I have looked in detail at the claims, and they are not correct. National Grid’s assessment is that the closure of Longannet is not a threat to the security of supply. I think that we should trust the assessment of the transmission grid operator, rather than that of an individual company playing one small part in the operation. I will of course look at what we can publish to make those reassurances yet more concrete.
9. What recent representations he has received on the application of regulations to onshore unconventional oil and gas exploration; and if he will make a statement.
We receive a wide variety of representations on onshore unconventional oil and gas, and we always listen carefully to the views expressed.
The current regulations that apply to unconventional oil and gas exploration onshore have not yet been properly tried and tested. The protections given to national parks, sites of special scientific interest and areas of outstanding natural beauty were withdrawn in the Lords. Given that the regulations will not be published until July, what is the legal position on protections in or under national parks as regards any application that may be submitted this month?

Commons ChamberIt is a pity to hear the Opposition setting their face against the desire to double exports to £1 trillion. Of course, the eurozone on our border is in deflation and has had a series of recessions over the past four and a half years. Over the past three months our trade deficit has narrowed, so things are improving. This is undoubtedly hard work, but it is hard work that we will pursue.

Commons ChamberT6. May I correct my right hon. Friend the Minister of State on one point? Other than one example, there has been no deep well fracking for shale gas in this country. In Fylde, self-regulation and self-monitoring were proved disastrously wrong. Will he give the House a commitment that there will be no self-monitoring or self-regulation but a very cautious approach, and that the regulatory authorities will monitor seismic and other aspects of fracking at depth for shale gas?
There is a very strong regulatory regime for oil and gas extraction onshore, whether through conventional means or hydraulic fracturing. In fact, in the autumn statement just a couple of weeks ago, another £5 million was set aside for independent monitoring, just as my hon. Friend asks. I can give her the assurance that this will be done in a safe and cautious way.
The fracking regulations relate mostly to exploration offshore. How can the Minister assure those living in Ryedale and Hambleton, who have seen seismic surveys being conducted this summer, that the regulations are fit for purpose and that there will be no pollution or contamination of water supplies?
Not only does the regulatory structure surrounding the exploration for shale gas apply offshore, there is also a distinct regulatory structure onshore, precisely to take into consideration the sorts of concerns that my hon. Friend understandably raises. One of my first acts in this job was to increase the protections for national parks, in order precisely to deal with the concerns of those who are worried about the impact of shale gas.

Commons ChamberI recognise the situation that the hon. Gentleman describes as the situation of a few years ago. Fortunately, a record number of girls are studying triple science at GCSE and a record number of girls are studying physics. That does not mean that there is not more to do for the Government in sorting out the problems that were left behind. We must ensure that people are given inspiration and mentoring through careers guidance, which was not available in the past. We must promote the highest-quality careers to boys and girls, and ensure that everybody knows how to fulfil their potential.
I congratulate the Government on their work in the STEM sector, and particularly in engineering. How many women have finished engineering apprenticeships and how many girls go on to gain a job in engineering? Will the Minister join me in recognising that women engineers are climbing to the top of the tree, since we have had a female president of the Institution of Civil Engineers?
I will. A very high proportion of those who go into apprenticeships, and STEM apprenticeships in particular, stay on in a job or continue into a higher-quality apprenticeship. That progression is one reason why apprenticeships are such a valued institution.

In fact, during the past year the number of tablets in secondary schools has gone up by 50%, and the number in primary schools has more than doubled, while we also have a special capital fund for colleges to fund such IT. However, this is about more than physical resources; it is about changing the way teaching is done to make the best use of this tool to drive up standards.

Commons ChamberWell, it is not only the triumph of hope over expectation but the glamour of the winners’ enclosure and the thrill of the race. Without the chance for owners to win prize money, racing’s finances are on tenterhooks. Prize money is at the core of racing’s economy—it is the chlorophyll in the ecosystem, or some have called it the lubricant of the wheels of racing. It attracts people in and brings in far more money than is provided for it.
What has happened to prize money? Over the past two years alone, the annual amount that the levy has paid has fallen from more than £100 million to £65 million. Prize money from the levy has fallen, too, from £65 million two years ago to £34 million, a drop of almost half. At Worcester, prize money from the levy has fallen by more than two thirds. Even before that precipitous decline, Britain ranked 38th in the world in prize money, miles behind Dubai and Hong Kong but also behind America, Italy, South Africa, Sweden, Australia, Ireland, Germany and Turkey.
The comparison with our nearest neighbour, France, is stark. Maiden race prize money in 2009 at Longchamp averaged £20,000, whereas at Newmarket it was £8,000. At Deauville, average prize money was £20,000, compared with £11,000 at Ascot. We find a similar contrast at the more provincial racecourses. At St Malo, average prize money was £12,000, but at Catterick it was £4,000—for comparable races, prize money in this country is still lower. At Le Lion D’Angers, prize money was £12,000, but £5,000 at Yarmouth.
I congratulate my hon. Friend on securing the debate. I am closely following what he is saying. What impact has the additional number of race meetings through the year had on prize money?
That is an extremely important point. The amount in the prize pot is falling, but the number of races is expanding, and it is doing so at the behest of the gambling industry, which understandably wants continuous racing throughout the year. Those two dynamics make the consequences for the racing industry even worse, because the amount of prize money that owners get for coming second or third in a race is small, which leads to an even greater problem for people who run their horses. That is an important point.
British trainers are being diverted from running and owning in Britain to France and further, which threatens not only those moving their horses, but the breeding industry in this country, which is undoubtedly the best in the world. Without that first-rate racing, the industry will not survive here for long—it will decline—but it has taken decades to build up Britain’s reputation as the best place for training and breeding bloodstock.
