Lords ChamberMy noble friend perhaps mixes two issues. I think that all these issues are of equal importance. We have just heard from him about the importance of addressing fuel poverty. Equally, I think I speak for many in this House when I say it is right that we stand up for the oppressed of Syria and support the opposition forces because it is they, not Bashar al-Assad, who hold the key to the future development of all communities in Syria, including all minority communities.
My Lords, is the Minister aware that when I was in Syria I met representatives of civil society, including the Syrian doctors’ society in Aleppo, and there was great concern over the disastrous impact of sanctions which prevent the provision of essential medical supplies as well as food? Will Her Majesty’s Government change their priorities from providing massive financial support to opposition groups, which are not moderate, to making every effort to achieve the lifting of sanctions?

Lords ChamberMy Lords, I also congratulate very warmly the noble Lord, Lord Naseby, on this debate and on his very comprehensive opening speech.
I have only visited Sri Lanka once, after the tsunami left its tragic aftermath of death, destruction and devastation. However, I am aware of the help that the noble Lord and his medically qualified wife provided in January 2005, when I believe they rushed out to help those suffering from the tsunami. I presume that is one of the reasons why he was awarded the Sri Lanka Ratna in November of that year. I quote briefly from the citation:
“This is the highest honour of the country conferred on non-nationals. It is awarded for exceptionally outstanding and most distinguished service to Sri Lanka”.
I am also aware, of course, of the noble Lord’s Oral Questions and, having listened to his speech this afternoon, I must admit that I admire his persistence in the use of the Freedom of Information Act to extract the dispatches from the Foreign Office.
Although I do not know the current situation and issues in Sri Lanka in detail, I am well aware of the challenges any country faces in a post-conflict situation. I knew that the President made a speech to the UN on 19 September, which I read with great interest. The speech reflected the topic of the 72nd session of the General Assembly:
“Focusing on People: Striving for Peace and a Decent Life on a Sustainable Planet”.
As the noble Lord, Lord Naseby, has already highlighted, Sri Lanka has suffered greatly from nearly 30 years of civil war, which ended on 18 May 2009. In January 2015, President Sirisena was elected and formed, for the first time in Sri Lanka’s history, a coalition Government of the two main parties. I would like briefly to refer to issues and quotations from his speech, which I found both moving and relevant.
First, having acknowledged the fact that the executive presidency in Sri Lanka had been invested with more power than that invested in any other political leader in the democratic world, he gave a commitment to shed some of these powers and to transfer them to Parliament—surely a commendable commitment. Secondly, he gave a commitment to promote the rights of women: for example, an amendment to the constitution to ensure that 25% of the list of candidates at elections should comprise women. Thirdly, in the context of genuine concerns over human rights abuses, the President gave a commitment,
“to strengthen national reconciliation, and ensure that all people living in my country, speaking different languages and of different religions are able to live in unity, without fear, suspicion, hatred and anger. We are determined to build a society where everyone is able to live with freedom and dignity as equal citizens. My Government is committed to achieve these ends in a holistic manner through the strengthening of the domestic economy and the creation of prosperity and taking steps to create a disciplined and righteous society. Consolidating the rule of law and righteousness are priorities to which my Government remains committed … Accordingly, we seek the respectful support of all, as we take steps in a progressive manner, to address allegations and implement resolutions, while protecting the independence and sovereignty of my country ... As a country which has suffered an almost 30-year-long conflict, I urge the respectful support of all, in ensuring the success of the journey we have embarked upon to unite the people who were torn by division in my country”.
I am not lacking in concern regarding the very serious problems and suffering which have afflicted so many of the citizens of Sri Lanka. Indeed, following my own visit after the tsunami, we wrote a report highlighting our concerns over grave violations of human rights, including freedom of religion and belief, and there have been recent reports from international human rights organisations, such as Amnesty International and the International Crisis Group. However, the noble Lord, Lord Naseby, has put many of these concerns in context and, although remaining concerns need to be addressed, there has been progress, which is to be welcomed. Some indications of that were mentioned by the noble Baroness, Lady Berridge.
