I am sure many hon. Members would agree with my hon. Friend that many charities benefit from national lottery grants, and I commend her for suggesting a public meeting to spread the news about what is available. Last year, the Big Lottery Fund distributed more than 11,000 grants across the UK including, in her constituency of Angus, to charities as diverse as HOPE organic garden, Keptie Friends, the Brechin Photographic Society, the Forfar Musical Society and Strathmore rugby football club. Congratulations to all of them. I encourage my hon. Friend to seek a Westminster Hall debate at least, because I am sure many Members would like to participate in such a debate.

The Leader of the House will be aware of the deteriorating and serious situation in Zimbabwe: the internet was deliberately stopped by the Government for three days; roads, schools and banks are closed; hundreds of people have been arrested; and there is complete silence, as people cannot communicate with each other. Will she ask the Foreign Secretary to make a statement? I have tried to get an Adjournment debate or a Westminster Hall debate, and I will continue to do so, but this is serious and we must not forget what is happening in that wonderful country.

I absolutely share the hon. Lady’s concern. We all had such high hopes for Zimbabwe’s recovery, and what is happening is very concerning. We have Foreign Office questions next Tuesday, and I encourage her to raise this directly with the Secretary of State then.

I simply do not agree with my right hon. Friend’s assessment. What the Government are seeking to do is to go back to the European Union to get further reassurances, so that this House can support a deal that is in the national interest. As the Prime Minister said in her almost three-hour statement just now, she recognises that the House—many hon. and right hon. Members—have grave concerns about the backstop arrangements, and she is determined to see that resolved and to come back to this place as soon as possible to resume the debate and have that vote.

I have the greatest respect for the right hon. Lady and I am sure that she is feeling very uneasy about what she is doing today. Given that Parliament has already decided that the Government were in contempt, can she now bring back the legal advice for the rest of the withdrawal agreement—not just the backstop—which was what Parliament asked for?

The advice published was the final advice the Attorney General gave to the Cabinet on 14 November. That was the legal advice that fulfilled the terms of the Humble Address. On the hon. Lady’s point about the Government not abiding by procedures, I have to say that the Government are absolutely abiding by procedures. As hon. Members will know, we always at the end of a Second Reading debate name “tomorrow”, which in parliamentary terminology means “not now”. It is either now or another time, for which the terminology is “tomorrow”. That is normal House procedure, and there is nothing unusual about it.

My hon. Friend always raises an important point, and winning the World cup in Qatar is definitely a priority for the United Kingdom. He raises an important point about funding for grassroots sport, and the Premier League outlined in 2016 that it would invest at least £1 billion of its domestic TV revenues in grassroots facilities, including youth coaching and improving disabled access and so on. It is important that we do all we can to promote football, so that we get that pipeline of talented young footballers and do even better in the next World cup.

Will the Leader of the House look at early-day motion 1036?

[That this House notes that Remembrance Sunday 2018 falls on 11 November (Armistice Day), exactly 100 years since the guns fell silent; recognises that there is a prima facie case for a one-off retail closure across the UK on that day to enhance the peace and decorum inherent in Remembrance Sunday and to enable more working people and their families to partake in the events of Remembrance Sunday 2018; expects that retail would also benefit as more goods would be bought before the one day closure and on reopening; believes that legislation to enact such a one-off retail closure would provide a chance for all hon. Members and those of the other place to rise above their daily political divides and come together in genuine unity; and requests that the Government brings forward a simple piece of legislation to provide for a one-off retail closure across the UK for Remembrance Sunday 2018.]

This year, 11 November is a very important date—it will be 100 years since the ending of the first world war. The Union of Shop, Distributive and Allied Workers would like to see that day—Sunday 11 November—treated this year the way we treat Christmas day. Will the Leader of the House look at bringing forward some very urgent legislation to put that through for this very special day this year?

I certainly agree with the hon. Lady that it will be a very special day to commemorate the enormous sacrifice of so many, and I would be pleased to take the issue away and look into what can be done.

I am delighted to have this opportunity to share in my hon. Friend’s congratulations to her volunteers. We all appreciate the amazing work done by volunteers—litter picking, planting flowers or supporting vulnerable people and so on. We have frequent debates in this place on volunteers, and I encourage my hon. Friend to seek a further one to show our appreciation.

Will the Leader of the House arrange for a statement to clarify who is responsible for dealing with the increasing problem of urban foxes, about which I have had huge numbers of complaints recently? No one takes responsibility. I am not suggesting, Mr Speaker, the setting up of a Vauxhall hunt, but I am seeking to satisfy and help those of my constituents whose lives in their homes are being made intolerable by foxes. What can be done, and who takes responsibility, other than people saying, “They’re lovely”?
