Commons ChamberIf the customs union is not important, why have BMW, Jaguar Land Rover and Airbus suggested that they need to keep the current border arrangements? If we are to preserve just-in-time manufacturing in this country—Jaguar Land Rover is on the outskirts of my constituency—we must either have a customs union or find an equivalent, as suggested by the hon. Member for Wimbledon (Stephen Hammond), who is being patient with the Government. The suggestion from some Members, as we have just heard, that the customs union or an equivalent is not important flies in the face of the evidence and what businesses up and down the country are telling us.
I will necessarily keep my remarks extremely brief. I cannot match the magnificence of my right hon. Friend the Member for Broxtowe (Anna Soubry) when she spoke yesterday, but let me say the following to the Chamber. Brexit is a matter of national interest. It is time to put party politics aside, which is why I welcome the fact that Labour Members are open to supporting the Chequers proposals, as captured in new clause 18, which I rise to support. I hear what the hon. Member for Bradford South (Judith Cummins) said about her scepticism regarding whether the proposals could work, but the Prime Minister did the right thing in the national interest by putting on the table a workable, practical proposal, captured at Chequers, that could be negotiated with the EU.

Commons ChamberThe gender pay gap has been a problem for decades. Even though we legislated in this country in the 1970s, there has not been enough movement to narrow the pay gap.
Let me turn to the commitment in the coalition programme to
“promote equal pay and take a range of measures to end discrimination in the workplace.”
When the Minister winds up, I would like her to explain exactly how the actions that I have described will further that commitment. I fear that we will go backwards, not forwards.
The benefit cuts and changes also have a disproportionate effect on women. I support the eventual equalisation of the pension age for men and women, but again, we have seen the Government’s total disregard for the 500,000 women aged between 56 and 57 who, at very short notice, will have to wait two years longer before receiving their pensions. Also, cuts to child benefits and the working family tax credit, which involve help for child care costs, will make it harder for women to combine parenthood and work. For women with children, those benefits do not create dependence, but give them independence and a real choice of whether to stay at home or work part time or full time. Now that choice will only get harder.
My constituents have told me that one of the problems with the current system of tax credits—and the reason why the universal credit is needed—is that a number of women in receipt of tax credits found that if they worked even one or two hours extra, they immediately started to lose more benefits than they were gaining. The point is that we want to encourage women’s independence, as the hon. Lady says, which means the ability to be flexible and take on more work if it is available, yet the current tax credits system seems somehow to stop that.
I share the hon. Lady’s sentiments, but I do not agree with her conclusions. The child care element of the working tax credit is particularly important, especially for parents on middle incomes, yet it is being cut quite substantially. Those cuts in particular will reduce parents’ opportunities to work if they want to. I want both parents to have the choice of working, if they so desire, as well as balancing family commitments. Indeed, a civilised society should provide that framework, so that both parents can, if they want to, combine work with parenthood. Again, this is not just about fairness; it also makes economic sense.
However, this Government are guilty not just of attacking women’s economic empowerment, but in their work on tackling violence against women. We have seen many ill-thought-through policies that seem to be targeted at women. For example, this time last year, when considering anonymity for defendants, the Government chose to introduce it for rape cases. I know that they have dropped the idea since, but why choose rape, a crime predominantly committed against women? We also had an interesting debate about whether the Government should increase the plea bargaining discount, and again, the crime chosen to illustrate this was rape. Again, why choose a crime that affects more women than men?
I also have deep concerns about the Government’s reluctance to do anything concrete about the modern slave trade. Although I am pleased that they have finally seen the light and signed up to the EU human trafficking directive, I fear that it took them so long that they are now behind, rather than leading from the front, blinded by a degree of Euroscepticism. I also want to know what the Government are preparing to do ahead of the Olympic games next year. Unfortunately, international sporting events are magnets for pimps and traffickers. I would like to know what specific measures the Government are putting in place to stem the probable increase in trafficking due to the Olympic games. There is also much evidence that the national referral mechanism used to identify victims of trafficking is not fit for purpose. The UK Border Agency is in control of the mechanism, often treating women as illegal immigrants instead of victims—that seems to be the assumption made even before the women involved are interviewed.
In opening, I talked about the discrimination that my grandmother and mother suffered, and the progress made since. I sincerely hope that this Government will start to take seriously the risk that their policies will make women’s life chances worse, not better, for the next generation.

Commons ChamberI entirely agree with my hon. Friend. It just shows that GPs, if they are given the responsibility, will step up to the plate and deliver what their patients need.
In the limited time available, I wish to focus on what the proposed changes will mean for mental health services. I speak as a member of the all-party group on mental health, and as someone with a family interest in mental health issues. The NHS in England spends more on mental health services than on any other disease category, including cancer and heart disease, and one in four people will experience mental ill health at some point in their lives. The public health strategy has so far not been mentioned in the debate. I entirely welcome the Government’s emphasis on public health and the emphasis on good mental health as well as good physical health. I recently spoke with Charnwood mental health forum, which is based in my constituency, whose members told me that prevention of mental health problems and supporting people who are perhaps heading down the road to depression and more serious conditions is incredibly important.
There are four keys areas that I want to mention in the time available. My first point, which has already been mentioned by the Opposition, is that we must ensure that GPs get proper support to commission effective mental health services and other specialised services. That support can come from the national commissioning board, third sector organisations and patients. That is why I think GPs will step up to the plate, because they will ask their patients and listen to them when designing and commissioning services.
A recent Rethink survey of GPs found that 31% of GPs did not feel equipped to commission mental health services, compared with 75% who felt that they could commission diabetes and asthma services. It also revealed that 42% of the GPs said that they had a lack of knowledge about specialist services for people with mental illness, and 23% said that they had a lack of knowledge about mental illness in the first place. I will cite a recent case study from my Loughborough constituency, in which I was told that one of my constituents was suffering from complex mental health conditions, but his GP appeared to have no knowledge of personality disorders and saw the problem as largely behavioural. The relationship between the constituent and the GP deteriorated and therefore the local Rethink carers group stepped in to help find another GP. With consortia, a GP in a different practice could have that specialisation, and the first GP, realising their limitations, could speak with that other practice and engage with carers groups, such as Charnwood mental health forum or Rethink to ensure that there are special services available for patients.
Is the hon. Lady as concerned as I am that a recent survey by Rethink showed that 95% of GPs did not feel that they had sufficient expertise to commission mental health services?
I was just talking about that, but the point that has been made is that GPs do not feel that they necessarily have the specialist skills to commission mental health services. That says not that the underlying plan set out in the Bill is wrong, but that GPs recognise their limitations. From the conversations that I have had with GPs, I think that they will know where to go to commission those services and they will get the support from the national commissioning board.
