My Lords, it is a great honour to follow my noble friend the Minister, who has so clearly set out the Budget details. This Budget reflects that the hard work of British people has created a stronger economy, with unemployment at its lowest level since 1970 and more than 3 million more people in work, which is to be welcomed.

The Government look forward to a positive future, investing in public services and supporting business across the piece. In my time, I shall look at three aspects referred to in the Budget book: first, digital infrastructure; secondly, apprenticeships and skills; and thirdly, clean growth.

I welcome the Government’s commitment to full-fibre networks, which will ensure a much faster, reliable system that is cheaper than its copper predecessor. However, it is still unacceptable that there are areas of the country where there is currently no broadband coverage and others where the speed is inadequate. To overcome this problem, the Government are allocating £200 million to pilot innovative approaches using primary schools in some of our most rural areas. This surely is to be welcomed.

Additionally, I bring to my noble friend’s attention the inadequacy of mobile phone connections and connectivity. I hope the Government will take steps to ensure that universal coverage is a realistic goal, sooner rather than later. If the Government wish to encourage more small business starts, it is crucial to have good connectivity in all areas, particularly rural ones.

My noble friend Lady Neville-Rolfe spoke with great passion about the importance of small and medium-sized businesses and of enterprise and business, which brings employment and taxation, and about the need to invest in new businesses. I totally agree.

I am personally delighted to hear of the Government’s proposals to reform and strengthen the programme on apprenticeships and skills. For many younger people, university study is not necessarily the most appropriate route to take. More are looking to gain skills while working on the job but they need to be confident that this brings worthwhile qualifications for future employment. The Government have committed three sums of money to strengthen the scheme: first, by providing £240 million to halve the co-investment rate for apprentice training to 5%; secondly, with a figure of £450 million to enable levy-paying employers to transfer up to 25% of their funds to pay for apprenticeship training in their supply chains; and, thirdly, with a further £5 million in 2019-20 to identify gaps in the training provider market.

I have a question for the Minister. The third bullet point in paragraph 4.48 of the Red Book refers to this £5 million, saying that it is,

“to identify gaps in the training provider market and increase the number of employer-designed apprenticeship standards available to employers”.

It goes on to say:

“All new apprentices will start on these new, higher-quality courses from September 2020”.


Does that therefore mean that if the current courses being offered are not up to that standard, employers will no longer be able to continue giving help on the skills and retraining?

The world of work is going through an industrial revolution, with modern technologies opening up all sorts of new possibilities every day. Digital, computer, cyber, technology, robotics and precision engineering all have a direct impact on businesses. Who would have thought that, for example, a field of barley could be prepared, planted, grown and harvested by machinery without a human hand working on the machinery in that field? In future we will need a workforce who are skilled. No doubt they will hold many different jobs during their lifetime, so retraining will be essential. I welcome the Government’s commitment to that end, and am glad to see that £100 million has been allocated for the first phase of the national retraining scheme and an additional £20 million allocated to skills pilot schemes. I reiterate the comment made by my noble friend Lady Altmann about the need for older employees to be able to access that facility as well.

I turn to clean growth. The Budget Statement identifies areas in which improvements can be made to air quality, flood-risk management, plastic and waste reduction, tree funding and food waste, to name a few—there were more in there. It is a total disgrace that our country and cities are blighted by people failing to take responsibility for creating and then abandoning their own waste on other people’s doorsteps. The Government are kindly making £10 million available to the Environment Agency to clear up the worst abandoned waste sites. It is surely wrong that waste abandoned on farms or private holdings has to be cleared at a cost to the individual landowner. This illegal dumping of waste is becoming an increasing problem, particularly in rural areas, and I suggest to the Minister that a review of the current non-payment for clearance might well be undertaken.

The Government have committed £20 million to tackle plastic recycling, with additional money being available for plastic research and development projects, and are pioneering innovative approaches to boost recycling. It is dreadful that in this day and age so much is thrown away and a great deal dumped in our seas, when we could take a much more individualistic approach and take responsibility not to add to that.

Lastly, I welcome the Government’s commitment to provide some £15 million to charities and others who distribute surplus food. However, I challenge all of us to reflect on the way in which we use food. It is a precious commodity, yet we waste one-third of the food that we produce in this country. With an ever-growing population to feed, we need to be growing more food from less available land.

I have highlighted but three aspects of this Budget. Overall I believe it is a good Budget, and one that gives hope and opportunity for all.

My Lords, as one of the last Back-Bench speakers speaking today, I thank my noble friend Lady Vere for introducing this important debate. We have heard some deeply moving speeches, reflecting the contribution that women have made over the past 100 years.

