Lords ChamberMy Lords, I come at the end of a long list of distinguished speakers. Two things are evident from that. In your Lordships’ House there is great personal experience of Hong Kong—people who have lived there and people who have worked there. There is also a universal affection for Hong Kong and its people, and there is universally deep concern about what has been happening there over the past few weeks. That can surely be no surprise. There were weeks of demonstrations, which started peacefully, with a majority of young people who were clearly well-intentioned and concerned about their own future. They were possibly not well informed about what they might reasonably achieve, but they had good intentions. There was then an increasing amount of violence. That is distressing to see, and not at all the way in which Hong Kong usually acts. It will be totally counterproductive and should not be tolerated.
There has been no occurrence of that degree of violence in Hong Kong that I can think of for some 50 years: in 1967, during the Cultural Revolution, there was serious violence. Then, the Hong Kong police behaved with great steadfastness. At the end of that year, so well had they behaved that they were given the accolade of being called the Royal Hong Kong Police.
There has been a good deal of criticism of the police recently, some of which your Lordships have shared. I noticed that my noble friend Lord Hogan-Howe could see how difficult it is to carry out such operations and probably how mistakes could be made. Such mistakes need to be remedied, but it is worth remembering not only that the police have been under enormous strain week after week, weekend after weekend, but that their families have also been threatened—their children going to school have been threatened—and their position has been extremely difficult.
I think it is clear enough that all of what has been going on is a consequence not just of the so-called extradition Bill, or the Fugitive Offenders Ordinance, as it is properly called. That has been widely misunderstood. I think that a majority of those taking part in the demonstrations sincerely believed that they might be picked up for something that they had said about the Chinese leadership and sent to mainland China for trial Of course, it was for extradition for alleged offences in mainland China, not picking up somebody who had allegedly done something in Hong Kong. The people who were, in a way, rightly concerned were business people going into China who feared that there might be some artificial accusation against them by rivals that would enable there to be a demand for them to be extradited to China. It was an ill-conceived measure; it was in the “too difficult” box, to put it mildly, and was not a sensible idea to put forward.
What it showed was that there was a great pile of dry timber in Hong Kong. The extradition Bill was the light that set that on fire, and it has remained on fire. Noble Lords have referred to a number of the concerns that young people have about housing, job opportunities and their freedoms, and simply what will happen to them in the future and whether they will lose some of the privileges that they have at the moment. Behind a lot of that has been a growing concern and worry about the extent of mainland China’s involvement in Hong Kong. It is not a simple issue. My impression is that what tends to happen is that, when there is a period of confusion in Hong Kong and uncertainty about what is happening, all sorts of different organisations in mainland China send their representatives into Hong Kong to find out what is happening—and to influence what is happening, if they can. That begins to build up into a picture of much greater involvement in Hong Kong than should be the case.
At the time of the signing of the joint declaration, there was a strapline, or a slogan that was often put out from Peking: “gang ren zhi gang”, which I will translate as, “Hong Kong people running Hong Kong”. That seems to me to be an admirable objective. That was what it was said would be the future of Hong Kong after the implementation of the joint declaration and the transfer of sovereignty. But it needs the Hong Kong Government to be effective in what they are doing, the Hong Kong Legislative Council to be effective in backing up or questioning the Hong Kong Government, a mechanism for putting into effect laws and decisions, and for the Hong Kong people to show that they are capable of running Hong Kong. It is now more than 22 years since Hong Kong was returned to Chinese sovereignty. It is now a special part, a unique part—but a part nevertheless, as the noble Lord, Lord Howell, said—of the People’s Republic of China.
There have been a number of references made by noble Lords to the joint declaration. My impression, like that of the noble Lord, Lord Sassoon, is that the only clear-cut case of the breaking of the joint declaration has been the bookseller in Hong Kong, Lee Bo, who was, without doubt, taken out of Hong Kong without legal process; he was kidnapped and taken to China. It would be interesting if the Minister could say whether the British Government think that there have been other straightforward occasions of the breaking of the joint declaration.
