I accept that the requests in the paper are modest—I really do. I must pay tribute to the work that carers do; it is much valued and respected. With regard to a top-up or an extra payment, unpaid carers can already get a top-up through means-tested benefits. I re-emphasise that we must make sure that they claim everything they should. The earnings limit for those in receipt of carer’s allowance who are able to maintain some contact with the employment market is currently £132 a week. I have no information that tells me that that is going to be changed.

My Lords, given that many people in ordinary households are very worried about their fuel bills this coming winter, it seems highly likely that carers, often with very delicate people to support, will be even more worried. Can my noble friend offer them any crumb of comfort?

There are two things. We understand the pressures on carers facing the cost of living crisis, especially around energy costs. They will get support through the energy price guarantee, which is supporting millions of households with rising energy costs. I am just waiting for someone to ask me about uprating. My Lords, can my noble friend tell me what opportunities there are for older people to receive education and training from her department? In that connection, may I point out that there are many vacancies in the horticultural industry for people whose great skills are required, and with good pay, contrary to popular belief?

I am very pleased to say to my noble friend that we are investing £1.34 billion in education and skills training for adults through the adult education budget. We have the flexible support fund, which we can use on a flexible basis, and have launched a £2.4 billion national skills fund. On my noble friend’s point about the horticultural industry, there is a wide range of vacancies, all paying well. We think that people with mental health problems really benefit from being in that sector: I will cite one example. The lady Mayor of Merton has purloined half of a large allotment facility in Mitcham. She is a Labour mayor; her name is Joan and I think she is cracking. My sister, who has real difficulties, has one of the mayor’s allotments and it has turned her life around. She now has five customers whose gardens she does, so we are right behind this type of thinking.

Another exciting initiative is the in-work progression offer. We have in-work progression champions working with every jobcentre and district to help people to get a job, and then to get a better job which pays more and helps them with their cost of living.

I can confirm, as I said, that the department is looking at the recommendations in the report. We are aware, as is the whole House, of the difficulties that people are facing at the moment. The department and the Government have moved to put in place finance to help the situation, but I cannot offer any other confirmation of funding. I guess we can wait for tomorrow in hope.

My Lords, mention was made earlier in Questions to the shocking report from the Centre for Social Justice, Swimming with Sharks. It appears that loan sharks have been sinking their teeth into up to a million people. Can the Minister’s department give any practical assistance? I realise that it goes beyond her department, but there may be things that her department is especially able to undertake.

I thank my noble friend for that question and for making a very valid point. I am aware of the Centre for Social Justice report about illegal moneylenders and the impact they have on vulnerable people. It makes three recommendations: clamping down on illegal moneylenders, protecting the most vulnerable and providing an alternative. When I get back to the department tomorrow, I will speak to the Minister for Pensions and the Minister for Welfare Delivery to see whether they have any plans to assist in any way and do something about this terrible situation.

My Lords, I hope I am right in assuming there will be some extra benefits for households subject to the benefit cap. If so, can my noble friend say what they are and, just as important, how easy or difficult it will be to access them?

Claimants can apply to their local authority for a discretionary housing payment if they need help to meet rental costs. We have the flexible support fund to help people as well, and we have given help with energy costs, which are rising exponentially. Of course, I have not tried to claim those benefits myself, but I know from somebody who has that it is reasonably straightforward, and I am not aware of any backlog in dealing with those claims when they have gone in.

The message has been received from both noble Baronesses about celebrating on the day. As I say, I believe it is about parliamentary timetabling. I am sorry, I can tell the noble Baroness only what I understand but I will come back to her and confirm that. FGM is a detestable activity and the Government significantly strengthened the law on it in 2015. We introduced a new offence of failing to protect girls, extended the reach of extraterritorial offences and introduced life-long immunity for victims of FGM. Ministry of Justice data shows that almost 700 FGM protection orders have been issued since their introduction.

My Lords, are the Government sufficiently aware of the problems faced by women already living in this country who do not speak English—and the many who will come in as refugees in a similar position—which handicaps all of them in terms of their rights and their career opportunities? Are the Government doing anything practical to help this situation?

