The hon. Lady is absolutely right to raise this. We are working as hard as we can in Europe to try to get the energy intensive industries plan cleared. I can confirm to her that as soon as it is cleared, the money will be available for British steelmaking companies. We expect this to be in place no later than April 2017, but it should be much earlier than that, and we are working round the clock to try to get that done.

The tragic stabbing in Abingdon Poundland last week has shocked local residents. I am sure the whole House will want to join me in sending our condolences to the family of father of two Justin Skrebowski, who was killed in the attack, and to honour the bravery of those who overpowered the attacker with no thought of the risk to themselves. In the light of this attack, does the Prime Minister agree that it is now time for the Government and retailers to work together to make it more difficult for offenders to get hold of offensive weapons in the first place?

I do agree that they relate to many sections of society, and I would go further and say they stretch across almost the entire work that Governments in this country and throughout the developed world do. These goals will, of course, apply to the developed world as well as the developing world.

I congratulate my hon. and learned Friend on securing this important debate. May I take him back to the focus on specific goals and SDG 5 on gender equality? I share his concern about the plethora of targets and the implementation. Does he agree that we must ensure that the progress we made in the last Parliament in targeting violence against women and girls is not lost and that we must ensure more security for women and girls in some of the most unstable countries in the world, otherwise we will never achieve our aim of securing growth and prosperity in these countries?

I agree with the hon. Gentleman, who has great experience in these matters and is a true humanitarian. We need to put as much effort as possible into putting pressure on those who hold in their hands the future of this conflict and its resolution.

I want to reflect on what else this crisis and the wider points it raises tell us. It shows us that the Dublin agreement, which says that people entering Europe should seek asylum in the first country in which they arrive, and the Schengen agreement, which allows free movement but does not apply to the United Kingdom, are both creaking at the seams. It is unsustainable—this was the argument I made to the hon. Member for North Dorset (Simon Hoare) when he intervened earlier—for some countries, just because of their geographical position, to bear the full weight of responsibility for refugees when they clearly cannot cope.

It shows us that the idea that leaving the European Union would somehow make the problem go away is absolute nonsense. A refugee fleeing with her family and her children is not suddenly going to stop at Calais and say, “Ah! Britain’s not in the European Union any more. I’m not going to take another step forward.”

It reminds us that we live in an increasingly interdependent world: what happens in one country will affect all of us who live in another country, even if we happen to be far away. In the 21st century we cannot, as human beings, shut the doors and close the curtains and wish that the rest of the world would go away.

A fleeing refugee will stop in the first place they feel safe, and the problem is that many refugees do not feel safe in the camps we are providing. We need to address the insecurity for women and girls in many of the camps. This is a short, medium and long-term problem that we are not yet solving.

The hon. Lady is absolutely right. Reflecting on my experience of visiting refugee camps in Darfur, that was absolutely the issue. Women were going out to collect firewood and were being attacked or raped. We must provide security. I know that the Government have done a lot of work on that issue in recent times and, again, I applaud them for that. It is more complicated than people thinking, “We are in a place where those who were killing us and who led us to flee are no longer to be found.” Insecurity is about how people feel in their minds about whether they, their family and their children are safe.

We are in this together and the way forward has to be through co-operation with our neighbours, including the rest of the European Union. We are confronted with the painful truth that the world has to be much more effective in dealing with conflicts like this before they turn into brutal and bloody civil wars. The responsibility to protect was meant to be about that, but let us be honest: in Syria, no responsibility has been taken and nobody has been protected.

We have to recognise that as well as refugees—I come to the point made by the hon. Member for Gravesham (Mr Holloway)—many, many other people are seeking to move across the globe to find a better life, in part because of conflict. They are coming not just from Syria, but from Eritrea, Afghanistan, Iraq, Nigeria, Somalia, Sudan and other countries where there is poverty and a lack of economic opportunity. We talk about economic migration, but that is the story of human history.

It is a pleasure to follow the hon. Member for West Dunbartonshire (Martin John Docherty). Let me gently mention to him that I speak as the daughter of a South African migrant nurse who left apartheid South Africa in the early 1970s and arrived here with £5 in her pocket.

The International Development Secretary is right to say that this is not a distant crisis, but one for which we bear a moral responsibility, and, moreover, one that we feel is closely connected to us. That is certainly how many people feel in my constituency, where there has been a surge of support and where offers of help have come from all sides. I agree with the motion’s call for clarification on straightforward practical fronts, because the decisions that we make in this place to take more refugees, and the offers of help that are pouring in, will need to be co-ordinated and delivered by our local authorities. They do that willingly and they do it generously, but what we are asking will be challenging, and we must be as clear as possible, as soon as possible, so that we can deliver effectively what we promise.

