Lords ChamberWe are determined that there should be transparency throughout the drive towards hitting the target of 80% of our programmes being focused on such areas. That is why we are working with the OECD through its Development Assistance Committee gender equality markers, which rate the bilateral programmes as significant or principal, so that this House or anyone else can identify the value of these programmes and where they are going. The nutrition summit at the end of last year was an enormous success in bringing together a great many countries, organisations, faith-based bodies and civil society to make sure that nutrition issues are written into our development aid programmes.
My Lords, it is not only women but men, is it not, who need to be educated on and helped with contraception? When I dealt with these issues a few years ago, I talked to a woman who was under 30, who had nine children. I told her about the importance everyone attaches to contraception, but she said with tears in her eyes that her husband would not let her use it. In many parts of the world, the men need educating on the importance of contraception quite as much as the women.
I entirely agree with the noble Baroness, and when we talk about the focus of our aid being on trying to increase the amount for women and girls, it is vital that we address that fundamental, often cultural difficulty. I take the point she has made. It is incumbent on us to make sure, working with our partners, that the large amounts of funds that flow to medical bodies such as Gavi are focused on tackling that fundamental part of the human relationship that causes so much difficulty.

Lords ChamberI agree with my noble friend but I would go further. It is not the president of Iran; Islam states that it is a woman’s choice. It is the religion that gives women the choice. We cannot have coercive practices. It is a woman’s choice as to whether she wears the hijab, the niqab, or no hijab or niqab at all. That is what should prevail in Iran and elsewhere.
My Lords, in his initial Answer the Minister said that the Government would hold the Government of Iran to account for their treatment of women. How does he propose that the British Government do so?
I have great regard and respect for the noble Baroness, who has played an important role on women’s rights across the world, including in Iran. Specifically on this point, only yesterday we sanctioned further individuals, particularly those in the morality police. We are working in conjunction with our key partners, including the United States and the European Union, because acting together we can not just limit Iran but restrict it and show it that we mean business in this sense.

Lords ChamberMy Lords, we are engaging directly with all agencies on the ground. The noble Lord mentions the Red Cross; of course, it has played an important role in reaching many communities within Ukraine, including those in the occupied areas, and we will continue to engage with it. But even an organisation such as the Red Cross is facing real challenges in this respect.
My Lords, the Minister did not answer my noble friend’s question about Graham Phillips and whether the Government are undertaking any investigation to establish whether or not he has violated international law. He was asked a direct question. I would be grateful if he would answer it, please.
I am sure the noble Baroness will appreciate that I am not going to comment on the specifics, particularly in the sensitive situation which currently applies to the detainees. I can assure her that we are looking at all elements of their detention. It is important that those representations for their early release are made through Ukraine. That is the position of our Government, but I cannot go further than that.

Lords ChamberMy Lords, my right honourable friend the Prime Minister articulated the importance of the principles of the protocol. We wanted to ensure that there were no differences between the opportunities afforded to businesses and people in Northern Ireland and those in the rest of Great Britain. That has not been the case. We have continued to negotiate on finding solutions with our colleagues across the EU in practical and collaborative ways. As I have said already, and I articulate again to my noble friend, that door is very much open for discussions. It is important that we look to address those very issues, which are not just being highlighted by the UK Government; these issues are being highlighted in practice by the communities of Northern Ireland. As the Statement said, every political party in Northern Ireland believes that the protocol needs to be amended. Also, importantly, businesses are making the case very strongly. It is important, as a responsible Government, that we act accordingly.
My Lords, does the Minister not recall that we discussed this issue over and again when we were talking about the impact that Brexit would have on the Northern Ireland agreement? We did so in this House; I recall very clearly my noble friend Lord Hain making exactly this point. The problem we have now was inevitable. The problem with the protocol that we are now discussing undermines, fundamentally, the painfully reached Good Friday agreement, where we were helped by Senator Mitchell of the United States, and what we now have is an almost irreconcilable problem by having thought we could have our cake and eat it.
My Lords, one thing I have learned in diplomacy is that you can reconcile everything. It is about having the vision and also the commitment to find an agreement. That is certainly the intention of the United Kingdom Government. We will continue to work with our colleagues and friends across the European Union to find solutions to the issues of the protocol. We do not have a functioning Executive; people are taxed differently from everyone else in the UK; you cannot access the same financial benefits; and laws and courts in Northern Ireland are different from elsewhere in the UK. These are practical problems. They must be addressed. We will continue to work with the EU in good faith. But from a personal perspective: where there is a will, you can find a way, and one hopes we can do exactly that.

My Lords, do the Minister’s remarks about the prevalence and importance of local people also apply to the future of Hong Kong?
I think I caught the first part of the question; it was a follow-up to the noble Lord’s question about local democracy. The reality is that Hong Kong is in a very difficult position, under the control of a gigantic state whose intentions towards the people of Hong Kong appear less than benign. It is the view of the British Government, as it is my view, that local democracy should prevail and that countries, or even regions, should be able to determine their own future in the way that our policy applies to the Falkland Islands—but it is not something that is entirely in our control.

