6 million has been given to the Labour party since the current Leader of the Opposition became its leader. Unite has donated £12.5 million, Unison £5.7 million and the GMB £5.2 million. That is why it is no surprise, as the Prime Minister pointed out yesterday, that the Labour party’s guidance on the strikes is: “Do we support strikes? No. Will we condemn strikes? No.” Weak, weak, weak.

Does my right hon. Friend agree that pay restraint has helped to keep jobs and to reduce the deficit we face in this country?

My hon. Friend is completely right. About £12 billion will have been saved as a result of pay restraint in the current spending round period, which is equivalent to the cost of employing 65,000 teachers or 71,000 nurses over that time. The 5% pay claim made by PCS for the civil service would cost £500 million every year, which is equivalent to further civil servant work force reductions of 18,000. Every increase in pay means fewer jobs.

It is a pleasure to follow the hon. Member for Brent North (Barry Gardiner). I thought for a moment he was going to take us through the entire Napoleonic code, so we can be grateful that he did not do that. One part of the French example that I am sure Government Members would not want to follow is their exorbitantly high tax rate, which I understand has resulted in so many people leaving France that the Mayor of London is now Mayor of, in effect, the fourth largest French city. No doubt we can have regard to other aspects of French history.

I rise in support of the Queen’s Speech. Some on the left, and in the Labour party in particular, have mentioned the small number of legislative proposals, but I think that less, not more government is a good thing. State legislatures in some parts of the United States sit for only three or four months a year, and they manage to function in their societies perfectly adequately, with an executive, a judiciary and legislature, and get through their affairs without too many problems. Statist functionaries on the Labour Benches may well find it attractive just to produce Bill after Bill, but I do not find overweening Government attractive. There is the concept that less is sometimes more. Labour may of course find that difficult to understand, bearing in mind that we have seen more from Labour in all these areas—more debt, more of a deficit, more tax and more unemployment.

Yes, indeed, and careful consideration of measures is crucial. I practised law in the criminal justice system in Northampton for years before I entered the House, and I witnessed the criminal justice legislation repeatedly passed under the Blair Government and the subsequent Labour Government. Frankly, much of that legislation only served to grind to a halt the court process in England and Wales. It did not work, and in many cases it created further problems. It is important to get legislation right.

We want a Britain that pays its way in the world and a Britain that is more competitive. I wholeheartedly disagree with Labour Members who criticise concepts of profit and commercial endeavour. We want hard-working people and to give them peace of mind for the future, and this Queen’s Speech continues that series of policies. This Government have carried through such measures during the past four years, and will continue to do so for the next year.

For example, the deficit is down by a third. We still hear criticisms about how fast we are able to get down the deficit. As I have previously pointed out to the House, the reality is that for Labour to make such criticisms is rather like an arsonist criticising a firefighter for the time taken to put out a fire. The deficit is down by a third, and income tax has been cut for 25 million people by an average of more than £700.

The economy that this Government inherited was 20th out of the G20 leading industrialised nations. It was at the bottom of the heap. That was the responsibility of the right hon. Member for Kirkcaldy and Cowdenbeath (Mr Brown), Tony Blair and the Labour party. That is the appalling legacy that we are seeking to improve.

Under this Government, there are 1.7 million more apprentices. We are looking to give people opportunities. Large numbers of apprenticeships have been created to do that. There are better standards and better schools for young people. Those are significant achievements of the past four years and the Queen’s Speech will follow through on them. Only by sticking to our plan will we secure a better and brighter future for Britain.

I accept, as the hon. Member for Bolton West (Julie Hilling) has pointed out, that there is more to do. That is why we seek another term. In my constituency of Northampton North, the rate of unemployment is 33% lower than it was in April 2010—the month before the general election. Youth unemployment is 41% lower than it was. However, there is more to do and the rate of unemployment is still too high. Like many colleagues on the Government Benches, I organise jobs fairs on an annual basis. During the last jobs fair that I organised, more than 2,000 people came through the doors and more than 40 companies were represented, including medium, small and large companies and charities. I accept that there is more to do, but we must stick to the long-term economic plan and get it right. The Chancellor of the Exchequer, the Prime Minister and all those on the Treasury Bench have been getting it right and we are seeing the results.