We have heard a great deal today about our tackling the problem at source, and about the drivers of the crisis. In 2013, two years into the Syrian crisis, I visited Lebanon and met refugees in makeshift camps in the Beka’a valley and in the Shatila camp in Beirut. Already 80,000 had died in the conflict, and already refugee numbers were reaching a fifth of the Jordanian population and a quarter of the Lebanese population. No one can question the generosity of our humanitarian response to date. As we have heard, we are the second biggest bilateral donor, and the biggest donor in the European Union. No one in the Chamber should take this lightly, for that money saves lives: it saves the lives of people who are in the greatest peril.

In Lebanon, I met schoolteachers, business owners, police officers and aid workers. Some were local, while others were experts who had been shipped in from hotspots elsewhere to troubleshoot. I was trying to get a sense of how a country copes with that kind of influx, but it is not those conversations that have stayed with me. In Shatila, I met women and girls who had fled from southern Syria. They told me that they had received warnings over the internet that their community was about to be attacked. All the women and children had left on foot that night. Four days later, their entire village was razed to the ground. They did not know what had happened to their husbands and brothers, some of whom were still in Syria fighting.

Menal, a beautiful 19-year-old, sat there silently. She was not crying, but tears were falling down her face. Eventually I asked her what was wrong, and she said that she felt in danger all the time, and that in the camp the Lebanese police had no jurisdiction. All that she wanted to do was go back home to Syria, but she now had no home to go to: it had been bombed out of existence. Her final words to me should haunt us in this Chamber, and should remind us of the despair that drives this crisis. She said, “I was going to go to university next year. What will I do now?”

Without exception, all the Syrians to whom I have spoken since the crisis want their country back. They want their lives back. The Syrians whom I met in Lebanon were anything but economic refugees looking for new lives in Europe; they wanted to stay as close to home as possible, ready to go back and rebuild their country as soon as it was safe. Since then, however, the fighting has dragged on, and the situation has deteriorated markedly.

As the International Development Secretary says, our refugee response models do not match the scale and the time frame of this crisis. Insecurity for women and girls in the camps means that we are seeing families face the terrible choice of having to marry off 11 and 12-year-old daughters to strangers just to keep them safe. In countries such as Jordan, which is trying to maintain a delicate political balance, refugees are not permitted for fear of destabilisation. Unsurprisingly, the majority of refugees in Jordan have chosen not to live in the camps, and many are trying to eke out a living illegally in the cities. As we have heard, access to primary education—let alone secondary education—can also be hard to come by.

Given that context, it is not surprising that some refugees are losing hope, putting themselves at extreme risk at the hands of people-smugglers, and coming to the European Union in search of safety and some kind of future. We must ensure that refugees who are already in the EU find sanctuary, but I, too, accept the core principle set out by the Prime Minister in his statement on Monday. As we seek to do everything we can, we must not act as recruiters for criminal gangs and people-smugglers who are preying on the most vulnerable people. However, I also accept the principle that was set out by the shadow Foreign Secretary, that our humanitarian response must be on the basis of greatest need. That is why I think the Prime Minister is right to say that we will take 20,000 refugees from UNHCR camps in the region.

There can be no doubt that those camps, where refugees face insecurity, lack of education and no job opportunities, are the point of greatest need. There can be no doubt they are entirely unsuitable for the most vulnerable refugees—victims of torture and chemical weapon attacks, and unaccompanied children. I also share the view of the right hon. Member for Leicester East (Keith Vaz) that the principle of greatest need may well extend to exceptional cases from the EU.

Let me end by saying that if we are to have any hope of genuinely tackling the problem at source, our efforts to combat ISIL and disrupt people-smugglers will have to be matched by the delivery of a new model of humanitarian response that is fit for a crisis on this scale and with this time frame. We need camps that are safe for women and girls, we need primary and secondary education to be available to refugees in the region so that girls like Menal do not despair, and we need innovative solutions that offer job opportunities to refugees.

I completely understand why countries such as Jordan are trying to preserve a delicate political balance, and do not want refugees to enter their labour market, but de-skilling an entire generation of Syrians—the very Syrians whom we want to return and rebuild their fragile post-conflict countries—is in no one’s interests. I encourage the Minister to consider the proposal by Paul Collier, a pre-eminent development economist, for job havens. That is a solution which the EU could offer now, and which would restore hope to many.

This country has a proud history of giving sanctuary to those who are fleeing conflict, and of protecting the persecuted. In the midst of one of the worst forced migration crises in our history, it is our job to find new and better ways to respond. We must not be the generation that fails this test of humanity.

I am genuinely sorry if the hon. Gentleman finds fault in the way in which this Government —or, indeed, this country—are providing aid and assistance. This is a really serious and important matter. The point I am underlining is the leadership this country is showing, and we should not talk it down or diminish it, because it is making a real difference.

