Lords ChamberMy Lords, I hesitate to arbitrate between my noble friends. I think it might be usual to hear first from that Bench, and then I hope there is also time for my other noble friend.
I am grateful. I pay tribute to what the Minister has been doing throughout this crisis. I know he has spent much personal capital on making sure that people are discussing these incredibly difficult matters, and that it has been personally traumatic for shim. The whole House values and appreciates what he has been doing. I want to follow up the questions from the two Front Benches. What consequences follow from settler violence? What consequences follow for those individual settlers, but also for Ministers in the Israeli Government who have supported this violence, not just through their rhetoric but through the provision of arms? Is the Minister going to be brave and bold enough to say at the Dispatch Box that either we have little political say with the Israeli Government, or we are saying it and they are not listening?
My Lords, as my noble friend will know from her own experience, it is important that we make public statements and private representations, and we are doing that to Israel. While we support Israel as an ally and friend; the other side of the coin is that we can give quite candid messages, and I assure my noble friend that we are doing just that.
The issue of accountability is well recognised, and I alluded to the response and visit of my noble friend the Foreign Secretary on that issue. As I said in answer to an earlier question, he is currently in the US, and we are aware of the actions it has taken.
I heard my noble friend’s earlier question, so perhaps I can answer that at the same time. In anything, we have to be very measured in our diplomacy, but giving in to blackmail or threats is not the way of any British Government.

Lords ChamberMy Lords, I start by paying tribute to my noble friend the Minister. I think that all, across this House, would agree that his diplomacy, compassion and hard work have been essential at this time of high emotions, and for that I thank him.
Six minutes is not long enough to fully acknowledge the grief of those who have lost loved ones in this recent outbreak of violence, the pain of the families who so brutally witnessed the killing and abduction of their loved ones on 7 October, and the ongoing pain of those who await the return of those taken as hostages, including British families whom I have met with, cried with and continue to advocate with. Their loved ones must be returned, so I join the calls of so many others when I say to Hamas: “Let them go. Your actions were brutal. I condemn you for your breach of international law and your flagrant violation of the laws of the faith you profess to follow, where women, children and the elderly, even in a state of war, are off limits”.
Six minutes is not long enough to acknowledge the pain and suffering of nearly 70 years of living under occupation, the forced displacement from ancestral home and lands and the generations that have lost lives, livelihoods and now, tragically, hope. But often in the midst of the darkest of periods, we see beacons of light: the peacemakers.
Today as I call for an immediate ceasefire and halt to the violence, I want to speak of some of these peacemakers who call for the same: British Jews who stand outside the Israeli embassy protesting for peace; rabbis and other British Israelis who attend marches for Palestinian rights; British Jewish lawyers who call for restraint and adherence to international law; British Jewish and Israeli organisations, including ex-IDF soldiers calling for an immediate ceasefire; and the 30 Israeli human rights organisations which came together calling for an end to the bombardment.
I speak of the powerful voices of Yonatan Ziegen, whose mother Vivian, a peace activist, is still missing and who said his mother would be “mortified” by the bombardment in Gaza and that vengeance is not a strategy for peace; and of Noi Katzman, brother of Chaim Katzman, killed by Hamas, who has urged Israel not to use his brother’s death as justification for killing innocent people.
I speak of Maoz Inon, a peace activist, who lost both his parents in the attack and said he was seeking not revenge but peace and equality, and that
“war is not the answer”.
I speak of Neta Heiman, whose 84 year-old mother, Ditza, was taken hostage by Hamas. Neta expressed her anger at the Israeli Government:
“I call out to the government … Do not destroy the Gaza Strip; that won’t help anyone and will … bring .. even more …violence”.
She urged us all to:
“bring about an agreement between the two sides—not an ‘arrangement’, but a true peace agreement”.
I speak of David Zonsheine, whose uncle was killed and cousin taken hostage by Hamas, who said:
“Revenge is not a vision. Killing civilians is not a plan”.
I speak of Yaakov Argamani, the father of Noa Argamani who was abducted from the music festival by Hamas fighters, who urged for his daughter to be returned by peaceful measures. I quote his powerful words:
“Let us make peace with our neighbors, in any way possible. I want there to be peace; I want my daughter to come back. Enough with the wars. They too have casualties, they too have captives, and they have mothers who weep. We are two peoples to one Father. Let’s make real peace”.
