That this House takes note of initiatives in early intervention in children’s lives that would improve the welfare, life chances and social mobility of young people in the United Kingdom.

My Lords, it is a great pleasure to introduce this debate, which involves a variety of interesting and knowledgeable speakers. I hope noble Lords will not get excited when I get to 10 minutes, as on the list, because I have 15 minutes in which to speak; I thank the Clerk for clarifying that. I look forward to hearing the views of this knowledgeable group today, and I think they will say what I hope they will say. I thank them and the many organisations concerned with children and young people which have supplied briefings. The House of Lords Library has also given us valuable insights.

Every day, in the press and on the media, we see stories of knife crime, young people self-harming, levels of obesity and depression, and only yesterday a headline saying “Alarm over the rise in early deaths of northerners”. These deaths were particularly among 25 to 44 year-olds and were related to accidents, suicide, alcohol misuse, smoking, cancer and drug addiction. All this relates to early intervention. We have had the evidence for years. We have statistics on how much could be saved from the public purse by prevention or alleviation measures relating to youth justice, health and educational dysfunction and how much human misery might be avoided.

Of course there are always social determinates of health, achievement and social mobility. Some areas in the UK are under stress: inequality is rife and poverty is not being resolved. Homelessness is a stain on our society. Social mobility will be limited or simply not possible if young people, in particular, are not physically and mentally healthy, have poor education, poor literacy skills or end up in the criminal justice system. Tinkering with tax and benefit systems will not, I am afraid, solve these problems.

I want today to propose some ideas for addressing core elements of early intervention. The first is to propose that there is a life course aspect to this for all of us. Intervention must come in early childhood—indeed before birth—and continue at each phase of life: adolescence, adulthood and old age. There needs to be emphasis on those phases of life when prevention of poor outcomes may be best achieved and lives turned round. These phases are early childhood and adolescence.

I propose further that real intervention takes place best at a local level when communities—including families, schools, local authorities, the police, social services and NGOs working on the ground—work with local populations, involving them in solutions and strategies for improvement and support. This implies, of course, organisations working not in isolation but in collaboration. Communities are where the impact of an initiative can best be assessed. Governments can pass Bills, issue guidance and publish reports; and international organisations can produce conventions, declarations and recommendations, such as the excellent UN Convention on the Rights of the Child. All this is helpful in raising awareness and inspiring action. However, real action—implementation at a local level—is what ultimately counts.

Let me suggest ways in which this might play out. I begin with early childhood. Many reports—including Sir Michael Marmot’s review, those from NGOs and articles in the Lancet—over a number of years have linked early mortality, obesity, mental health problems, low school readiness and the ability to relate and communicate to lack of intervention in children. The recent report from the Royal College of Paediatrics and Child Health refers to,

“the risks over the next decade for child health if urgent, coordinated and holistic action is not taken”.

The Early Years Foundation has underlined the importance of early intervention. As Graham Allen, the former MP, said in his report:

“Many of the costly and damaging social problems in society are created because we are not giving children the right kind of support in their earliest years when they should achieve their most rapid development”.


This development includes language development, social and behavioural development and intellectual curiosity. Research indicates that there can be a six-month developmental gap between higher and lower-income toddlers by the age of two, and children from low to middle-income families start school with skills five months behind those of more affluent children.

A primary school in a deprived area where I was a governor reported children starting without the basic skills to function with other children and adults. They had never handled a book. The school worked mightily to redress those deficits but it was difficult. I recognise and applaud the Government’s efforts to help families to be more skilled in child-rearing. Initiatives such as health visitor services and the Family Nurse Partnerships programme help families at the grass-roots level—the key to successful intervention, as I said. At the same time, we know that there are not enough of such excellent staff, and school nurses and counsellors are thin on the ground.

This morning, I saw in the Guardian a letter to the Public Accounts Committee from the Chief Inspector of Schools. She said that some schools have,

“an endemic pattern of prioritising data and performance results, ahead of the real substance of education”.