I thank the Minister for giving way: he is being very generous. I want to take us away from the statistics to the things that will actually help the refugees in the camps. Does he agree that the humanitarian crisis response model is not fit for a long-term crisis and that responding with short-term assistance does not give hope to refugees? We need to address problems of insecurity, long-term education and job opportunities. That will address the drivers of this crisis.

I entirely agree with my hon. Friend, whose speech I commend for underlining the importance of examining the long-term future of the region. This debate has focused on that serious issue and it is important that we continue to do so.

Most of the debate has focused on the pressure in the Mediterranean as a result of events in the middle east and north and sub-Saharan Africa. The UK works closely with international partners to tackle the conflicts in Syria, providing support to the region and fighting the criminal gangs who exploit people. We continue to play a huge role in international search and rescue efforts to save lives at sea. HMS Enterprise and the Border Force cutters are still patrolling the waters, supported by a helicopter, and the combined response that the UK has generated has saved more than 6,700 lives to date.

We recognise that many people are refugees fleeing conflict. That is why the Prime Minister announced on Monday that the UK will resettle up to 20,000 Syrian refugees over the lifetime of this Parliament, building on existing schemes. That is in addition to a further £100 million of humanitarian aid for those in camps in Syria, Turkey, Jordan and Lebanon, bringing our total contribution to more than £1 billion. The UNHCR views our contribution on resettlement as serious and substantial.

Yes, I do. We have been more clear-cut about the outcomes we are trying to achieve. As for the facility the hon. Gentleman mentions, it has pulled in £6.8 billion-worth of investment in infrastructure in some of the poorest countries in the world, which will help them steadily to make their way out of poverty. Surely creating the markets of the future is one of the smartest things we can do if we want to stay prosperous ourselves.

We can help by maintaining our engagement in Afghanistan through DFID and the Foreign Office and through NGOs. We can also help by highlighting our values and the importance of women to society there, and by engaging in debate with Afghanistan. But yes, the security is going to be delivered by the Afghan forces.

This is an incredibly important debate. Saferworld recently found a direct correlation between increased insecurity and violence against women and decreasing public participation among women. Does the hon. Gentleman agree that Afghan women are not just victims and that the incredibly brave women who remain involved in public life deserve our support and our wholehearted protection, wherever we can give it? That is one key way in which we can show our support and make a difference to women in Afghanistan.

I congratulate the hon. Member for West Aberdeenshire and Kincardine (Sir Robert Smith) and the Backbench Business Committee on granting this timely debate, and I pay tribute to my right hon. Friend the Secretary of State for International Development for her ongoing commitment to the rights of women and girls. As chair of the all-party group on women, peace and security, I have had the opportunity over the years to meet many female Afghan parliamentarians and civil society campaigners to discuss their hopes, but mainly fears, for the future of Afghanistan.

My first point is that those women whom I have met have not just been victims. They have not even primarily been victims. They have been the most inspiring agents for change. One woman, whom I will not name for her own protection, started up a television show, “Niqab”, which sought to combat the traditional taboo on talking openly about domestic abuse by allowing women victims of domestic abuse to sit in a television show, properly covered, and openly talk about it. That led to increased reporting and openness about domestic abuse in Afghan society. Those are practical steps by Afghan women to improve women’s rights in Afghanistan, but they do so in the face of the most extraordinary challenge.

As has been said, 87% of women have experienced violence against them. Reported cases of violence against women increased by 28% between 2012 and 2013 and, as was said in the opening speech, there have been nine high-profile victims of assassination in the last six months, but we know that many more victims have not reached the headlines, especially victims in education and health care.

We must acknowledge that there have been gains since 2001. The constitution now grants equal rights to women, and more girls are in school in Afghanistan than ever before in its history. More than a quarter of Afghanistan’s parliamentarians are female, and of course the elimination of violence against women Act criminalised rape in 2009. However, these gains are fragile, and they are set against a rock-bottom base and a backdrop of poverty, injustice, early enforced marriage, and appalling violence that includes some of the most terrible sexual violence that can be imagined. In practice, for the majority of Afghan women, equality must still seem a lifetime away.

The statistics can seem overwhelming—like a mountain to climb which, with the drawdown approaching ever faster, is out of reach for us. I am reminded of the man who drowned in two inches of water. Statistics can be misleading, because there are practical steps that we can take. If the extraordinary men and women I have met, who are willing to pursue women’s rights in the face of the most appalling abuses, are not willing to give up, then we should not be willing to give up either.

After 2014 ends, one of the crucial ways in which we can help Afghan society is by people such as members of the International Development Committee—as well as, of course, the Secretary of State and diplomats—repeatedly going in-country and engaging with the politicians in saying, “This is what we want.” In going out there, parliamentarians are probably being about as effective as we can be.