Her Majesty referred to the infrastructure Bill. Investing in infrastructure is a key part of the country’s long-term economic plan, because we have to think to the future, like the Victorians and many of our predecessors did. They thought of future generations. Stable long-term funding for the strategic road network is very important and is anticipated in the coming Session.

I have lobbied persistently—some might say nagged—on the issue of potholes. That might seem to many to be a micro-economic issue, but it is significant. In my constituency, and no doubt in other parts of the country, the issue of potholes is of serious and significant concern. I got together a petition to seek more assistance in that regard. I am happy to say that the Chancellor of the Exchequer announced in the Budget that he would allocate a further £200 million towards—

Not quite towards Northampton, sadly. We will find out in due course how much Northampton will get. However, I am very pleased that the Government have taken that move.

Motoring groups have welcomed that fund to fix roads, although, as ever, they wanted more. I, too, would like to see more money invested in our roads because the amount of road traffic only ever increases. There is an increasing number of incidents that are caused by poor quality road surfaces. Frankly, there are very human reasons why we need to fix the roads. They are dangerous for cyclists, pedestrians and other road users. The poor quality of our roads is a danger to life, as well as to livelihoods. The cost of compensation, insurance and the like is going up. That affects local taxpayers as well as national taxpayers. There are therefore raw economic reasons why we need to do something about potholes.

That is why I am very pleased that, thanks to the careful measures that the Chancellor of the Exchequer has taken over the past four years and to the fact that he has stuck to the path, sometimes in the face of a tsunami of criticism from the Labour Benches, he has improved the state of the economy to such an extent that he has been able to allocate £200 million to fixing potholes. Northamptonshire has bid for some of that, and I hope to hear relatively soon—as, no doubt, do other areas—how much my area will receive.

I think it right that local authorities bid for funding. As the Secretary of State for Communities and Local Government will know, some local authority areas perform much better than others and have a better track record of getting it right. It is only right that they show why they can operate more efficiently and successfully, or perhaps more expeditiously than others, and why they should therefore be rewarded for their endeavours and competence.

One measure not in the Gracious Speech is the Medical Innovation Bill, which Lord Maurice Saatchi introduced today as a private Member’s Bill in another place. It is to be hoped that in due course it might find its way to this honourable House. It is a completely non-partisan and highly important measure that is designed to make it easier for doctors to treat those who are suffering from cancer and other life-threatening conditions more successfully.

If passed by Parliament, the Bill will allow doctors to take a step away from the well-worn path currently followed in the treatment of cancer. For some cancers, the treatment has not changed literally for decades, and doctors—oncologists in particular—know that they will follow that path with their patient, and that there will be the same result at the end of that path. They can even particularise to quite a fine degree how long a patient may have left to live. With proper safeguards—I emphasise that—and with the fully informed consent of the patient and the extra safeguard of a multidisciplinary panel that can oversee the patient’s authority and what the doctor wishes to do, it is right that doctors ought to be able to diverge slightly from that path to see whether something slightly different can work. Only through those methods will we allow doctors to continue their good work and eventually find a cure for cancer.

I have not seen any evidence of that. Sometimes the City of London is unfairly painted as somewhere that does not have tough rules on money laundering. It does. It is painted as somewhere that does not have tough rules on transparency. It does. Part of the G8 agenda was aimed at making sure that we get greater transparency, particularly on issues such as tax. We will take the necessary steps, if that becomes appropriate, and the City of London will play its full part.

The Baltic republics border on Russia and they have substantial Russian populations. My right hon. Friend has already hinted that they must be somewhat nervous. They are NATO members, so does he think it appropriate that NATO should reaffirm the principle of collective security for all its members?

The collective security approach is at the heart of NATO, and we should reaffirm it every time NATO countries meet. Looking back, was it right to allow Latvia, Lithuania, Estonia, Poland and other countries to join the European Union and NATO? Yes, it was. It gave them the security and stability to make economic progress, combat corruption and have the sort of free and open societies that the House supports. They draw a lot of strength and succour from that, and we should not forget it.