In urging Her Majesty’s Government to offer a hand of friendship to Sri Lanka now, I will go off-piste for a moment but in a way which I think is not irrelevant. The United States is currently lifting sanctions against the Government of Sudan—an initiative supported by the United Kingdom—while the Government in Khartoum continue to oppress their own citizens in Darfur, the Nuba Mountains and Blue Nile, as well as perpetrate a catalogue of violations of the fundamental freedoms and human rights of their people elsewhere throughout the nation, with a President indicted by the International Criminal Court. I am not asking the Minister to comment on Sudan in this debate but I wish to put on record my concern that President al-Bashir has made no commitments similar to those made by the President of Sri Lanka.
I conclude with a final reference to the President of Sri Lanka, who appealed in his speech to the UN:
“I seek your support for the development efforts we have undertaken that are essential for the reconciliation efforts to succeed and ensure non-recurrence of conflict and our vision of a nation that is righteous, prosperous and democratic, to succeed, as an example to other countries that are also recovering from conflict”.
Therefore, I fully support the appeal made by the noble Lord, Lord Naseby, to Her Majesty’s Government to offer a hand of friendship and appropriate support to Sri Lanka and its President as he seeks to implement his commitments to bring healing, hope and peace to a nation and a people who have suffered too much for too long. I hope the Minister will be able to offer some reassurance in his reply.

Lords ChamberMy Lords, I thank the noble Lord, Lord Howell, for introducing this debate, highlighting many issues of profound importance in a violent and fragile region in which countless innocent civilians are suffering.
I wish to focus on Syria. During recent visits, everyone whom we met, including representatives of different faith communities and professions, highlighted four concerns. The first is the UK Government’s commitment to regime change and the removal of President Assad. It is impossible to condone violations of human rights, including the use of torture, by President Assad and other Middle Eastern Governments, but everyone to whom we spoke now sees President Assad as the only effective bulwark against ISIS and its related militias. These include people active in opposition who took part in the demonstrations that erupted into the current war. There is a widespread fear that any regime change and the removal of Assad would lead to a far greater evil—another Libya or Iraq.
In Lattakia, approximately 1 million people have been forced to flee their homes, many having suffered atrocities perpetrated by ISIS and related groups. I met many of them, among them a Muslim woman who had been forced to flee from her home by ISIS. Weeping, she embraced me and told me how her husband and brother and their sons had been beheaded in front of her. She said, “In war, people on both sides are killed by shelling. But on one side, you die from shells; on the other, you die from shells and beheadings, and we don’t want the beheadings. The Government protects us from these”. Another person put the position very vividly, and his feelings were typical of many whom we met. He said, “I never voted for Assad. I always called for reforms and change. But now I would die for him”. Among those most fearful of regime change are religious minorities and women. Even those most critical of President Assad acknowledge his commitment to the protection of religious minorities and to the promotion of women’s rights. These approaches are to be respected.
The second concern is the UK Government’s role in the war. To many, it seems that the UK is now keener to strike at Syrian government forces than to destroy ISIS—which should surely be the priority. Robert Fisk, in the Independent, used virtually identical words regarding US policy. Britain is reportedly supporting and training so-called “moderate rebels”. Many are active members of radical groups, some of whose fighters are among the most ruthless in the Middle East. The UK has also effectively given air support to ISIS by apparently striking pro-Assad forces on more than one occasion.
I say “apparently” because it is difficult to be certain; the US, the UK and other allied forces operate under the appellation “coalition”. However, in December 2016 the coalition admitted killing 82 Syrian soldiers in Deir ez-Zor, where they were defending that city against ISIS, and the British Government have not denied participating in that appalling action. More attacks were committed recently against forces allied to the Syrian Army in the Tanaf area on the Syrian/Iraqi border, allegedly to protect British and other forces working with anti-Assad militants—a mission for which British forces had absolutely no mandate from Parliament or the UN. Many civilians were killed in these attacks.
I ask the Minister for his response to deep and widespread concerns that the UK has no legal grounds whatever to intervene militarily in Syria. There is no UN mandate to do so, there has been no request from the legitimate Government of Syria to intervene, and the UK has not been attacked by Syria. In addition, I will ask two related questions: what has UK taxpayers’ money done for peace for Syria, and will the Government provide public accountability for the use of taxpayers’ money in supporting rebel groups in Syria?
The third concern is the US/UK response to the alleged use of chemical weapons by Assad in April. To recapitulate, on 4 April a severe aerial attack occurred in Idlib, the stronghold of al-Qaeda in Syria. Reports emerged of the possible use of chemical weapons by Assad’s forces. Within two days, without proper investigation, the Americans retaliated with 59 Tomahawk missiles, hitting an airbase used in the fight against ISIS near the government-controlled city of Homs. The UK Government praised President Trump’s response, despite the fact that questions remain about the details of the initial attack.
