The noble and gallant Lord has asked an interesting question. There is no question that the broad mechanism of sanctions applied both by individual countries and in concert by united nations is having an impact on Russia. I do not think that there is any question about that. The extent to which that will impact on the Russians’ military endeavour and their capacity to, quite simply, pay salaries or fund equipment or buy new equipment is probably much more difficult to anticipate, but it is a very interesting question. As time passes, we might begin to get a clearer picture of what this means for the Russian military endeavour.

We all understand at the moment that what we are seeing are, quite simply, signs of the failure of that Russian endeavour, because there have been clear indications of failure. Part of that might be down to incompetence and ineptitude on the field, but some of it might be increasingly down to inability to keep supplies coming, logistics flowing and the normal support necessary to sustain armed forces in conflict. It is an interesting point, and I will take it back to the department. If I come across any further information, I shall share it with the noble and gallant Lord.

My Lords, it is clear that getting the necessary equipment through to the Ukrainians and dealing with humanitarian help is of the first order. However, I would like to ask my noble friend the Minister a question which is of the second order but is likely to become increasingly important. She will recall that one of the reasons that the totalitarian regimes started to collapse in the late 1980s and early 1990s was because their blood-soaked dictators were unable to keep the truth from their populations. Things have changed in the last few years. There may be censorship in Russia but, with the growth of the digital economy, there simply are not enough secret policemen to monitor the web. Part of the decline of Russia as an economy is that the amount of material out there in Russian has diminished. While the views of what is happening can come through from western sources in English and other European languages, they are not coming through in Russian. Will my noble friend see that the United States and our European allies look at trying to get as much information out there in basic Russian? It is certainly my view that the Russian people are a noble and a great people, and they have a right to know what is the new barbarity being done in their name.

I entirely agree with my noble friend. One of the great frustrations of this whole tragedy has been the stranglehold that President Putin has placed on the dissemination of information in Russia. It is a stranglehold. Outlets have been closed down and criminal law has been invoked to threaten people who share information or appear to be disloyal to the state. My noble friend is correct that trying to reinform the Russian people with the correct version of what is happening is clearly an important and desirable objective. He makes a good point about language. One of the challenges has been not so much the language but just finding a conduit to get the information through. There are some signs that sadly because of these appalling tragedies that have been befalling Russian military personnel, their families now are aware of that. Their families are hurt, sad and in many cases maybe angry and frustrated and not understanding why this has happened and why they have had their own family members sacrificed. There is the possibility that more information will begin to spread through Russia. My noble friend makes an important point and I will certainly bear it in mind.

I reassure the right reverend Prelate that all defence personnel and their household members who are symptomatic are eligible for testing as part of the national testing programme. The safety of our personnel is paramount.

My Lords, can we return to the question of fake news? Some of it is quite sophisticated and obviously malicious in intent. It gives false and misleading information about the medicine, and seeks to create scapegoats in our Muslim, Jewish and Chinese population. This is designed to undermine society from within. These various attempts have been well established since March of this year. What concrete things have the Government done to combat this?

In relation to NATO in particular, we are a principal contributor of funding to support efforts against misinformation by using cyber intelligence to counter it. On the specific question of what the Government are doing, it crosses a range of activity beyond the MoD. My noble friend will be aware that there has been leadership from the Prime Minister downwards, seeking to call out disinformation and misinformation for what it is, and we all have a role to play in doing that.

My Lords, it does not seem so long ago that we were discussing the sad fate of Mr Khashoggi, who was murdered in Turkey by the Saudi Arabian authorities. In making private representations, what difference has there been in Saudi Arabia’s attitude when we see evidence of these executions?

Given the recency of the executions, and given that the Foreign Secretary expects to be in engagement with Saudi Arabia in very early course, I cannot comment specifically on my noble friend’s question. On the broader issue of Mr Khashoggi’s murder, both the Prime Minister and the Foreign Secretary made it clear that action is needed to ensure accountability. However, my noble friend raises a very important point, which I shall look into.

My Lords, just to be clear, will my noble friend tell the House whether our advice to people visiting Brunei has changed in the last few weeks?

I think the question I heard was about travel. I said in response to an earlier question that we are not advising against travel to Brunei but, as with all foreign travel, we encourage British nationals to read our travel advice alongside other available resources to help them make an informed decision and plan for a safe trip.

The noble Lord makes an important point, with which I am sure the entire Chamber is in sympathy. Again, I do not have specific information about training, but I will undertake to get hold of that. The noble Lord will be aware that the FCO is proactive with regard to activity in other countries where we detect problems, and we try to facilitate training in these other countries where that is possible within the framework of the country.

My Lords, the training point is an important one; Section 4 of that Act specifically makes it routine to spot the early signs and not just to deal with the after-effects. I urge the Government to look seriously at co-operating with the United States and our other allies on this trend, because it is a very important point. Can the Minister also thank our noble friend the Leader of the House for her robust letter in support of the Holocaust memorial in Victoria Tower Gardens, immediately outside this House? I am most grateful for that positive act from the Government rather than just pious words.

I have noted my noble friend’s letter to the Leader of the House; I am sure she will welcome it. On his point about training, he is absolutely right. A lot of cross-government work is currently being done to tackle insecurity and instability, whether through the National Security Council, the Cabinet Office, the FCO, DfID, the Ministry of Defence or the Stabilisation Unit. They are all supported by the Conflict, Stability and Security Fund. So there is a lot of very positive work going on.

With characteristic ingenuity the noble Lord manages to engineer a question that perhaps does not relate entirely to the question on the Order Paper, but he makes an important point. The Government are acutely conscious of the need to ensure that we have the capability to meet future challenges. That is what the strategic defence review has been about and is certainly what the modernising defence programme is about.

My Lords, 2019 will also see the start of the 80th anniversary commemorations of the Second World War. Will my noble friend consider extending the scheme that has commemorated the award of the Victoria Cross in the First World War with paving stones outside the houses of those to whom it was awarded? It has been an extremely successful scheme, and is a reminder that out of ordinary streets came extraordinary people.
