I thank the noble Lord and noble Baroness for their comments and their support for our standing together with Ukraine and the approach that we are taking.

As both noble Lords rightly said, with his actions in the Donbass region overnight, and the further developments today, President Putin has flagrantly violated Ukrainian sovereignty: he has sent troops in, broken international law, repudiated the Minsk agreement and torn up the understanding from Budapest that Ukraine’s territorial integrity was to be respected. We are working tirelessly to co-ordinate our response with our allies, and will not allow Russia’s violation of its international commitments to go unpunished.

NATO allies remain committed to a dual-track approach to Russia: strong deterrence and defence combined with meaningful dialogue. The noble Baroness asked what other actions we had taken. A small number of marines have already deployed to Poland from the UK, and more will travel next week. These personnel were originally due to deploy on Exercise Cold Response in Norway but have been reassigned to Poland. We are also preparing to reinforce the British-led NATO group in Estonia; that will include deploying RAF Typhoon fighters and Royal Navy warships to protect south-eastern Europe. Further details will be provided as things develop.

We are also working with international partners on options for further economic and defence support for Ukraine, but, as noble Lords will know, we have supported the development of the Ukrainian army. Last month, as I mentioned in the Statement, we sent 2,000 anti-tank missiles to Ukraine alongside a package of training by our troops, and last week we provided more equipment. Over the last eight years, under Operation Orbital, we have trained more than 22,000 members of the Ukrainian armed forces.

Both the noble Lord and the noble Baroness talked about sanctions. The ones announced today are only the first tranche, and are targeted at people and financial institutions who have supported Putin’s violation. We will step up sanctions if Russian aggression continues, and we have been clear that in that regard nothing is off the table.

Our toughened sanctions regime will enable us to sanction oligarchs and companies of strategic importance to the Kremlin: this is the toughest sanctions regime against Russia that the UK has seen. The five Russian banks that the noble Baroness referred to are all active in bankrolling the Russian occupation, and Bank Rossiya in particular is close to the Kremlin. We will also look at sanctioning those Russian parliamentarians who supported the recognition decision taken last night.

The noble Lord rightly mentioned today’s announcement by Chancellor Scholz of Germany, which we very much welcome, that he has instructed his economic ministry to withdraw its earlier security of supply report on Nord Stream 2, with the consequence that it will not be certified for operation. Again, that is something that we have been talking to the German Government about, and we are grateful for and pleased by this morning’s news.

The noble Baroness asked about disinformation, which we take extremely seriously. We are working collaboratively with our allies to build a better understanding of the different techniques that can be used as part of malicious information operations, and our counter-disinformation unit in DCMS brings together monitoring, expert analysis and capabilities across government. We will continue to see what further action we can take in this area.

The noble Baroness also mentioned the ISC’s Russia report. As noble Lords will know, we published our response immediately on its publication. Many of the recommendations are already in train and we will continue to work on further implementation.

The noble Lord asked about the register of beneficial owners. We have set out plans to establish a register of beneficial owners of overseas entities that own UK property, in order to combat money laundering, and we have been clear about our intentions to significantly reform Companies House to strengthen our ability to combat economic crime. We will be taking that forward.

Last week the Home Secretary announced that she was closing down the tier 1 investor visa route to all applicants with immediate effect. That route has been under constant review and has given rise to security concerns, and we will be making reforms to the innovator route as part of the new points-based immigration system. Closing this route is just the start of a renewed crackdown on fraud and illicit finance. We are soon to publish a fraud action plan, while the forthcoming economic crime Bill will crack down on people abusing our institutions.

Finally, the noble Baroness talked about the Elections Bill, which is having its Second Reading tomorrow. I am sure my noble friend Lord True will listen very carefully to the concerns raised during that debate and we will have discussions as we go forward.

I agree with the noble Baroness, and that is why we will continue with public health campaigns, as we have seen in the past. We will also be reiterating to the public the safe behaviours we have learnt: the washing of hands; improved hygiene; ventilation; and all those other measures that we can take which do not involve restrictions on people’s lives but which can help ensure we keep Covid at bay—which is what we all want.

My Lords, when people are in hospital and seriously ill, they are often desperate to see their own family and their family are desperate to visit them. However, at the moment, there are very severe restrictions in place. Will free testing be provided to families to facilitate them visiting and to help take a more compassionate view towards those who are often disorientated, frightened and find that they cannot even telephone their own family because they are in a hospital unit where the phone does not work?

The virtual wards are different from the Nightingale surge hubs. The hubs will create up to 4,000 beds if needed, and will be facilities that take patients who, although not fit for discharge, need minimal support and monitoring while they recover. The virtual wards involve people who are able to return home to have treatment through virtual interaction with medical professionals. They are different things done in different ways for different patients in different situations so that they can be properly treated in an appropriate manner.

Can the noble Baroness explain to the House how the messaging is being reviewed, given that we have some areas of great resistance to vaccination? There is extensive anti-vax propaganda going out through the internet, which picks up the transmission of one internet message such that once one logs into that one gets bombarded with messages? Is there a way of intercepting those and countering them through the same route? There are patients in their 40s whom I have heard of almost at first hand who have been desperately sick and said that they were too frightened to be vaccinated because of that type of messaging.

