Lords ChamberMy Lords, I have listened very carefully. I do not believe that at any time I have said, “We’re leaving it to Ukraine”; I said that we are 100% squarely behind Ukraine, both defensively and militarily as well as in support we are giving diplomatically. I can share no better example of engagement than that our Prime Minister and President Zelensky talk regularly once, if not twice, a day. We are providing multilateral support. I shall be at the UN; it is our presidency next month. A lot of our debates will be focused not just on support for Ukraine in the current conflict but on accountability. We will convene a debate on sexual violence in conflict—there have been reports of that in Ukraine. I can give the absolute assurance that, whether it is the FCDO, the Ministry of Defence or the Government as a whole, we are squarely with Ukraine, shoulder to shoulder.
As for the future and what happens with Russia and Mr Putin, I agree with the noble Baroness. That is why I exercised caution when it was suggested that perhaps Russia was defeated or is retreating. We are very cynical about that, because Russia has weaponry which it can use and deploy at any time.
My Lords, as someone of Russian origin, my grandparents having fled the Bolsheviks, can I ask the Minister to ensure that people do not mix up the Putin regime with the Russian people? I have had a few nasty tweets asking whether I am a Russian spy. One must be quite careful. The Russian people are appalled by what is happening.
My Lords, earlier in the Statement I said exactly that: our fight or argument or dispute—and the Ukrainians’ argument also—is not with the Russian people. We stand by the Russian people. In Russia, over 60 cities held protests and were targeted. I assure my noble friend that what she says is very much part and parcel of our thinking.

Lords ChamberMy Lords, on the immediate issue of the sanctions, we have been working through the legislation, and I am grateful to the usual channels. Normally, there is a 28-day period for a debate to prevail after legislation has been laid; we are currently conducting the debates within 24 or 48 hours, so that partly reflects the situation. On the wider legislation we are bringing forward, I know the respective Front Benches and the usual channels are working very hard to accommodate the legislation required.
My Lords, I too congratulate the Government on all that they are doing for the Ukrainian people. Given that the oligarchs who are close to Putin use lawyers, tax advisers and other such people, what can the Government do to force them to release any information that would follow the money? To be honest, a lot of the money is Putin’s, and he uses oligarchs to move it around.
My Lords, my noble friend again raises an important point. In our debate on Friday, the noble Lord, Lord Carlile, also raised the point that the oligarchs are extremely wealthy and can employ lawyers to good effect. That is why our sanctions regime is both robust and tested in terms of legal thresholds before it is applied, to minimise any litigation that may take place.

Lords ChamberMy Lords, I too welcome the noble Lord, Lord Godson, to this House. He was once described as one of London’s most influential people. I look forward to his influencing Members of this House to like this country as much as he and I do, both of us being adoptive to this country.
I congratulate the Government on the publication of the integrated review. It is thoughtful and comprehensive. A review drawing together the threads of foreign policy, defence, national security and international development into a coherent whole was long overdue. The review has many original features. Its so-called tilt to the Indo-Pacific region has perhaps attracted the most public attention. We learn from the media that its first manifestation will be the despatch to the region next month of a carrier strike group, led by HMS “Queen Elizabeth”. Can the Minister confirm that the strike group will be deployed to the South China Sea to underline our attachment to the law of the sea and international freedom of navigation?
It is also reported that, en route to the Far East, a Royal Navy destroyer and frigate from the strike group will stop off in the Black Sea to offer support to the Government and people of Ukraine, who are yet again being placed under unacceptable pressure by the Russian Government, who have massed over 100,000 troops on Ukraine’s eastern frontier. As the Prime Minister’s first trade envoy to Ukraine—I hereby declare my interest—I warmly welcome our Government’s wholehearted support for Ukraine’s territorial integrity. We are playing a crucial role in helping Ukraine rebuild its infrastructure and defence capability. Only three days ago, our two countries signed an agreement to expand Operation Orbital, which provides for co-operation between our Armed Forces. It is, I hope the House will agree, a clear example of the UK putting its money where its mouth is—in this case, practical action to buttress democracy and national sovereignty in a friendly state.
Given that the integrated review named Russia as
“the most acute threat to our security”,
I suggest to the Minister that the dangerous situation on Ukraine’s eastern border urgently demands a twin-track approach to deter aggression—namely, not only a naval acte de présence in the Black Sea, but a determined British diplomatic initiative to help our French and German friends revive the Minsk II protocol, which is today all but dead.

Lords ChamberMy Lords, in the current year we will meet the 0.7% target. On our obligation to your Lordships’ House to uphold the laws on the statute book, I have already alluded to the fact that my right honourable friend the Foreign Secretary will lay out further detail shortly in the other place.
My Lords, the gang of five Prime Ministers, in objecting to a temporary reduction in our aid budget, surely protest too much. Is it not the case that, despite our enduring the worst economic crisis in 300 years, the UK provision of international aid, at 0.5% of GNI, will still be one of the highest in the world, and the second highest in the G7 group of industrialised countries?
My Lords, my noble friend is right: we will remain one of the most generous G7 donors, spending more of our national income, in percentage terms, than the United States, Japan, Canada or Italy. I further assure my noble friend that we stand very firmly in ensuring that, when we look at poverty alleviation, fighting famine, our commitment through the various vaccine summits we have held and the importance of our COP 26 presidency —with the commitment we have made on climate finance —we stand ready to continue to meet our obligations both domestically and internationally.

