The noble Lord will know that quality apprenticeships are at the heart of what we are trying to do. We are establishing an independent, employer-led institute for apprenticeships to ensure quality and that businesses are involved in the standards. Our definition of an apprenticeship is that it must be a job in a skilled occupation; it should have substantial and sustained training lasting a minimum of 12 months; it should lead to full competency in an occupation; and it must develop transferable skills. That is our definition of an apprenticeship, and that is what will be in the statistics.
My Lords, given the concerns that have been expressed about these results, does the Minister now accept that 3 million is an arbitrary figure for the number of apprentices we should have in this country? Does she further agree that we would be better off with a comprehensive plan for all kinds of skills and qualifications instead of straitjacketing learners and employers with a payroll tax that fits some but not all of our skills needs? Surely, employers would be happier to pay for their own diverse training needs than to satisfy a Government mantra of 3 million apprentices and one size fits all.
I am afraid that I do not agree with the noble Baroness. It is absolutely right that the Government should be ambitious for young people and that we should offer them good quality university routes, apprenticeships and technical routes. That is why we have this ambitious target and why we are also looking to reform technical education, on which the Lord Sainsbury review, which will be published shortly, will help to lead the way. Moreover, since 2010 some 2.7 million apprenticeships have been started, so I believe that it is a worthwhile target. We would be letting our young people down if we did not offer them a whole range of opportunities to get the good jobs they deserve.

Lords ChamberThe department does not record the employment status of those in part-time, further and higher education. However, this Government are committed to providing learning opportunities to those of all ages and circumstances. Advanced learner loans are now available for adults who wish to retrain and study for a new career. We have been taking steps to address the decline in part-time higher education by introducing a new maintenance package. Apprenticeships allow individuals to train while progressing their careers, and we are aiming for 3 million more apprenticeship starts by 2020.
I am grateful for that Answer, although I think it would be appropriate for the Government to count the number of part-time students. Many noble Lords in this Chamber will remember the days when night school was a major instrument of social mobility, yet today night school has almost disappeared and the number of adults on part-time courses has plummeted. What can the Government do to increase the availability of part-time HE and FE courses, including night school, and to encourage people in work to better themselves in this old-fashioned but tried and trusted way?
This Government are taking a number of steps to help to encourage part-time learning. For instance, we will be introducing maintenance loans for part-time students for the first time, and we have expanded second degree student support funding for those who want to study a STEM subject. We have also expanded the advanced learner loan system, so from 2016-17 learners aged 19 and over studying at levels 3 to 6 will be able to access that support. We are doing what we can to provide people who want to study part-time with the support to do so.
In 2014 we launched a children’s centres pilot to see how children’s centres can better motivate disadvantaged, low-skilled parents, many of whom are women, to get the English and maths skills that they need. We consider reading for children to be extremely important. That is why we are delighted to work with Penguin Classics, which has launched its Classics in Schools initiative, giving schools access to classroom sets of up to 100 titles at a reduced price so that children have access to a wide range of interesting and exciting literature.
Does the Minister agree that reading skills, aspirations and well-being for young women can all be enhanced by including more inspirational women in all curriculum fields, science and technology as well as literature? Following the outcry after only one woman, Mary Wollstonecraft, appeared on the politics A-level curriculum, will the Minister undertake to look again at the curricula across education so that we can inspire young women in every area of endeavour?
I am sure the noble Baroness will be pleased that after our consultation on the politics A-level syllabus, while three core philosophies will be studied—socialism, liberalism and conservatism—schools can choose from additional schools of thought, which include feminism.

Lords ChamberAs someone who studied politics at A-level, I can certainly say that an understanding of the House of Lords would have helped me.
My Lords, picking up on my noble friend’s question about the issue of feminism in the curriculum, it is now more than 40 years since the passing of the Equal Pay Act, but the wage gap between men and women is still disappointingly wide. Should not young people understand the importance of equality, the history of what has happened with feminism and the future challenges that we all hope will be worked on together to achieve greater equality?
I agree with the noble Baroness. As I have said, the work of feminist thinkers absolutely can be studied within the new politics A-level once the content has been revised. Of course, feminism can also be studied within other A-levels. For example, in the reformed sociology specification, students must study issues of gender.
