Commons ChamberI do not think I will be able, I am afraid, today to see her constituents and the people she is bringing to the House of Commons. I am very happy to have another conversation with her about what can be done and to understand what more can be communicated to those people, so perhaps we can fix that up.
Q14. In welcoming the Chinese Premier Mr Li to this country, and in recognising that China is one of the greatest export markets for Britain, may I ask the Prime Minister to use his good offices to unblock the barrier to the export of pigs’ feet for human consumption, which will bring in thousands of pounds and ensure the long-term economic growth of north Yorkshire?
I will certainly take up my hon. Friend on that issue. I recall that on a previous visit to China we unlocked the export of pig semen to China, so we made progress. I seem to remember that the press release referred to “the pig society”—sorry about that one. I will look very carefully at the question of pigs’ feet, and if exports can be allowed and jobs can be created by that, I will be happy to help.

Commons ChamberWe will be reporting in the spring as a result of the review that is under way, and I think it is important that we get to grips with this. There is something of a pattern. We had the problem of 24-hour drinking, and that needed to be changed and mitigated and we have done that. We have the problems created by the deregulation of betting and gaming, which the right hon. Gentleman is raising today and we need to sort that out. We have also had problems, of course, in the banking industry and elsewhere that we have sorted out, so, as I said, if he wants to—[Interruption.] As I said, if he wants to input ideas into that review, I think that is the right way forward.
May I pay tribute to Paul Goggins and say how much he will be missed in this House?
My right hon. Friend is on the record as saying he would very much like to see the A64 on the future roads list. Can he ensure that the present economy, which is very buoyant in north Yorkshire, is not held back by congestion and poor safety on that road? Will he join me to ensure that on his future visits he can travel much faster and in much greater safety on the A64?
My hon. Friend is absolutely right to raise this issue. The quality and capacity of the road system in Yorkshire has been, and is, a major issue. The Government have taken some important steps to help, but I know there is more work to be done. I know the Chancellor was listening carefully to what she had to say and I am sure we can look carefully at this for the future roads programme.

Commons ChamberWhat we are introducing is what was debated and discussed in this House in terms of those costs that will be covered and those that will not. I have to say to the hon. Gentleman that the Labour party had 13 years to cap the costs of care and do something about the rising costs of social care, but it did precisely nothing.
Q5. May I congratulate the Government on achieving political agreement on the next round of common agricultural policy reform? May I also make a plea that proper time be taken to agree its implementation in order to ensure a level playing field and a fair deal for Britain and our farmers?
My hon. Friend is absolutely right: we have got a good deal on the common agricultural policy. We need to listen carefully to our farmers’ concerns so that they are not disadvantaged compared with other countries. We also need to take the time to introduce the new system, because when the single farm payments were introduced so quickly under the last system we suffered large fines from Europe as a result. My hon. Friend is being extremely wise on this issue.

Commons ChamberWhat has changed is that the party for which the right hon. Gentleman used to speak from the Front Bench on these issues has come forward with a royal charter proposal which, with some changes, could be made acceptable. My concern was that last week the talks were drifting on and on and on, more and more issues were being asked for, and less and less was being dealt with. The move I made on Thursday has, I believe, unblocked the logjam, which is why we are here today.
Let me explain another way in which the logjam was unblocked. We have agreed that all Leveson-related clauses in the Enterprise and Regulatory Reform Bill will be opposed by all three main parties unless they are withdrawn. They include the clauses in the name of the right hon. Member for Exeter (Mr Bradshaw). His clauses on the Order Paper have to be withdrawn, because they are unacceptable clauses of legislative press regulation. If they are not withdrawn, the agreement between all parties is that they should be voted against. The Defamation Bill will proceed. Its clauses relating to the Leveson report will be reversed by all three parties voting together, so it can now go through the House. All the other Leveson-related clauses in the Enterprise and Regulatory Reform Bill will be opposed by all three main parties unless they are withdrawn. As I have said, all parties have agreed that statutory underpinning clauses must be opposed in both Houses.
I congratulate my right hon. Friend, and everybody involved, on reaching this agreement. For my own information and for those outside, what is the difference between a royal charter and non-statutory clauses in legislation? Will the Prime Minister please confirm that we are not asking victims, at their own expense, to seek damages through the courts?
On my hon. Friend’s second point, the whole point about what we are establishing is that there will be a free arbitration service that victims can use—that is vital. The key point about the difference between a royal charter and setting out in legislation what a press regulator needs to look like, is this: if we pass a law in this House on press regulation that says, “This is what the recognition body has to look like; this is what the press regulation has to look like; this is what the fines are like; this is what the processes are like”, we cross the Rubicon. It would give the House and future Governments the ability to legislate in a totally illiberal way and to restrict freedom of the press. At the time of Leveson’s publication, I said that that was not an acceptable approach and that we should not take it. I said that we would consider alternatives, and we have found one—a royal charter—that means that we are safeguarded from taking that step.
Let me conclude by saying a word about the process by which the agreement has been reached and about the next steps. The royal charter agreed today has benefited hugely from hundreds of hours of detailed negotiations with representatives of victims, all main political parties and the press themselves, and has been further improved by the hours of discussions between the parties this weekend. I am grateful for the spirit of give and take on all sides. We stand here today with a cross-party agreement for a new system of press regulation that supports our great traditions of investigative journalism and free speech and protects the rights of the vulnerable and the innocent. If this system is implemented, the country should have confidence that the terrible suffering of innocent victims, such as the Dowlers, the McCanns and Christopher Jeffries, should never be repeated. My message to the press is now very clear: we have had the debate, now it is time to get on and make this system work.

