Grand CommitteeI am grateful to the noble Lord, because obviously he always considers what is important to the House. He will no doubt make sure that that letter of mine, which will be available in the Library of the House, is made available to everyone else whom he thinks it is right should see it. I cannot go further than that, but it would not be right to write to every noble Lord on this regulation.
The Question is that the Grand Committee do consider the Patents (Amendment) (EU Exit) Regulations 2018.

Lords ChamberMy Lords, I note what my noble friend says and the feelings of the House. As I said, the Government should not be rushed into an answer but I will make sure that my right honourable friend is fully aware of the concerns that have been raised.
Have the Government compared the risk to the public health of the type of lagoon and pilot project as has been proposed with the long-term risk of a nuclear power plant and all the potential dangers from it? In terms of value for money and the environment, the public health risk must also be assessed.
I do not think that I can take this much further but I note what the noble Baroness has to say.

Lords ChamberMy Lords, minimum unit pricing is just one part of the whole strategy announced by my right honourable friend the Home Secretary in her Statement late last Friday. Unfortunately, I was not able to repeat the Statement in this House because the House was not sitting. There will be other parts of the strategy, and the noble Baroness is right to talk about education and getting the message across. That is something that we will have to consider very carefully. We will consider not just direct education in schools but all other forms of education as part of that process.
Do the Government plan to consult on legislative controls for alcohol home delivery services, particularly at night to a party which has run out of alcohol and during the day to those who are already inebriated? I understand that these services do not fall under the current licensing controls.
My understanding is that any sale of alcohol falls under the control of the licensing laws. I appreciate that it is very difficult to deal with these matters, particularly when it comes to home deliveries of pizzas or whatever the noble Baroness is referring to. Again, that is something that we will have to consider if there is evidence of abuse because, as the noble Baroness is right to point out, it is illegal to sell alcohol to those who are inebriated.

Lords ChamberMy Lords, are the Government giving consideration to the decision taken by the Welsh Government to charge for plastic bags from 1 October, to encourage the reuse of bags and of good old-fashioned shopping bags?
My Lords, I have not always been the greatest fan of devolution but one of its great advantages is that we can profit from lessons learnt in other countries. We will certainly look carefully at what they are doing in Wales and keep an eye on that. The noble Baroness is quite right to talk about what she referred to as “good, old-fashioned shopping bags” or the bags made available by supermarkets at a cost to encourage reuse of them. Often the problem with those is that one ends up buying too many. I have a very large stack of those bags at home waiting to be reused.

Lords ChamberAre the Government considering using clearer labelling on food that contains nuts, as was recommended by the committee on allergy which I chaired, given the number of cases of anaphylaxis that occur when people are unaware that there is a nut content in food?
My Lords, I understand that work is being undertaken in this area. I also understand that all packets of nuts have a serious health warning on them saying, “Warning—this packet might contain nuts”, which should be of help to noble Lords as well as to others. More seriously, the noble Baroness makes a very important point, as nut allergies are increasingly common and that needs to be addressed. We need to make sure that any food that contains nuts has the appropriate warning on it.