I will begin with Elizabeth Garrett Anderson, already mentioned by the noble Baroness, Lady Pinnock. Not only was she the first female mayor in England but she established a new hospital for women in London in 1872 that was staffed only by women. It was an all-women organisation. She had struggled to qualify as a doctor because she was not accepted as she was not a man. Instead, she became a nursing student, later going on to train in Paris and eventually gaining her Society of Apothecaries certificate to become a doctor.

Elizabeth had a very clear vision of what she wanted to achieve—as did Alice Hawkins from Leicester, whose seven-foot statue was unveiled yesterday in the new market square. Alice left school at 13 and became a shoe machinist. She was actively involved in the Equity Shoes trade union, fighting for the rights of women. She attended the Women’s Social and Political Union rally in Hyde Park, which has already been mentioned, and over the following seven years she was arrested seven times and jailed five—the last time in Holloway, when they thought they had managed to persuade her otherwise.

My noble friend Lord Lexden spoke of Millicent Fawcett and the work done by the Fawcett Society and its members. Indeed, I believe that it is a combination of the approaches of both women, and their determination, that has led to the changes that we are celebrating today. It is true that both Elizabeth and Alice understood the inequalities of life at that time and fought long and hard to change attitudes—although I suspect that others will have come to the fore in very different ways.

One such woman was Rosa Parks, born in America 105 years ago yesterday. She is probably among the top 100 women recognised worldwide. I do not know where she got the confidence to do as she did and withstand the consequences, but she was the girl who, aged 15, refused to give up her seat and get off the bus. In her book, Standing up for Freedom, she said:

“You must never be fearful about what you are doing when it is right”.


Last week was the bicentenary of the Institute of Civil Engineers. I wondered whether even one of those founding fathers envisaged a future where the person directly responsible for the infrastructure of the 2012 London Olympics would be a woman. Louise Hardy was just that woman. She masterminded the installation of the roads, cables, telephone wires, broadband, water, sewage disposal, heating and everything else that went with it to make it the mammoth achievement that it became.

I have also chosen to talk about women in public life outside Parliament—those working in business and others serving in their communities, both locally and nationally. In the business world progress is being made—although it is slow, as others have indicated. In 2016 women occupied 35% of all managerial and senior positions, but in 2015, a year earlier, 25% of directors of FTSE 100 companies were women, which was an improvement, and I know that the target is now to increase this to 33% by 2020. In many small and medium-sized companies, women are taking the challenge to start their own businesses and become entrepreneurs in their own right. However, it is in bigger companies that women still struggle to reach the top.

I have been intrigued by Sheryl Sandberg’s book, Lean In, already referred to by my noble friend. Sheryl is chief operating officer at Facebook. She describes the inbuilt barriers to success. It is a fascinating read and I recommend it. She acknowledges that women in the developed world are better off than ever, but reflects that until women have supportive employers and colleagues, as well as partners who share family responsibilities, they do not really have that chance.

I turn to the City of London. I must admit that I was surprised that the name of Lady Donaldson was not included in the very good list of firsts for women in public life, as Lady Donaldson was the first woman Lord Mayor of the City of London back in 1983. She was followed by Dame Fiona Woolf in 2013. They are the only two women to hold this post. The role of Lord Mayor is not simply one of great occasions and grandeur but is much more about promoting UK business abroad: during their year the Lord Mayor will probably visit 50 countries, giving more than 900 speeches.

I have spoken about the contribution that women make to local government and the many hours they give to their communities. All of us here started somewhere. I began my public life with the Women’s Voluntary Service and continued with other organisations and charities. However, I pay great tribute to my noble friend Lady Seccombe, who was at the helm when I became involved with the Conservative Women’s Organisation. My noble friend is a good example of encouraging others to achieve their goals, and looking around her this evening she must reflect on the many hours she spent promoting and helping some of us women who are lucky enough to sit in this House. In the same way, my noble friend Lady Jenkin continues to help and inspire women to become parliamentary candidates.

I cannot let this occasion pass without mentioning the late Baroness Thatcher. Her total commitment, courage and belief inspired women of all parties, and some of none, to have confidence to take up the challenge and achieve their personal goal.

Finally, we continue to have the experience of women who are leaders in their sectors. I think of Stella Rimington, Anita Roddick, Ellen MacArthur, Rosalind Franklin and Marie Stopes, to name but a few. Their contribution to society should be recognised. Ellen MacArthur broke the record for the fastest solo circumnavigation of the globe back in 2005. She was not just the best woman, but the best. Her achievements helped squash prejudices about women’s inferiority in sport, and her trust helps young people with serious illnesses.

