Lords ChamberWe are very keen to make sure that vacant units get filled. We have introduced lots of powers to enable councils to do that, but we also recognise upward rent pressures. Many landlords have upwards-only rent reviews now, so we are bringing in a step in the English devolution Bill to make sure that there are no more upwards-only rent review clauses by which rents can only stay the same or rise. We are legislating to ban those in order to help smaller retailers have more stability in their outgoings.
My Lords, I hate to be a killjoy, but will the Minister accept that she has no hope of regenerating our high streets unless she works closely with the Minister from the Home Office to sort out the ever-increasing infection of streets full of county lines drugs and drug dealing? The shops that call themselves Turkish barbers, vape shops and everything else are cash only and have no interest in business rates. They are not paying business rates. They are destroying our high streets and our way of life. What is she doing to work with the Home Office to change this?
I do not share the noble Baroness’s pessimism about high streets. It is perfectly possible to re-energise our high streets. We are already working with the Home Office, and one of the things we are doing is stopping the shoplifters’ charter, introduced by the last Government, of discounting or decriminalising thefts worth under £200. We are also providing over £7 million to support the police in tackling retail crime, including continued funding for a specialist policing team to tackle organised retail crime gangs and identify more offenders. Through the Crime and Policing Bill, we will scrap that failure to prosecute shop thefts worth under £200. We are also introducing more training for the police to identify illegal trading and fraudulent shops, and supporting trading standards officers through more funding to local government.

Lords ChamberWe were very grateful for the work of the Independent Water Commission. As the noble Duke says, it is not my department that is working through the procedures needed to reply to the recommendations. The Government are considering the recommendations on whether water companies should be statutory consultees or subject to a requirement to notify. A water White Paper will be published before the end of this year, and I am sure that it will contain many of the issues that were the subject of those recommendations. People will be able to comment on the water White Paper in due course.
My Lords, is the Minister aware of how many pumping stations are either completely inoperable or malfunctioning?
That too is probably a question for my Defra colleagues to answer, but I will come back to the noble Baroness with a written response.

Lords ChamberMy Lords, the energy bill relief scheme this winter provides a discount on energy for councils whose bills have been significantly inflated. This scheme was to run until 2023, and in January the Government announced that the energy bills discount scheme would run for a further year, until March 2024. But the noble Baroness opposite is right; I have already asked that question, and when I get an answer, I will come back to her.
My Lords, on average, how much of all local authority expenditure is spent on public sector pensions?
I am very sorry that I cannot give my noble friend that answer from the Dispatch Box. I will look into it and come back to her.