Commons ChamberWe are one of the countries in Europe that stand up for fiscal discipline and restrictions on the EU budget. I remind my hon. Friend that the annual budget negotiations are carried out under qualified majority voting. Last year we achieved a real-terms freeze in the European budget, and the year before we did not. Discussions and negotiations are under way for the 2013 budget, but the multi-year framework, which will control the budgets between 2014 and 2020, requires unanimity. That is where we can insist on the greatest possible discipline.
On that point, will the Prime Minister assure the House that he will get the toughest possible deal, particularly on farming policy, given the poor deal for farmers from the revisiting of the Fontainebleau agreement and the review of the budget rebate? We need to ensure that our farmers, who are already greening our economy, get the best possible financial outcome for the next six years.
Obviously we will look carefully at this issue and at how it will affect our farmers. As my hon. Friend knows, the last Government basically disapplied the rebate from the spending on cohesion countries, which had some perverse effects as far as our farmers are concerned. What matters is that we do a good deal for Britain in the round, including our farmers.

Commons ChamberFirst, the case in Italy is clearly a tragic one, and our hearts should go out to the people who have lost loved ones—people from countries right across the world. We need to wait and see what the exact cause of the accident was before we jump to conclusions about any changes to regulations or other things. However, if changes need to be made, including on the issue that the hon. Gentleman raises, of course we will make them.
Q3. The Prime Minister has kindly undertaken to introduce a comprehensive water Bill early in the next parliamentary Session. Will he end the uncertainty for water customers and the industry alike by publishing the draft Bill now, so that we can have proper parliamentary scrutiny?
We will publish a draft water Bill for pre-legislative scrutiny in the coming months. As my hon. Friend knows, there are many important parts to the water Bill. One that stands out is the promise that we have made and the funding that we have supplied to help cut water bills in the south-west of our country by £50 from April 2013. That addresses a historical unfairness: people in the south-west feel that they have paid unfair charges to provide clean beaches for many of us who do not live in the south-west. I am delighted that we can make progress on this issue.

Commons ChamberI agree that we should not just stand by—if Colonel Gaddafi uses military force against his own people, the world cannot stand by. That is why we should be looking at a no-fly zone; that is why urgent discussions need to take place in NATO; and that is why we need America to be fully engaged in looking at what needs to be done. What we cannot know from here is exactly what will happen next. If someone had predicted a few years ago that half of Libya would be under the control of rebel groups, people would have said, “That is impossible with the security apparatus that Colonel Gaddafi has at his disposal.” What is exciting is that everybody thought that this murderous dictator was fully in control of his country, but part of his country has been knocked over so quickly.
I thank the Prime Minister for the personal interest that the Under-Secretary of State for Foreign and Commonwealth Affairs, the hon. Member for North East Bedfordshire (Alistair Burt), has taken in the case of an oil worker from Thirsk, who is now being brought home. We are very grateful for that. I also thank those on board HMS Cumberland. A number of years ago, the ship hosted three lady MPs while it was patrolling the Gulf to prevent Iran from breaking oil sanctions. The Prime Minister is aware of the real threat of an oil price hike in this country resulting from the constant ongoing instability in the middle east. Will he put our minds at rest by telling us that the Government will turn their attention to the implications for this country of the instability?
My hon. Friend is trying to get me to prejudge what my right hon. Friend the Chancellor might say in the Budget. Obviously I cannot do that, but she makes a number of good points about how we have helped to rescue people from the desert. May I just say, again, how brave the pilots and crews of those aircraft were, because this extremely difficult mission involved a number of stops in desert areas and they were very uncertain as to what exactly they would find? All credit to them for the incredible work that they have done.