I speak of Elana Kaminka, who—movingly, as the mother of an Israeli soldier killed on 7 October—said that she could not bear any more mothers losing their child:
“this was a horrible attack on innocent civilians. You can’t fix that. The idea of more lives lost just tears me apart, because I know what it means to lose your child”.
Can any one of us profess to care more, be impacted more, to understand more than these Israelis? They are families at the heart of this tragedy who call for peace, ask for their grief not be weaponised, reject revenge, seek co-existence, and acknowledge the humanity of all, including the Palestinian people. Blessed are the peacemakers.
I ask us to follow the lead of these peacemakers. I urge noble Lords to choose peace over revenge and join me in asking His Majesty’s Government to call for an immediate ceasefire. I ask noble Lords not to follow the lead of an Israeli Prime Minister who is mired in allegations of corruption, in bed with far-right extremists, forming a Government on the basis of a coalition agreement that denies the very existence of a Palestinian state from the river to the sea, and who in 2019 said this about Hamas:
“Anyone who wants to thwart the establishment of a Palestinian state has to support bolstering Hamas and transferring money to Hamas … This is part of our strategy—to isolate the Palestinians in Gaza from the Palestinians in the West Bank”.
For over a decade, in this House and wider, I and others have been pleading with our Government to turn their attention to the ongoing suffering of occupation, alongside Israelis who have taken to the streets of Israel and around the world in their thousands in recent years to warn of the rise of far-right extremism in Israeli politics and the egregious breaches of human rights. For too long we have failed Palestinians and we have failed Israelis. We now see the consequences of that failure. Let us turn this moment of tragedy into hope and a genuine path to a two-state solution, and that starts with calling for an immediate ceasefire.
Finally, as a mother, I end with a clear call at this moment on behalf of innocent women and children, hostages and others caught up in this war. To Hamas I say, “Stop this violence and let them go”. To the Israeli Government I say, “End the occupation and let them live”.

Of course, on the key point of the safety and security of people who are in the United Kingdom, including institutions and organisations, the Government are working directly with our own security and police to ensure that safety and security are guaranteed. If there are specific issues that are raised directly with the noble Lord on ensuring the safety and security of an individual or organisation, I would urge him to raise it with me directly.
My Lords, what specific engagement have we had with British Iranians who, despite the lockdown on social media and communications, have direct links with family and friends in Iran and are therefore receiving updates in a way that perhaps even the Government are not? Will my noble friend consider discussing with his colleagues from the Home Office the potential for a legal route to asylum for those suffering the most extreme violence and persecution, especially those for whom people in the United Kingdom would be prepared to open up their homes?
My Lords, my noble friend raises two very important points. Of course, we are looking to engage directly with communities and representatives here who represent Iranian interests, including NGOs. Again, as I said to the noble Lord, Lord Alton, I would welcome any recommendations on specifics that my noble friend has from her own insight and experience. Our focus at the FCDO has been on international action. I was myself at the UN—I returned on Friday—specifically in relation to the work that we were doing on the CSW. It was very clear there that there was no support for Iran from the majority of countries; there were abstentions and only a handful of countries voted to keep Iran on. On the second point, we have always been a country that has provided safe refuge and sanctuary for those fleeing persecution. Again, safe routes and safe passages for such sanctuary is clearly the Government’s intent.

Lords ChamberMy Lords, the noble Lord is correct in that, over the past 12 to 24 months we have been looking at reallocating primary funds to the support that we identify is needed, particularly for women and girls. However, the tragedy that has struck Pakistan means that we need to look at what support can be provided. The noble Lord is right to point out the health concerns and requirements. I assure him that I have already made the case very clearly to the new Foreign Secretary—like my noble friend Lord Kamall, there is the question of whether I continue in this role—and to the previous Foreign Secretary and Prime Minister, about the need for medium and long-term support for Pakistan.
I am grateful for the work the Government have done in response to the disaster that has struck Pakistan, and to my noble friend for leading on this work. He will be aware that when Pakistan was flooded in 2010, at the height of government cuts and in the midst of austerity, our flood response alone was four times what is has been to date in 2022. By all indications, the floods in Pakistan today are four times worse than in 2010. I look forward to what my noble friend has to say about the medium to long-term support we can give to Pakistan as it approaches a harsh winter.