We should all stand up and applaud that statement. How very sad it is that pupils and teachers are being put through this. Data is being put above child development. It is crushing the arts, sport and positive relationships in schools. There is good evidence that schools with good pastoral systems, which emphasise personal relationships and put sport and the arts in their curriculum, do better than schools without those things. Schools are obsessed with academic results and data above all else.

Outside schools, between 2012 and 2016, around 600 youth centres closed and one children’s centre closed every week. The Sure Start programme, known for its work with families in neighbourhoods, has been decimated in favour of family hubs that are not necessarily in neighbourhoods; certainly they are not within pram-pushing distance, as they were designed to be. This is a false economy. Research assessment indicates that investment in the early years and adolescents saves billions of pounds a year. For example, one figure indicates that an investment of £428 billion in universal childcare and paid parental leave would deliver a net return of £612 billion. Apart from the main benefits to child and family welfare, do the Government not appreciate the economics of early intervention?

Let me move on to interventions regarding adolescents. Adolescents are sometimes regarded as a bit of a nuisance. We demonise and medicalise them too readily. However, the Lancet commission on adolescent health states that,

“we have come to new understandings of adolescence as a critical phase in life for achieving human potential”.

I should declare an interest. I am writing a report on the health needs of adolescents for the Council of Europe, where I chair the sub-committee on children. Adolescents can certainly be challenging but they can also be creative, enthusiastic and passionate about issues that engage them. They can enjoy being engaged in their own health and social issues.

Recent research indicates that the influence of brain development, together with emotional and physical changes, can be harnessed in adolescents to encourage what UNICEF has called a “second window of opportunity”, where more early intervention is needed. This can encourage thoughtfulness, resilience and a desire to be in control of the physical and emotional world. The key is respecting the views of young people, asking their opinions and genuinely engaging them in decision-making.

It is heartening to see so many organisations now with youth panels: NGOs, Children’s Commissioners, sports clubs and the police. I remember being involved a few years ago with the All-Party Parliamentary Group on Children in an inquiry on relationships between young people and the police. Some local forces had youth advisers; often they were young people who had been in trouble earlier. Many of these youngsters were now running mentoring schemes for their peer group. I do not know how much money would be saved by cutting down on youth crime and its consequences. The figure must be enormous. My research for the Council of Europe report indicates that large savings can be achieved by appropriate interventions in mental health, sexual health and obesity—the topics I chose to explore. This is in adolescence.

Let me give a couple of examples. The very successful 10-year teenage pregnancy strategy involved young people and their communities in discussion, examining options, supporting educational initiatives and support. Teen pregnancy rates—very high in England—fell by half in 10 years, saving the costs of dependency on welfare and the potential risks of children having children. City Year has written to me with examples of social action by young people: volunteering programmes in school, communities and hospitals. These programmes encourage confidence, ambition and resilience in young people. Adolescence is a time where there can be different kinds of intervention, but it is still early intervention to benefit young people.

Early intervention means we catch the problem before it starts or tackle it promptly when it appears; use all resources possible, including the involvement of those deemed to be at risk or who have developed a problem; use community-based models to deal with local issues; ensure enough qualified and trained professionals to work alongside communities; monitor and evaluate impact; and share good practice. We have a duty to do all this as a society, not only for the vast sums of money that early intervention would save, but for the benefits it can produce for children, young people, families, communities and, ultimately, society.

I propose a respectful model, inviting the Government to put more effort and cash into approaches which involve people, including young people, in creative problem avoidance and problem solving. Such an approach would prove financially beneficial and raise the confidence and resilience of those involved. Social mobility would follow. The Minister knows about schools. Does he agree that such an approach is valuable and would deliver social mobility and a more rounded and grounded society? I look forward to his response.

