The UK’s aid of £286 million for 2021-22 provides live-saving support to the most vulnerable. The UK is pressing the World Bank and its shareholders to allocate the remainder of the £1.2 billion that is in the Afghan reconstruction trust fund. This includes the release of £280 million in December, which helped to ensure that health services are accessible and available for women and girls and supported households to access food.

My Lords, does the Minister agree that a good start for International Women’s Day would be for the United Kingdom to be as open as the EU to women and girls fleeing extreme violence in Ukraine?

The noble Lord paints a true picture of the situation and of the angst and frustration at the fact that we seem unable to bring about a two-state solution; the angst of that is palpable. I have not read the leader in the Guardian, but I will make sure the officials get me a copy and I will make sure that I read it. People are continually trying to make the case that the actual motivation and desire to achieve peace in a two-state solution must come from the individuals involved, in Israel and Palestine, and we will do everything we can to help that happen.

Does the noble Baroness think it acceptable that Israel is not allowing out for treatment those who have been wounded in the recent protests to which she referred? Have the Government made any assessment of whether the sniper rifles and components given export licences and sold to Israel by UK firms have been used on protesters?

Of course, such behaviour is unacceptable. The information I have is that we take our responsibilities for the export of defence arms extremely seriously. We approve only equipment that is for Israel’s legitimate self-defence, and all applications for export licences are assessed on a case-by-case basis against strict criteria. We will not issue a licence if there is a clear risk that the equipment might be used for internal repression.

My Lords, our embassies work very closely overseas with others from the EU, including the External Action Service. How is the United Kingdom seeking to replicate the influence that that creates? Does the noble Baroness agree that our embassies would need to be strengthened if we left the EU, and have the Government estimated the cost of that?

The noble Baroness asked a number of questions, and I will try to answer her properly. I am thrilled that we have upgraded seven ambassador roles to the highest level, that an additional 50 diplomats will be posted to embassies across Europe, that we have created more than 100 roles in London and Europe, and that there will be an increase in spend. I hope the noble Baroness will allow me to write to her with the technical details of the exact spend.

My Lords, does the Minister accept that, while both peoples need to learn to coexist, coexistence and military occupation are not easily compatible? Can she reassure the House that no project will be funded that will in any way normalise occupation or undermine Britain’s long-standing opposition to settlements as illegal under international law?

I thank the noble Baroness for her question. We continue to press the parties on the need to refrain from actions that make peace more difficult. Settlement construction is a significant barrier to achieving this goal, as are terrorism, incitement to violence and the refusal by some to acknowledge Israel’s right to exist. The UK’s position is clear, and our long-standing position on the Middle East peace process is clear too. We support a negotiated settlement, leading to a safe and secure Israel living alongside a viable and sovereign Palestinian state, based on 1967 borders with agreed land swaps, with Jerusalem as the shared capital of both states, and a just, fair, agreed and realistic settlement for refugees. This will be difficult but we must try.