The Organisation for the Prohibition of Chemical Weapons produced a report concluding that sarin was used but that no conclusions could be reached concerning the dispersal mechanism—in other words, whether it was delivered by a bomb. The OPCW report itself has many flaws. The team of inspectors were unable to visit the site, as it is controlled by jihadists. The team took at face value evidence provided to it by people and organisations linked to the al-Qaeda affiliate, al-Nusra. The report also pays scant attention to disconfirming evidence, such as the fact that video evidence shows responders exposing themselves to materials which, if they had traces of sarin, would have killed them.
Moreover, a team from Médecins Sans Frontières, treating victims from Khan Sheikhoun at a clinic 60 miles to the north, reported that,
“eight patients showed symptoms … consistent with exposure to a neurotoxic agent such as sarin gas or similar compounds”.
MSF also visited other hospitals that had received victims and found that patients there,
“smelled of bleach, suggesting that they had been exposed to chlorine”.
In other words, the evidence suggested that more than one chemical was responsible for the symptoms observed, which would not have been the case had the Syrian air force dropped a sarin bomb, which has no percussive or ignition power to trigger secondary explosions. The range of symptoms is consistent with the release of a mixture of chemicals, including chlorine and organic phosphates, used in many fertilisers, which can cause neurotoxic effects similar to those of sarin.
Yet, despite the lack of firm evidence, the President of the United States has warned the Syrian Government against a repeat of the April incident, threatening a devastating strike. Our Defence Secretary applauded President Trump’s threat and our Foreign Secretary continues the allegations that Assad bombed using sarin. These threats and allegations by the United Kingdom are deeply disturbing. Surely the priority should be defeating ISIS and related terrorists and protecting civilians rather than striking at those forces which are attacking ISIS and kindred jihadi groups. Moreover, President Trump’s threat is causing widespread, profound terror among civilians throughout Syria and can provide the jihadis with every incentive to stage a fake attack, with civilian victims, in order to precipitate the US strike that President Trump so unwisely promised.
Fourthly, I turn to humanitarian needs and the effect of sanctions, which are crippling the state and preventing it from providing essential supplies to its people. Syria is struggling to get machinery, raw materials, fuel and basic necessities such as flour and medicines. This is causing great suffering to innocent civilians. When we met the Syrian doctors’ society in Aleppo, it emphasised the disastrous effect of sanctions on the procurement of essential medicines and equipment such as prostheses, exacerbating the suffering of innocent civilians.
The effect of sanctions on food supplies is also having a detrimental effect on attempts to encourage people who have been displaced by ISIS to return to their homes once they have been liberated. The effect of food shortages was graphically expressed by a community leader from the predominantly Christian town of Maaloula. This town had been captured by ISIS, which perpetrated atrocities, including martyrdom of Christians who refused to convert to Islam. It was subsequently liberated and he is trying to encourage citizens to return to their homes. This is difficult because of the lack of food. The situation regarding food shortages is exacerbated by the fact that much of the wheat-growing land in Syria is under ISIS control. This community leader told us, “If you don’t die from the bombing and the bullets, you die from the beheadings. If you don’t die from the beheadings, you die from starvation thanks to sanctions”.
Given the continuing suffering of the people of Syria, exacerbated by UK foreign policy, I was encouraged to read the committee’s conclusion:
“British confusion and disarray in Syria is a reflection of the contradictions in international policy on President Bashar al-Assad, which must be rethought. The objective of displacing Assad as a prerequisite of any settlement, with the current means and policy, has proved unachievable. Despite the chemical attack and the recent escalation of military conflict Assad, with Russian support, remains in power … There are no good options available in Syria but the recent chemical attack, the urgency of the humanitarian crisis, with the potential to destabilise the EU and countries of the Middle East with refugees, requires the UK, and international community, to redouble its efforts to achieve a negotiated solution”.
I emphasise the fact that deep concern over the UK’s policy regarding Syria is not new. Before Christmas last year, three former UK ambassadors to Syria signed a letter to the Times in which they expressed their criticism of the UK position regarding regime change. Will the UK Government consider establishing an embassy in Syria? It seems utterly unjustifiable to deny this when the UK has embassies in North Korea, with its deplorable human rights record and current concerns on nuclear weapons, and in Khartoum, despite the fact that the President of Sudan has been indicted by the International Criminal Court and is continuing genocidal policies against his own civilians in Darfur, South Kordofan and Blue Nile.
