Lords ChamberMy Lords, living in Manchester during the 2002 Commonwealth Games was my first real exposure to the Commonwealth brand. I think that I was a product of the lack of focus in our education system to which the noble Lord, Lord Luce, referred, but it was odd as I have lived in both Trinidad and Ghana. So it has been the work of your Lordships’ House, through the focus of my noble friend Lord Howell, that has illustrated for me the importance of, and the future for, the Commonwealth.
With only three intergovernmental structures—the secretariat, the Commonwealth of Learning and the Commonwealth Foundation—there is, unlike with the EU and the UN, not a huge bureaucracy. The Commonwealth could be a nimble network of equals that gets things done; and in Malta it certainly got things done. The vision and commitment of the Prime Minister and President of Malta were inspiring. There was no better advertisement for the first ever Commonwealth Women’s Forum than the chair of the Malta CHOGM task force holding the whole thing together—the inspirational Ms Phyllis Muscat, who is no relation to the Maltese Prime Minister. The steely focus of my noble friend Lord Marland, who ran the Commonwealth Business Forum like a troop commander, also saw the revitalisation of the Commonwealth’s business focus. However, business needs stable government, the rule of law and respect for human rights. One has to accept the gulf between the values of the Commonwealth charter and the reality of the lives of many. However, the huge change in Sri Lanka since it hosted CHOGM is remarkable. The UK made the difficult but, with hindsight, correct choice to attend that CHOGM. The voters of Sri Lanka, some of whom have told me that they were publicly shamed by the focus that CHOGM gave to their country, have, I hope, changed the course of that nation for good.
I declare my interest as the project director of the Commonwealth Initiative for the Freedom of Religion or Belief at the University of Birmingham. It was vital to see that human right stated in the communiqué as the cornerstone of democratic society. The key Commonwealth priority of countering extremism is noted by Her Majesty’s Government as being connected to this human right. While many in the Commonwealth will look to us to see how, in countering extremism, we uphold the values to which the Magna Carta gave birth, especially freedom of expression, the Commonwealth is a network of equals. There is no magic bullet for countering extremism, as more than 10 years of the Prevent programme have shown. The Commonwealth is a network where we can humbly think and analyse together the best policy solutions to this pressing global issue, especially for young people.
Many Commonwealth roles are already held by bodies in the UK such as the Northern Ireland Human Rights Commission, which now chairs the Commonwealth Forum of National Human Rights Institutions, and the new, most impressive Commonwealth Parliamentary Association Secretary-General, a British Guyanan FCO director, Akbar Khan, and, of course, the new Secretary-General, the noble and learned Baroness, Lady Scotland, who will not only inject energy and clear leadership but will pour herself out tirelessly, I am sure, to enhance the Commonwealth for its citizens. For the next two years, Malta chairs the Commonwealth and then the baton will pass to the UK. I join the noble Lord, Lord Luce, in asking my noble friend the Minister to outline how it is proposed to promote the Commonwealth among British young people, so that in 2018 they have more awareness of the Commonwealth than I did in 2002 in Manchester.

Grand CommitteeMy Lords, I thank the noble Lord, Lord Alton, for securing this debate. I am particularly grateful for his advisory board membership on the University of Birmingham’s recently launched Commonwealth initiative on freedom of religion or belief, which I co-direct and declare as an interest. I shall begin with a quote:
“free to practise a faith or to decide not to follow any faith at all. We are free to build our own churches, synagogues … and mosques and to worship freely”.
No, this is not from the FCO human rights report but from this week’s Home Office counterextremism strategy. In this global village, what is happening overseas may be connected to our domestic context, and the question, “Does religion influence human beings to commit violence?”, has to be tackled by Governments, not just students writing essays. The UN special rapporteur, Dr Heiner Bielefeldt, has said:
“The relevance of the issue with respect to freedom of religion or belief is obvious since violence in the name of religion is a source of many of the most extreme violations of this human right”.