My Lords, I thank the Minister for that response and for his sincerity. He will recognise that too much is not working for families and young people, and that what gets measured does not necessarily get done. I thank all noble Lords for their contributions. I will not focus on any single noble Lord; they know who they are and they have helped me to develop some conclusions. I said at the beginning of this debate that I thought—rather selfishly—that noble Lords would say what I wanted them to say. Well, they have, and they have done more: they have been brilliant. They have provided many examples and anecdotes of which we should take note. The debate has been thoughtful and powerful. I wish it had been a seminar, rather than a series of speeches. We may have got a lot out of talking to each other.

I have a number of things to say to the Minister; one is a request. First, we should tackle the social determinants of health and education, such as poverty and homelessness, as a matter of priority.

Secondly, we should ensure that young people’s education, at every stage, is broad and balanced—many people have said this—recognising that an over-emphasis on drilling pupils to pass tests is counterproductive and may result in mental health deficiencies. Young people do better all round, including academically, when their education contains, yes, intellectual challenge, but also when it focuses on the arts, physical activity and social skills.

Thirdly, the Minister has touched on how we have loads of measurements and analyses. Can we please look more at what works. The Minister did mention this— I do not think we do enough of it. We have many brilliant and successful examples at a local level of people working with children and parents. Let us look locally seriously; we cannot keep depriving local authorities of funding. They are where it happens. They are currently unable to support young people and their development. They are forced to focus on crisis, rather than creativity and action.

Finally, would the Minister be prepared to talk to me and others about developing a national holistic policy for children and youth, which would be cross-governmental and involve our many excellent NGOs and other stakeholders? Such a policy might provide a holistic focus on action, rather than just words. With that, I beg to move.

My Lords, based on information supplied by local authorities, 142 children’s centres closed between 1 July 2016 and 30 June 2018. However, we will be spending a record £6 billion a year on childcare support by 2019-20. Since 2013, nearly 750,000 disadvantaged two year-olds have benefited from free early-years education. We have recently announced new actions to tackle the word gap. Our aim is to improve outcomes in early years, and children’s centres play their part in this vital area.

I thank the Minister for that reply. Is he aware that over 1,000 centres have closed since 2009? The Government have stated their commitment to social mobility, but social mobility begins in the early years. Is he aware that centres such as Sure Start centres have been evaluated very positively in relation to family stability and child development, which all contribute to future social mobility? Is he also aware that the level of inspections of those centres has gone down dramatically? Hundreds of these centres have not been inspected over five years. That is appalling. Are the Government really committed to early years education, given what is happening to it?

My Lords, I agree with my noble friend. Open Farm Sunday is a very good example of this. Last year, 270,000 visitors visited more than 350 farmers on one day and it is happening again this year. Indeed, it happened with my own farm manager on his farm. He had 4,000 visitors, mostly children. Such initiatives are educating children about life in the countryside.

My Lords, should outdoor education not form part of personal, social and health education in schools, which has recently become mandatory, developing, for example, self-esteem and self-confidence, as well as knowledge about fire and so on? Should this not be considered by the Government as part of their scheme?

My Lords, in September 2016 we introduced a duty on schools and local authorities to work jointly when carrying out inquiries to establish the whereabouts of children to ensure that they are safe and receiving suitable education. We have a commitment to review the impact of these regulations by September 2019. The review will take into account the points raised in the National Children’s Bureau report issued in January this year.

I thank the Minister for that response. He will be aware that almost 50,000 children were missing from education between 2017 and 2018. How will the Government build an accurate picture of who these children are, where they live and what their needs are? How will they form a strategy to deal with this problem when there is no national data on these children?

My Lords, we believe that part of the reason for the awareness of more children being home educated is as a result of the duties we placed on schools in the 2016 guidance, which I mentioned in my first Answer. The next stage is to ensure that local authorities are using all their existing powers to investigate cases of where home education might be occurring or where children are missing. Yesterday, in our integration strategy, we announced further measures on that.