It is worth saying that, although it is possible to say, as some Chinese officials have said, that the joint declaration is no longer applicable, that is only the case if you refer to the joint declaration as being just that bit that says that Britain will return to China sovereignty over Hong Kong. The vast bulk of the joint declaration is in its annexes, which lay down in terms the policies of the People’s Republic of China towards Hong Kong for 50 years. That is where what that means is written down precisely and in great detail. Those are Chinese policies laid down there. That remains applicable; it cannot not remain applicable.

I am sorry to intervene. I extended some generosity, in consultation with the Whips, to the other former Governor of Hong Kong. Would the noble Lord now wrap up? Although we are not tight on time, I want to be equal to both noble Lords.
I am so sorry: I will wrap up. I just want to say that we cannot and should not try to tell the Hong Kong Government what to do, but we can hope for various things to happen. One would be a commission to look at the whole issue, which the noble Lord, Lord Patten, referred to. We share the position of being the only two survivors of an extinct species: Governors of Hong Kong. There are other things that could help to resolve the present situation. We must all hope that it will be resolved soon, for the good of Hong Kong and all the people who live there.

My Lords, it seems from this inquiry that the time you have to wait for an organ transplant in China is a matter of weeks, as opposed to every other country in the world, including similarly populous countries such as India, where you wait months, if not years. Could my noble friend meet his counterpart in the Department of Health and Social Care to discuss this? Maybe the Chinese have discovered some miracle option in transplant matching that the rest of the world, including the NHS, needs to know about.
I thank my noble friend for that useful suggestion. I am sitting next to my noble friend the Health Minister and I am sure she has made a note of this. We can probably arrange that meeting pretty quickly.

Lords ChamberOn a lighter note, this is the second day running that I have been asked about post-imperial guilt. The irony is not lost on me. On standing up for persecuted Christian minorities around the world, I am proud of the record of this Government and previous Governments, who have done the right thing. The noble Lord raises an important point about granting asylum and refuge to people from persecuted communities, including Christians, and I believe that the Government have focused on that. We have sought to work with the UNHCR to ensure that applications are progressed effectively and efficiently. There has been a suggestion that Christians should be prioritised over others. I believe that, whether you are Christian or of any other faith, or of no faith whatever, common humanity dictates that we stand up for the rights of others, including Christians, as well as our own rights.
My Lords, I am grateful to my noble friend but one factor influencing the persecution of Christians is, unfortunately, that in some contexts they are seen as a leftover from the Empire. Has my noble friend considered whether the UK Government taking on the role of defining anti-Christian hatred could expose victims of persecution to more risk? Surely this is a role for communities—for example, the Jewish community has done this and the Muslim community is doing it—rather than for the UK Government. At the very least we should assess the risk to ensure that we do not inadvertently increase the risk of Christians being persecuted.
I agree with my noble friend on both her points. In answer to her and to the noble Lord, Lord Anderson, one issue that the Bishop of Truro identified in his report was that singling out Christians for support and for the processing of claims of religious persecution or requests for asylum would, as my noble friend has articulated, put them at greater risk. I also agree with her totally that it is right that community and faith leaders define religious hatred, as has been the case with the IHRA definition of anti-Semitism. We are currently looking at the issue of Islamophobia. It is for communities to do that and it is for Governments to ensure the protection of all faiths and none.

Lords ChamberTo move that this House takes note of the incidence of anti-Semitism worldwide.
My Lords, I am grateful to all noble Lords who are speaking in today’s debate, which is the second on anti-Semitism within a year in your Lordships’ House—perhaps evidence that this is a light sleeper, to borrow a phrase. Of course, I am not Jewish, but I co-chair the APPG for International Freedom of Religion or Belief, and anti-Semitism is a denial of such freedom. I am also a professing Christian who attends Protestant churches but has Catholic lineage.
When first preparing for this debate, I was struck by the origins of the word “anti-Semitism”. To use “ism” makes it sound to ordinary people like an ideology or a religion such as Hinduism, pluralism or capitalism. Of course, “Semitism” relates to the Semite people, who, according to the Encyclopaedia Britannica, include,
“Arabs, Akkadians, Canaanites, Hebrews, some Ethiopians and Aramaean tribes”.