My Lords, my noble friend speaks with great insight; indeed, I understand that she visited Pakistan very recently. Of course, it is clear that the challenges are immense: there is no doubt about that. I have spoken directly to Pakistani Ministers, including Hina Rabbani Khar, to identify the specific immediate needs and the medium to long-term needs. There is a need for infrastructure investment in bridges. More than 3,500 kilometres of road have been swept away. In the previous response, the funding my noble friend alluded to included infrastructure support for bridges, for example. Those needs are being identified. I spoke to Deputy Secretary-General Amina Mohammed at the end of last week and I have been direct contact with Secretary-General António Guterres, who is visiting Pakistan tomorrow. There will be another assessment of immediate, medium and long-term needs. We are engaging directly with the UN and other authorities in that respect, and as I said earlier to the noble Lord, Lord Collins, I will update the House.

Lords ChamberMy Lords, in 2002 young British men we had grown up with travelled from Batley, a small town in Yorkshire, to Gujarat in India for a holiday. Two brothers, their nephew and a friend were being driven back after a tour of the Taj Mahal when their car was attacked by an angry mob. Three were murdered, the driver was set alight and the nephew, despite his injuries, survived. These men became victims of a spate of violence now known as the Gujarat riots in which thousands lost their lives, women and girls were raped, beaten and burnt, and homes and businesses were set alight. The Chief Minister of the state of Gujarat at that time was one Narendra Modi.
A leaked report at the time by the British high commission in New Delhi specifically blamed the violence on Chief Minister Modi and his Government. It led to Narendra Modi being described as the “Butcher of Gujarat”, with travel bans imposed on him by many, including the United States, while we in Britain imposed a total boycott of Modi, refusing to engage with him for a decade. Our collective assessment of and response to Modi was right at the time.
Years later, Modi looked set to become Prime Minister of India, and the US, the UK and others found ourselves having to unban and re-engage, not because we agreed with him nor had any truck with his ideology, but because it was expedient to do so. Indeed, we said as much, making it clear that engagement was not endorsement. Let me say clearly: we are right to engage with the Prime Minister of India, whoever that may happen to be. India is a country of 1.4 billion people, a rising economy, an important trade partner and a secular and diverse nation with an important and valued diaspora in Britain. India is not Modi, but more importantly Modi is not what India was envisaged to be.
The father of the nation, Mahatma Gandhi, preached non-violence and fought for a secular India. Indeed, it was this message that led to his early demise, tragically assassinated at the hands of a right-wing extremist, Nathuram Godse, a follower of a political ideology known as Hindutva. Hindutva is not Hinduism. The great faith of Hinduism, one of the oldest religions in the world, practised for thousands of years and rooted in spirituality, is one that has always co-existed with other beliefs. Hindutva, however, diminishes plural secular societies, is a political violent ideology from the late 1800s, underpins the far-right movement the Rashtriya Swayamsevak Sangh, or RSS, is influenced and inspired by the ideologies of Hitler and Mussolini, and was banned by Indian Prime Minister Nehru. This lays out the tension in today’s India. On the one hand is a diverse, multifaith, secular India and on the other a country where the ideology of Hindutva underpins the politics of power, with the once-banned RSS now playing centre stage, engaged in politics through its political wing, the BJP, and in violence through its mass training camps, led by Prime Minister Modi, an ex-RSS pracharak—a senior propagator.
What we saw play out in Gujarat in 2002 under Chief Minister Modi, we are now, tragically, seeing play out across India under Prime Minister Modi. From lynchings to burnings of homes, lootings to rape, the ideology of Hindutva and its promoters has attracted widespread criticism from Indian civil society, which is committed to a secular state as enshrined in the Indian constitution. Discrimination and harassment of Christian, Muslim, Sikh and Dalit communities, attacks on those in interfaith marriages, the passing of anti-conversion and citizenship amendment laws, targeted killings, burning and bulldozing of minority homes, desecrations of places of worship, boycotts of businesses based on religion and even citing Mother Teresa and her work as a “Christian conspiracy” are now mainstream.
For years, Indian civil society has been sounding the alarm bells. Women’s groups in 2020 accused Modi of encouraging “communal hate and fear-mongering”, making
“women of all communities feel more insecure and threatened”.