My hon. Friend makes an excellent point. The recent reports by the IDC have been exceptionally valuable in highlighting not only areas of weakness in Government response but areas of strength that could be expanded and extended, and I do not doubt that the Committee will continue that very good work.

May I press the Secretary of State on some practical steps that the Government can continue to take? In particular, will they ensure that they take all steps possible that will lead to full representation of women in the peace process? Evidence shows extremely clearly that there is a direct correlation between inclusive peace negotiations and a more sustainable peace. So far, we have not seen a very successful effort in this area, and I would like to know exactly what she would like to do to ensure that it can be progressed. Will she update the House on what progress she has made with her commitment to a strategic priority on violence against women and girls in the Afghan operational plan? Will she also update the House on what effect the implementation of the preventing sexual violence initiative could have in Afghanistan after the drawdown? What progress has been made with the gender marker for spending to enable us to track spending by gender throughout future spending in Afghanistan as we move away from Ministry of Defence spending and on to a DFID lead?

Will the Secretary of State once more consider the benefits of having a UK strategy for protecting women human rights defenders? I know that the Foreign and Commonwealth Office believes that co-operation within the EU process is the right way forward, but I believe that our skill and expertise in the field of gender security makes it natural for the UK to lead on women’s human rights defence and protection measures. I hope that the Government will reconsider their position on that.

The Afghan men and women I have met who campaign for women’s rights in Parliament and in civil society face some of the gravest threats imaginable, including slander, sexual violence and assassination. In this House, we simply cannot imagine having to face such consequences for our decision to stand for public life. They are incredibly brave and incredibly effective agents for change, and they are our most effective resource for achieving our goals for peace and development in Afghanistan. They deserve to know that the United Kingdom will stand by them as they strive for women’s social and economic empowerment in Afghanistan.

The UK has played a leading role not only in providing financial and humanitarian assistance to help alleviate the suffering of the 1 million refugees and, in addition, the many displaced people within Syria, but in beating the drum for other countries to step up to the plate. The Kuwait conference I attended a few weeks ago saw Arab nations, in particular, begin to put in significant funding. The hon. Gentleman asks what more we can do. I am prepared to do more. Unfortunately, if we continue to see refugees streaming across the Syrian border into neighbouring countries, it is likely that we will need to do more. As I said in my statement, I raised formally at the UN the issue of how we deal with women and girls. That needs to be carefully thought through and never missed in our humanitarian work. From looking at similar situations, such as in Haiti, we know that it is easy for the plight of women and girls to be missed. They are never more vulnerable than in such situations. The hon. Gentleman is right to raise the issue, and I assure him that we are raising it in the UN to ensure that the risks are mitigated wherever possible.

I congratulate the International Development Secretary on her statement, which clearly demonstrates the UK’s commitment to women’s rights around the world. I particularly welcome her commitment to tackling violence against women as a strategic priority for Afghanistan. Does she agree that we should ensure that human rights defenders and women in public office in Afghanistan are protected? They are particularly targeted for abuse and violent intimidation when they stand up for women’s rights. These women are our allies in ensuring and improving women’s rights in Afghanistan and we should be doing more to protect and support them.

In short, I agree with my hon. Friend. Some of the most courageous people I have met during my time in this role were the women I met when I went to Afghanistan at the end of last year. They are amazing women who are literally putting their lives on the line to stand up for women’s rights in Afghanistan. They should be supported in doing that, which is precisely why I believe it is now time to make this issue a more strategic priority in the work DFID does in Afghanistan.

The indulgence of the House has allowed the Committee to bring two reports for debate, and we are grateful for that. Indeed, under the new procedure we had the advantage of briefly presenting the report on Afghanistan in the main Chamber, which enabled us to have a good, topical exchange. Therefore, I do not wish to detain the Committee by repeating too much of what was said; instead, I want to focus on points of difference and points of commonality between the Committee and the Government.

Obviously, the most contentious thing we said in our report was that the Department for International Development’s unique mandate in Afghanistan of promoting a viable state, which it was given by the National Security Committee, was—I think this is the best way to express it—unrealistically ambitious. I have read the Government’s response, and I did not expect them necessarily to accept what we said, but we thought it was important to raise the issue. Of course we, too, would like Afghanistan to be a viable state. After all the trouble that the people of Afghanistan have been through, they deserve a viable state, and anything the UK Government can do to contribute to that is right, proper and responsible, so I hope we have agreement on that.

