My Lords, the Government are clear that the furlough scheme can be used flexibly by employers—it can be used to accommodate those employees who cannot work due to their caring needs arising from Covid. They have extended eligibility in the extended scheme to account for employees who were taken on since the furlough scheme first operated. Learning from our first experience, we have put other measures in place to support parents, including childcare bubbles and the provision of high-quality online education.

My Lords, I have a suspicion that among Members of the House of Lords there are not many single parents who are home educating their young children. I am one of those, however, and I spent last week with my 11, 12 and eight year-olds, helping to home educate them and doing everything else that they needed. I do not have to choose between my job and looking after my children but many people are in that position. Surely, at the very least, there should be some rights for these parents to have support where the schools are not open. In addition, if employers are not prepared to support them, at the very least employers should be required to give them their job back at the end of this period.

The noble Lord is absolutely right that where parents need to take leave for caring responsibilities they have the right to do so, and if that is taken for under 26 weeks, they have the right to return to the same job when they return to work.
Covid-19: Gig Economy

My Lords, the Government will look at all recommendations for what we can do to support the economy and businesses during this difficult time, including the ones that the noble Baroness mentioned. Today, the Government have announced more support for the hospitality sector: we announced grants for businesses that have to close under tier 3, but those that suffer a downturn in their business due to tier 2 restrictions will also be able to access grants, which will be backdated for those areas that were already under similar restrictions before the tiered system was put in place.

The Chancellor’s announcements today are welcome as they improve support for those in work and the self-employed, but I hope that the Minister recognises that there are very large numbers of people in all forms of the gig economy who are not getting support. In particular, I cite those who work in the arts and elsewhere, who will not currently have employment and have little hope of it, or those who are directors working through limited companies, who cannot now get income because they are not supported because they took their income through dividends. Does the Minister have any estimate of how many people have been excluded from support?

My Lords, the noble Lord is talking about two of the support schemes: the Job Support Scheme, or the furlough scheme, and the self-employed scheme. Of course, for those who are not able to access those schemes, there are many other support schemes available, including bounce-back loans for businesses, where we have increased the generosity of those terms, and the Cultural Renewal Taskforce, which provides over £1.5 billion of funding to cultural institutions. One of the effects of this, we hope, will be that freelancers working in that sector will have more opportunities for work and be able to stay in the sector to which they contribute so much.

The Government absolutely believe that the cultural sector is a vital and important part of the UK economy. That is why we have put in a specific scheme to support that sector with £1.57 billion. If I understand it rightly, the initiative announced by the Welsh Government is a reflection of that money that has gone in.

Will the Minister accept that the issue here is not that nightclubs, theatres, concert halls and other live venues are not viable; it is that they cannot operate under the Government’s rules? Surely the Chancellor needs to put in place a different support scheme for those businesses, and the freelancers and self-employed who work within them, that are prevented from working and operating not because they are long-term unviable but because of the Government’s rules.

I believe that the Government understand and accept that. That is why we have put record funding into the cultural sector through the recovery fund.
