It is genuinely not the noble Baroness, but we also need to work together —please—to get this Bill through. It is an important Bill. All noble Lords absolutely have the right to say what they want, but we also need to get this through. I am sorry, but can we please focus on that? We will let everyone speak, but please be aware of the time and what everyone else needs to be doing tonight.

Why do we need to get the Bill through? Why can we not leave it until after the recess? I do not understand. This is the Government’s problem—they have created this problem for us.

Perhaps the Government could decide not to bring huge Bills such as this, so that we are forced to sit late at night.

This is the 11th day in Committee on the Bill; I think we have given it due course. I am sorry, but I do not accept the noble Baroness’s views. Perhaps we can all respect each other and move on. Noble Lords have very important points to make, but if we can make them succinctly, that will be very helpful.

My Lords, I applaud the noble Baroness for bringing this up; it is obviously a hot topic that we all care about. As a Green, one of the big things for me is that far too much goes to incineration. Can the Minister say, hand on heart, that for this Government, incineration is the absolutely last resort for waste of any kind?

My Lords, it is only fair we hear from the Greens on this particular subject.

I give huge thanks to the Leader of the House. Back in 2008, at the request of the then Mayor of London, Ken Livingstone, I produced a report on how to make London’s food supplies more sustainable. Part of that was shortening supply chains. Would the Minister like me to forward a copy of my report for the Government’s use to contribute to the Green Paper?

The noble Baroness is absolutely right. For instance, many local authorities charge young people a flat fee for bus passes. Particularly in rural areas we find local authorities encouraging buses to pick up children from other points so that they can access public transport. Again, it is the responsibility of local authorities, but they are very well aware of their responsibilities. Many are doing what they can to ensure that young people can access the good school that they need to in their local area.

My Lords, is the Minister aware of School Streets, a scheme in Edinburgh, where streets around schools are closed to motor vehicles for an hour before and after school, which means that children and their parents automatically walk or cycle? There are fewer cars, so less air pollution. It seems to be a winner.

I thank the noble Baroness. I was not aware of that scheme and I am happy to go away and look into it.
