Lords ChamberIf I were a fisherman on one of the Dorset rivers now with the mayfly hatching, I would have caught a most wonderful trout at the end of my line.
I say to the noble Baroness that I was alarmed, because I know that, in her heart of hearts, she is very supportive of this. However, her boss Keir Starmer said that he wanted to develop on green land. As my noble friend Lord Deben has just said, our chalk streams are going through highly developed land already. Which side of the fence is the Labour Party on? I hope the noble Baroness will reply.
I will ask of both Front Benches the question I was going to ask of my noble friend the Minister. Are they prepared to give the commitment to our chalk streams that the chalk streams demand? To remedy the chalk stream problem, it is not a question of days, months or years, but of decades, and an awful lot of interests have to be tackled. Unless we can get reassurance that all the parties across the House have that commitment, our chalk streams will not be in the health they should be
My Lords, I support Amendment 372ZA in the name of the noble Viscount, Lord Trenchard, to which I have added my name. The noble Viscount has introduced his amendment and covered the subject fully, and I agree with all his comments.
Many in this Chamber will remember during the passage of the Agriculture and Environment Acts the debates on the importance of chalk streams, so ably led by my late noble friend Lord Chidgey. If he were here, he would certainly be taking part today. No doubt he is looking down from above on our deliberations today and wishing us well.
Chalk streams are a vital environmental resource and should be protected. Those noble Lords who watched David Attenborough on the “Wild Isles” television programme recently will know that 85%—I hope I have remembered that correctly—of the world’s chalk streams are in the UK. That does not mean that, because we have plenty, we can ignore them; quite the opposite. It means we must preserve them at all costs.
A year ago, my husband and I moved from our beloved Somerset to Hampshire, partly to be nearer our family. I have discovered, for the first time, the beauty and tranquillity of the county’s chalk streams—the crystal-clear water, the soft babbling sound of the water running over the riverbed and, often, the bright green watercress growing on the edge of the water and the riverbanks.
However, this idyllic description is not the sight that meets the eye in all parts of the country. Many chalk streams suffer from pollution, as the noble Viscount has said, making the waters discoloured and smelly. There have been numerous questions and debates about the effects of foul-smelling sewage discharging into our waterways. Many chalk streams suffer abstraction on a grand scale and the flow of the river is diminished as a result. As we all know, it is often the rate of flow of a stream that helps to keep its waters clear.
While there is currently a chalk river priority habitat in place which recognises their international rarity and biodiversity, this is not protecting them from sewage discharges. However, the chalk stream strategy also has an important part to play. Today’s announcement by the water companies that they plan to tackle the problem of sewage overflows by 2030 through massive investment in sewer upgrades is to be welcomed, but I fear it may be a little while before this is effective in protecting our precious chalk streams, especially from future development pressures.
Clause 138(c)(e) is the ideal place for this amendment to be added to achieve the desired result we are all looking for. I am extremely grateful to the noble Viscount for raising this vital issue and I hope the Minister will be able to accept this amendment. All speakers have strongly supported this amendment and I agree completely with the comments made by the noble Lord, Lord Deben. Chalk streams are an invaluable asset and must be protected and preserved, so that future generations of children and adults can enjoy them to the full.

Lords ChamberI very much support what has been said about adaptation and drainage because of the flooding situation. I shall mention one incident to my noble friend on the Front Bench because it goes to the point made by the noble Baroness, Lady Hayman of Ullock. At a development in Sherborne in Dorset—the development is now nine years old, so it was built after 2009—there have been considerable flooding problems from surface water, which raises the question: why did the local authority not insist on a better scheme to begin with? All the home owners have now had to pay more into the annual service charge to remedy the defect. The developer obviously put in the minimum amount of drainage that it thought it could get away with, which indeed it did, but now it is up to the home owners to meet the bill. It is so much easier to mitigate something right at the start than after a development has been completed.
My noble friend Lady McIntosh is right that we fought this hard on the Environment Bill when it was going through the House. I hope my noble friend the Minister will be enthusiastic in her support for my noble friend’s amendment so that we get better control over drainage. Will she please confirm that she is checking that local authorities are scrutinising developers’ plans properly now and making allowances for the increase in sudden heavy downpours, which was not necessarily the case 15 years ago when these developments were being promoted?
My Lords, Amendment 291 in the name of the noble Baroness, Lady McIntosh of Pickering, to which I have added my name, seeks to bring forward the date of the implementation of the requirement that the Government have announced to make sustainable drainage systems—SUDS—mandatory on all new developments from the end of 2023. Flooding is a terrible scourge and needs to be sorted out now, not next year or some time beyond. The Government appear to have committed to a leisurely timetable, with a consultation this year but no legislation before implementation, expected in 2024. That means that many developments that are currently being planned and built will not have SUDS in place, thus bringing a greater risk of flooding for them, and indeed for existing developments that may experience flooding in future as a result.