Our concern, however, was that there was an over-extended idea of what DFID, specifically, was capable of achieving. That took us away from the fact that DFID is good at promoting development, in the sense of better governance, which is a contribution towards a viable state; encouraging livelihoods; delivering education and health; and generally improving quality of life. In a situation that will be very uncertain and unpredictable post-2014, we felt it would perhaps be better to make that DFID’s priority. In any case, the Government have mandated DFID to do that, and I quite understand that it will say, “That is our responsibility. That is what we want to do, and we will say how.” However, I hope the Minister will understand that our comments were meant in the spirit not only of saying, “Let’s get hold of what’s possible,” but of establishing what the real priorities should be, given what DFID can realistically do, rather than getting ourselves too hung up on aspirations that require many more players—indeed, the entire international community and all the players in Afghanistan—to deliver.

That said, the Committee decided it was important to revisit the situation in Afghanistan to look beyond the date when the engagement of combat troops comes to an end at the end of 2014. The Committee had visited Afghanistan five years before; the hon. Member for Birmingham, Northfield (Richard Burden) was on that visit, and I obviously went on both visits. The visit this time took place between 17 and 21 June 2012. We recorded that we were inhibited by the security situation from getting as deeply into development projects as we would have liked. Nevertheless, we had a useful visit, and we had the opportunity to engage with a number of important players.

Once we had analysed the situation, we felt there was a second significant comment to make. It was impressed on us time and again that the almost defining dilemma in Afghanistan—indeed, the way we could articulate the progress that had been, and continued to be, made there—was the status of women. A lot of the information presented to us—it consisted not just of statements; it was backed up by facts and figures—said that Afghanistan is, without qualification, the worst place in the world to be a woman.

The IDC’s excellent report makes a number of really important statements on this issue. In particular, it states that

“the treatment of women…post-2014 will be the litmus test”

for success. There has been a lot of progress in the past 10 years, but 87% of Afghan women still face some form of violence. Does the right hon. Gentleman think that one solution would be for the next operational plan to include women’s rights, and particularly dealing with violence against women, as a thematic priority?

I am grateful to my hon. Friend for that intervention. Yes, the Committee does think that. To be honest, we would like the Government to take a much more explicit position on that. In reply to us, they said that, based on the Tokyo agreement and other measures, they believed enough was in place to protect the achievements so far and the rights of women post-2014. I have to say that that view was not widely shared by the women we met, which was not very many, but the ones we did meet were very vocal. Although we understand the Government’s reasoning, when we tried to look at programmes specifically aimed at the rights and needs of women, we found that those programmes really did not exist. The response to that is, “Well, that’s mainstreaming.” However, the issue of women in Afghanistan is such that mainstreaming simply is not, and cannot be, enough. That is precisely why we used the expression “litmus test”.

Those are the two most contentious things we said, and I am quite certain the Committee will stand by them. No doubt, the Minister will stand by the Government’s response. Even if we disagree, however, I hope we can accommodate the fact that we are looking for the maximum engagement by the UK Government to ensure that the progress that has been made is, to the extent that we have the capacity to do this, continued beyond 2014. I also hope we recognise that monitoring the rights and progress of women is the best single way of identifying what is going on in Afghanistan. I put it as crudely as this: if the position of women in education and employment, and the moves to tackle violence against women, have moved in a positive direction by 2020, we can be sure that Afghanistan has moved in a positive direction; if the reverse is true, the reverse will be true for the whole of Afghanistan.

That does not mean there has not been a lot of progress or that we can make any serious predictions about where Afghanistan will be by 2014. The optimists say, “It’s a success. By 2014, we will have achieved a fully trained army, a fully functioning police force and a viable Government. We can withdraw. Afghanistan is secure as a functioning, viable and, to some extent, democratic state.” That is absolutely what we would like it to be, but I do not think anybody believes it will be like that. However, it seemed to us that the pessimists, who think Afghanistan will immediately collapse and be taken over by the Taliban, were unlikely to be right either. The picture seemed much more confused and unpredictable. We do not even know who the Government will be, who will be elected President or what the composition of the Parliament will be.

We received some disturbing evidence. BBC correspondent David Loyn is quoted in our evidence as describing Afghanistan as a “rentier state”. In other words, an awful lot of the movers and shakers simply go where the money is and siphon it off for their own purposes. Not all of it is going that way, because clearly if it were, there would not be progress in the number of girls in school and children being vaccinated, or in the delivery of health services and the improvement of roads. It is completely wrong to think that nothing has been delivered. A lot has been delivered, and progress has been made. There are now 3 million girls in school, where there were none before; but there are probably another 3 million who are still not in school, so let us not lose sight of that. We have not cracked the whole problem.

Such things are variable across Afghanistan. One of our difficulties was that we could not go to places we should have liked to visit; but there is plenty of evidence to show that things are very difficult in some places and better in others. That has probably always been true of Afghanistan. It has always been a centripetal kind of state, with a lot of variability. One group in the Committee went to Helmand, and one group, which included me, went to Bamiyan. That is a tale of two completely different Afghanistans. Helmand, which is of course in the headlines as far as Britain is concerned, is where British troops are deployed, where we run the provincial reconstruction team, and where we have suffered substantial casualties.