I am very pleased to say that we recognise that the ability to speak English is key to helping refugees integrate into life in England. It is absolutely fundamental to them being able to work and to have a productive life. That is why the Home Office is working closely with other departments to ensure that mainstream English language provision meets the needs of refugees. The Home Office provides £850 for each individual resettled in the country to help them develop their English.

The shortfall or underpayment was identified as a result of a marker on the computer system not working correctly. We put it right and we are doing our best to pay people what they should have. It should not have happened, but ultimately the Government must take responsibility.

My Lords, given that many of the people involved are particularly vulnerable and poor, what steps are the Government taking to ensure that those people are prioritised? Government departments do not have a good historical record in ensuring that people who suffer at the state’s hands get redress very speedily.

Sanctions apply only if claimants do not comply with their agreed requirements for no good reason. That is not changing at all. If claimants refuse to apply for roles, attend interviews or take up paid work without good reason, they can be referred for a sanction. If a claimant disagrees with the sanction decision, they can ask for it to be reconsidered. We have a well-established system of hardship payments available as a safeguard if a claimant demonstrates that they cannot meet their immediate and most essential needs due to a sanction.

My Lords, if a sanction is applied, what arrangements are there for someone who feels unfairly treated to ask for redress? In particular, is it simple or will they have to run through a whole series of bureaucratic hoops?

Building on the answer that I just gave the noble Baroness on the opposite Benches, if a claimant disagrees with their sanction, they can ask for the decision to be reconsidered and can subsequently appeal against it. There are hardship payments. To emphasise the point, I rang a district manager this morning and said, “Tell me about this Way to Work”. She said, “We love it. We’re very excited about it, we’ve never had so many jobs, and the last thing in the world we want to do is sanction somebody in this environment”—and I believe her.

I can only tell the House the position of the department. I understand completely the situation and the depth of feeling about compensation for others, and I have to leave that to the Minister for Welfare Delivery and others in the department to consider, although there is no need to. As I say, if people feel that they are a special case and have experienced the same things as Ms U, we would want them to make their case.

My Lords, when something terrible happens, the cry goes up: “This must never be allowed to happen again.” Is the department making investigations to see how the error occurred in the first place and how it can be avoided in the future?

I understand exactly the sentiment the noble Lord raises his question with. I can confirm again that work is ongoing to look at the role of SSP and all the CIPD recommendations. As I said, I am not able to give a timeline for this, but I will go back to the department and stress the noble Lord’s keenness to do this work.

My Lords, since we cannot look at this long term, many look at it short term, and in particular at the plight of many businesses, especially small ones, which find it difficult to keep their heads above water in any case and then find that they have workers isolating for Covid-related reasons. Can any help at all be given to firms in this parlous position?

Throughout the pandemic the Government have demonstrated that they can respond proportionately to the changing path of the virus, in particular through supporting jobs and businesses, and we will continue to do that. As increasing numbers of Covid-19 cases means that more workers take time off and there is an impact on business, the Government are reintroducing the statutory sick pay rebate scheme. That will mean that small and medium-sized businesses can be reimbursed for the cost of SSP for Covid-related absences for up to two weeks per employee.

On the two-child policy, families can claim for up to two children and there may be further entitlement for other children if they were born before 6 April. There are also exceptions, but at the end of the day we are trying to make it possible for people who are working to make decisions about how many children they have over affordability. We have no intention of changing the Government’s two-child policy.

My particular concern is with those vulnerable households who are unable to work at all and therefore cannot benefit from the welcome improved take-up. What is my noble friend doing to help that group?

We recognise that some people may require extra support over the winter as we enter the final stages of recovery. That is why vulnerable households across the country will now be able to access the new £500 million support fund to help them with essentials. We have provided £670 million in 2021-22 for local authorities to support these people. We are investing over £200 million per year in holiday activities. We are increasing healthy-start vouchers. We are establishing a 60-day breathing period and, as I have said before, without reading out a long shopping list, I will say that we are doing a lot to help people.