Listening to the contributions today, one cannot fail to be moved by the achievements over these past 100 years—but, as the noble Baroness, Lady Kennedy of The Shaws, said, there is so much more to do. For me, equal opportunity is not equal unless everyone receives the encouragement that make seizing the task possible.

My Lords, I support this order. As my noble friend has described, it has been a long time coming before us. Again, I declare my interest as an honorary associate member of the Royal Veterinary College and member of the British Veterinary Association. I well remember as a shadow Minister all those years ago that this was something that kept coming up whenever we had working meetings with the college. It was particularly worried about being seen as both judge and jury, which is clearly not in anyone’s best interests. From an outsider’s point of view, it was particularly noticeable that the profession itself was anxious about this, more so than the lobby by consumers. We had looked at perhaps introducing a new veterinary service Act, but that was not possible, so this order is the best way to bring things up to date and make it possible for the royal college to be seen to be doing its work at its best. I totally agree with my noble friend that outside lay people can bring a layer of inquiry because they often ask questions that are not raised by professional colleagues because they do not necessarily have that sort of knowledge. An outsider will pose questions that a professional would not ask because they would know the answer. I thank the Minister for introducing it.

I thank the Minister for her explanation of the order before the Committee, ably supported by the noble Countess, Lady Mar, and the noble Baroness, Lady Byford. I will not detain the Committee long as this is a non-contentious updating of regulation in line with modern practice. In the other place, it was taken without debate as there was no dissent following the excellent second report of the House of Commons Regulatory Reform Committee. The report explains with great clarity the problem with the constitution of the disciplinary committees of the Royal College of Veterinary Surgeons as defined by the Veterinary Surgeons Act 1966, and sets out the proposed solution made under the Legislative and Regulatory Reform Act 2006 by ensuring that the same group of people in the veterinary profession is not responsible for setting the rules as well as investigating complaints and adjudication. It also introduces formally lay persons on to both the preliminary investigation committee and the disciplinary committee. In your Lordships’ House, the ninth report of the Delegated Powers and Regulatory Reform Committee cleared the order, satisfied that it meets the tests set out in the 2006 Act. The committee was also content with Defra’s proposal that the affirmative procedure should apply. From these Benches, I am happy to add our agreement to the order.

In assessing the order, notwithstanding the necessary updating of compliance, I wonder if there is evidence of problems that have arisen from the existing procedures. In my conversations with the royal college, I am grateful to Anthony Roberts who sent me the details of an appeal to the Judicial Committee of the Privy Council against the judgment made exactly on the grounds that this order seeks to remedy; namely, that the profession’s disciplinary procedures were inherently unfair and against the Human Rights Act. This appeal in December 2011 was dismissed by the Privy Council, which noted that the royal college had gone to elaborate efforts to separate the membership and work of the committees that produce guidance, investigate complaints and pass judgment. It also noted that the RCVS had made strenuous efforts to ensure that its disciplinary procedures were fair and in accordance with human rights legislation. In addition, the Privy Council recognised that the veterinary profession’s regulatory framework was indeed constrained by the Veterinary Surgeons Act 1966, and the council therefore supported,

“statutory reform so as to enable members of the disciplinary committees to be chosen from outside the Council”.

This view from the Privy Council lends significant weight to the case for the legislative reform order before us.

I am also grateful to the noble Lord, Lord Trees, for his guidance on the situation. We look forward to his maiden speech tomorrow. He described this order as the most important reform of the profession since the 1966 Act. It is a discreet reform that is in the best interests of the public and the veterinary profession. It includes lay persons among the committee’s membership, thereby balancing public and professional interests.

I should like to tempt the Minister to comment further. The only sanction that the disciplinary committee has is to remove or suspend a veterinary surgeon from the register. This is a draconian power that disallows a vet from going about his or her business. When I commented on this to the noble Lord, Lord Trees, he said that the royal college has introduced further reforms to ensure that it remains at the forefront of regulatory best practice. The royal college has been able to widen its sanction measures by dealing compassionately with veterinary surgeons with health or mental health issues. I wonder whether further measures could be introduced, such as the power to fine or even to suspend penalties, although some may argue against this. Can the noble Baroness say whether other powers have been considered by her department, and what view she has in this regard? I know that the royal college has initiated a performance protocol which aims to allow the college to manage proportionately any justified concerns about professional performance and to launch a new code of professional conduct.