There is also false reassurance now that omicron is mild. It is a mild disease most of the time in those who have been vaccinated and boosted, but in the unvaccinated what appears to be a simple cold might be a killer disease. That message does not seem to be getting out to the public. Nor is the message about the symptomatology presenting differently, so that if people have not lost taste they think that they do not have Covid.

The noble Baroness of course makes incredibly important points. We already know that about 60% of those in intensive care have not been vaccinated. We know that unvaccinated people are up to eight times more likely to be hospitalised. The noble Baroness is absolutely right about the importance of this, which is why we are pushing the constant message about getting boosted. She will, I hope, be pleased to know—I am not saying that this solves the problem by any stretch—that we have seen more people coming forward to have their first jabs. There was an increase of 44% in the seven days to 22 December, compared to the previous seven days, which is a move in the right direction. However, the noble Baroness is absolutely right: we need to work with social media companies and are continuing to do so to identify and remove dangerous disinformation about vaccines, and make sure that we are getting our positive messages out.

We have allocated £22.5 million to help areas with low vaccine take-up. We recruited vaccine ambassadors, who speak 33 languages between them, to promote take-up across the country. We have a community vaccine scheme to target the 60 local authorities with the lowest uptake and use local networks to promote accurate health information. So we are trying to use a range of sources in order to try and either address the disinformation or the nervousness that is preventing people from coming forward.

As I have said, the inquiry will be a thorough examination across the breadth of our response. Obviously, the situation in care homes has been at the forefront of our minds throughout this pandemic. It is not for me to make commitments, but I cannot believe that this would not be something the inquiry looks at. I am sure that it will be and that relatives and those who work in care homes will be called to give evidence.

My Lords, I declare that I have been involved in the All-Party Parliamentary Group on Coronavirus. If this is to be a UK inquiry, can the noble Baroness confirm that the terms of reference will be developed with the devolved Administrations and that they will be involved, not just consulted; that they will be involved in the appointment of the chair, with a panel on which they are represented; and that they will be involved in the appointments of other members of the inquiry?

Decisions as to whether the inquiry will comprise a panel in addition to a chair will be made in due course, but I can certainly confirm that we want to learn the lessons of the pandemic as four nations together, just as we recover together. That is why, as I say, we have already begun discussions with the devolved Administrations, because we want this to be a UK-wide inquiry. We have gone through this together and we want to come out of it together.

My Lords, financial support is essential to compliance with lockdown. At the start of the Welsh lockdown, the Government declined the Welsh Government’s request for early access to the job support scheme, despite Wales offering £11 million towards it, and declined a request to widen eligibility for the job retention scheme. Now that the job retention scheme has been extended and includes workers recently made redundant, will support be backdated to 23 October for Wales and be guaranteed for future lockdowns, if needed, in the devolved nations?

As we have made clear, the furlough scheme is a UK-wide scheme, and, as the Prime Minister said, we will always be there for all parts of the UK.

I can certainly assure the noble and gallant Lord that such considerations are at the forefront of everyone’s mind. The noble Baroness, Lady Walmsley, talked about the impact on mental health generally; of course, many of us have not seen some of our relatives for a long time, which is very painful for them and for those of us who cannot see them. I assure him that we are considering that very carefully. It is why we are trying to take packages of measures that continue, at this point, to allow social contact, because we know how important it is. However, we will obviously have to take action if we cannot stop the virus continuing to increase, because it is critical that we save as many lives as we can.

The Statement drew attention to the fears of those who were on the shielding list and those who are shielding others. What additional practical support is being reactivated to ensure that those people can remain Covid safe? In relation to businesses and private rentals in the commercial sector, what are the Government doing about the exorbitantly high commercial rentals that are destroying local businesses, whose profits have fallen at the moment?

The noble Baroness will be aware that, in the announcement yesterday, the advice remains that the clinically extremely vulnerable do not need to shield at the moment, although this will be kept under review. Obviously, if things change, packages of support will be looked at. Local directors of public health are also able to offer specific advice for clinically vulnerable residents. Of course, in local lockdown areas there will be different packages of support, so that is absolutely something we will consider as and when the guidance changes. In relation to rents, I am afraid that I will have to write to the noble Baroness as I do not have information on that particular issue.

As I said, the Prime Minister has had good initial conversations with Chancellor Merkel, President Macron and others, he is seeing the Taoiseach next week, and he has been encouraged by the fact that there has been a willingness to talk about alternatives to the backstop. We are picking up the tempo of the discussions between our negotiators over the coming weeks so that we can drill down into the issue that has really prevented MPs supporting the withdrawal agreement. That is what we will be focusing on, because we are committed to trying to get a deal.

My Lords, following up the right reverend Prelate’s question about the education of girls, it is to be commended that 12 years of quality education was endorsed. Can the noble Baroness tell the House how much money has been committed by other nations and how much commitment there is to ensure that it is quality education that will actually meet the needs of these girls, including reproductive health teaching? Many of these countries have very high maternal mortality as well as child mortality rates, and they also have the problem of practices such as female genital mutilation, which has its high morbidity and mortality.

I am very pleased that every delegation supported our campaign to give every girl in the world 12 years of quality education. Indeed, the Prime Minister also called on G7 countries to dedicate more of their aid budget to education, which currently stands at less than 2% of global humanitarian aid. It is obvious that, with more investment and support going in, all the very important issues that the noble Baroness raised can be properly addressed. I fear I will need to get more information on the details of the programmes we support and others: I will write to her, as I will on a couple of other issues.