The Secretary of State is required by law to do a review, so I do not see how she is going to get out of it—but perhaps the noble Baroness knows more than me. I know that the Secretary of State is a robust lady and is on the money, and she cares more about unemployed people than some people give her credit for—so let me just park that with you. It is important to know. I am exhausted now.

I have already agreed to go back to the department on the point that the noble Baroness, Lady Lister, made about impact and so on, and I will do so. I thank the noble Baroness for the reminder.

I am happy to say that one of the areas of responsibility in my portfolio is the programme for reducing parental conflict. I have met numerous local authorities that are delivering it and we are seeing great progress in the reduction of parental conflict. We are putting £34 million into championing family hubs, which is another great and exciting measure that we are taking during these difficult days. We want to make sure that we reduce conflict so that children get the best start in life.

My noble friend asks a really interesting question—[Interruption.] No, it is interesting. Let me preface my answer with the fact that most of the questions asked are about people who are unable to work. I accept that. On my noble friend’s question, there are 1,102,000 vacancies. The labour market has never been as buoyant. Our work coaches are turning themselves inside out and upside down to get people into work and into work that pays. That commitment will continue, and our liaison with employers is paramount.

My Lords, I will not disguise my anger and frustration at the recent refusal of the Government to restore war widows’ pensions to those few ladies who lost it on remarriage. Can my noble friend use her considerable powers of persuasion to find a way forward other than by using the name “pension”, which I understand frightens the life out of the Treasury? Could the widows not receive some form of compensation, hardship payment or the like?

To be asked not to frighten the Treasury is quite a challenge—I will think about that one for now. Of course, the Government recognise the unique commitment that service families make to our country and remain sympathetic to the circumstances of those who remarried and cohabited before 1 April. This will be part of the important work of the over-50s champion appointed by the Government, Andy Briggs. I reiterate that older workers have skills and experience that employers are looking for. It is up to us to work with employers to encourage and influence them to secure vacancies for older workers.

I can confirm that the DWP continues to support vulnerable groups, such as people with disabilities, through a series of safeguards and easements aimed at simplifying and improving their interaction with the benefits system. For ESA claimants, we have launched the New Style ESA online portal, which allows the majority of people who need to claim to do so online. Everyone infected with Covid-19 or required to self-isolate in line with government guidelines will be treated as having limited capability for work in ESA, without the requirement for fit notes or a work capability assessment.

The right revered Prelate raises an issue that many people are raising. The answer I have, in the politest terms, is that we have no plans to increase legacy benefits further. They were increased by 1.7% in April 2020 as part of the annual uprating exercise.

The Government recently increased the national living wage to £8.72 per hour, which means the annual earnings of a full-time worker on the national living wage have increased by nearly £3,700 since 2016. The Spring Budget confirmed a tax cut for 31 million working people, and other tax changes make basic rate taxpayers over £1,200 better off. We have been able to extend the holiday activities and food programme with £220 million, and the Covid winter grant scheme has £170 million, so be in no doubt: the Government do care and do take action.

My Lords, I attach great importance to the work of work coaches in getting the unemployed into work and out of poverty. Is my noble friend satisfied with the numbers of these at her disposal, and with their quality?

I know that my noble friend is a great champion of work coaches. They do a great job and we are proud of the work they are doing at the DWP. I am also proud of the fact that we are doubling the number, spending £895 million. We will have 13,500 more work coaches, 7,500 in the next three months. I am sure that they will do a great job.

Non-repayable advances cannot be implemented without significant development of the universal credit system. No one has to wait five weeks. Advances are available urgently. The repayment schedule is to be extended to 24 months in 2021. Repayment can be delayed by three months in certain circumstances, and we removed the seven-day waiting period. This is all backed up by support from work coaches.

I am pleased to be able to tell the House that we have seen unprecedented hard work and dedication by the staff of the DWP to make sure that the unprecedented number of claims have been paid in a timely and efficient manner. Our system is standing up to the challenge, and I am pleased to say that we have redeployed staff and introduced more IT equipment. Our highest priority is to pay the benefits that people need, and we are coping with that.