Lords ChamberDomestic violence is a subject that is near to everybody’s heart and we are doing all we can to support people to ensure that we do not have the situation described by the noble Baroness. I cannot answer for what the police are doing but I will go back to my noble friend Lady Williams and ask her to reply directly to the noble Baroness’s question.
My Lords, I voice my concerns, as my noble friend has done, that this House is not celebrating International Women’s Day on International Women’s Day. It seems quite extraordinary. Can the Minister address the continuing ghastly practice of female genital mutilation, which is still very widely practised around the world? Can she say what active steps are being taken by Her Majesty’s Government to deal with that? There are two points: one, it seems extraordinary that a parliamentary session should not celebrate such an important day and, two, what are we doing about FGM?
The message has been received from both noble Baronesses about celebrating on the day. As I say, I believe it is about parliamentary timetabling. I am sorry, I can tell the noble Baroness only what I understand but I will come back to her and confirm that. FGM is a detestable activity and the Government significantly strengthened the law on it in 2015. We introduced a new offence of failing to protect girls, extended the reach of extraterritorial offences and introduced life-long immunity for victims of FGM. Ministry of Justice data shows that almost 700 FGM protection orders have been issued since their introduction.

Lords ChamberMy Lords, as I said, it was an exceptional emergency situation. In normal circumstances, we do not recommend the movement of consignments of animals, particularly large consignments. We take biosecurity very seriously. On landing in this country, the cats and dogs were transferred to prearranged quarantine facilities where they will have to remain for four months or until they have completed the rabies risk management process fully. The process ensures that animals meet the highest standards and protects our rabies-free status, which of course we value greatly.
My Lords, the noble Lord has not actually answered the Question that was put, which was not about authorisation. It quite clearly asked “what representations” the Government received “concerning the evacuation of Pen Farthing and his animals from Kabul.” Will he address that issue? What representations were received by any member of Her Majesty’s Government on this issue?
I suspect that, like every MP, and probably every person in this House, I experienced an extraordinarily effective campaign mobilising people to write emails to their representatives. So, like everyone, I received hundreds, maybe thousands of emails from people on this issue, but my position—in writing, on the record—has always been that animals should never have been, and were not, prioritised over people. The noble Baroness asked about specific representation. I could spend hours, probably, relaying the torrent of emails that was received, but I will add one further thing: at no point did the Government as a whole receive any kind of authorisation on this issue, one way or the other, from the Prime Minister, who had no involvement at all. I think that was the point of the Question that was put to me and I emphasise that again.

Lords ChamberMy noble friend makes two very practical points, especially that on the CDC. I will certainly look at what we can do. To be absolutely clear, we remain committed to the COVAX Facility. We want to provide clarity to all that we will continue to support that facility, which we believe has the infrastructure to ensure the best, most equitable and fastest distribution to the most vulnerable around the world. However, my noble friend makes some practical points and I will certainly explore those further.
Does the Minister agree that, while priority must be given to vaccinating as many people in the United Kingdom as possible, it is also vital to help protect less developed countries, which may develop other strains of Covid-19 as we have already witnessed? Can the Minister assure the House that the UK Government will not seek any payment for vaccinations or equipment from those countries? Will the Government support them to develop and deploy the skills and expertise that have been developed by our own dedicated scientists and doctors in this country?
I assure the noble Baroness that, as vaccine distribution picks up pace and other vaccines come online, we remain committed to the COVAX Facility. The noble Baroness puts forward some practical points about British expertise and how this can be further leveraged in terms of support. Regarding specific charges that may be levied, let me assure her that the whole basis of the AMC within the COVAX Facility is to ensure that the most vulnerable are not prohibited from or limited in their access to the vaccine because of a lack of money.

Lords ChamberMy Lords, rather than focusing on unattributable media reports, I point the noble Baroness to No. 10’s confirmation yesterday that there is no change to the Government’s commitment to maintaining a 0.7% aid target. Also, the Foreign and Development Secretary today confirmed that we will continue to spend 0.7%. That is written into the law. The Prime Minister has said that we want aid capacity and development expertise; that is what we want to be the beating heart of the new department.
My Lords, I have two questions. When will the first accounts for the new joint department be signed off, as they must be, by the FCO permanent secretary, and published? Secondly, on 19 June, 191 NGOs, think tanks and charities, all working on humanitarian assistance—including of course the current Covid problem—wrote to the Prime Minister protesting about this new arrangement. The doctors wrote, similarly, a couple of days later. All made the point that DfID is one of the most successful and respected aid departments anywhere in the world, and is recognised as such by everywhere else in the world. Has the Prime Minister answered those letters from the 191 NGOs and the doctors? They were written 10 weeks ago. If not, after almost 10 weeks, when will he reply?
My Lords, departmental accounts will be published in the usual way. I reassure the noble Baroness and, indeed, the NGOs to which she referred, that of course we are listening very closely to what they say to ensure that the new department is greater than the sum of its parts, and what we want it to be. We aim to use all the tools of our influence and expertise to continue our work and development. We are a world leader in international development, as the noble Baroness says, helping to end extreme poverty in developing countries around the world. We are absolutely committed to putting UK aid at the heart of what we do in the new department. We will continue with our 0.7% and will ensure that we continue the good work that we have seen from DfID in the new FCDO.