Finally, I and many others were deeply disappointed by the Minister’s response when winding up the debate on the gracious Speech. It was a repetition of the Government’s mantra commitment to regime change and the displacement of President Assad. However, the situation in Syria has changed fundamentally and the committee’s report has recognised these changes, making well-argued recommendations for changes in UK policy. I therefore conclude by urging the Government to respond positively to the well-reasoned and significant recommendations promoted in this important report.

Lords ChamberMy Lords, I add my own very warm welcome to the noble Lord, Lord Ahmad, to his new portfolio. I will focus on two countries that I visited recently, Sudan and Syria.
Starting with Sudan, I shall highlight four key issues, beginning with the continuing violence perpetrated by the Government of Sudan in Darfur, the Nuba mountains in South Kordofan and Blue Nile, that was so well described by the noble Lord, Lord Chidgey. In Darfur, war has claimed over 300,000 lives and displaced over 2.5 million people. Although violence has erupted again between the Government and rebel groups, the UN Security Council is contemplating severe cuts to the UNAMID budget. This is dangerously inappropriate, and I hope the UK will be pressing for the extension of UNAMID to all areas of Darfur and the investigation of human rights abuses, particularly the allegations of the use of chemical weapons in the Jebel Marra region.
Secondly, there are humanitarian crises in Darfur, Blue Nile and South Kordofan. I visited the Nuba mountains in January to obtain first-hand evidence of the suffering of the people there. I climbed a steep mountain to visit families forced by the Khartoum Government’s aerial bombardment to flee from their homes and live in horrific snake-infested caves. I sat with a woman dying of malaria in one of those caves, and I met a father whose five children had been burned alive when a shell dropped by a government Antonov ignited the straw around his home. There are no medicines, and every drop of water and all food has to be carried up that steep mountain. There is still no peace deal and no resolution to the aid blockade. Will Her Majesty’s Government pressure the Government of Sudan to reach an agreement with opposition forces to open up humanitarian corridors as a matter of great urgency?
Thirdly, I refer to the UK/Sudan strategic dialogue. Will the Government link any further engagement with Sudan to the issues I have highlighted: humanitarian access to the two areas, the survival of UNAMID and permission for UNAMID to access the Jebel Marra region?
Fourthly, there is the issue of the lifting of sanctions. The US is likely to approve the full lifting of sanctions on 12 July. However, the lifting of those sanctions should be allowed only with clear and measurable progress, including the following requirements: unimpeded humanitarian access to the war-affected areas in Darfur, the Nuba mountains and Blue Nile; the verifiable cessation of hostilities; and serious peace negotiations with the armed movements. Without peace, the lifting of sanctions will enable more resources to be available to the regime to fuel the war. On 26 April, when Brad Brooks-Rubin gave his testimony to the US House sub-committee on Africa, his previous testimony was cited as follows:
“Sudan has used the provisional easing of sanctions put in place in January not to begin the necessary reforms of structural deformities of the country’s economy but instead order fighter jets and battle tanks from its traditional arms suppliers in Russia and China”.
Human rights must be added to the conditions. At a bare minimum, sanctions should not be lifted while human rights defenders Mudawi Ibrahim and Hafiz Idris are detained and mistreated. Targeted sanctions are needed that will impact the regime and those responsible for the continuing conflict and abuse of human rights, such as freezing the assets of those responsible or sectoral sanctions focused on those involved with weapons manufacturing and companies associated with corruption and human rights abuses. Will Her Majesty’s Government maintain close monitoring of the fulfilment of these conditions if sanctions are lifted and intervene appropriately if they are violated?
I turn now to another tragic country: Syria. It did not act according to the UN charter or the UN Security Council; it was not asked by the legitimate Government of Syria to intervene; and it was not attacked by Syria. But Britain is supporting and training so-called “moderate rebels”, who are actually members of radical groups, many related to ISIS and its related groups. The UK has also given air support to ISIS by striking the Syrian army on many occasions. In December 2016 the UK admitted taking part in the killing of 82 Syrian soldiers in Deir ez-Zor. Perhaps I may ask the Minister what UK taxpayers’ money has done for peace for Syria, and whether the Government will provide public accountability for the use of taxpayers’ money in supporting rebel groups in Syria.
