Lords ChamberThe noble Lord is right that teacher recruitment, along with recruitment in many sectors, is a real challenge at the moment. But we are supporting schools, and I suggest to the noble Lord that maybe it is a both/and: music hubs have an important part to play, as does direct delivery in schools, which the hubs support. The model music curriculum introduced in March 2021 helps support schools in that delivery.
My Lords, I congratulate my noble friend Lady Fleet on her excellent work on the national plan for music education. When we first worked on the first national plan back in 2012, one of the things we did was to incorporate the In Harmony programme conceived by Julian Lloyd Webber, started by the last Labour Government with great foresight and carried on by the Conservative Government. I simply bring to my noble friend’s attention how absolutely outstanding this programme is, particularly in giving children not just a music education but extraordinary life chances in some of the most deprived areas of the country. I urge her to continue to support it as the music education plan develops.

Lords ChamberTo ask His Majesty’s Government what assessment they have made of the impact of funding for Oak National Academy on the education technology market in England.
My Lords, as an integral part of the process to set up Oak National Academy as an arm’s-length body, the department produced a business case which passed internal government clearances. It included an assessment of the potential market impact and was published by the Government on 1 November of this year. Monitoring market impact will be a priority throughout Oak National Academy’s lifetime and will be factored into its ongoing evaluation and two-year review.
My Lords, I refer to my entry in the register of Members’ interests, in particular my work with ScaleUp Capital and Perlego. Fifteen years ago, the BBC decided to provide free education material to schools but, quite rightly, the BBC’s regulator, the BBC Trust, closed it down as an unacceptable market intervention. Given that the creation of the Oak National Academy is opposed by publishers, multi-academy trusts, the educational technology sector and even the teaching unions, can my noble friend tell me why the Government have decided to nationalise the education technology and publishing sector? Can she tell me why they have decided to spend £45 million on a quango employing 80 people that nobody wants? In short, can she explain why the Government want to be the BBC?
It is tempting to try to answer the last part of my noble friend’s question but I will resist. I would like to set the record straight. My noble friend suggests that nobody supports Oak National Academy and that MATs were resistant to it. That is not an accurate representation of the facts. There are two big reasons why we think this is important. First, we know that our teachers spend a lot of time preparing curriculum, and we want to reduce their workload and the burden that they face to allow them to focus on their pupils. Secondly, we are clear that the quality of the curriculum can still be further improved, and Oak is one simple way of doing that.

Lords ChamberOn the specific issue of money laundering, it might be helpful if the noble Lord could give me an example of what he is thinking about. Some of the risks that we know young people face—and which I know your Lordships’ House is very concerned about—relate to gaming and gambling. I hope your Lordships will be pleased to know that a new subject in the health education curriculum on the risks associated with gambling and the accumulation of debt will be compulsory in all state-funded schools, primary and secondary.
My Lords, I refer to my entry in the register on my work for Common Sense Media. I congratulate my noble friend on her excellent work at the Department for Education; for a brief period last week, she was entirely in charge of it, I think, and that was a glorious moment. One thing that our children need to be aware of is the terrible proliferation of financial scams on the internet. Has my noble friend had discussions with the Department for Digital, Culture, Media and Sport to join up financial education with general digital citizen education to give our children the tools that they need to navigate the internet?
My noble friend makes a good point. My colleague the Minister for Schools Standards has been working with DCMS on exactly that.

Lords ChamberThe creative industries are a great example, as a number of noble Lords have recognised today, of that fusion of artistic and other technical and scientific disciplines. That is why the Government are committed to having a range of arts subjects as a core part of the curriculum from early years to GCSEs.
My Lords, I declare my interest as a trustee of the brilliant charity Music Masters and welcome my noble friend to her new portfolio, which I know she will attack with the vigour she showed when she was in the culture department. I was thrilled to hear that on the 10th anniversary of music education hubs next year there will be a refreshed national plan for music education. Can she assure us that the budget of £75 million a year will at least be maintained and that we will continue to support the In Harmony scheme as part of the national plan?
My noble friend will understand that I cannot announce the national plan before it has been published, but I hope that he will be delighted when he sees the plan in its detail, with its focus on disadvantaged children.