Civil servants earlier this year took the unprecedented step of writing an open letter to Modi, accusing the state of being “fully complicit” in the
“frenzy of hate filled destruction”
targeting not just minorities but the constitution itself, criticising Modi’s silence on the violence as “deafening” and arguing that the law, instead of being an instrument for maintaining peace and harmony, had become the means by which minorities were being kept in a state of perpetual fear. They urged Modi to
“call for an end to the politics of hate that governments under your party’s control are so assiduously practising.”
At best, Modi and his senior Ministers never condemn the violence; at worst, their rhetoric, through words on the public record, instigates and feeds it.
I understand that we often have to hold our nose and trade with those with whom we would rather not, but as we move forward with our trade and co-operation agreement with India, let us not forget our fellow citizens who were murdered there and have been denied justice and even the dignity of a burial—Shakeel Dawood and Saeed Dawood, the boys from Batley whose remains have never been returned, and Mohammed Aswat. Twenty years on, I urge my noble friend to meet the Dawood family and ask for the return of their relatives’ remains. It is time to bring them home.

Lords ChamberMy Lords, that has certainly been put forward, and the Israeli side has called for a joint investigation. As I have said, one hopes that both the Palestinian Authority and the Israeli authorities can come to an agreement to ensure that the evidence necessary to any investigation is fully provided, so that we have that impartial investigation. One hopes that that bridge can be crossed, so that there can be agreement on the investigation.
With the indulgence of the House, I will also take the second question as the Whip indicated.
I am grateful to my noble friend. Shireen was an American Palestinian Catholic member of the press. We have seen just from the interventions in this House that opinion is divided as to how she was murdered. In those circumstances, does my noble friend agree that the only way to make sure that we get to the bottom of who killed—assassinated —Shireen is to have an independent investigation, independent of those accused of being involved?
My Lords, of course, as I have said already, the United Kingdom Government have been very clear that what is needed is an investigation that is
“immediate, thorough, transparent, fair and impartial”.
It is important for all involved in that investigation to come together. Ultimately, we want to see those who were responsible for the killing of Shireen to be brought to justice.

Lords ChamberMy Lords, for all the criticism that this report has rightly faced about its findings, many of which are flawed, I tentatively welcome parts of it, not least because it has among its stated intentions a clear acknowledgment that the Government must build trust and a sense that every individual in our society must be treated fairly. As the report says, we must acknowledge failings, improve actions, behaviours and systems that led to the loss of trust, and the Government and other stakeholders must do so with honesty and transparency.
In this spirit, can my noble friend explain why, despite the Government’s commitment to adopt a definition of Islamophobia, they have failed to adopt the APPG cross-party, non-legally binding, agreed definition, which has been adopted by all political parties, including the Conservative Party in Scotland, local authorities, universities, the NUS, charities and numerous other organisations? It is supported by over 800 British Muslim organisations and underpinned by more than 100 academics who are experts in this area. Why is the definition accepted by large sections of the community that it seeks to protect not acceptable to government?
Why, despite promising to appoint two advisers to review the definition nearly three years ago, has only one been appointed? Even he has yet to be engaged by government or given any clarity as to his remit; he has not even been given terms or reference or any resources to support his work. I know that my noble friend will be appalled to learn that he has not even had the decency of a response to his correspondence with No. 10 and from two separate Secretaries of State. Can my noble friend therefore say how many times in the last three years a Minister has met their own cross-government working group on anti-Muslim hatred? When did the meeting last take place?
I am sure my noble friend will agree that this Government’s commitment to equality should be judged not by what they say their intention is or what they intend to do but by what they actually do.
I am grateful for my noble friend’s broad support for the report and the actions. I am alarmed by the other points that she raises about meetings and resourcing et cetera, and I hope she will allow me to take this back to the Minister and write to confirm the position.

Lords ChamberMy Lords, the noble Lord makes an important point. Of course, the clear view has to be led, and rightly so, by the Ukrainian Government and the Ukrainian people. They have kept the issue of diplomatic negotiation very much open. Yesterday, President Zelensky, notwithstanding his own assessment of what the outcome would be of those negotiations, sent a team to the border with Belarus to meet directly with Russian representatives. I have seen the statements that came out of that, and they probably reflected President Zelensky’s pessimistic view. Our view is clear and is shared by the Ukrainian Government. Yes, ultimately, there has to be a peaceful settlement, but to allow diplomatic means to prevail, President Putin must pull back from the eastern part of Ukraine to allow those discussions to take place. To set preconditions while occupying sovereign land is no way to say, “Let’s seek a diplomatic solution.”