Thirdly, I turn to the US/UK response to the recent chemical weapon incident. To put this in context, President Assad is recognised internationally by the American and French Presidents and several Governments. The Syrian army is advancing and claiming territories previously lost to terrorists groups. Suddenly an unknown chemical attack occurs in Idlib, the stronghold of al-Qaeda in Syria. Without any investigation, the Americans hit an airbase in Homs that is used in the fight against ISIS. The UK Government praise the hit. There are many questions about the kind of gas used, its availability and by whom it was used. Therefore, the aerial attack was widely seen as intemperate and immensely harmful—and, until today, there have still been no investigations.
Fourthly, I turn to humanitarian needs and the effect of sanctions, which are crippling the state and preventing it providing life for its people. Syria is struggling to get machinery, raw materials, fuel and such basic necessities as flour and medicines. This is causing great suffering to innocent civilians and having a detrimental effect on attempts to encourage people displaced by ISIS to return to their homes once they have been liberated. The effect of food shortages on innocent civilians was graphically expressed by a local person who said, “If you don’t die from the bombing and the bullets, you die from the beheadings. The report states:

The objective of displacing Assad, as a prerequisite of any settlement, with the current means and policy, has proved unachievable. There are no good options available in Syria but the recent chemical attack, the urgency of the humanitarian crisis, with the potential to destabilise the EU and countries of the Middle East with refugees, requires the UK, and international community, to redouble its efforts to achieve a negotiated solution”.
I conclude by asking whether the Minister will give an assurance that the Government will respond positively to these very important recommendations.

Lords ChamberTo ask Her Majesty’s Government what is their assessment of recent developments in Syria.
My Lords, the war in Syria started six years ago. Today, violence continues and the Syrian people are suffering. We urge those with influence on the regime to secure an end to the military campaign and ensure unhindered humanitarian access. We welcome the resumed UN-led talks. Only a political settlement will end the war. We remain at the forefront of international action to help the Syrian people and hold those responsible for atrocities to account.
My Lords, I thank the Minister for her reply. Is she aware that the Syrian Government have brought significant benefits to the people of Syria, including the expulsion of ISIS from the iconic city of Palmyra, recovering control from ISIS over Aleppo’s water supplies and displacing ISIS from numerous other strategic locations? Is she further aware that the UK Government’s support for Islamist-related armed militants is hampering the fight against ISIS? Will she reveal the extent and the nature of the support which the United Kingdom is providing to these Islamist armed militants and the cost to the taxpayer of this very dubious policy?
My Lords, we certainly do not see the Assad regime as bringing benefits to the Syrian people. This is a regime which has been found by a series of independent United Nations reports to have used chemical weapons and committed war crimes against the Syrian people. The regime is currently denying humanitarian aid to 1.4 million Syrians living in siege-like conditions. The UN has found it responsible for bombing an aid convoy last September. It simply is not true to say that all armed opposition are terrorists. The opposition fighters in rural Damascus, for example, are not extremists, nor were the vast majority of fighters in eastern Aleppo. The UK provides political and practical support to the moderate opposition. This has included communications and medical equipment, as well as equipment—as the House will understand—to protect against chemical weapons attacks. We do not provide weapons to anyone in Syria. The recipients of UK assistance are always rigorously and continually assessed to ensure that they are not involved in any extremist activity or human rights abuses.

My Lords, what is Her Majesty’s Government’s assessment of the security of North Korean defectors here in the United Kingdom and the potential security threat of the North Korean embassy in this country?
My Lords, it is a matter of fact that we have, of course, concern for all those who are in this country, whatever their nationality. We have a duty of protection in general terms. We do not provide individual protection for those who are not British citizens, as such, but we are aware that some persons are at particular risk. Because of security matters and the safety of those individuals, it would be wrong of me to go further than that.

Grand CommitteeTo ask Her Majesty’s Government what is their assessment of recent developments in Syria.
My Lords, I am profoundly grateful to all noble Lords who are speaking in this debate and to those, such as my noble friend Lord Wright of Richmond, who have expressed their support but are unable to be present. I am also grateful to another former British ambassador to Syria, Peter Ford, who has provided invaluable briefing.