The Department for Education has announced that human rights are to be added to the school curriculum in the UK. I would be grateful to hear from the Minister how freedom of religion or belief is featuring as part of that change. With this domestic background, I am sure that the Minister will be reassuring this House that a change from specific priorities to thematic values in the Foreign and Commonwealth Office has not downgraded the importance of freedom of religion or belief.
It is vital that the plight of persecuted Muslim minorities around the world is not neglected. While the Foreign Secretary said on Tuesday in the other place that he does not expect the Shia Muslim Ali al-Nimr, a juvenile, to be executed, is the Minister concerned about the recent spate of killings of Shia Muslims in eastern Saudi Arabia? Although perpetrated by people linked to IS, could the Minister undertake to investigate allegations that Saudi government clerics are calling Shia Muslims infidels on TV stations such as Wesal, and specifically investigate to confirm that these stations are not being broadcast here in the UK?
The international headquarters of the Ahmadi Muslims is here in the UK. It was such a relief that last month’s suspected arson attack on the Baitul Futuh mosque in Morden took place while it was unoccupied. However, many of the claims for asylum here in the UK are from Ahmadi Muslims fleeing persecution in Pakistan. This Commonwealth country is going through much communal tension and violence, often in the name of religion. For a Commonwealth country to deny the right to vote unless Ahmadis declare that they are non-Muslim is unacceptable. I would be grateful if the Minister could look at raising this at the forthcoming Commonwealth Heads of Government Meeting in Malta.

Lords ChamberMy Lords, I, too, congratulate the noble Lord, Lord Alton, on his uncanny knack of being successful in the ballot for debates.
I join the most reverend Primate in celebrating Magna Carta, which opens with,
“the English Church shall be free”,
meaning from state intervention, which at that time of course meant the king. Freedom of religion or belief, as set out in Article 18, is another deeply constitutional statement. As the UN special rapporteur illustrated in his comment to me, “There is lots of religion in Vietnam but not a lot of it is free”. The declaration is founded on individuals enjoying human rights when the state knows how to behave, knows its own limits and understands its role as protector of its citizens’ human rights from violation by third parties. In old communist states such as Vietnam, religion is controlled by the state, but another common backdrop to many Article 18 violations is an inappropriate connection between a religious institution or a faith or a stream of one faith, and the state. Often, that institution or faith has such preference that pluralism is suffocated, and, in the extreme, a religion becomes identified with nationality. Is Myanmar’s identity becoming synonymous with being Buddhist? The Rohinga Muslims are denied citizenship and an outcry by Buddhist extremists led the Government to capitulate and confiscate their only identity document.
I am intrigued that Her Majesty’s Government can exhibit the FCO priority of freedom of religion and belief in our newly opened visa office in Rangoon. I expect my noble friend will have to write to me on this, but how is the United Kingdom able to offer UK visas, regardless of religion, when Rohinga Muslims have no documentation? Is it only wealthy Buddhist tourists or business men—not Muslims or Christians—who can come to the UK? The Rohingans were disenfranchised in this year’s election. It is also proposed that half a million refugees from the Central African Republic, 90% of whom are Muslim, be denied their voting rights. What representations have Her Majesty’s Government made to the CAR’s interim Government? Will this not increase the risk of refugees who are languishing in Chad being recruited to IS, which is already recruiting from neighbouring Sudan?
The trajectory on this issue has spiralled. However, I highlight Vietnam, Myanmar and CAR because they are in, I believe, the doable category. In 2006 Vietnam was removed, with American pressure, from the list of countries of particular concern, but has now fallen back. The UN special rapporteur visited in 2014 and found serious Article 18 violations and,
“credible information that some individuals whom I wanted to meet with had been either under heavy surveillance, warned, intimidated, harassed or prevented from travelling by the police”.
The Human Rights Watch report, Persecuting “Evil Way” Religion, details state persecution of central highland Christians, many of whom have fled to Cambodia. Cambodia refuses to allow them to claim asylum and returns them, rather like China does to those who escape North Korea. Will the Minister please make representations to Cambodia to allow the UN to process refugees there, if it is unwilling to comply with its international obligations?
It might also be worth mentioning how discerning the UK customer can be and how sensitive brands like Marks & Spencer can be when they source from many manufacturers in Vietnam and Cambodia.
