I thank my noble friend for his warm welcome to this role. I reassure him that the department is absolutely committed to simplifying our funding approach when it comes to levelling up and local authorities. I reassure noble Lords that the funding simplification doctrine will be implemented from 1 January next year. Its aim is to embed our commitment to simplifying the funding landscape by ensuring that government departments consider the principles of funding simplification when designing new funding for local authorities. To the noble Baroness’s point, the idea is that it extends beyond the reach of my department alone. The doctrine will cover all new funds that are made available exclusively to local authorities by central government, but it excludes funding within the local government finance settlement and services mandated by statute. That gives a better idea of the shape of that approach.

However, it is right that where there are specific problems that may need to be addressed with specific parameters, the concept of a new fund is not entirely ruled out from that approach. The pathfinders, which are important in allowing us to make sure we learn as we go and then apply the approach more generally, are looking at what flexibilities can be applied across those different funding streams, and at putting local authorities in the driving seat in identifying where their priorities are and using the funding made available from central government more flexibly.

I refer your Lordships to my entry in the register as director for the Purpose Business Coalition’s levelling-up goals. Are the Government still committed to the 12 medium-term missions set out in the levelling up White Paper of February last year? If so, what is being done across Whitehall to drive those missions? Will there be the annual update on them that was promised in that White Paper?

I assure the noble Lord that we are absolutely still committed to those 12 missions. There is a huge amount in today’s Autumn Statement that shows our commitment to delivering some of them—for example, through the allocation of further money to levelling-up partnerships and investment zones and pursuing greater devolution. We are taking other measures—for example, legislating to create a smoke-free generation that will help deliver the health and life expectancy-related missions—so there is work across government that will continue to deliver on those 12 missions.

Low-alcohol beers and spirits obviously have a lower duty, but the price to consumers is often comparative or even higher than that of other alcohols. What can the Government do to incentivise lower prices for alcohol-free products, which can have significant health benefits?

The noble Lord is right to point to the fact that, under these reforms, lower-alcohol products—regardless of the type of alcohol product they are—will have a lower duty. That is a significant incentive to people. I am not sure about the other drivers of the higher prices that he referred to; that would have to be looked at more carefully.

My noble friend is right that I did not address that point earlier, and I apologise for that. We are putting more funding into specialist mental health services to address some of the points that both the noble Baroness and my noble friend have made. On the number of psychiatric beds available, I will have to write to my noble friend.

I want to ask the Minister about an issue that was raised in the Health Secretary’s response at Questions yesterday. He mentioned a sprint review of delayed discharges, which have been referred to a number of times today. He suggested that it started on 1 July. Who precisely is doing the review, to whom is it reporting and will it be made public?

I think the noble Lord is referring to the national hospital discharge taskforce, which is running a national 100-day discharge challenge, which I think will be the sprint review. It is working across the health and social care system to address all the different pinch points. One of the associated aspects is that integrated care systems can now become discharge front-runners to share good practice and ambitious ideas, so that those who are doing best in this area can share best practice quickly with those who might need more support.

My Lords, I think that our public servants have at the forefront of their minds when they do their jobs the service that they give to the public. My noble friend refers to backlogs. I am not sure quite which ones he is referring to. My noble friend is beside me and she would say that there are no backlogs in passport processing, and that applies to a number of other government services too. There are in the NHS—we absolutely acknowledge that—but the Government have a plan to deal with that.

My Lords, does the Minister remain committed to the assertion by the former Levelling Up Secretary, Michael Gove MP, that levelling up may be more difficult in a time of economic hardship but that it is even more important to tackle regional equality and that investment must continue to be made to be able to do that?

This Government are absolutely committed to levelling up. The former Levelling Up Secretary did an excellent job, but that commitment does not change with his departure.

My Lords, the Government recognise absolutely that the SDGs are a domestic as well as an international commitment. The noble Lord will know that, as part of our voluntary national review commitments, we will review the governance of our domestic SDGs and how that is structured. While that work has been slowed down slightly by the pandemic, it also provides a new context in which we can look at it again and take it forwards.

My Lords, sustainable goals 8 through to 11 cover decent work, industry, reducing inequalities and sustainable communities. Will the Minister ensure that the Government consider revoking the membership of Dame Emma Walmsley from the Prime Minister’s Build Back Better Council, given that GSK is directly damaging the UK in each of these vital areas by abandoning its long-held pharmaceutical manufacturing base in Ulverston in Cumbria?

While I have sympathy for the noble Lord’s reasons for raising his question, the Government do not intend to change the membership of the business council. It is to run for 12 months and we welcome the contributions of all its members.