Modern usage does not include all those people, but it does definitely tell us that what we are talking about is hating people, not a religion or an ideology. That is a vital distinction that enables us to maintain freedom of speech. But the use of “ism” was deliberate, as the term was first used in 1879 by the German agitator Wilhelm Marr to make the anti-Jewish campaign seem more reasonable, rational and perhaps more like the European Enlightenment. It is a great shame that the term has stuck as it is anything but rational. I fear that using “anti-Semitism” today could make it seem like a concern of the liberal elite.
My initial instinct is supported by the recent survey by the Jewish Chronicle that fewer than half the people in Britain know what anti-Semitism means, so using the substance of the International Holocaust Remembrance Alliance definition—“hatred of Jews”—makes things simple and clearer, and I commend it.
Globally, we are seeing in Europe, America and even Argentina a resurgence of hatred, threats of violence, harassment, vandalism and even murder and kidnap of Jews because of who they are. The hatred that led to the Holocaust and 6 million dead Jews in Europe is a lesson from history that is not being taught in enough history lessons. From Berlin to Buenos Aires, incidents of Jew hatred have increased drastically in recent years. According to the Kantor Center of Tel Aviv University, in the last year alone, Italy saw a 60% increase in recorded incidents, South Africa a 25% increase, France 74% and Australia 59%. The number involving violence or the threat of violence also rose globally by 13%. The US had the largest number of violent cases—more than 100—including of course the tragic shooting in a Pittsburgh synagogue in October that claimed 11 lives.
In the city of Rosario in Argentina as recently as last week, a local rabbi was attacked by three men who shouted anti-Semitic words at him before removing his rabbi’s hat, trampling it on the ground and assaulting him. That attack is the third physical attack and anti-Semitic assault in Argentina in less than two months. Similarly, the UK last year recorded a record high of anti-Semitic incidents for the third year in a row.
One key feature of this trend is the increasing prevalence of materials online. According to Tel Aviv University, in Argentina last year complaints of anti-Semitic incidents doubled compared with 2017, and 80% were online. All of Belgium’s 101 documented cases were online in what mostly involved the spread of conspiracy theories and Nazi rhetoric. In a CNN/ComRes poll, 15% of all people surveyed in Poland and 19% in Hungary said that they had unfavourable views of Jews and about 10% of all respondents in seven European countries said the same. That is quite an admission even in a confidential poll.
The nature of Jew hatred includes imposing false stereotypes and conspiracy theories. In Poland and Hungary, about four out of 10 people said that Jews had,
“too much influence in business and finance”,
around the world, and 20% of British respondents thought that the global Jewish population was 20%. Those figures are deeply concerning and it is not a surprise that when 16,500 Jews from 12 European countries were interviewed by the European Union Agency for Fundamental Rights last year, 85% said that the community’s main concern was anti-Semitism. Less reported was that 72% of those Jews surveyed also expressed concern about the increasing intolerance towards Muslims. Hatred of the other does not usually stay with one category of “the other”. The main threat in Europe is neo-Nazi far-right views which extol hatred of Jews, not predominantly extreme Islamist views on Jews.
In her recent book, Antisemitism: What It Is. What It Isn’t. Why It Matters, the noble Baroness, Lady Neuberger, references research by the Institute for Jewish Policy Research that put the rates of emigration from France, Belgium and Italy to Israel beyond that which would normally be found due to economic factors. Jews leaving Europe because they do not feel safe—who ever thought we would be saying that in the 21st century? Jews are not asking for special treatment. The atrocities of the Second World War led not to a UN declaration on just Jewish religious freedom but on freedom of religion or belief for all. Jews are not saying we cannot criticise the Israeli state and its policies. As the noble Baroness, Lady Neuberger, says in her book:
“It is one thing to deny Israel a right to exist at all. But arguing about Israel’s borders, or criticising its treatment of its Arab population, or of Palestinians in the Occupied Territories, is another thing entirely. The argument is about policies, not about a right to exist. And though many Israelis, and the Israeli government, would not agree with me in saying this, those are legitimate issues to raise”.