My concerns arise from a visit last September in response to invitations from the Melkite Patriarch, the Grand Mufti and leaders of Christian and Muslim communities in Aleppo. Our programme was arranged by friends in Syria and was not organised by the Government. We met many Syrians in Damascus, Aleppo, Maaloula and Latakia, including representatives of Muslim, Christian and Yazidi communities; members of government and internal opposition parties; civil society organisations such as the senior council of doctors in Aleppo; IDPs in Latakia who had fled for their lives from ISIS and ISIS-related militias; and survivors of ISIS attacks in Maaloula.
We also met President Assad, a meeting for which we received vehement criticism in the media and by the FCO. We stand by our decision to meet the President, not because we are uncritical but because only by meeting can one raise concerns and learn about current and proposed policies.
Many noble Lords will have seen newspaper coverage this weekend condemning Assad for atrocities—including the killing of 13,000 people in Saydnaya prison—citing a report attributed to Amnesty’s Beirut office. Time permits me only briefly to address three issues related to those allegations.
First, the fact of torture in Syrian jails is well known, is cause for genuine concern and is in no way condoned, but there is a serious asymmetry in these reports. There is no mention of the conditions under which Syrian soldiers and many civilians are held by Islamist militants or of the atrocities perpetrated by those militias, including torture, beheadings and slaughter of civilians by suicide bombs. When we were in Syria, a suicide bomber attacked the checkpoint at Homs, killing more than 30 people, presumably including families burned alive in their cars in the queues. Secondly, these reports are accepted uncritically as true. However, in 2014, photographs of an oddly similar number of corpses were proven to be a farrago of half-truths. The third issue is timing. The report, apparently a year in gestation, emerges now, when it can do maximum harm to the chances of success of the peace process emerging out of the recent talks in Astana.
The report by our group which visited Syria is widely available and I want to highlight our priority concerns, which are still relevant despite the seismic changes which have taken place since September. First, everyone to whom we spoke in Syria was deeply disturbed by the UK Government’s commitment to regime change. But Her Majesty’s Government retain their unabashed commitment to a transition culminating in the departure of President Assad. Transition is therefore just a euphemism for regime change.
Leaving rights and wrongs to one side, it is delusional to pretend that Assad will have to step down. Following the recovery of eastern Aleppo, he is now in a commanding position on the battlefield, with domestic and external support bolstering his position. HMG should realise that were Assad to do as they wish, the first to suffer would be the Syrian people. Everyone whom we met was deeply afraid that Assad’s departure would cause implosion of the regime, leading to catastrophes similar to those in Iraq and Libya. I ask the Minister why Her Majesty’s Government are not listening, for example, to the faith leaders in Syria, both Christian and Muslim, almost all of whom are urging the international community to engage with the Syrian Government.
Secondly, there is widespread, understandable dismay and anger over the UK continuing to provide opposition Islamist militias with practical assistance, including training, equipment, help with propaganda and diplomatic support. Helping to sustain the armed opposition can only prolong the suffering of the Syrians to no purpose whatever. So many people told us: “War is terrible. People die from shelling on both sides. But here, you die from shelling or you die from shelling and beheadings. And we don’t want the beheadings”. I therefore ask the Minister why the UK is continuing to support the Islamist “rebels”, when the consistent word from the Syrians, who have suffered under their brutal tyranny, is that the “moderates” no longer exist and the vast majority of these groups have extreme ideologies and no intention of creating a democracy in Syria.
Thirdly, there has been widespread dismay over the long-standing reporting by the BBC and other Western media which is perceived to be very biased, focusing on the suffering resulting from military offences by the Syrian and Russian armies, with no comparable coverage of the suffering inflicted by ISIS and other Islamist military offensives, including the use of cluster bombs and chemical weapons. The latest case of indiscriminate abuse of an innocent population has been largely ignored by the western media. It is the month-long poisoning by diesel fuel, and later the complete cutting off, of the water supply to Damascus by so-called moderate jihadists between late December 2016 and late January 2017. Water supplies were restored only after the Syrian military diverted significant forces from other fronts and retook the Wadi Barada springs from the jihadists in a major military attack.
The bias in media reporting seems to be intent on demonising President Assad and his Government and drawing a veil over the atrocities perpetrated by the Islamist forces. On 13 December the House of Commons held an emergency debate on Aleppo. The Foreign Secretary underlined condemnation of the offensive against eastern Aleppo, the importance of protecting civilians and an ongoing commitment to bring about a political settlement in Syria. That statement by the Foreign Secretary raises many questions. Why do the vast majority of civilians from east Aleppo chose to flee to government-controlled areas if they are all so terrified of the Government, apart from a small minority who joined the evacuation of terrorists to Idlib? Why, after months of lamenting the plight of 300,000—a grossly exaggerated figure, by the way; it turned out to be 130,000—civilians in east Aleppo, has there been so little media coverage of what had actually been going on?