It is encouraging to see that the royal college is constantly seeking ways to improve and I commend it on its activities. Last November, it introduced its first-rate regulator initiative. Among the areas that the college has been reviewing is the regulation of veterinary nurses who are not subject to statutory regulation. Indeed, the title “veterinary nurse” is not protected. I understand that as long ago as 2007, the college introduced a non-statutory register for veterinary nurses under by-laws made under the royal charter. Mindful of the increasing role of veterinary nurses in practice teams and public expectations about professional accountability, what are the department’s views in this respect? In its discussion with the college, has the department come to a conclusion on how statutory regulations may be introduced, and to what timetable?

These further questions must not allow us to refrain from making progress today. I agree that the order before us must be passed to bring forward the necessary reforms, and I look forward to their implementation.

My Lords, I must begin by declaring my interest as I have recently been appointed chairman of Leicester Cathedral council. I congratulate my noble friend Lord Cormack on successfully achieving this balloted debate. He has spoken clearly and passionately about the important role of English cathedrals in today’s society.

Lincoln Cathedral, built in 1092, stands high on the hill overlooking the city of Lincoln and is, indeed, an impressive building. Its dean claims that it is arguably the finest gothic building in Europe. It attracts visitors from around the world. Some come to see its historic past and enjoy its architecture while others come to find a place of peace and quiet to reflect and pray.

Leicester Cathedral cannot begin to compete as it was only back in 1927 that the parish church of St Martin’s became our cathedral. What we can do is offer a warm welcome to all our visitors, whether they are people of faith or none. Over the years, Leicester Cathedral has become recognised as the place that brings together people from all faiths, a centre that attracts civic services, cultural events and, indeed, only last Saturday held our Armed Forces Day service. I hope the cathedral is seen as being there for everyone in the city and county and not just for Christian worshippers. I believe that we are there to offer a variety of daily services, but also to expand our important mission work and support Bishop Tim in his work throughout the diocese.

You can imagine our great joy when, shortly before Christmas, we learnt that Her Majesty wished to open her jubilee celebrations with a visit to Leicester early in March. Our city is truly multicultural. We have many faith groups within the community and we wished to organise a service of thanksgiving and celebration that recognised that diversity. The day for Her Majesty began at De Montfort University, from there to the cathedral, followed by lunch at St Martin’s House and, finally, a walk through the main streets of the city. It was truly a day to be long remembered and at the heart of the day was the service at Leicester Cathedral. Here, the second poorest cathedral was involved in a remarkable day.

I believe that all cathedrals, both large and small, have a crucial place in today’s society. What we should be is a place where tourists, believers and all those seeking quiet reflection feel equally at home. The cathedral is there for all, open to all, an inspiration to all. Leicester Cathedral is open daily and holds services throughout the day and, of course, is busy at weekends too. However, it is more than simply a place of worship. If one looks at the many projects that the cathedral organises, one is amazed that so few can achieve so much.

We are a centre for Christian education and a base for outreach within the city and county, supporting a wide range of community projects. Christ’s calling challenges us to go out in his name and we do just that. In Leicester, we support particular projects working among asylum seekers and refugees. We run a street pastor scheme at the weekends. The Leicester Cathedral community has developed links with the local ecumenical church charity, The Bridge: From Homelessness to Hope, which recognises significant need in the city where the number of homeless has increased over the past few months.

These are but a few of the projects undertaken by a small staff of only 11.98 full-time equivalents, supported by some 138 volunteers. Our religious education officer continues work with primary schools, through the faith journey, which links the work of the cathedral with our Sikh, Jain and Buddhist near neighbours, enabling members of those communities to talk about their own faith journey and to share in our experiences. The work of our choristers’ outreach programme has enabled 14 schools to host weekly workshops, and more than 500 children came to the cathedral for one of these events.

None of this important work could be achieved without the enthusiasm and dedication of both stipendiary and lay members. I would like to record my thanks to our dean, Vivienne Faull, and her team for their hard work, faith and dedication. The cathedral is a real focus in the city and the county, so it is not surprising that it has been the chosen venue for major services in the city and county, as the right reverend Prelate the Bishop of Birmingham said was true in Birmingham. The St Patrick’s Day service, our Armed Forces Day service, which was held last Saturday, the civic service to remember 9/11, 10 years on, and the High Sherif’s service for Leicestershire and Rutland are but a few that I have time to include.

For all this activity, the cathedral faces real challenges, many of them revolving around finance. Unlike some cities, the Leicester Cathedral parish community is small, and we have constantly to look at new ways of running what is a business. That may sound very commercial but, in truth, we have to look at what we do and how we finance our work. This short debate has given me the opportunity to talk about some of the work undertaken by a very small cathedral. It would be lovely to share the experience, and perhaps the difficulties, of Lincoln. But Leicester Cathedral has carved out for itself a real role, and will continue its work into the future.