The digital revolution could create further Article 18 violations. According to a report in the Economist, by 2020 80% of adults will have a smartphone that is able to receive different religious messages that state or religious leaders will scarcely be able to control. Will many more people start switching faith, challenging existing political and religious power structures?
We should also keep a close eye on what is happening under the new Government of India. We do not want to add into this space a rise of Hindu militancy which is semi-connected to identity, and to see the persecution of a large number of Muslims and Christians.
Who knows what the future holds? Many Governments, parliamentarians, religious leaders and royalty have, however, grasped the Article 18 issue, and the Pope’s celebrity status at the UN General Assembly in September is incredibly timely. The missing players—consumers and businesses—need to enter the stage, and it looks as if Brazil, at the Olympics, will be introducing the Global Business & Interfaith Understanding Awards, which they hope to become part of the Games. However, if by 2020 violations have flat-lined, that will indeed be an achievement.

To ask Her Majesty’s Government what discussions they have had with the Government of Burma concerning the persecution and trafficking of the Rohingya Muslims and ethnic minorities in Burma.
My Lords, the United Kingdom raises the problems in Rakhine with the Government of Burma at every opportunity. The Minister of State for Asia Pacific called the Burmese ambassador to the FCO on 18 May to express concern, calling for an urgent humanitarian response and regional co-ordination. In parallel, our ambassador in Rangoon delivered the same message, with the EU and US, in a démarche to Burmese Ministers and again bilaterally on 4 June.
My Lords, I thank my noble friend the Minister for that Answer. Approximately 90,000 Rohingya Muslims have been trafficked this year alone. Laws are now proposed to restrict religious conversion and to make it punishable by up to 10 years imprisonment should a Buddhist marry a non-Buddhist, and Rohingya Muslims have been stripped of their right to vote. The root cause of this is militant Buddhist nationalism, which seeks to link Myanmar’s identity to that of being a Buddhist. What representations have Her Majesty’s Government made about the recent case of Htin Lin Oo, a Buddhist, who was sentenced to two years in prison earlier this month after being charged under the penal code with insulting Buddhism simply because he tried to argue that the conduct of extremist Buddhist nationalists, who were preaching hatred and inciting violence, was contrary to the teaching of Buddhism?
My Lords, first, I recognise the work that my noble friend does so well for all of us as co-chair of the All-Party Group on International Freedom of Religion or Belief. We are extremely concerned about the approach of the Burmese Government to those who wish to express their own religious identity. We are one of the most outspoken countries in the world about not only freedom of religion and belief but freedoms generally. The Burmese Government are left in no doubt. As to those who are prisoners of the regime, we make it clear that there should be proper treatment of prisoners and proper judicial process. It is wrong around the world if people are inhibited from practising their own belief.

Lords ChamberMy Lords, as I joined your Lordships’ House during the last Parliament in January 2011, the world was beginning to shift on its axis. It is quite remarkable when one reflects on those changes.
The tragic self-immolation of Mohamed Bouazizi on 17 December 2010 began the Arab spring and, by 14 January the next year, President Ben Ali was gone. Egypt was still under Mubarak, and the election of Morsi brought a theocracy experiment, another uprising, another election and another former general in President al-Sisi. Crimea was still part of Ukraine and Ukraine was at peace. The abbreviation IS was as unknown as the religious group Yazidi were to the world. North Korea went from obscure, closed nation to Hollywood fame and the new leader Kim Jong-un surprised the world with North Korea’s hacking skills utilised against Sony Pictures. Lampedusa was known as an Italian tourist destination, not a migrant landing base. For the first time in nearly 600 years, a Pope resigned and cardinals chose a jolly Argentinean who refuses to live in a palace. His transformational leadership of an institution then viewed as somewhat corrupt is now studied by Harvard Business School—and perhaps by football fans, as maybe the Pope could turn around FIFA.