Reverend Andrew Ashdown, who organised our September visit, was in Aleppo as the city was liberated. He visited areas of east Aleppo including the Jibrin registration centre and other reception centres, as tens of thousands of refugees from east Aleppo fled to government-controlled areas. I quote from his report:
“The voices of the civilians emerging from ‘rebel’-controlled East Aleppo were absolutely consistent—of the brutal murder and execution by the ‘rebels’ of anyone who opposed them; the killing of men, women and children who tried to flee; regular torture and rape of civilians; the withholding of food to civilians, or selling food at exorbitant prices; the withholding of medical aid to those in need even when they begged for assistance; telling civilians that they would be killed by the army if they fled to government-controlled areas; and, that if they did not adhere to the ‘rebel’ ideology, they were not real ‘Muslims’ but were ‘infidels’ and deserved to die. Also those refugees who fled from East Aleppo who knew of the widely acclaimed ‘White Helmets’ (many didn’t) repeatedly said that ‘they only helped the terrorists’. They were all visibly delighted to be free, and were being given food, medical assistance and shelter on arrival. The narratives of these people directly contradict all that the western media were reporting for months previously”.
In the last month, efforts at restoring facilities, opening schools and making areas of eastern Aleppo habitable have already begun. Many people are asking why no one is reporting these positive developments in post-conflict situations in east Aleppo.
Her Majesty’s Government’s position is coupled with an insistence on maintaining sanctions. These greatly harm Syrian civilians, who cannot obtain medical supplies such as prostheses, more than they harm the Government. It is also sometimes claimed that Assad is not really fighting ISIS. To that, I say: tell that to the brave defenders of Deir ez-Zor, the people of Palmyra or the inhabitants of Damascus and the Homs countryside, for whom all that stands between them and beheadings are the government forces.
I take this opportunity to record that the people of Syria are profoundly grateful to Russia for taking ISIS seriously and assisting them by defending their people against its barbarities. I ask the Minister: what is Her Majesty’s Government’s position with regard to the Astana talks, which appear to be the only current initiative likely to deliver a policy capable of defusing the present situation?
In conclusion, I open this debate with a heavy heart and with deep sadness because I have seen a glimpse of the suffering of the people of Syria under the onslaught of ISIS and related Islamist jihadists. I am all the more sad because I have seen that suffering exacerbated by UK polices of support for the jihadists, and I am deeply saddened by Her Majesty’s Government’s continuing commitment to regime change, by whatever name, which is profoundly dreaded by the people of Syria. Will Her Majesty’s Government reconsider their entrenched position, which has exacerbated the suffering of the people of Syria, and allow the people of Syria the democratic right and the dignity to choose their own future? If that involves re-electing President Assad, that is their right to do so and a right that we should respect.

Grand CommitteeMy Lords, I too thank the noble Lord for this opportunity to discuss issues related to Sudan and the relation of Islamist extremist nations with Sudan, and vice versa. Given that it is widely believed that neighbouring Islamist regimes support President Bashir because of his commitment to make Sudan a unified Arabic, Islamic nation, it is not irrelevant to focus on his Islamist extremist policies of the ethnic and religious cleansing of indigenous African peoples and Christians, traditional believers and Muslims who do not support his Islamist ideology. I would also mention that in Nigeria, it is widely believed that Sudan supports the Islamist Boko Haram.
I have recently returned from a visit to Sudan, and obtained first-hand evidence of the implementation of its genocidal policies. The Government of Sudan are blatantly violating conditions required by the United States for the lifting of sanctions by their total disregard of the ceasefire with continued fighting in Darfur, including the attack in Nertiti by the Sudanese Army under the command of Colonel Mohamed El Tayeb. The best estimate is that in that attack, 16 civilians were killed and some 72 to 75 civilians were wounded.