I do not want to get engaged in the question of the military position in Afghanistan. It has been well expressed and documented, in Helmand in particular, but it is clear to the Committee that we cannot, post-2014 when the PRT is closed and the combat troops are withdrawn, leave the people of Helmand without any commitment from the UK to their future development. However, we must recognise, as the Department for International Development has done, that operating a district office, for example, is unlikely to be achievable in that scenario. Indeed, the decision has been taken that that will not happen, so the programme will have to be run out of Kabul. Therefore, in our view, we must have a different approach, involving partners who can, as our representatives, engage locally and win the trust, and the hearts and minds, of people on the ground. It cannot be done from Kabul; it must be done by people who are there, who probably will not be DFID personnel.

On the other hand, those of us who went to Bamiyan—unfortunately it was only for a day trip and we could not stay for a second day as had been intended, or get out and about as we had hoped—saw a completely different picture. It is worth recording that the PRT, which is being wound down, is led by the New Zealanders. We had a spectacular flight into Bamiyan, through the mountains and past the Buddhas on to the airfield by which the PRT is located and were quickly whisked from the plane to the PRT. The New Zealand commander said he would happily have walked into town with us, as he had done with a three-star American general in full uniform several weeks before. They were able to sit down in a coffee house, and all that happened on the walk to town, a mile there and back, was that the general was stopped every few yards by people insisting on having their photograph taken with him, shaking his hand and thanking him and the NATO forces for bringing what they saw as peace and opportunities for prosperity and development. The records show that in Bamiyan there has not been an explosion of any kind of ordnance in 10 years; so not all in Afghanistan is violence, conflict and insecurity. There is a variation, from one extreme to the other. It is important to note that, because it shows that there are opportunities.

The chancellor of the university in Bamiyan told us that the matriculation of young women students had gone up from under 10% to more than a third of students in three years. As he put it, fathers and young men appreciated the prospect of educated daughters and wives. That was positive and good.

Having gone to the contentious places, we concluded—and I think that the Government agree—that the programme must be flexible and fleet of foot, and will have to respond to rapidly changing and unpredictable circumstances. We suggest that that approach is more likely to work. Indeed, if there is a plan B that recognises that, we will not be inhibited by sudden changes of direction; we shall have enough options.

Others want to speak, so I do not want to detain the House other than to say that we made a particular recommendation about our concern about the security forces, with which the Government did not wholly agree. Some colleagues had a briefing earlier in the week, which I could not attend, and they may say more if they catch your eye, Mr Walker. My understanding is that there are points of concern about the treatment of people in detention, which has deteriorated; about the variable functioning of the police; and, particularly, to return to the gender issue, about the shortage of women police—there are only 1,300—and the clear need for many more of them. In the post-2014 situation, trust between the people and the police will be a crucial part of security and space for development.

Will the Minister tell us something about the future of the community development councils? We did not have much chance to engage with them this time, but we got evidence about them, and have engaged with them in the past. Our view was that they are a good basis for grass-roots democracy and the building up of a more decentralised capacity. In that context we wanted more devolution of decision making to the provinces, because the nature of Afghanistan is that capacity is needed across the country. Kabul does not hold Afghanistan and if there is no capacity for administration and policy delivery outside Kabul the country cannot hold. We are concerned about the extent to which the UK Government, who have a policy in that area, will help to deliver it further.

The Committee has a positive wish that those who believe that the engagement in Afghanistan was a mistake should be proved wrong. Most of us do not believe we should not have been there. Indeed, there was plenty of evidence that an awful lot of people in Afghanistan are extremely grateful for the improvements in their circumstances since the NATO engagement, compared with the previous 20 years. The optimistic point is that an awful lot of people therefore have a stake in ensuring that those improvements should not be lost. It seems to the Committee that the role of the UK Government, in co-ordination with the international community, is to do all that they can to ensure that those gains will be maintained and, if possible, extended. In those circumstances the priority for DFID is to do what it does best—development—rather than nation building.

It is a delight to serve under your chairmanship, Mr Walker, for what I believe to be the first time. I visited Afghanistan for the first time with the Committee last year. I particularly want to focus on the rights of women and girls, as did my right hon. Friend the Member for Gordon (Sir Malcolm Bruce), the Chair of the Select Committee on International Development. It is an appropriate topic to discuss, because the UN theme for international women’s day, which is very soon—8 March—is:

“Elimination and prevention of all forms of violence against women and girls.”

Since 2001, when we went into Afghanistan following the attacks on the World Trade Centre in New York, we have spent £30 billion on aid to the country, and I still believe that the rights of women and girls have not been fully recognised. I would like to point out, however, that the aid we have invested in Afghanistan has achieved an enormous amount. For example, as my right hon. Friend said, more than 3 million girls are now in education. Maternal mortality has also been brought down.