She also says that,
“it must be legitimate to criticise Zionism as a political philosophy”.
I hope this deals with the myth that Jews do not believe in freedom of speech and that you will be told you are anti-Semitic if you criticise Israel per se. When I visited Israel it seemed to me that free speech between Israelis and criticism of their Government were alive and well on talk radio.
There are hundreds of images and posts on the internet, let alone on the dark web, by white supremacists, neo-Nazis and the far right claiming Christian inspiration for their views. If only we could say that this is a new phenomenon. This is why I outlined my own faith at the start. In 2017 there was a muted celebration of 500 years since the Reformation. With the state of Europe’s attitude towards to Jews, celebrating a man for his undoubted doctrinal brilliance but whose views on Jews moved from warmth to hatred and wrath was difficult. Martin Luther’s 1542 treatise On the Jews and their Lies is staggering. He refers to “whoring and murderous people” and “a rabble of snakes”, saying:
“Even if they were punished in the most gruesome manner that the streets ran with their blood, that their dead would be counted, not in the hundreds of thousands but in the millions”.
Did this pave the way for Hitler and the views posted today? In a talk given at St Aldate’s Church, Oxford, the Reverend Simon Ponsonby persuasively outlined that Hitler, some of the German Church, the Nazis, the populists, the Jews and the English Church all made the link. After all, Kristallnacht was on Luther’s public birthday. William Temple, then Archbishop of York, said:
“It is easy to see how Luther prepared the way for Hitler”.
Time does not permit similar analysis of the struggle within Catholic thought, but the comment of Cardinal Maridiaga, who was a papal runner-up, is quoted in the book written by the noble Baroness, Lady Neuberger. He blames the “Jewish-controlled media”—namely, the Boston Globe—for the sex scandal of the Catholic Church. That is the kind of comment that Vatican II at the very latest thought to make a thing of the past. It is at such moments that I have put down many of my reading materials this week and said “What? These are intelligent people”.
I am not responsible for the collective views of the Church of the past, but due to the rise of Christian imagery once again I want Jews to know that I am convinced—and distressed—that without these awful teachings at the time of the advent of the printing press it is hard to think that Jew hatred would have taken root in Europe in the way it did. Aggressive nationalism and assertions of Christian Europe, particularly in eastern Europe, are feeding on this history and putting at risk anyone considered other—Jew, Muslim and, potentially, Roma, alike.
Today we have the advent of the internet. We have a virtual oil slick, like the pollution streaming out into the Gulf of Mexico in 2010. It is not merely a conduit, as European law would like us to believe. It connects people to spread their hate-filled views. Thankfully, in the past few weeks there seems to be a new wave of contrition from ISP executives, with Instagram’s Adam Mosseri saying,
“We can’t solve bullying on our own”,
and Apple’s CEO Tim Cook saying only last Sunday at Stanford University to graduating students that the tech industry,
“is becoming known for a less noble innovation: the belief that you can claim credit without accepting responsibility … If you build a chaos factory, you can’t dodge responsibility for the chaos”.
While the internet is undoubtedly bringing immense good, parts of it are a verbal cesspit which we all must clear up. The next generation want us to clean up the ocean, but they have good cause to ask us why, when ISPs have all that money—with more cash reserves than most nation states—we did not make them use it to clear up the internet and spread the message, for instance, that there is no “other”—we are all human; that the individual’s mistakes or crimes are not the fault of the collective group; and that you can hate my views, my behaviour and my politics, but verbal or physical violence or threats are unacceptable and often unlawful.