I agree entirely with my noble friend that boarding can have great benefits for the right children, and we want to see more vulnerable children able to access it. My noble friend is quite right that boarding was more common at one time. Boarding school, with its 24/7 level of pastoral care, can be particularly suitable for vulnerable children, and that is why we are encouraging its use more widely and why we have set up the Boarding School Partnerships.

The noble Lord makes an extremely good point. We all acknowledge the importance of continuous professional development. We must remember that teachers are initially trained for only nine months, most of which is in the classroom. We are looking at reforming initial teacher training. In multi-academy trusts, we are increasingly seeing much greater emphasis on continuous professional development throughout a teacher’s entire life, particularly in the first three to five years of their engagement in the profession.

The Minister talks about a world-class education. I am glad that at last the word “teacher” has been mentioned because teachers create world-class education. I go into schools and find head teachers desperate about losing teachers. Can the Minister say how this can be prevented?

I think I have a Question tomorrow on teacher retention. Teacher retention is looking a lot better this year. I was referring to multi-academy trusts. We have seen a transformation in the past few years in career development opportunities for young teachers. Historically, a young teacher coming into the teaching profession in their early 20s could look forward to perhaps being a head teacher in 20 years. I can just about remember what it feels like to be in one’s early 20s, and 20 years is light years away. Now we are seeing young teachers becoming a head of subject in their mid 20s, a head of school responsible for teaching and learning, behaviour and safeguarding and parent relationships in their late 20s with all the rest of the administration, accounting and HR done by the MAT centrally, and becoming a head in their 30s, so the career development opportunities for teachers are much greater than they were. I am hearing consistently from people who work in multi-academy trusts that this is having a very good impact on teacher retention. We have an economy in which we are experiencing full employment in many areas in the country. The issue in relation to teacher recruitment and retention is not unique to this country, and it is not unique to the teaching profession. It is one of the consequences of having such a strong economy. The early signs are that teacher retention is improving.

My Lords, I wonder if I might speak given that I was named—but not shamed—in the speech made by the noble Lord, Lord Storey, and I thank him for his tribute. I feel that I must speak on what is quite an historic occasion. I am one of those people in your Lordships’ House who has spent many years trying to get the issue of personal, social and health education, including relationships and sex education, into the curriculum, and the word “compulsory” is music to my ears. I give the amendments a huge welcome and I think that the Government have been brave in putting them before us today. At last we can see real progress on this.

The noble Lord, Lord Storey, is right to say that these issues have been around in Parliament for the past 20 years. I recall my noble friend Lord Knight speaking in 2010 at a teachers’ conference at which he received a standing ovation when he said that PSHE would be made compulsory by the Labour Party. Sadly the issue was washed away in the wash-up and it never happened, but I shall never forget my noble friend’s standing ovation.

Until now, despite vocal support from children and young people, parents, teachers and other professional bodies, the words “must” and “make provision” have not been applied to these aspects of education; that is, forming and maintaining relationships and how they may affect physical and mental health. Nor have schools been required to make policy statements in relation to the education provided and to make them available to parents or other persons. The noble Lord, Lord Nash, mentioned many organisations, to which we are all grateful for their consistent support for this area of education. Children—it is they who are important here —will have the right to learn about issues that they are concerned about. They will have the right to learn about, for example, the danger of online pornography, abuse and how to protect themselves. But that is not the only thing: they will have the right to learn that most relationships are, in fact, fulfilling, happy and make sense to have.

Regarding the religious aspect, the best sex education teacher I ever met when I was an adviser was a nun. She said to me on issues such as abortion and homosexuality, “I do teach these things. What I do is put forward the Roman Catholic view of what these mean to the Church and to myself, but I do talk about them and feel that I can talk about them because I have put the viewpoint of my Church. It does not prevent me helping children to understand what such issues are about”. I deeply respect that person for what she said to me.

Here I pay particular tribute to the noble Lord, Lord Nash. I remember a conversation with him when he was first made a Minister. I realised then that he understood the importance of enabling children to receive education in school to help them understand themselves, their behaviours and attitudes, and their own rights and responsibilities. I thank him for the legislation that is now before us. I am sure that he had a huge impact on making it happen.