Lords ChamberThe Government support a dual strategy. We are launching and running a number of educational campaigns, using both conventional media and social media, and as I said in a previous answer, we are seeing the impact of that, particularly on young people’s attitudes. In addition to that, and to supporting numerous rubbish collection or litter days, we are also empowering local authorities to take stronger and more robust action against people who continue to litter.
My Lords, if we are to encourage schools to participate in the Keep Britain Tidy campaign, does the Minister not agree that we should encourage adults, even more so, to set an example? Britain has the reputation of being the dirtiest country in Europe. Is it not time for zero tolerance? In all my years I have never seen anyone fined for littering. As part of this campaign, I suggest that the Government and the public authorities also raise their game. For example, does the Minister not agree that there is an urgent need for more rubbish bins and recycling points, more frequent removal of litter from public places, and proper enforcement of fines?
Baroness Meyer, may I just say that short questions are required? I am sorry, but that was rather too long.

Lords ChamberI thank my noble friend for bringing forward these regulations. They are a welcome step in halting the terrible damage done to the environment by plastic waste. I have only two points.
First, I welcome the sensible exemption to which the Minister referred. As the Covid crisis has shown, it is impossible to do without plastic until we can mass-produce a cheap biodegradable alternative. Secondly, human habits matter as much as the science of recycling. It is human beings who through their irresponsible dumping of plastic waste are poisoning food chains, habitats, water and wildlife. The curse of plastic waste demands a joint effort from the Government, business and the ordinary citizen. People must learn not to treat our streets, parks and beauty spots as a fly-tipper’s paradise.
Does the Minister agree that there is also an urgent need for more rubbish bins and recycling points, more frequent removal of litter from public places and a speedy imposition of much heavier fines for littering? In all my years in London, I have never seen anyone fined for littering. Britain has a reputation for being the dirtiest country in Europe.

Lords ChamberMy Lords, I have only three points to make. First, the UK has a moral and political responsibility for the future of Hong Kong. Secondly, I warmly welcome the Government’s initiative to offer the possibility of full citizenship to BNO passport holders. Thirdly, we now need a coalition of the like-minded to come up with a common China strategy. Even in the days of the Cold War, there were agreed rules of the road to avoid miscalculations and nuclear war. That is wholly missing from our relationship with today’s increasingly aggressive China. Does the Minister agree that the G7 meeting will be an opportunity to forge such a coalition, and that the UK must play a leading part?
The noble Baroness, Lady Northover, does not seem to be responding. I call the noble Lord, Lord Collins of Highbury. Oh, we seem to be having a little problem with the system here. Is that the noble Baroness, Lady Northover?

Lords ChamberMy Lords, I too congratulate the noble Lord, Lord Howell, and the committee on this excellent report. At a time of great uncertainty in global affairs, it is essential to examine rigorously where the national interest lies and how to safeguard it. The report is an outstanding contribution.
Our role in the world is about not only the detail of policy but the spirit in which it is carried forward. I hope that all Members of this House, whether leavers or remainers, can agree that, in foreign affairs, we should see Brexit as an opportunity, not a damage limitation exercise, and we should bring to the enterprise a spirit that is both optimistic and aggressive—in the best American sense of the word. We should also learn from the French, who are not shy about waving their flag or showing patriotism.
The other day, somebody said to me that our coming last in the Eurovision Song Contest was the result of Brexit. I replied that if you want a metaphor for our future role in Europe, take football. The European Championship and the Europa Cup have been dominated by teams from London and Liverpool. For the first time ever, and despite Brexit, all four finalists are English: passionately supported by British fans and managed, sometimes even owned, by foreigners, with multinational teams. That is my kind of Europe.
On the report, I invite my noble friend the Minister to respond on three points. First, the report urges that, after our withdrawal from the EU, we should put more resources into our relations with its member states. That is obvious common sense. However, as was stressed by the noble Baroness, Lady Coussins, who is not in her place, we need to include a stronger concentration on the learning of foreign languages—both European and others, such as Russian and Chinese. We have to develop a cadre of diplomats who can negotiate and do business in the local language. You may say, “Ah yes, but in most of these countries, anybody who matters speaks English”. Even where that is the case, if you speak the language, it is much easier to win your point, build useful relationships and understand what makes the country and its people tick. I speak from experience as someone who has lived in France and Germany and who speaks several languages. I know how different it is to go to Russia and speak Russian: you have a different relationship with people.
My second point relates to the Marshall scholarship scheme, mentioned in paragraph 38 of the report. The scheme finances around 40 of the best and brightest American students studying for a year at one of our universities. As noble Lords know, the scholarships were created after World War II to thank the United States for the generosity of the Marshall plan. For more than 60 years, the upper reaches of American government, law, business and the academy have been occupied by Marshall scholars. The scheme is very dear to my heart: for five years, every September, I and my husband hosted a reception at the Washington embassy to bid farewell to the latest group of Marshall scholars, bright-eyed with optimism and enthusiasm at the adventure they would experience.
I am delighted that the report says that we should increase our support for the Marshall scholars—of course we should. It is a seed corn investment in our most important bilateral relationship. The cost, in the grand scheme of things, is tiny. I very much hope that, perhaps during the visit of the President of the United States, we can announce that we would like to double the number of such students who come to this country every year to 100.
Finally, the report brings out well the complexities of dealing with the US under President Trump. It is unclear whether some of the features of his presidency are specific to him or are of a long-term nature. Either way, it would be prudent for the FCO to devote greater attention and resources to the development of a cadre of American specialists similar to the way in which we prepare diplomats for postings to any other big foreign power. For all the ties that bind us, the US is a foreign country that is likely to become more foreign in the years to come.
I very much hope that the Government will look favourably on these three points, as well as on the report in general. What I am proposing is not expensive—it does not require us, in that notorious phrase, to “punch above our weight”. With all the reserves of hard and soft power at our disposal, it just requires us to punch at our weight and to play to our strengths.
