My Lords, good quality teaching is not the only, but the single most important, determining factor in the quality of education, particularly for disadvantaged students. At a time when not only are we reviewing initial teacher training but, as of September, £130 million will be invested annually to provide two years of professional development after initial teacher training, it is key to put teachers’ professional development on a parity of esteem with that of accountants and lawyers, for example.

My Lords, there are concerns that the market review will recommend a less diverse, highly centralised provision of initial teacher training. What assurances can the Minister give that specific and diverse local needs will be addressed and respected in any future ITT provision?

My Lords, maintaining a good quality and efficient market for initial teacher training is a key part of the review. Some 240 organisations are accredited by the department at the moment; we are aware that in all, some 1,000 organisations deliver programmes. We have therefore asked that the review look at these aspects, and in particular teacher sufficiency across England.

My Lords, in relation to the applicants we have seen this year, modern foreign language teaching is an attractive option in our country. We had to make some difficult choices. STEM graduates command higher salaries outside the teaching sector, which was the justification for retaining a similar level of bursary for STEM as opposed to MFL. Other initial financial incentives, such as student loan reimbursements, are retained for those who are already part of the scheme, but they were ended for all—including STEM—graduates. There were difficult decisions to be made across the board.

My Lords, whole cohorts of children have been denied the rich cultural experience of learning another language since modern foreign languages were discontinued from the national curriculum. What opportunities are the Government offering in further and higher education for adults who lost out on the opportunity to learn another modern foreign language?

My Lords, in relation to further and higher education, I believe—I will double-check this—that there will be entitlement to some courses to get a first level 3 qualification. In relation to employer-led standards, such as for apprenticeships, if employers view that, for instance, there is a need for having Polish in a particular sector, they can include that in their requirements for the qualifications, working with the FE colleges. That will then be part of that qualification.

My Lords, the Government clearly recognise our responsibility to vulnerable children and have enabled them to attend school during this outbreak. The vouchers system we outlined is in addition to the funding going to schools to provide free school meals on the premises. In addition, there has been £16 million through DCMS and Defra for food support through charities such as FareShare and WRAP. There has been considerable support to enable food provision for those in need.

To meet the cost of the Government’s Eatwell Guide to a healthy diet, the poorest decile of UK households would need to spend 74% of their after-housing disposable income on food. How will the Government ensure that the poorest and most vulnerable children have access to a healthy diet?

My Lords, funding of £9 million has been announced for the provision of holiday activity clubs, which include food, during the school holidays. We are currently in discussions with contractors regarding the continuation of Family Action and Magic Breakfast provision during the summer holidays.
