Lords ChamberI will give a couple of examples. First, there was the work the Government did in 2019, when we engaged with a broad range of businesses to understand the complexities of implementing mandatory reporting in this area. It genuinely showed just how complicated it was to do. That was echoed in the Inclusive Britain report chaired by my noble friend Lord Sewell, which brought out a number of points including, critically, the difference between the ethnicity pay gap of those born in this country and those who are not born here, with which I am sure the noble Baroness is familiar.
My Lords, I have some empathy with the point made by the noble Baroness, Lady Thornton. There are disparities in pay for ethnic minorities. There are also disparities in senior and board-level positions, where there are targets for women but fewer targets for people from ethnic minorities. If we looked at individual groups within ethnicity, we would never bring about the changes. It is an argument that my noble friend could ask the department to look at again, so that we can move forward and ensure that we can reduce the inequalities that currently exist.
I am more than happy to take this back to the department and share my noble friend’s reflections, but I remind the House that there is no ethnicity pay gap for people born in this country from roughly half the ethnic-minority groups. In fact, in a number of cases there is a pay gap in the other direction. The issue is much greater for those not born in the UK, and there we need to understand to what extent that reflects level of qualification, level of language, age and a number of other factors.

Lords ChamberThe noble Baroness will know that, currently, the data does not allow us to identify that specifically in relation to initial teacher training. We have got the data on the number of citizenship teachers, which has been broadly stable over the last five years. I point out to the House that the number of children doing citizenship as a GCSE last summer was up by 10%.
My Lords, the Government’s schools White Paper does not address citizenship directly. Can my noble friend the Minister say exactly how the Government are intending to address this?
I thank my noble friend for her question. She is right that the schools White Paper focused very much on our literacy and numeracy ambitions: that by 2030 90% of primary school children will reach the required standard in reading, writing and maths, and the average GCSE grade will rise from 4.5 to 5 in English and maths. Those subjects are absolutely critical for children being able to engage in citizenship in all its different forms. Our focus on a broad and balanced curriculum will also support that.

Lords ChamberThere are a number of elements in the noble Lord’s question. On the number of problem gamblers, he is quite right that it has become much easier to gamble and there is a lot of sponsorship and advertising around gamblers. The percentage of problem and at-risk gamblers has actually stayed very stable over the years, but the Government have a manifesto commitment to review the Gambling Act to make sure that it is fit for the digital age. The noble Lord will be aware that significant investment is being made through the NHS in specialist treatment clinics for problem gamblers.
My Lords, gambling addicts can accumulate a significant amount of debt and in order to pay it off, they are sometimes taking out personal loans and credit cards. What are the Government doing by way of working with the banks and financial institutions to identify and address the issue and curb this, as it is increasing? I declare an interest as the chairman of the Financial Ombudsman Service.
I thank my noble friend for her question. On the risk of problem gambling, all operators will have to join GAMSTOP, the one-stop online self-exclusion scheme that will come into effect at the end of this month. As she will be aware, the Government announced the banning of credit card gambling, which is extremely important because less than 1% of the population are problem gamblers but 22% of credit card gamblers were found to be so. I look forward to talking to my noble friend more about what else we can do in relation to the financial services industry.
The Government response to the question put by the noble Lord is again to say, as was set out in the report of the Children’s Commissioner published in February this year, that many factors influence youth violence. We do not help young people if we try to pin it exclusively on one. The noble Lord makes a fair point about changes in provision for early years, but significant changes have also occurred in the drugs market which have had a significant influence. The Government’s focus is to move away from a purely criminal justice response towards a public health response and a long-term commitment in this area.
My Lords, the violence and the deaths of young people on our streets are nothing short of a national emergency on a national scale. Can my noble friend the Minister say exactly what the Government are doing now to address this issue, particularly in relation to police visibility on our streets, youth funding and school exclusions?
Well, I have with me a copy of Hansard from Monday, when my honourable friend the Minister in the other place gave a list of what we are doing. I fear that time does permit me to read it, but it runs to more than half a column. So this really is an area where the Government are doing a great deal.
In response to my noble friend’s specific questions, police funding is increasing by over £1 billion this year, as your Lordships are aware, and we are aware of plans to recruit of a further 3,500 police officers and staff. With youth services, we are particularly proud of the Youth Endowment Fund that the Government have announced, which will be delivered over 10 years. Those of us who have worked in the charity sector know how valuable 10-year funding is. The figures on school exclusions are not entirely clear about the impact of exclusions, but 21% of young people convicted of possession of a knife were excluded from school, 50% of them after the event.