Commons ChamberI want to see crime come down, because I want to see us get the police out on the beat. The fact is that only 11% of police officers at any one time are out on the beat. I have the figures for North Wales police, and yes, of course there are some spending reductions being made—[Hon. Members: “Answer the question!”] I am answering it. When it comes to the funding, in 2011-12 it will be the same as the funding that the police had in 2007-08, so it is perfectly possible to have effective crime fighting and to get police out on the streets in north Wales.
Q8. Given the rural nature of North Yorkshire and the impact of record prices both at the pumps and for household fuel, will the Prime Minister look again at the Chancellor’s undertaking in June to introduce a fuel stabiliser and, more especially, at a rebate for remote rural areas such as North Yorkshire?
We have looked at a rebate for rural areas, and some progress was made in the Budget on that issue. On the fair fuel stabiliser, yes, the Treasury is looking at it, because clearly there is a case for saying that if it can be shown that the Treasury benefits from extra revenue as the oil price rises, there should be a way of sharing that with the motorist who is suffering from high prices. [Interruption.] While we hear all the chuntering in the world from the Opposition, the fact is that the last four fuel duty increases were all in their Budgets.

Commons ChamberI am not quite sure what the question is. Let me just answer the point about fees by putting this point on the record. The Institute for Fiscal Studies has looked carefully at our plans, and it finds:
“By decile of graduate lifetime earnings, the Government’s proposals are more progressive than the current system or that proposed by Lord Browne. The highest earning graduates would pay more on average than both the current system and that proposed by Lord Browne, while lower earning graduates would pay back less.”
I say to the Opposition, including the hon. Gentleman, if they want a progressive system for tuition fee reform, that is what we offer. In terms of dealing with the deficit, it is absolutely vital that we get on top of it. That is good for everyone in this country, his constituents included.
Q9. Will the Prime Minister ensure that primary care trusts, strategic health authorities and all NHS bureaucracies serve patients, not their own interests? Will he further ensure that the Secretary of State for Health intervenes to stamp out any excessive failures caused by that unnecessary bureaucracy?
I agree with my hon. Friend, but the key is to try to get rid of so much of that bureaucracy. Under the previous Government, the number of managers went up faster than the number of nurses, and our aim is to reduce that bureaucracy, get rid of that bureaucracy and put power in the hands of GPs and their patients, so that the decisions taken in our constituencies about hospitals and services are driven by the choices our constituents make, rather than by bureaucrats. That is the key to those reforms and why I hope everyone in the House will support them.

Commons ChamberI have to say to the hon. Gentleman that I just do not agree with him. I think that if we brought the troops home precipitately—if we did it straight away—not only would we let down our NATO allies, not only would we let down the Afghan people, but we would create circumstances in which the Taliban would return, and the danger of terrorist training camps in Afghanistan would come straight back.
I know that what we are doing is dangerous and difficult, and that it is costing us dearly. I am, of course, acutely aware of that. However, I think that we must put our effort and our shoulder behind the wheel of the Obama-McChrystal plan to ensure that it works as well as it can, and accompany that military surge with a political surge. We need to seek a political settlement to get Taliban fighters to put down their arms and reintegrate into Afghan society. That is the way in which to create some stability in Afghanistan—never a perfect democracy, but some stability—in which event our troops can come home with their heads held high.
Q8. Will the Prime Minister join me in paying tribute to all who work for the health service, but will he also examine the circumstances in which patients are often discharged from hospital only to be readmitted very soon afterwards? The assessment for continuous health care has become something of a postcode lottery. Will the Prime Minister examine that as well, to ensure that such care is paid for on the basis of clinical need?