Of all the things that also changed, there was the recognition of the role of religion in foreign affairs. It had never actually left but had become harder to see from this, the only secularising continent in the world. The role of religious actors in the period of history mentioned by my noble friend Lord Dobbs is now without doubt, particularly the role of the Catholic Church in bringing democracy and freedom to eastern Europe. However, even before Daesh, according to academics such as Monica Toft and Jonathan Fox, of the 16 ongoing civil wars in 2010, 50% had a religious basis. Other academic studies claimed that, when religion is a factor in a civil war, it is more brutal for combatants and civilians, lasts longer and is more likely to recur. So Foreign and Commonwealth Office training courses by the Woolf Institute on religion and expert teaching on ethno-religious violence to the stabilisation unit are most welcome.
Within the Queen’s Speech, whether it is defeating terrorism in Middle East, national reconciliation in Iraq or the political settlement in Syria, religion needs to be understood as part of the problem, maybe, but also the solution. Erdogan’s desire to be executive president in Turkey, which, if it happens, will subordinate the parliamentary process there, cannot be fully understood unless one remembers that the last caliphate was not in Iraq—it was Ottoman. Regional peace needs the HDP Kurdish party on 7 June to break through the 10% threshold to get parliamentary representation to thwart the supermajority that Erdogan is in danger of achieving.
Over the last Parliament, there was the same realisation in relation to human rights abuses, which were due not to politics, resource battles or ethnicity but to religious identity. Whether it involved Shias in Pakistan, Yazidis in Iraq, Baha’is in Iran, or Christians in Syria, the fact you are “the other”, defined by religious difference, was a factor that determined these people’s fate. As the most reverend Primate the Archbishop of Canterbury last summer seemed to be alone in stating, what we are seeing in Iraq violates people’s freedom of religion and belief, as set out under Article 18 of the Universal Declaration of Human Rights. British men and women have gone to join this, after a liberal, pluralist education, and I think we have many questions to ask ourselves in relation to that. There was a clear commitment in the Conservative manifesto that:
“We will stand up for the freedom of people of all religions—and non-religious people—to practise their beliefs in peace and safety, for example by supporting persecuted Christians in the Middle East”.
So I hope that my noble friend the Minister can give some detail as to how the commitment will be worked out in the Foreign and Commonwealth Office and DfID under this Government.
These issues matter to the British people. No, I am about to rely not on opinion polling to support that assertion but on what I personally consider to be much more reliable. Hold an event here in Parliament and see how many MPs and Peers you can get to attend—and not just pop their head through the door but actually attend. At the launch of the Open Doors World Watch List for countries where Christians are persecuted here in Parliament in March 2015, 74 Members of Parliament attended, including two members of the Cabinet.
The Queen’s Speech also outlined,
“an enhanced partnership with India and China”,
and many people may respond that it is all about trade, really. But in a world of globalised communication, human rights abuses have the potential to damage deeply corporate brands. Perhaps companies are worried about investing in Burma now, and not just because it seems that progress to democracy may have stalled. What will their consumers, especially Muslims, think of a company that invests there while Rohingya Muslims are denied citizenship and when their temporary ID cards are prevented from giving them a vote in the election? Human rights and trade are increasingly interconnected, and I do not just mean the trade in humans that clearly this has led to with the Rohingya Muslims. It goes without saying, perhaps, that it may be the sponsors of FIFA that prove to be more powerful than even the FBI in bringing about similar change.
I wish to end where I began in my speech on the 2014 Queen’s Speech, with a country that has for the first time broken down along religious lines, the Central African Republic. United Nations OCHA summarised recently:
“After more than two years of conflict in the Central African Republic, the humanitarian situation remains appalling: more than 2.7 million people—out of a total population of 4.6 million—are in dire need of assistance and protection. Close to a million people remain displaced in and out of the country”.
There is encouraging news that recently all the rebel groups agreed to release the estimated 10,000 child soldiers they had recruited. The Bangui forum process of national reconciliation has started and elections are now rescheduled for the end of 2015. We have contributed, most particularly with the deputy head of the UN peace-keeping mission being the former UK ambassador Diane Corner, but what further involvement does the UK anticipate having in terms of the state building, civil service reform or tax reform that we were so successful in bringing to many east African countries?