National Governments must pool their authority. The world is watching us here in the UK as to how we deal with online harms. Our leadership is important as a nation that respects free speech within the law. Generally, our law makes an important distinction between the hatred of ideas, philosophy or opinions, and words or actions expressing hatred of people. Our law applies to everyone and should be so enforced. I have a quote:
“I have some Jewish friends, very good friends. They are not like the other Jews, that’s why they are my friends”—
these are the words of the Prime Minister of Malaysia at the Cambridge Union a few days ago, and the audience laughed. Is this what we expect of a visiting Commonwealth Head of Government—that he should think this is appropriate, and lawful? I will use an analogy to force home the point: “I have some black friends, very good friends. They are not like the other blacks, that’s why they are my friends”. This is unacceptable. UK law and its enforcement have to get this right, stamping out safe spaces for hatred. Obviously, we have the Metropolitan Police talking to Jo Brand. We have to get the enforcement right; we have to do this together. So I ask my noble friend the Minister: what mechanism will be used supranationally to bring ISPs to book? Is it on the agenda of the G20? I am not hopeful that the United Nations really has the clout to deal with this.
It is always an honour to speak in your Lordships’ House, but preparing this speech was not a pleasure. It was not a healthy diet for my mind, so goodness knows what it is like living any of the experiences that I have outlined. I hope noble Lords will forgive me, but I am looking forward to returning to the different echo chamber in which I live.
My Lords, I thank noble Lords for their contributions today but in my passion, I think I have caused a little confusion to Hansard, whose staff have been sending me some notes. I hope that I did not confuse your Lordships but when I mentioned Jo Brand, I was endorsing the work of the Metropolitan Police: when people are already throwing milkshakes, to suggest battery acid is inappropriate. To be fair to her, I think she corrected herself immediately afterwards and realised that she had stepped across the line. When I referenced the quote from Luther, I did not put a subject in the sentence, which begins:
“Even if they were punished in that most gruesome manner”.
I will provide the full quote to Hansard, which is from a public lecture in Oxford last year.
There are of course too many speakers to mention everyone individually, but I am sure that all your Lordships wish the special envoys all the best for their meeting on Monday. I hope that theirs will be a meeting of the super-magnificents, as my noble friend Lord Polak described them. I draw attention briefly to my noble friend Lady Warsi’s comment that we should speak on behalf of others; many people in today’s debate have exhibited that quality. I was very inspired by the comment of the noble Lord, Lord Sacks, that freedom cannot be built on the basis of hostility and hate.
The theme throughout has been that if our citizens, or European citizens, are listening to this debate and have problems, their problems may be the fault of their Government or of the EU; their problems, perish the thought, may even be their own fault. But what they are not is the fault of the Jews.

Lords ChamberFirst, I totally concur with the noble Lord. Membership of the Commonwealth brings additional responsibilities for any country wishing to be an active and fully engaged member. I assure him that we are working closely with the Government of Nigeria. President Buhari himself has condemned these clashes. There is also an initiative from the Christian vice-president, who is taking forward a national strategy to address the issue of violence directly. He has already engaged directly with governors. We are also providing support and assistance to communities on the ground to ensure that those communities—be they of whatever religion, Christian or Muslim—can work together to defeat the scourge of extremism. This is a long process; that does not mean that we bail out at the first challenge. I fully accept that the situation of Christians in Nigeria is dire, but it is important that we engage even more forcefully now to ensure that we can beat the groups which seek to destabilise Nigeria.
My Lords, as a fellow officer of the APPG it was a pleasure to respond to the request from the noble Baroness, Lady Cox, for the group to launch an inquiry into this matter. The evidence has been that the violence goes across many states but that it is complex and various factors are at play. One key theme has been that the perception is rising that religion is a motivating factor, due to the use of social media, fake news and, often, the lack of capacity in civil society to investigate what is happening. Whatever part religion actually plays, in and of itself, the perception that it is playing a heightened role is a concern. Will my noble friend the Minister please outline what funding from the FCO and DfID can be given to civil society in Nigeria to increase its capacity to get accurate information about these attacks? Many of them, particularly Muslim-on-Muslim attacks, are going underreported in Nigeria.
My noble friend is quite right to point out the extensive level of support. I assure her that our work in Nigeria represents, I believe, the fifth-largest DfID support programme and our second largest in Africa. Various organisations are engaged on a series of initiatives; whether we are talking about schoolchildren, teacher training or building community capacity, we are working at all levels. When my right honourable friend the Foreign Secretary visited Nigeria, he went to Maiduguri and saw directly how the UK is contributing to a programme for Nigeria to fight against terrorism. Again, we have emphasised the importance of the British Government standing in support of all initiatives. We are working with a raft of organisations on the ground and I will write to my noble friend in that respect.