Lords ChamberThe Government recognise the role that regional transport authorities can play in providing information and assistance to visitors, as my noble friend has outlined, particularly when they co-ordinate that work with the DMOs. I have already mentioned the £25 billion provided to support the sector, which has been one of the worst hit; we have supported over 87% of businesses in this area.
The Government’s support in that respect is very welcome. One of the themes of these questions is greater co-ordination between DMOs and greater co-ordination of funds. Are the Government planning a big domestic marketing campaign, given that Matt Hancock has turned us into a captive audience for domestic tourism?
We are currently working with VisitBritain, VisitEngland and local partners, including DMOs, to champion the diverse tourism offer we have in this country through the Enjoy Summer Safely campaign. We spent £19 million on domestic marketing activity last year, and much more is planned for this year.

Lords ChamberThe noble Lord is right to raise these points. Absolutely, levelling up should cut across a number of axes, including the one the noble Lord raises. We are working to improve this area. At Budget the Chancellor announced a new approach to apprenticeships in the creative industries, with £7 million of pilot funding to test flexi-job apprenticeships that might suit better the working practices of the creative industries. Over 1,300 creative industry placements are now available via the Department for Work and Pensions Kickstart scheme.
My Lords, I recognise the substantial support the Government have given the creative industries and pay tribute to my noble friend the Minister and her officials for all their hard work. When she mentioned apprentices, it reminded me that the BBC has announced that it will employ 1,000 apprentices. Will she join me in recognising the crucial role the BBC and other public service broadcasters play in levelling up, given their increased regional presence? For example, the BBC now makes 60% of its programmes outside London.
As my noble friend is well aware, the BBC is operationally and editorially independent from government, but I share his warm welcome for the BBC’s recent announcement that it plans to move 60% of network TV commissioning spend and 50% of network radio and music spend outside London.

Lords ChamberThe Government are not dragging their heels, but, as the noble Lord explained very eloquently, there are a lot of interlocking issues here that our new digital markets unit will seek to address.
I congratulate the Lord Speaker on his declaration of independence and his remarkable ability to tweet from the Woolsack. I refer to my entries in the register of Members’ interests. Three schemes in the UK currently support local journalism, run by the BBC, Facebook and Google. Would my noble friend the Minister consider creating a forum for publishers and platforms, including, for example, Microsoft, to meet on a regular basis to try to co-ordinate these different activities and give proper, sustained financial support to local newspapers?
I am very happy to take my noble friend’s suggestion back to colleagues in the department, but I know that we are in regular discussion with all the groups he mentioned.

Lords ChamberI start by wishing the noble Baroness a happy birthday as well, and the noble Baroness, Lady Lane-Fox, if she is listening—it is a busy day. I will have to write to the noble Baroness, Lady Bennett, with the exact distribution in England. In the devolved Administrations, £33 million has been given to Northern Ireland, £97 million to Scotland and £59 million to Wales.
My Lords, I draw attention to my entries in the Register of Lords’ Interests. I also wish absolutely everybody a happy birthday, particularly the Minister, who has achieved so much at such a young age. I wonder whether she has had a chance to look at the Institute for Fiscal Studies report, which suggests that for about 5% of the cost of the furlough scheme we could fill the gaps left for some freelancers who are not eligible under SEISS. It is about £5 billion, which in pre-Covid days was a lot of money, but in Covid days it is just 5%. Could she give me the Government’s view on that report? Will she, along with her colleagues, meet trade bodies such as the Creative Industries Federation which are doing so much work engaging with freelancers and looking for solutions?
I am of course happy to agree to meet any of the trade bodies that my noble friend suggests. Colleagues in the department are considering this report and working very closely with HMRC, the Treasury and the freelance community to understand take-up of the Self-employment Income Support Scheme and how that can best operate in future.