Prior to 2001, the Taliban banned girls from going to school. The role of women has been key to transforming Afghanistan. I am pleased that the report, in recommendations 19 and 20, clearly states what needs to be done to ensure that work in that area continues to move forward, and gains need to be capitalised on, not lost. Some women we met when we took evidence here, who were modestly but well dressed professional women, were asked what would happen if they dressed that way in Afghanistan; the simple answer was, “We’d be stoned to death.”

I would like to mention three headlines on three consecutive days in December 2012. One from Reuters states:

“Female government worker shot dead in Afghanistan…Nadia Sediqqi, acting head of women’s affairs department in Laghman province, is shot dead on her way to work. Violence against women appears to be on the rise in Afghanistan…Unknown gunmen have shot dead a senior female government worker five months after her predecessor was killed in a bomb attack, officials in eastern Afghanistan say.”

One on 11 December states:

“Afghanistan women ‘still suffering horrific abuse’…Thousands of Afghan women are being failed by the country’s justice system…Yet the reality suggests many women still live with the daily fear of violence. Last month police said they arrested two men in Kunduz for allegedly beheading a teenage girl after her father rejected a marriage proposal. It came soon after four policemen were sentenced for raping an 18-year-old.”

And on 12 December:

“Afghanistan: Women suffer despite anti-abuse law, says UN”.

Things are not as rosy as we would like.

Does my hon. Friend agree that the point raised by the Chair of the Select Committee about the worrying failure to recruit female police officers highlighted something concrete that the UK can do to improve the situation? More female police officers would help, not only because they would be recruited into economic activity, but because there would be women in the security services who those suffering violence could go to, so they could access protection from the police force, which is often hostile. Afghanistan has a target of recruiting 5,000 female police officers by 2015. Surely, we should support that target.

My hon. Friend makes an important point. As we know, we also need more female doctors able to examine girls when they have been raped or abused in any way, so that they will share their stories with females, rather than be unable to talk because they are being examined by men or, very often, taken into custody because they have been raped.

To say that women in Afghanistan are second-class citizens is still a vast understatement. The Taliban are still present in Afghanistan and some would argue that they have moderated their view on women, which I believe many of them have, but there is a divide, with some of them wanting to return to their old-fashioned values. For example, I am sure that most people are aware of the incident in Kandahar, when students were forced to watch as their head teacher was executed for ignoring Taliban orders to stop the schooling of young girls. In addition, only a year ago the current Government, led by President Karzai, supported senior clerics in the country who have allowed husbands to beat their wives in certain circumstances.

The organisation Global Rights has stated that 87% of Afghan women will suffer domestic abuse in their lifetime, and those who stand up to their husbands are punished for their behaviour in disrespecting their husband. In Afghanistan, we met an educated woman who has a good job, but her brother will still decide who she marries. She has no choice in that, and she cannot even tell him the sort of man she would like to marry, because he will ignore it. That is not uncommon there; it happens all the time.

Before I visited Afghanistan, I read a story on the BBC News website about the “I had to run away” report published by Human Rights Watch. The report highlighted that hundreds of Afghan women are in jail for so-called moral crimes, including running away and extramarital sex. It stated that women were punished for fleeing domestic abuse and violence, and that some rape victims were imprisoned. I want to point out what is meant by “extramarital sex” in that context. It is sex outside marriage where a woman is forced to have sex against her will—what I think most people in this room would consider a clear case of rape, but which is in fact deemed a moral crime. The report also calls on the Afghan Government to release about 400 women and girls held in jails or juvenile detention centres.

There has been a sharp rise in honour killings and violent crimes against women. Forced marriages and forced child marriages remain widespread, which, apart from a range of emotional distress, means that women and girls are unable to become independent. They become trapped in a vicious circle that often makes them reliant on their abusive husbands. That is the current situation in Afghanistan, more than a decade after military intervention. My deep personal fear, which is shared by Orzala Ashraf, the independent civil society activist who gave evidence to our Committee, is that as we approach the withdrawal of forces in 2014, women risk “dropping off the agenda.”

I must pay tribute to the former Secretary of State for International Development, my right hon. Friend the Member for Sutton Coldfield (Mr Mitchell). On his appointment to that role, he made the empowerment of women a central theme of his Afghanistan development strategy. Our report points out our slight concern that that may not be being translated into a priority for DFID on location in Afghanistan. Should that be true, I hope that the Government will encourage such a priority and press it as the most important part of what they can do.