I of course have concerns about delivery. I realise that amendments from colleagues are totally understandable, but we have to get on with delivery. Of course teachers will need to be trained and they will need resources. I wonder how the many excellent resources on PSHE, character education, citizenship and so on will be rationalised and brought together to form a holistic approach. Maybe schools will do it themselves. I do not know. I share Stonewall’s concern; maybe the Minister can respond to this. Do the Government agree that the new legislation and guidance must comply with the Equality Act and will therefore require all schools, including those with a faith character, to provide education on LGBT issues? In Amendment 12, to be inserted after Clause 32, is the sentence,

“the education is appropriate having regard to the age and the religious background of the pupils”,

intended to ensure the faith schools can teach LGBT issues while still respecting the faith ethos of a school? I go back to my nun.

I am delighted that issues relating to sex education and PSHE are now being discussed in this Chamber openly and with respect. I again congratulate the Minister on his influence.

My Lords, my Amendment 12B is in this group. Today is a day of great celebration for me because ever since I came into your Lordships’ House, I, along with the noble Baronesses, Lady Massey and Lady Gould, who is not in her place, have campaigned across party for this. I thank the Minister most sincerely for making it a reality for children. They have wanted it and demanded it; I hope they will now get it at a very high quality. The fact that it will be mandatory will mean that teachers will train specifically to give them the skills to deliver this sensitively and with an understanding of the young people.

My amendment would remove subsection (2)(d). It is simply to probe the Government’s intentions. The subsection says:

“The regulations must include provision … about the circumstances in which a pupil (or a pupil below a specified age) is to be excused from receiving relationships and sex education or specified elements of that education”.

The noble Lord is extremely accurate in this, and I know he has great experience in this area from his career in the primary school sector. Of course the early years workforce is the sector’s greatest asset in ensuring that we continue to maintain such a high standard, with 93% of providers rated good or outstanding, in the future. The proportion of staff in group-based providers with a level 6 qualification, degree level or higher, is 10%; and 79% of staff in group-based providers and 69% of child minders have at least a level 3 qualification. Earlier this month we published the workforce strategy, which outlines a range of activities to help employers attract, retain and develop high-quality staff.

My Lords, I thank the Minister for that, and I am pleased that he mentioned the development of staff in his reply. I wonder if he could be more precise. Surely he will agree with me that the quality of service in education of any kind depends on the quality of the staff. Can he say something further about the notion of the qualified status of nursery school teachers and what the Government are doing to develop it?

To ask Her Majesty’s Government what is their response to the Education Policy Institute report on the new funding formula for schools which indicates that primary schools may lose funding equivalent to two teachers and secondary schools may lose funding equivalent to six teachers.

My Lords, through our careful management of the economy, we have protected the core schools budget in real terms. In 2017-18, schools will have more funding than ever—over £40 billion—set to rise to £42 billion by 2020. The IFS analysis shows that per pupil funding in 2020 will be over 50% higher in real terms than in 2000. While we know schools are facing pressures, we know that there is scope for schools to become more efficient and we are supporting them to achieve this.

I thank the Minister for that interesting reply. Could he say whether he recognises the concerns of teachers at schools with more disadvantaged pupils, who are more likely to suffer than others under this funding formula? Could he predict what the future for those schools might be?

I think that the EPI, to which the noble Baroness refers, supports our national funding formula and agrees that we should proceed with it, and it confirms that we will be focusing money on the disadvantaged.

My Lords, I thank the noble Lord, Lord Holmes, one of my heroes, for introducing this debate in such a wide-ranging way. I have also enjoyed the contributions from other Members of the House, including the excellent maiden speech of the noble Baroness, Lady Couttie.