Lords ChamberThe noble Lord makes a valid point. I assure him that, as the UK’s Human Rights Minister, I will raise this issue with all appropriate organisations.
My Lords, I am grateful to hear from the Minister that we have made bilateral representations and used our seat at the Human Rights Council, but there are other, often more subtle, ways we can exert influence. The UK Government are an employer of many local staff in our embassies; our soft-power institutions, such as the British Council and perhaps the BBC, also employ a lot of local staff. Can the Minister outline whether the Government have a policy in situations like this to ensure that these persecuted minorities are represented within the local staff we employ?
My noble friend makes an important point. I assure her that, in recruiting for any post throughout the world, the United Kingdom adopts a policy of equality and justice. Her point is to ensure that all communities of a particular country are represented and that there is no discrimination in our recruitment. She makes an important point about soft power in other organisations working in China, which I will take back. I do not have the numbers in front of me on the different communities employed but I will certainly take that back and write to her, as is appropriate.

Lords ChamberMy Lords, as I said, the United Kingdom has taken a very serious stance on this issue. I mentioned the Human Rights Council. At the latest UPR last November, we raised not the general issue of human rights but specifically the plight of the Uighurs and the detention camps. I assure the noble Lord that we will consider all avenues at our disposal to raise these issues bilaterally with China and through building international alliances. It is because of the strength of our relationship with China, which is an important one, that we can raise these issues in a candid manner.
My Lords, there have been consistent reports from within these re-education camps that Uighur Muslims were forced to give DNA tissue and blood, and consistent allegations that Falun Gong followers have been subject to forced organ harvesting. Have we spoken to the Chinese about our worries about those tests and their purpose, and whether they are in any way connected to the recent worrying reports of rogue gene editing in China?
My noble friend makes some important points. On organ harvesting, I am fully cognisant of the issue of Falun Gong, which I know the noble Lord, Lord Alton, has raised several times. As my noble friend may be aware, Sir Geoffrey Nice conducted a report on this matter, the preliminary findings of which have been made available; the final report is still due. Foreign Office officials attended the launch of the preliminary report and will attend the follow-up meeting. On the other issues she raises, let me assure her that in all our interactions with the Chinese Administration, we have made it very clear that their actions are disproportionate, discriminatory against particular communities and, indeed, counter- productive in the longer term for China as it seeks to establish its position on the world stage. I assure my noble friend that we will continue to raise these issues through all avenues.

Lords ChamberMy Lords, I agree with the noble and right reverend Lord on the issue of persecuted Christians. Around the world today 245 million Christians in 50 countries have been identified as suffering persecution of varying levels. As the noble and right reverend Lord said, that has doubled over the last four or five years. Clearly, action is needed. This does not preclude the fact that we will continue our efforts, and it is right that we stand up for all persecuted communities around the world, including those of no faith. He mentioned India specifically. India is the largest democracy and has an inherent, vibrant and strong rule of law. I assure noble Lords that we will continue to make representations to all countries, including India, to ensure that equality and justice for all citizens in India are upheld according to its own constitution.
My Lords, I too welcome the inquiry and the acknowledgment of the scale of the persecution. One practical step that the Government took was to create the Syrian vulnerable persons resettlement scheme to enable people to come to this country. However, the recent figures released show that in the second quarter of last year, only 0.08% of the people who came to the UK from Syria were Christians, despite over 11% of that population pre-civil war being Christians and being targeted by IS. Will my noble friend the Minister please meet with his colleagues at the Home Office to investigate the reason for this apparent disparity in the figures? Will he then communicate the reason clearly to the UK Christian community, who are left with reports from NGOs and even the Times saying that the Government are operating a discriminatory policy against Christians?
