UNRWA is providing essential healthcare to 3 million people and education to half a million children. We recognise that UNRWA could do some things better; UNRWA recognises that it could do some things better. We took up a mechanism last year whereby we introduced a performance review element into our funding of £50 million. That may be a way forward for others to act—but it is for the United States and other donors to step up and act as they choose.

Does the Minister agree that it is likely to be preferable for Palestinian children in Gaza to be taught in UNRWA schools rather than Hamas-led ones? In the light of that, will the Government put pressure on the United States to encourage it to restore full funding for the UNRWA schools, which I hope the Minister has seen in operation, as I have?

We have high regard for the work of UNRWA in Gaza; we have a no-contact policy with Hamas. We are supporting the Palestinian Authority as it seeks to re-engage and take responsibility in Gaza. We also work through UNICEF on the ground, providing water and sanitation. I support the noble Baroness’s views on UNRWA schools very much. They have been visited and audited by a number of Members of this House and found to be of a very high standard. We want to encourage that.

Human rights are important. Whenever meetings take place between Ministers, be it Mark Field recently and my noble friend Lord Ahmad, human rights issues are always on the table and are always addressed. However, in conflict situations we also need to recognise that there needs to be a dialogue towards a peaceful resolution of the problem, so that human rights, and most crucially, human development, can take place.

My Lords, what are the Government doing to encourage the Indian Government to secure justice and closure for the families of those who have disappeared in Kashmir? Might we share with India the lessons from Northern Ireland on how transitional justice can help to facilitate peace?

The noble Baroness raises a very interesting point about lessons from our own experiences of conflict but, again, I come back to the point that it would be for the Governments of India and Pakistan to invite people to take part in that process. It is not something that we feel we should impose, other than to express our overwhelming will that an open, continuing dialogue should commence and take place.

I remember the huge excitement of the London meeting in 2012, when the UK, by that stage moving towards spending 0.7% of GNI on aid, as so long promised, was able to increase its commitment on neglected tropical diseases so substantially, by an additional £195 million. I was proud to be part of DfID’s ministerial team at the time and recall the amazing briefings that I was given by committed experts not only from the department but from the London School of Hygiene & Tropical Medicine—including on how you pronounce the names of all these various diseases.

As the noble Baroness has pointed out, NTDs affect more than 1.3 billion people worldwide and cause half a million deaths each year. They cause chronic disability, disfigurement, stigma and ill health. They disproportionately affect the poor and marginalised.

It is vital for delivering the SDGs that we address the NTDs. Of course, there is goal 3 on healthy lives, but it is much more than that. The SDGs aim to eliminate extreme poverty while leaving no one behind. It is the poorest and those with disabilities who are so often left behind. Tackling these diseases is part of the overall strategy of all the SDGs. In doing so, we need to focus on research, and here the London School of Hygiene & Tropical Medicine and the Liverpool School of Tropical Medicine have been so important, and the UK has had such strengths.

We need to make sure that treatments and preventive measures, such as vaccines, are coming forward and that we get them where they are needed. We need also to ensure that we have adequate surveillance. This is, of course, vital for understanding a country’s true burden of disease, as well as for securing and achieving intervention, detecting the last cases and, when and if we are in that fortunate position, making sure that there is no resurgence. I urge the Government to use their position as a leader in this area to encourage others to increase their own support. The noble Baroness, Lady Hayman, mentioned the upcoming summit in Geneva towards the end of April as a key opportunity for this. I, too, ask whether the Secretary of State will attend.

Like the noble Baroness, Lady Hayman, I want to ask about the Government’s Ross fund, announced by the former Chancellor in the autumn of 2015. It seems an absolute age ago, but it included £200 million to tackle NTDs. As far as I know, there have been no announcements yet relating to NTDs. Can the Minster clarify what is happening? It has also been flagged to those of us speaking today that leprosy remains a neglected disease, where others are no longer so neglected. Will the Minister comment on this?

I come now to the eradication of certain NTDs: it is fantastic that we have reached that point. We had the wonderful visit from President Carter last year—in 1986, Guinea worm disease affected 3.5 million people; now, it is almost eradicated. President Carter said that he hoped to outlast the last Guinea worm. I am delighted that the former President is still with us and I want to ask about those last Guinea worms. Have we almost reached that point and do we have any information on other NTDs which are on their way out?

Finally and most importantly, what assessment has DfID made of the effect of Brexit in this area? We know that scientists working in the United Kingdom come from many different parts of the world, but especially from the EU. What are we doing to encourage them to stay? How can we make sure that they know that the UK’s leadership in this area, as in many others, depends so much on them and that we are very grateful to them? I look forward to the Minister’s responses in this vital area, which is so important for the health of the poorest around the world, and where the United Kingdom has such a proud record.