One looks to various measures to assess a country’s progress. Unfortunately the CAR is now 185th out of 187 on the Human Development Index. It is now bottom of the league of the Legatum Prosperity Index for the whole of Africa.
The CAR has a group of people who have more than the average awareness of its existence. I am told that the tea-time audience on BBC1 is most aware of it. It is the “Pointless” audience. “Pointless” is a quiz show where you get the most marks for thinking of the answer that nobody else is aware of. In a recent question on the Francophone countries in Africa, the CAR was one of the answers. The measure of progress for the CAR will be when it is no longer a “Pointless” answer.

My Lords, although the Rohingya Muslims remain one of the most persecuted people on the face of the planet—I declare an interest as chair of the All-Party Group on International Freedom of Religion or Belief—they had a vote in the first national elections. At that point in time, temporary ID cards were sufficient to give you a vote. In fact, they elected Mr Shwe Maung, who I think is the only Rohingya Muslim member of the Parliament there. Could my noble friend the Minister outline what representations Her Majesty’s Government have made to the President of Burma following his executive order on 11 February this year, which basically invalidates those temporary ID cards and will deprive the Rohingya Muslims of their vote in November’s elections?
My Lords, representations have been made with regard not only to that but to the method by which information is collected in that state about one’s ethnicity. As I understand it, one is forced to put down that one is Bengali, rather than one’s real ethnicity. These are matters that must continue to be discussed.

Lords ChamberThe noble Baroness is right to focus on the lack of security for children. Of course, across the region there is a history of the abduction of children and their use as child soldiers. What I can say is that we remain the third largest bilateral provider of humanitarian aid in CAR, having given £30 million in direct humanitarian assistance to the Government and to refugees since the crisis began.
My Lords, there are of course no fully functioning police, courts or prisons in Central African Republic. The interim President, Catherine Samba-Panza, has heard of the UK’s wonderful work on security sector reform in Sierra Leone and has specifically asked the United Kingdom whether it will provide such support to CAR. Will Her Majesty’s Government consider offering such support?
My Lords, when the President made her address to the UNGA in September, she clearly set out her ambitions. Shortly thereafter, the security problems in the area increased. I think we should give all the support we can to her and her initiatives on security and imposing the rule of law. She has a tough task ahead. However, the help we are giving through MINUSCA means that we are ensuring that trained people are there to assist with the security of that region.

Lords ChamberMy Lords, previous speeches have illustrated that this is a region of mixed news. There is good news about the second peaceful elections in Tunisia, where the Islamist party has accepted that it has lost the election. There is also good news about Egypt. Although it has a state of emergency in the Sinai and daily terrorist attacks, it is moving towards democracy again—not perfectly, as the imprisonment of journalists illustrates, but, as the Anglican Bishop Mouneer stated,
“For the first time Egyptians feel that they own their country. Every shortcoming is brought into the light by the people. Indeed the wall of fear of the government has been demolished”.
Of course, there is bad news again in Iraq. Winter is descending and the humanitarian needs are acute. While militarily arming the Kurds is the only option at the moment, it is not without risk, as Turkey with its PKK issue fears. The Iraqi army needs air strikes and the Kurds need modern weaponry, but a ground offensive to remove IS will take many months.
Is not now the time, ironically, to obtain reassurances from the Iraqi Government and the Kurdish regional government to secure a political settlement for the Iraqi minority communities in the east of the Nineveh plain? The Assyrian Christians, Turkmen and Shabak Muslims and the Yezidis are not Arab and are not Kurdish and have been a particular target for IS. There was an initial call by some in the West for a mass exodus, but this would just give IS what it wants. In fact, the leaders I have met want a safe haven so they can remain in the region. This would not be yet more unwelcome international interference, as Article 125 in Iraq’s constitution states:
“This Constitution shall guarantee the administrative, political, cultural, and educational rights of the various nationalities, such as Turkomen, Chaldeans, Assyrians, and all other constituents”.