First, I assure my noble friend that there is no discrimination against Christians or indeed anyone of any faith. However, she does bring to light an important issue about the situation in Syria. I am acutely aware of the challenges being faced by Christians in Syria and which continue to be faced in Iraq. We have seen appalling crimes committed against the Christian communities, as well as others. The major challenge that remains for Syrian Christians is the exodus of anyone from Syria who is of the Christian faith. My noble friend raises an important point about the Home Office scheme. I will certainly raise that with Home Office colleagues. But I assure my noble friend, and, indeed, all noble Lords, that we remain absolutely committed to ensuring that we stand up for the rights of people of all faiths and none, be it domestically or internationally.

Lords ChamberTo ask Her Majesty’s Government what is their assessment of the publication produced by the All-Party Parliamentary Group for International Freedom of Religion or Belief, Commentary on the State of Freedom of Religion or Belief; and what steps they are taking to mark International Human Rights Day.

My Lords, the British Government are deeply concerned about the severity of violations of freedom of religion or belief across many parts of the world. I am grateful to the APPG for producing such a comprehensive report highlighting the scale of the issue. We are marking International Human Rights Day with activities in the UK and overseas. Indeed, earlier today I hosted an event at the Foreign Office to mark the 70th anniversary of the Universal Declaration of Human Rights.
My Lords, I am grateful to my noble friend for his Answer. Although the APPG commentary deals with violations of freedom of religion or belief, International Human Rights Day allows us to draw attention to how interconnected many human rights are. Women from religious minorities in countries outlined in the report, such as Saudi Arabia, India and Myanmar, often face double discrimination for being not only women but from a religious minority. Can the Minister outline whether Her Majesty’s Government, in their country strategies on freedom of religion or belief, or in their research, look at gender discrimination alongside violations of freedom of religion or belief, which is the only way to help these groups of vulnerable women?
I am grateful to my noble friend for her work on the particular report and she is right to point out the important link between freedom of religion or belief and ensuring the rights of women and girls across the world. I am pleased to inform her that we continue to prioritise the issue of girls’ and women’s rights across all parts of the human rights agenda and all areas of British foreign policy. She will also be aware of our commitment to ensure 12 years of quality education for every girl across the world.

I beg leave to ask the Question standing in my name on the Order Paper. In doing so, I draw attention to my interest as declared in the register.
My Lords, on 4 July, I was greatly honoured and humbled to be appointed by the Prime Minister as her special envoy on freedom of religion or belief. I assure noble Lords that I will continue to mobilise the diplomatic network to give due attention to this priority and to strengthen bilateral and international engagement as part of its diplomatic engagement with host Governments. I shall also work with parliamentary colleagues to ensure we leverage all expertise and experience, as well as strengthening collaboration with civil society and religious faith groups in pursuit of the common objective of protecting and strengthening freedom of religion or belief.
I am sure your Lordships will wish to join me in congratulating my noble friend on his recent appointment, but might also share my concern that this adds to an existing seven areas of ministerial responsibility plus his being the Prime Minister’s special representative for preventing sexual violence in conflict. On 18 April, in your Lordships’ House, my noble friend Lady Stedman-Scott accepted that having two part-time staff in the Foreign and Commonwealth Office working on freedom of religion or belief was resource-light. Will my noble friend please outline what additional resources he has been allocated to fulfil this additional mandate?
I thank my noble friend for her kind words. I look forward to working with noble Lords across the House, which I know has immense expertise and experience in this respect and to strengthening our work in this area. My noble friend is right to draw our attention to resources. I assure her that, in taking on this role, my discussions with the Prime Minister and others were important. It is an important priority and, in that regard, I believe that my role as Minister for Human Rights will add strength to it. Having a ministerial office in support of an envoy role will also strengthen access. As for specific support, noble Lords will be pleased to hear that this is a cross-government initiative. I am delighted to announce that we will be getting additional resource through colleagues from the Department for International Development, who will support me in this important work. This is in addition to the existing resource at the Foreign Office. We will also be strengthening our focus on this important priority and post.
I am also delighted that I will be working on the domestic agenda, because it is important we strengthen our work in that area. It is entirely apt, therefore, that I am joined by my noble friend Lord Bourne, who, as many know, is the Minister for Faith and Communities in the Ministry of Housing, Communities and Local Government.