A couple of weeks ago I was with the Dutch Development Minister here in London at the Nordic Plus Group meeting and this issue came up. It is fair to say that we believe in a constructive engagement approach with USAID to find out all the details of what the measure actually means before we move forward. But certainly, as I mentioned to the noble Baroness, Lady Barker, we will attend the She Decides meeting in Belgium next week. Of course, we are open to taking work forward on this important issue.

My Lords, following on from the question of the noble Baroness, Lady Tonge, can the Minister confirm that this Government recognise—as we did in coalition—that international law trumps national law in conflict situations when dealing with the cases that she talked about? If he is not sure about that, can he please write to me?

My Lords, I, too, thank the Minister for introducing this Bill. It is a privilege, as ever, to follow the noble Lord, Lord Judd, with his long commitment to development and huge experience in this area. The CDC has, of course, played an important part in our development efforts in recent years, particularly since its remit was redrawn in the early days of the coalition and under the stewardship of its current CEO, Diana Noble. It is vital that we promote economic development. That is what will transform societies and pull people out of poverty. We have seen that around the world. Investment in the green revolution in agriculture in India was later to underpin India’s growth in other parts of its economy. The CDC, refocused on poorer countries and frontier markets, has helped in that regard.

Even before that refocusing, it has been a significant contributor. A key investment, of course, was that in M-Pesa in Kenya, to which the Minister referred, kick-starting a transformative method of ensuring that the un-banked were brought within the financial sector. I know that the CDC later regretted that it had no equity stake in the project given the profits now flowing in Kenya and elsewhere, which is a shame. When it is criticised for supporting some developments, it is important to look behind that work and see what skills are being imparted or jobs created. I have seen what it looked to do in Nepal and northern Nigeria in very difficult markets, but finding markets elsewhere easier. Where the CDC leads, it is often then easier to secure other private investment, which is especially important where it is operating in the truly difficult frontier markets.

But we are looking at the CDC as it is now, and even here there have been criticisms as to whether it is sufficiently poverty-focused, for example. I recall the concern in the 2000s about where its focus was. Was it any different, it was asked, from other private equity businesses as it invested in the growing markets of China and India? Andrew Mitchell and Alan Duncan, with their experience in both development and banking, did much to refocus what the CDC did. Diana Noble, as its chief executive, has transformed the organisation most impressively and there is a constant check on how transformative it is in some of the most challenging places. But, of course, she is standing down.

When I was DfID Minister, I was impressed that the CDC had not had its funds topped up in decades because it had so successfully reinvested what it was earning. There was then a relatively small top-up, certainly small compared with what we are looking at here. Did the CDC ask for this increase, and what does it plan to do in terms of attracting staff to manage such increases? What we see here causes me considerable concern, especially as the Bill enables the Secretary of State to increase the amount yet further by secondary legislation. That does not seem wise because I also remember the controversy when there were moves to sell the CDC off, early in Labour’s years in government, and Actis was spun off. Those involved, largely employed by the CDC, profited enormously. Suppose that down the track the Government decided to sell off the CDC. Would we not regret having filled its coffers? It would certainly make it more saleable.

Suppose we were to have a Secretary of State who thinks that this should be the main vehicle for aid money? There is plenty of scope for that. What about all the vital areas that DfID needs to support if we are to improve human development in the poorest countries? Human development underpins the ability of all economies to grow. To meet the SDG of eradicating extreme poverty by 2030, leaving no one behind, that growth needs to be underpinned and to be equitable, including women and girls as well as men and boys.

Suppose the Secretary of State altered the terms on which the CDC invested? What then? It is not at all clear that its funds would be used for addressing the SDGs as the ODA commitment surely means we must do. The Minister will know as well as I do how widely drawn the ODA is, but up until now DfID has been commendably focused on the poorest. Suppose that changed? It is all very well saying that the CDC would have to produce a robust business case, but suppose in the future the need for business cases was dispensed with? They have existed in their present extended form only for less than five years, and even then, having gone through a number of them when I was a DfID Minister, I can say that they are labour intensive and not always as useful as one might want them to be.

Suppose the business case continued, but the parameters that the Secretary of State laid down changed. For example, although in order to count as ODA, benefit needed to be seen in developing countries, it was decided that a close second must be to benefit British investors. The Minister will know exactly what I mean. What then?

This Bill hugely increases the potential capital for the CDC to £6 billion, with the Secretary of State able to increase it further to £12 billion by regulations alone. This is quite an increase from £1.5 billion.

I realise that we have no chance to amend this Bill, as it will go through all its stages here today. Much as I admire what the CDC is doing, I do not think that issuing this relatively blank cheque for a Secretary of State or for a future CDC under a new CEO is wise. The noble Lord says that the CDC will have a new strategy. Surely those in the Commons and the noble Lord, Lord Judd, are right in saying that we should have seen that first.

