Lords ChamberMy Lords, we have started updating our building stability framework. We have made a number of structural changes through the Better Delivery agenda to strengthen the delivery of our programmes. The reviews are complex. We want to present a rounded, whole picture of all the reviews, so we have brought the multilateral, bilateral and civil society reviews together. We have a much more focused picture of how we can deliver better in those countries where there is most need. As the noble Lord, Lord McConnell, said, it is really about making sure that we do not lose sight of the delivery of the SDGs. At the same time, we need to make sure that what we are delivering is being done in the most effective way, with value for money for the British public.
My Lords, I am a strong supporter of the Government’s aid and development commitments, but I am concerned about the porous lines between international aid and furthering the national interest. As the International Development Committee stated back in March, poverty reduction must remain a top priority for UK aid. Can the Minister indicate whether Her Majesty’s Government will seek to strengthen the conditions under which government spending can be classed as overseas development aid?
My Lords, the right reverend Prelate is absolutely right about ensuring that we do not lose sight of the way we deliver aid. It is being delivered through a number of government departments but we seek to ensure that we have a cross-government approach. We are making sure that our aid is delivered in a way that will be accountable and transparent, but is also delivered to the poorest and most needy people first. It is important—whether in a fragile-country setting or in a development setting—that we do not lose sight of the fact that ultimately we need to deliver first to the people who need it most.

To ask Her Majesty’s Government what assessment they have made of the agreement reached at the United Nations climate change conference in Lima in December 2014.
My Lords, we secured the basis for everything that the UK Government want in the final agreement. We agreed that countries’ emissions reductions contributions must represent a progression on their current level of effort and be accompanied by information to facilitate understanding. We made progress in elaborating elements of the draft negotiating text and achieved a good result on climate finance by leveraging the UK’s leadership to help get more from other countries.
I thank the Minister for her Answer. I know that many people were very disappointed at the outturn of the talks. Is she aware of the little booklet produced by the Royal Society, A Short Guide to Climate Science, which assesses some of the scientific evidence and answers some of the concerns of those who believe that this is not a significant problem for us today? Can she assure the House that Her Majesty’s Government will give a bold moral lead among the international community as we prepare for the talks in December in Paris, so that we can get a significant breakthrough later in the year based on this solid scientific evidence?
My Lords, the right reverend Prelate is absolutely right that we need to show leadership. I am aware of the Royal Society’s recent publication A Short Guide to Climate Science and very much welcome its conclusions. It is an excellent and highly accessible summary of climate science and I recommend that those who are interested in the subject should read it. I would also like to assure the right reverend Prelate that this Government are absolutely committed to taking the lead and securing a science-led, binding agreement in Paris in December. We have worked very hard to ensure that other countries are working with us.
To ask Her Majesty’s Government what plans they have to pledge funding to the Green Climate Fund.
My Lords, the UK recognises the importance of a successful initial resource mobilisation process, and is keen for the fund to become operational as soon as possible. We aim to pledge at the initial Green Climate Fund pledging meeting arranged for 19 and 20 November, ahead of the United Nations climate change negotiations at the start of December. We are a strong supporter of the Green Climate Fund, because we see it as a key new vehicle for helping developing countries adapt to climate change and follow low-carbon development paths.
I thank the Minister for her reply, and I am grateful for all that the Government are doing in this important area. So far, 10 countries, I think, have pledged contributions to the Green Climate Fund, but despite his warm words recently in New York the Prime Minister was not among those offering to make a pledge. Can we have some information about how much Her Majesty’s Government intend to pledge, and can we know what else we shall put on the table, if we are to have credibility at the discussions in December in Lima?
My Lords, the UK is committed to scaling up climate finance, and we have already committed £3.87 billion from our International Climate Fund between 2011 and 2016. The first £1.76 billion of this has already been committed from the International Climate Fund, and is expected to achieve the following lifetime results. However, the right reverend Prelate is right that we need to encourage all member states to come up to the mark and ensure that they are all contributing. This is a very important area. The UK is absolutely committed, and the Prime Minister has made that very clear. He will announce his pledge in November.
I absolutely agree with the noble Lord. However, since it does, and has been a long-term problem for us, we need to make sure that we have a proper, long-term, well thought-out solution. That is why we will announce a strategy that will address all those issues.
My Lords, those who keep a close eye on this area point out that issues of fuel poverty depend on which groups you look at. Clearly, in some groups this is a growing area. Indeed, they assert that there is a connection between the increase in fuel poverty of certain groups and the increase in the number of pre-paid meters that have been installed, partly because it is believed that they are the most expensive way to pay for fuel. In the light of that, can my noble friend tell us what consideration Her Majesty’s Government have given to promoting the five principles on the use of pre-paid meters which were agreed between Consumer Focus and the big six energy companies back in March 2011, to ensure consistency in their installation and use?
