Lords ChamberWe do not need just a national food strategy. The Government are well aware of the complexities of this, which is why I am answering this Question on behalf of the Cabinet Office. This is a large, long-term problem. I was struck to read in the report that there are 1,000 food banks in Germany and 2,000 in France. It is not just a British problem.
My Lords, now that the report has identified a gap, particularly in relation to children when they are not in school, can the noble Lord, with that knowledge, assure us that the Government will address the issue with urgency?
My Lords, that takes a great deal of consideration and the Government certainly will do so. The report recommends that free school meals should be provided in the holiday period. That involves a lot of implications and cost, which the Government of course will have to consider.

Lords ChamberMy Lords, certainly we are actively engaged with the Commonwealth Secretariat. The UK is the largest funder of the Commonwealth Secretariat and also the largest supporter of its youth fund.
My Lords, I declare an interest as a trustee of the Queen Elizabeth Diamond Jubilee Trust and as a person who was born in Dominica, one of the tiniest islands within the Caribbean. Mention has already been made of the Queen’s Diamond Jubilee scholarships which are going to be given to the 53 countries. Can the noble Lord tell us what assistance the Government intend to give to make sure that Caribbean members get a proper opportunity to demonstrate their skill, their talent and their ingenuity?
My Lords, that is a very good and complex question, and I think it is better that I write to the noble and learned Baroness with a full indication of where we are. I am very conscious of her background in Dominica and indeed, with my World War I hat on, of the contribution that her family and many others in the Caribbean made to the British war effort in the Great War.

Lords ChamberNot entirely. The honours list in recent years has included an ever larger number of people who provide public service, often without reward, at the lower levels. I processed up the Abbey on Tuesday morning behind a lollipop lady who was there because we were demonstrating different forms of public service to the country. I am happy to say that the number of teachers, including head teachers, who receive awards has been increasing in recent years. Eight head teachers received senior honours in the latest honours list.
My Lords, what is the ethnic balance among those in the order?
Amartya Sen, I have to say. The issue of ethnic balance is also one of which the various honours committees are extremely well aware. I think 6% of those in the latest honours list were members of ethnic minorities. We are conscious that we have to look actively at that issue. Again I would say to everyone here and to all those whom noble Lords know outside, we encourage public nominations. Perhaps I may also add, as someone who lives in Yorkshire, the English regions are underrepresented. If you live in London, Scotland, Northern Ireland or Wales, you have a better chance of being honoured than if you live in Yorkshire or the north-east.