Lords ChamberGiven the sensitivities around arrangements with Northern Ireland at the moment, if I may, I will double-check and confirm to the noble Baroness. My understanding is that artists and organisations based in Northern Ireland will not be required to obtain ATA carnets or musical instrument certificates when touring in the EU, because the protocol means that Northern Ireland is part of that regulatory environment.
My Lords, half our musicians earn half their income in the European Union. Echoing the noble Earl, Lord Clancarty, I add that Tonga and St Lucia also have visa waiver agreements with the European Union. Is the Government’s position that Tonga and St Lucia do not have control over their borders and therefore should now turn their backs on their visa waiver schemes, or will the Government see sense and pursue a bilateral agreement for a visa waiver scheme for our musicians?
This Government are not responsible for any of the visa arrangements for the countries to which my noble friend referred. We recognise that additional requirements will need to be met for our cultural professionals to tour and work in the EU. Some member states allow touring without a permit and others require a pre-approved visa and/or work permit. We are undertaking an extensive programme of engagement with our sectors to find the best way through.

Lords ChamberI understand the noble Baroness’s concerns in this area, and we definitely continue to explore routes through it. However, I reassure her that direct funding has gone from Arts Council England to freelancers and, furthermore, to some of the benevolent societies that support them.
My Lords, it is very depressing that the careers of thousands of British-based musicians have been affected by the Government’s devotion to ending free movement. I have no doubt at all that there is blame on both sides, but we are where we are. I am sure that Ministers will attempt, as best they can, to renegotiate this lamentable situation. Perhaps I may make a practical suggestion. Given that when our musicians travel to Europe, they are now in the same position as when they travel to the United States, will the Minister have a conversation with her ministerial colleagues about committing resources in terms of both officials and money to create an online one-stop shop to help musicians who still, amazingly, might wish to tour in Europe to navigate the new bureaucracy?
I thank my noble friend for his suggestion. We are exploring all ways of making this as simple and straightforward as possible, but he will be aware that each member state has its own regulations in this regard. However, our ambition is clear.

Lords ChamberThe noble Baroness raises an important point. However, I stress that the Self-employment Income Support Scheme has been made more generous as a result of the Chancellor’s announcements last week, and we expect to pay around £4.5 billion to self-employed people between November and January. We work very closely with, and are very grateful to, all our sector stakeholders and will keep all these aspects under review.
My Lords, the Government are to be congratulated on the support they have been giving to the cultural sector, led by the Secretary of State Oliver Dowden and, indeed, a Member of this House, the noble Lord, Lord Mendoza. Freelancers are the lifeblood of our creative economy; I think there are even a few present in the Chamber today. Has my noble friend seen the report from the Creative Industries Federation, commissioned by Oxford Economics, which suggests that almost 300,000 freelancers may lose their livelihoods during this terrible pandemic? Despite the reforms and changes made on the way to some of the excellent support schemes, I hope that the Government will look again at how to further support freelancers.
Our freelancers are indeed the lifeblood of our creative industries; that is why we are working so hard to get funding to organisations that, in turn, will be employing freelancers. For example, the majority of successful applicants to the Culture Recovery Fund are planning activity to start before March. Our research suggests, however, that not all freelancers who are eligible for support are actually accessing it; we would really encourage them to do so.

Lords ChamberI am not clear where the Chancellor said he did not see these as viable jobs. We have used every effort to make sure that the unprecedented level of support for these sectors is as wide and comprehensive as possible.
I draw attention to my entry in the register of Members’ interests, in particular my work with the National Youth Theatre and Digital Theatre+. May I ask my noble friend about further measures to support regional theatre? I absolutely congratulate her, her colleagues and the Treasury for the astonishing level of financial support that has already been provided. However, two practical measures may make a difference. One would be to consider increasing the threshold for the excellent theatre tax relief, brought in by a Conservative Government, perhaps as theatre begins to recover. The second, partly to echo the noble Lord, Lord Stevenson, would be to have a government insurance scheme to cover theatrical productions as they begin, we hope, to come back to life.
I welcome my noble friend to his place in the Chamber. He makes two helpful suggestions. He is quite right that the theatre productions tax relief generated £71 million in the last year, which supported almost 3,600 productions; the Treasury keeps that under review at all times. We are working with the sector, looking at options around insurance, and my honourable friend the Minister for Culture is meeting with groups on this on a weekly basis.