It is extremely important that the Government work with the international community to support Afghanistan fully to meet United Nations Security Council resolution 1325 on women, peace and security. I am therefore pleased that DFID, in its response to the Select Committee report, has agreed with recommendation 19, which is to seek to combat violence against women through support for women’s shelters and legal services, and to continue to ensure that women and girls are a major focus for its education and wealth creation programmes.

However, I urge DFID to rethink its disagreement with recommendation 20, which proposed the creation of a joint donor and Government plan for women and girls during the transition. That would encourage donors to commit themselves to specific programmes and objectives based on evidence and consultation. I believe that, as it states in our report, that

“could help catalyse greater commitment and sustained political will to ensure that women and girls are not forgotten in transition.”

I hope that the report will make a real difference to the people of Afghanistan and to world security. I know that the Minister will do all that he can to support our views.

I have a huge amount of respect for the hon. Gentleman’s work in the area of international development, but we cannot escape the fact that much of the work that has been done alongside the Rwandan Government has been extremely successful in lifting people out of poverty. That is why I need to ensure that all the proper processes are gone through, and that I look at all the separate facts and evidence bases when I reach my decision in December. I can assure him that I will approach that exercise incredibly thoughtfully, and I will make an announcement to the House once I have reached a conclusion.

Will the Secretary of State not forget, in the midst of all the politicking, that the militia in the eastern Congo have an horrific record of sexual violence? Can she assure me that, while trying to square the circle that the Opposition are creating about all the money being spent in Rwanda and Uganda, the steps being taken will be monitored for gender-based violence in the Kivus? What measures are in place to trigger early intervention to protect the local communities wherever possible?

DFID Uganda is very aware of the humanitarian issues that are arising as a result of the violence that has restarted in the Kivus in recent days. Alongside other partners, we will play our role in ensuring that we provide all the support that we can to the victims of sexual violence. We have focused on playing our role in that way in countries such as Syria as well, and we will certainly want to do that in the DRC as appropriate.

The humanitarian situation in Syria is deteriorating rapidly: 2.5 million people are already in need and more than 350,000 have fled to neighbouring countries. The UK has already provided £39.5 million of funding for essential food, heating and shelter to help people to cope with the coming winter. I am assessing with other agencies how we can ensure that we are well prepared if the situation deteriorates further, as many people suspect it will.

I can assure the hon. Gentleman of that. Clearly, if we are to make any progress through the United Nations, it will be critical to get buy-in from those two countries. So far, that has proved to be extremely challenging. There is clearly a diplomatic route to making progress, as well as a humanitarian one.

Save the Children’s recent report from the Zaatari camp in Jordan tells of Syrian children who have survived the most appalling atrocities, including arbitrary detention, torture and sexual violence, as well as others who have not survived. Will the Secretary of State tell us what is being done to support those children, and what steps are being taken to monitor the atrocities that they are reporting?

My hon. Friend is absolutely right. It is shocking to see how what is now the Syrian civil war has affected children in particular. Half of our support has gone to refugees, many of whom are children fleeing with their families. The fact that we have provided trauma support for 28,000 children will give the House a sense of the scale of the problem that we are tackling, and we have announced a further £3 million of support for UNICEF’s work. We are providing not only counselling but clinical care in places such as Jordan to Syrian refugees who have experienced sexual violence. That is an incredibly worrying aspect of the work that we are doing, but we are absolutely committed to doing what we, as a country, can do with our partners to help that situation.

We are seeing an improvement, with more women going into employment, although there are still clear differences between men and women in Afghanistan in terms of pay and wages earned. A lot of support is being given, not just to get investment into Afghanistan at both the private sector and national levels, but to ensure help and advice in developing small and medium-sized enterprises, particularly in rural areas. Those are the sorts of routes that will ensure that more opportunities are opened up for women to participate.

In answer to the hon. Lady’s point about the Humber bridge, let me tell her that the very first picture I put up in my office was of the Greening toll buster beer that was brewed in my name after we reduced the tolls. I hope that I can deliver in this role as well as I hope I did in my last.

I, too, welcome the Secretary of State to her new position and thank her for her warm support for women’s rights. Afghan women are not just victims; they, too, are brave campaigners for women’s rights, but that position comes at a cost. Many, such as Hanifa Safi, who was assassinated this summer, pay the ultimate price. Can my right hon. Friend say what steps she is taking to develop a plan to support women human rights defenders and assist the Afghan Government in protecting their female representatives, who face increasing threats?

Clearly this is a real issue, and it has been raised by many parliamentarians across the House today. For the first time, women’s rights are now enshrined in the Afghan constitution. We are supporting many of the departments in Afghanistan that will play a key role in ensuring that those rights are respected and implemented on the ground. Having listened to the many questions asked today, I think this is an issue that I will want to pursue with perhaps a number of colleagues across the House, in order to tap into their clear knowledge and experience in this area over recent months and years. Indeed, I shall ensure that I get such a meeting organised.