In fact, earlier this year, the Assyrian International News Agency reported that the Iraq Council of Ministers had approved a proposal for a new province in the Nineveh plain bordering the Kurdish areas, which has—or had—the largest population of Assyrians in Iraq. This represented a state attempt to curb the exodus of Christians from Iraq and would have given them some political and economic autonomy. I would be grateful to know what representations have been made on this by Her Majesty’s Government to the Iraqi Government and the Kurdish regional government. Otherwise, there is a risk that, once IS is removed from the region, UK weapons could get into the hands of the Kurds and might be used to prevent these people returning to the Nineveh plain—an area rich in natural resources which the Kurds allegedly wish to annex.
IS is in extreme denial of Article 18 rights under the Universal Declaration of Human Rights and states, “You cannot choose your religion, you must choose ours or you die”. I declare an interest as the chair of the all-party group looking at Article 18. Recent developments in the region are acute reminders of how deeply religious it is and how deeply religious beliefs interact with issues of governance, conflict and security.
I echo the point made by the noble Lord, Lord Sacks. We should heed the world renowned sociologist, Peter Berger, who was one of the leading sociologists at the forefront of advocating the secularisation thesis in the 1960s. In 1999, he recanted his earlier claims and said:
“The world today, with some exceptions … is as furiously religious as it ever was, and in some places more so than ever. This means that a whole body of literature by historians and social scientists loosely labeled ‘secularization theory’ is essentially mistaken”.
Only yesterday, the Egyptian Foreign Minister told MPs and Peers that what they need to defeat is a religious narrative given to young people—young people who at a pivotal point in their lives are forming their ideas via Twitter and Facebook. And this region is young. Nearly 37% of Iraqis are under the age of 14 and 50% of Egyptians are under the age of 24. Therefore, I very much applaud the welcome focus by Her Majesty’s Government on understanding the place of religion and religious actors in countering violent extremism. The Foreign Office has increased its responses to human rights abuses emerging from denial of freedom of religion or belief by state and non-state actors.
However, there is still a substantial gap in UK responses to issues of ethno-religious conflict not only in the Middle East but across Africa and south Asia. I sense that western Europe has woken up abruptly to religion as an intrinsic aspect of developments in the world. Have the UK Government evaluated whether their structures have the relevant expertise in analysing the dynamic relationship between religion, conflict, democracy, peace and stability so that we are equipped to offer timely policy proposals and guidance to policymakers? The Foreign Office has taken the challenge on board to engage with religion and human rights issues and offers religious literacy training to its staff. Has this model spread across our Government?
The UK’s primary agency in addressing conflicts, peace and state building, DfID, seems to be lagging behind. DfID has substantial resources and a pool of highly educated staff, and there is synergy between the Ministry of Defence, DfID and the FCO in the conflict stabilisation unit. Does this unit have the expertise, training and programming focus on how the UK should understand and respond to increasingly religious-related challenges in today’s world? Developing such a response will not add any substantial burden to either staffing or budget but would be a good step in the right direction by providing relevant training to staff and inviting external experts as advisers.
This is not an optional extra for UK engagement with the world but a grounded response to a world that is deeply religious—more than 80% of the world’s population has a religious affiliation and identity—and where religious actors, organisations, languages and ideas play a major role in preventing conflicts but also creating new ones. This speech may remind your Lordships of debates at university student unions entitled, “Does religion cause war?”, but at our peril we do not ask, or equip ourselves to answer, the converse question, “How do wars affect religions and religious people?”.

Lords ChamberMy Lords, the atrocities outlined to your Lordships’ House obviously require vehicles, ammunition, explosives and sophisticated weapons, which all require significant funding. Can my noble friend outline where Her Majesty’s Government believe Boko Haram is getting such funding and what efforts we are making, via the UN or with the Nigerian Government, to cut off its funds?
My Lords, as I mentioned earlier, we are in continuous discussion with the Nigerian Government to offer what assistance we can to prevent any further supply of materiel to Boko Haram. It is a very complex matter in an area that is certainly under the kind of attacks that happen without any warning, where whole areas are seized by Boko Haram and the Nigerian forces clearly have come under great stress.