I know that the Minister will have the situation of the poorest people in the world in his mind. I look forward, therefore, to hearing what he has to say in response to my concerns and what safeguards will be built in, in terms of scrutiny of what the CDC does.

Aleppo

My Lords, as we see the terrible events in Aleppo, what are we doing to make sure that men, women and children in the 16 other besieged areas in Syria are not also subjected to surrender and slaughter? Is Aleppo going to be a precedent?

That is a great concern. We have not yet seen the besieging tactics adopted by the Assad regime in eastern Aleppo being used to the same degree in other cities, but he has gone on record with a menacing pledge that, as east Aleppo appears to fall, he will move the fight on to other cities. That urges all those who have influence over the people involved in this conflict to use all their powers to bring it to an end before we see it continuing on the same scale, and actually increasing in its brutality, in years to come.

My Lords, the noble Lord is absolutely right—I will take his second point first—about ensuring that we build capacity and strengthen institutions in the developing world so that countries are able to make the programmes that we are working on in those countries work for them much more effectively and efficiently. On his first point, it is really important that we do not lose focus on the SDGs. That is the start of the process and I am pretty certain that, as we go forward, develop our programme plans and work with other multilaterals, others will also look closely at what we are doing and will, we hope, support our work to ensure that those goals are met and we end up leaving no one behind.

My Lords, is DfID now looking at the implications of Brexit and the potential end of the UK’s major influence over the EU’s aid budget? If so, what are the implications for what the UK might do bilaterally now?

My Lords, we expect some challenges and change following the decision to leave the EU, which will affect some parts of the development work that we are undertaking, but it is a very small percentage of the work that we deliver through the European Development Fund. We will very much continue to work with our partners through multilateral institutions. I emphasise that we have committed ourselves to the 0.7%—that will be our commitment and we will continue to help shape global events and work with our multilateral partners to do so.

My Lords, my noble friend is absolutely right that we need to ensure that women’s rights organisations on the ground are properly funded and supported. Therefore, I am proud of the work that the UK is doing. We are trying to encourage our partners and other donors to step up, too, but we need to make sure that the funding is going to support those local organisations on the ground in their capacity-build to be able to respond. On that, the department is doing a lot of work.

My Lords, protection of women and girls is clearly absolutely vital, and I would like to welcome Malala and her fellow students, who are here today. Given the Minister’s responsibilities within DfID for relations with the EU, what action has she taken to ensure that in future we can work closely with the EU, which has the biggest development budget in the world, to influence it over this and other vital matters?

My Lords, the noble Baroness is of course right that we do a lot of our work through the European Union, but we also do it through a number of other large multilateral agencies and organisations. We will continue to work hard, and I am sure that in her Statement my noble friend the Leader of the House will lay out a clearer picture of what the Government will do.

My noble friend raises some very important issues concerning the protection of women and the rise of Daesh, and I take this opportunity to congratulate him on all the work he did as Foreign Secretary. My noble friend will support what the Government are doing in working with our MoD colleagues and with the Foreign Office to ensure a co-ordinated approach across government. He is absolutely right that we need to do more, and we need to encourage our partners to do the same.

African Union peacekeepers in Somalia have been accused of rape. Does the noble Baroness agree that it is welcome that the AU has conducted an investigation into this? What are the UK Government doing to support the AU to ensure that it takes the conclusions of that investigation through and holds its troops to account?

Again, the noble Baroness has raised a serious issue that women face in these particularly fragile conflict areas. We need to praise the AU for the leadership it is showing, including in trying to tackle FGM and child and early forced marriage. The AU has taken a step forward, and we will be doing our level best, with other donors, to ensure that it receives the support it needs. The noble Baroness is absolutely right that we need to make sure that the perpetrators are brought to book.

My Lords, this disaster has been added to by the El Niño effect and we need to make sure that we address that, as well as ensuring, as the noble Lord rightly points out, that the people who most need assistance receive it. I am really proud that the Government step up, show leadership and encourage their partners to work as stringently as we do, ensuring that there is real monitoring of the delivery of cash transfers and food aid on the ground. Ultimately, the focus must be on the Zimbabwean people who most need assistance.

My Lords, does the Minister recognise the possible significance of climate change in what is happening in Zimbabwe at the moment? What is DfID doing to make sure that across government, particularly in the Treasury and DECC, there is a return to the high priority that the previous Government gave to combating climate change?

My Lords, the Government have continued to support a reduction in the impact of climate change, and the Chancellor, through the Treasury, has added resources to the work being done. I do not think that this Government have been backward in dealing with climate change issues. In fact, in many areas we are leading the way, and I know that the noble Baroness will be reassured by that.