My Lords, can my noble friend clarify the position of British citizens—civilians—who may wish to travel to the Ukraine to fight, as there has been some mixed messaging from the Foreign Office? That would greatly assist those who are keen to help Ukraine, but who would be endangering themselves and Ukrainians if they were to take that position.
My Lords, my noble friend is right to draw attention to this. Of course, the sentiments of your Lordships’ House reflect those of any person with humanity at their core: you want to help in the best way possible. The best advice that I can offer to anyone seeking to travel to Ukraine is to look at the Foreign Office advice, which is very clear: do not travel to Ukraine. There is a lot that you can do within the United Kingdom to provide support, and we are extending support to near neighbours as well. They may wish to help with humanitarian efforts, but the situation in Ukraine is very fluid. We are recommending that no one travel there, and I hope that this Foreign Office advice is heeded.

Lords ChamberMy Lords, we speak in one of the last debates on the last day of parliamentary business before recess, but the subject was one of the first which shaped my adult politics and which continues to shape me today.
I am grateful to my noble friend Lord Bourne for securing this important and timely debate, and like my noble friend Lord Randall, I just hope that it reaches a much broader audience. I also pay tribute to my noble friend Lord Bourne’s work as president of Remembering Srebrenica and his ongoing commitment to shining a light on this issue.
Bosnia-Herzegovina hit the general public consciousness in two stark ways when I was growing up. The first was the Winter Olympics of 1984 in Sarajevo—which many of your Lordships will remember—where Jayne Torvill and Christopher Dean performed that wonderful “Bolero” routine to win gold. The second was a few years later when the same city was under siege as the world watched a nation rip itself apart, where neighbour killed neighbour and the genocide of the Bosniak people unfolded. Today, art, music and culture once more thrive in Sarajevo—as, however, does the threat from hateful ideologies rooted in the past which are once more being adopted by right-wing politicians to further their own political and financial interests.
Noble Lords before me have spoken with great expertise and experience. I pay tribute to the work of my noble friend Lady Helic; we had the privilege of serving at the Foreign Office at the same time. Her work and that of my noble friend Lord Hague meant that the issue remained a priority under the coalition Government. As we heard from my noble friend Lady Mobarik, this issue has shaped so many of us for so long—long before many of us even entered politics.
I commend my noble friend the Minister and my noble friend Lady Goldie for their recent visit and refocusing of the FCDO’s attention on this issue. Through their ministerial work and wider Conservative Party engagement in Bosnia-Herzegovina, they both have many years of understanding of this issue. Therefore, it gives me some comfort that they are in office at this crucial time. I also pay tribute to the work of the late Lord Ashdown, which remains the bedrock upon which the killing stopped. We all miss him and his leadership. Paddy was brave and clear. His diplomacy produced results and was rooted in a clear sense of justice.
And it is justice that I want to focus on first today, because there can be no justice or a just settlement if those who perpetrated genocide, those who still perpetuate the hateful ideologies that underpinned it and those who prevent healing by promoting genocide denial are rewarded. We cannot and must not reward genocide. By dancing to the tune of Milorad Dodik, we are doing just that. If we continue to stand by and allow an ever-belligerent leadership from the Republic of Srpska to continue to weaken and dismantle state entities and institutions, if we do not stand strong in the face of nationalism, if we do not ensure that consequences follow those who undermine the territorial integrity of Bosnia-Herzegovina and if we do not sanction those who deny genocide, we are rewarding genocide.
We must also be clear in our policy and approach about who we are dealing with. For over a decade Dodik has enjoyed the support of the European Union, the United States and this country. He was elevated to the position of Republika Srpska Prime Minister with the help of the Office of the High Representative and NATO-led peacekeeping troops. We saw him as a moderate, which of course he was compared with Karadžić, the butcher of Bosnia, the chief architect of the Srebrenica genocide and now a convicted criminal.
However, over time Dodik has adopted an increasingly nationalist stance, aligning himself with Russia, China, illiberal nations within the EU and populist xenophobic leaders within the EU. He has adopted a belligerent stance and an anti-statist position, weakening Bosnia-Herzegovina state institutions while strengthening Republika Srpska institutions and proposing legislation for Republika Srpska to withdraw from state judicial and tax structures and, most worryingly, from the state armed forces. Dodik increasingly promotes an anti-reformist stance against NATO membership and pays lip service to EU membership while doing everything to block it. As the high representative said, these actions
“endanger not only the peace and stability of the country and the region, but—if unanswered by the international community—could lead to the undoing”
of the Dayton peace agreement itself.