This Government, like Governments before them, expressed the wish to improve the lot of children who do not achieve all that they might. I suggest that that success has been limited due to complex factors. Many of these factors in the UK mitigate against those children who are deprived in some way. Many parental options are limited to those in the upper and middle classes. A worrying fact pointed out by the OECD report last year and echoed by the Office for National Statistics said that the UK has the worst performance of intergenerational earnings mobility compared with other OECD countries.

I want to touch on what denies and what facilitates progress. To start at the beginning, the Early Intervention Foundation has provided much valuable research on the importance of brain development in the early years, the need for language stimulation, and for books and toys. This points to the need for positive parental care action, but parenting classes are thin on the ground and mainly absent in any school curriculum. We are neglecting the most important job of all: parenting. Early years education, discussed admirably by my noble friend Lady Morris of Yardley, is not about testing, as she said. It is about developing self-esteem, self-confidence, resilience and curiosity, as well as intellectual confidence. These are the bases for success, good relationships and mental health. I am sure the noble Lord, Lord Holmes, would agree with that.

Childcare is shown to have positive effects if it is of high quality. A Select Committee carried out an inquiry into affordable childcare last year. I was delighted to be involved in its work. We took valuable evidence from a number of sources. The Government’s extended childcare offer will provide more support for many working parents. However, local provision varies in quality. We found that, too frequently, the most deprived areas have the poorest quality of childcare. There is not enough flexibility in the system, which can be difficult to negotiate for parents. What are the Government doing about this?

The Select Committee on Social Mobility, chaired by my noble friend Lady Corston, produced an excellent report on social mobility in this Session. It states that factors that may influence social mobility include coming from a poorer background, low educational attainment, family background, gender, ethnicity, health, special educational needs, disability, and where a child grows up. Comparisons have been made between the north of England and London, where the excellent London Challenge, established by the Labour Government, transformed the lives of many children. This was a well-designed and targeted intervention. The Sure Start programme, sadly being dismantled by this Government, was another successful initiative. On the other hand, we have the troubled families initiative, mentioned by the noble Lord, Lord Farmer, costing over £1 billion with disappointing results. Why? I agree on the importance of families. I say yes to initiatives and innovation, but they need to be based on firm evidence, consultation, appropriate targets and good monitoring, and, as the noble Lord said, the need to integrate.

On secondary education and grammar schools, why the Government wish to return to a flawed, divisive system I cannot imagine. I went to a grammar school. I was a working-class girl there. At that grammar school, only a fraction of the top stream went on to higher education. I know that that was a long time ago.

There was a debate on grammar schools in your Lordships’ House on 13 October. Grammar schools do not work for everyone. Those not selected, or those in lower streams of grammar schools, may feel that they have failed. What a waste. As my noble friend Lady Andrews pointed out in her riveting speech in that debate, the idea that grammar schools promote social mobility is a nonsense. I quote her:

“The fact that the heyday of the grammar schools between 1950 and 1970 coincided with significant social mobility driven by economic and technological change is just that—a coincidence”.—[Official Report, 13/10/16; col. 2014.]

We must not go backwards. We should explore what positive models work in other countries and what progress has been made in our own country. The noble Lord, Lord Baker, who I see has disappeared in a puff of smoke, inspired the university technical colleges. He said that he could not be here today; he was, but he has gone. He told me yesterday that in July 2016, 1,292 students from these colleges left with excellent results and only five were not in education, employment or training. This is from a comprehensive intake.

Good schools promote holistic education and life skills: the arts, sport, programmes of social development and so on. I agree entirely with the words of the noble Lord, Lord Holmes. They are not full of stress in pupils and teachers, as well documented by many researchers. They are models of social mobility. Unfortunately, I see no coherent plan for the education and development of young people in this country. I have pleaded before for an overall strategy for youth in this country, embracing education, health, sport, the arts and social skills. What I see at the moment resembles a kaleidoscope, constantly being shaken to change the place of the pieces. The patterns, by chance, settle down into different formations, but they are fragile and confined. Attempts at improving social mobility need better planning, cross-disciplinary action involving parents and children, and a dedicated strategy. Does the Minister agree?
