My Lords, like my grandsons and my granddaughter, I loved every England game. For me, football did come home to unify a divided nation, which stood with the profoundly thoughtful leadership of Gareth Southgate and Harry Kane and with magnificent players like Shaw, Grealish, Saka, Rashford, Sancho, Mount, and the man of many matches, Raheem Sterling.

Given their and our message that there is no place in our sports or institutions for racism and Islamophobia, with hindsight, does the Prime Minister regret his divisive and disrespectful comments? Will the Minister say what additional action the PM and the Government are taking to eradicate institutionalised structural racism and Islamophobia and its devastating impact in all aspects of our conduct and policy? They should take a leaf out of the England team’s efforts—

My Lords, regardless of Department of Health and Social Care policy and NHS instructions to clinicians, we know that DNACPR orders were made without adequate consultation and safeguards. Can the Minister assure this House that the Government will meet with families who have raised concerns about DNACPRs as the cause of deaths? Will he emphatically agree with this House and the families themselves that senior case reviews should be undertaken, with a panel of experts, of all cases where families have raised questions? Will he state categorically again that DNACPR without consent is—

I thank my noble friend Lady Lawrence and echo what she has said about the suspicion and lack of confidence within many communities. Can the Minister confirm the numerous health reports from experts who suggest that there are higher numbers of deaths, admissions and infection among the Bangladeshi community in particular? How many of the 830 who took part in vaccine trials were from the Bangladeshi community? What are the Government doing to ensure that that community is continually consulted and considered?

As I said in a previous answer, we believe that this settlement will create jobs across the United Kingdom. For instance, in Scotland, we already spend £1.7 billion a year supporting 10,000 jobs, and we are taking forward our plans for the eight Type 26 and five Type 31 frigates currently being constructed on the Clyde. There will be further growth of jobs in Northern Ireland and, we hope, in Wales. This is indeed a good settlement for job creation in the United Kingdom. We want construction on those projects to be UK-led. As I said, we hope that 10,000 jobs a year will be created, with many more within the supply chains, across the UK.

My Lords, I am rather disappointed that one “shoddy practice” can be cited to discredit a whole generation of excellent international development work. What assessment have the Government made of the defence and security implications of the proposed US withdrawal from Iraq and Afghanistan? What consideration has been given to ensure the empowerment and education of women and girls in conflict regions where our past military interventions continue to cause death and destruction in the present day?

The noble Baroness will know our absolute commitment to supporting women and girls in areas of conflict. It is one of the personal priorities of the Prime Minister, and we will continue to work on it. Indeed, it was one of the issues discussed by the Prime Minister with other world leaders at the G20 over the weekend. We remain committed to supporting security and stability in both Afghanistan and Iraq and will continue to work closely with our allies and partners on a collective approach to ensure that.