Can my noble friend the Minister assure the House that officials working on this issue across departments understand Dodik and the way in which he operates? Do they understand that making outrageous demands, only to pull back—but, in doing so, extracting less outrageous concessions—is how Dodik operates, all the while undermining the territorial integrity of Bosnia-Herzegovina? He is no honest broker. He is no moderate. His agenda—of carving out a separate state for Serbs—is the same as that of Mladić and Karadžić; what they started down the barrel of a gun, Dodik is striving to implement through the bullying of an international coalition that is fragmented and, sadly, increasingly uninterested. If he is not stopped, if this lack of international pushback continues, then we are collectively rewarding genocide.
The second issue on which I seek assurance from my noble friend is whether the Government understand both the seriousness of this issue and the need for urgency. We have been found wanting in the past. We reacted too slowly: our civil servants urged caution in action, Ministers spoke of the need for balance, politicians made well-meaning statements, peacekeeping troops stood aside—and a genocide took place, with men and boys separated and shot and women and girls raped.
The late Baroness Thatcher accused us then of lacking resolve in the face of Serb aggression. She said we were accomplices and urged action. She foresaw a catastrophe unfolding and predicted a massacre, but at that time her views were dismissed as emotional and insulting.
Can my noble friend the Minister assure the House today that we have a plan, that we have our red lines, that civil servants are well engaged and fully informed, and that we have contingency planning for troops to respond, if necessary, to what is being described as the most dangerous moment in Bosnia-Herzegovina since Dayton? Can he assure us that the recent firefighting engagement by the US has focused minds on a more united and long-term plan and is more than a simple short-term reaction?
With this country as one of the strongest and most informed voices on this issue in Europe, can the Minister assure us that our exit from the European Union will not prevent us working closely with European partners in finding solutions? In particular, have the Government raised concerns about the visit by the Hungarian Prime Minister, Viktor Orbán, to Bosnia-Herzegovina last month, when, in breach of diplomatic protocol, he met Dodik but not the other two members of the tripartite presidency?
I want to end on an issue that relates to Bosnia-Herzegovina but impacts us here in the UK. The slaughter of Bosniaks in the Srebrenica genocide, a cleansing of Muslims in Europe which took place in our time and near our shores, was a moment that shaped the lives of so many British people—it shaped my life and that of many British Muslims. It is why in government we established the Remembering Srebrenica programme, a programme that works across all four nations and which has resulted in hundreds of initiatives that keep alive the memories of those killed and make sure that, through never forgetting, we continue to learn the lessons and build tolerant and inclusive societies.
We fail Bosnia-Herzegovina. We fail the idea of a multi-ethnic, multiracial, multireligious nation state in Europe. We feed extremism, we feed division and we allow the powers of hate to win. As the rise of populism, xenophobia and authoritarianism sweeps through parts of Europe, we must stand strong as defenders of democracy, human rights and progressive liberal values. How we respond to the current crisis in Bosnia-Herzegovina will be an early test.

Lords ChamberMy Lords, I totally agree with the noble Lord. He pointed to the living bridge, and I welcomed his contributions to that meeting yesterday; he is a fine example of that very bridge, but a living bridge has to be alive. Yesterday again demonstrated very strongly that given the response we have seen from the British Indian diaspora, and the British people as a whole, we are truly an example of a living bridge between two countries.
My Lords, I congratulate the Government on their aid response to India and hope that support will continue for as long as it is needed. Are the Government also providing advice in relation to the reports that political rallies and religious festivals may have been two of the largest contributing factors to the current Covid crisis? What advice, learning and experience are the Government sharing with the Government of India to assist them in their understanding and handling of this crisis?
My Lords, my noble friend is right to raise the issue of large public gatherings as our own experience demonstrates the fact that, when you curb large gatherings, you see an impact in relation to curbing the spread of the pandemic. Throughout the pandemic I think that, all countries, including ourselves and India, are learning lessons from the challenge of Covid-19. However, undoubtedly, one thing is clear, and we are sharing our experiences and insights on this: large gatherings should not be held during a pandemic. We hope that countries looking at the situation globally will realise that it is important that we practise social distancing and prevent large gatherings taking place, particularly when the pandemic is still very much alive.