This is an intentional policy. On 22 December 2016, President Bashir delivered a speech at the military Merowe archery festival, in which he vowed to continue seeking a military solution for the internal conflicts and bragged that the unilateral cessation of hostilities would terminate within a week, irrespective of Khartoum’s declaratory policies. That has been proven true in Blue Nile, with the fighting in January 2017 a direct continuation of clashes started in early December 2016. There was no pause or reorganisation of Sudanese armed forces—that is, the ceasefire did not exist for them operationally. On 9 January, while we were in the region, the Sudanese army launched a major offensive on the SPLA-North forces in Arum, Blue Nile state, and villages were bombed sporadically.
In the Nuba mountains, there are numerous reports of continuing missile attacks on civilians, creating such terror that families have been forced to flee their homes and live in snake-infested caves with no medical care and acute shortages of food. Three weeks ago, I climbed one of those Nuba mountains to meet families hiding in those caves. I met a girl who had been bitten by a cobra; a woman dying of malaria with no treatment; and a man whose five children had been burnt alive when a shell hit the place where they were sheltering. People would not be living and dying in these appalling conditions in Sudan unless forced to do so because of continuing military offensives by Khartoum.
This highlights the crisis of humanitarian need: UN officials acknowledge that because of the ongoing disagreements over humanitarian access points,
“the civilians in the war-affected areas continue to suffer”.
The UN now estimates that over 600,000 people are in dire need of humanitarian assistance in the southern and western parts of the Nuba mountains and in Blue Nile state. This raises the issue of the continuing, urgent need for cross-border aid, an issue I have raised repeatedly with Her Majesty’s Government. But nothing has happened so far and people continue to die because of a lack of food and healthcare.
The international community has the responsibility to protect and to provide. It is manifestly failing on both counts by allowing the Government of Sudan to continue to slaughter their own civilians with impunity and by failing to ensure the provision of life-saving medicines and food for hundreds of thousands of civilians. Will Her Majesty’s Government at last take urgent action to ensure cross-border aid, and to end the impunity with which the Government of Sudan are continuing military offensives despite their alleged commitment to the ceasefire?

Lords ChamberMy Lords, I am sure the noble Lord will be aware that a United Nations Security Council resolution on these very matters was vetoed a while ago. We continue to press the issue of bringing ISIL/Daesh to account and also bringing Assad to account. Therefore I am pleased to say that on 21 December last year we co-sponsored a UN General Assembly resolution to establish a new international, impartial, independent mechanism to assist in the investigation and prosecution of those responsible for the most serious crimes under international law committed in Syria since March 2011.
My Lords, following the visit of Sudan’s President al-Bashir, indicted by the International Criminal Court, to many countries including Kenya, South Africa, China, Nigeria and Saudi Arabia, what discussions have Her Majesty’s Government had with the Governments of those countries about their failure to arrest him? Does the noble Baroness agree that the failure to arrest someone indicted by the International Criminal Court devalues and discredits the work of the ICC?
The noble Baroness raises a very important point. It is the case that countries which are states parties should, indeed, ensure that those who are indicted by them are then arrested. I was able, as I mentioned a moment ago to the noble and learned Lord, to discuss these wide matters with South Africa. The UK and EU partners have conducted demarches in countries which failed to arrest President Bashir. We agree with the noble Baroness that achieving justice for victims should be at the heart of the international community’s response to mass atrocity violence. It is important that fugitives from international justice do not just get away.

Lords ChamberI am absolutely ready to give that undertaking, and I am glad to hear the noble Lord’s support. He is right that this has been, in a sense, an almost forgotten tragedy. I am very much reminded of the report by the chair of the Commission on Human Rights in South Sudan, Yasmin Sooka, when she said that,
“it is conceivable that the scale of sexual violence … already matches that of the Bosnian war—and yet we rarely hear about it”.
My Lords, is the noble Baroness aware that when I was recently in South Sudan visiting places outside Juba, I was of course aware of the horrendous problems, but I was also deeply encouraged by the resilience of many local initiatives by local people in education, agriculture and reconciliation? Many of those local NGOs, including the churches, cannot access DfID funding because of bureaucratic procedures. Will Her Majesty’s Government consider ways to make funding available to those in-country NGOs doing such effective and much-needed work?
My Lords, I am always happy to learn from the noble Baroness’s experiences on the ground, and I will certainly look at that. With regard to aid, we have taken a lead role. We have contributed £357 million to address the humanitarian crisis since the outbreak of conflict. The Government of South Sudan have continued to block access to some areas, but I give this undertaking to the people of South Sudan, one that I feel sure that the House will join: we will not abandon them.