The noble Baroness, Lady McIntosh, is a passionate supporter of SUDS and other forms of natural defences, and has spoken extremely well on the subject on many occasions. Sustainable drainage is vital for preventing flooding or the risk of flooding. When a new planning application comes forward, the role of SUDS in dealing with surface water on a new development is crucial. Sadly, it is not always the case that a proper sustainable drainage system is integrated into the planning permission, despite it being in place since 2010 under Section 49 of the Flood and Water Management Act.
The essential role of SUDS in assisting the management of surface water and preventing localised flooding is vital. It is astonishing that even today not every developer is prepared to install proper sustainable drainage systems in its schemes. Having this amendment in the Bill is vital for ensuring that in future every single local authority takes note of the need for an effective and robust SUDS to be in place for even a small development, right up to large multipurpose housing and business developments. I fully support the amendment.
The group of amendments in the name of the noble Baroness, Lady Hayman of Ullock, Amendments 303 to 308, also relate to flooding, and seek measures to alleviate and prevent the misery that it causes to home owners. I am particularly keen to support Amendment 308, which would extend the time and remit of flood reinsurance scheme eligibility to businesses, something that we have debated in this Chamber on previous occasions. The noble Baroness is right to raise the issue of the flood resilience of properties known to be likely to flood. Home owners as well as developers have a responsibility to be aware of this and to take steps to mitigate the effects of flooding.
I turn to Amendment 312K, in the name of the noble Baroness, Lady McIntosh of Pickering, which I have not signed but wish to support, regarding preventing residential properties being built on functional flood plains or other areas at high risk of flooding. Those domestic properties built after 2009 are not covered by Flood Re. It has in the past been the case that developments proposed on the flood plains in Somerset have been refused planning permission by the local authority, only to have this overturned by the then Secretary of State granting permission on appeal. As the saying goes, when the rains fell, then the floods came up, to paraphrase a parable in the Bible.

Lords ChamberMy Lords, I thank the Minister for his introduction to this SI. The noble Baroness, Lady Hayman, has spoken in detail about the lack of ambition and urgency in the Government’s regulations on fine particulates, and previous speakers have made powerful arguments for more ambitious targets.
I fear I feel like a single-track CD that is on continual replay, continuously playing the same track or, in my case, repeating the same arguments. The Secondary Legislation Scrutiny Committee, of which I am currently a member, has drawn the attention of the House to the issue of reducing concentrations of PM2.5, the pollutant causing the most harm to human health. The extensive consultation carried out by Defra drew responses on this regulation from Friends of the Earth, Greenpeace, the Woodland Trust and Asthma + Lung UK, all of whom jail felt the annual mean concentration target—the AMCT—of 10 micrograms per cubic metre at the sites of the highest level of concentration by December 2040 was not adequate. The Royal College of Physicians has written to me saying:
“Air pollution and poor air quality are a significant and growing public health challenge. In 2016, the RCP alongside the Royal College of Paediatrics and Child Health published Every Breath We Take. This report examined the impact of exposure to air pollution across the life course.”
The report found that around 40,000 premature deaths every year in the UK were attributable to exposure to outdoor air pollution.
The Healthy Air Coalition stated that the EU Commission proposes that this same target, of 10 micrograms per cubic metre, be reached by 2030 —10 years earlier than Defra’s target of 2040. The Healthy Air Coalition also asked why the requirement for a minimum number of monitoring stations will not come into effect until January 2028. Without these stations it is extremely difficult to have confidence in our ability to monitor the particulates and meet the targets, even at their very unambitious levels. Defra’s response to the questions on this were that it expected the monitor network to be completed in the next three years, but it had allowed for unavoidable slippage in building, networking and testing. Therefore, the legal requirement was going to be 2028.
The consultation responses from all quarters were clear that the targets were unambitious and should be higher. Despite this, as with all the other five areas of environmental targets, no change was made to the final targets. As this is the last of the six target areas to be debated, I ask the Minister how much the consultation exercise has cost in total? How many hours of Defra staff time were spent analysing and collating the responses? Given the very large number of responses—over 181,000—were extra resources deployed and temporary staff employed in order to help deal with the level of responses?
Defra spends a lot of time consulting on various pieces of legislation. I therefore imagine that the consultation department is used to the processes involved and is efficient in collating the resulting responses. On this occasion, to totally ignore and override the submissions received, and stick to the original targets, gives a very strong impression that Defra’s mind was already made up long before the consultation started. Defra was only paying lip service to the process. Meanwhile, those who suffer from asthma, bronchitis and other respiratory tract conditions, long-term and short-term, are left with no hope of improved air quality in the immediate future. That really is unacceptable. Given the level of concern on the total lack of meaningful response to the consultation exercise, if the Minister is not able to answer my questions on costs and staff resources this evening I would be grateful if he could write to me with the necessary information and put a copy of his response in the Library.
My Lords, can I challenge the noble Baroness on what she said? While it was very interesting, she focused entirely on outdoor pollution from PM. There is a much greater problem of indoor pollution from PM, about which we know much less. There is much less monitoring of it but it comes from damp houses and from the chemicals we use; it comes from a whole range of issues. She referred specifically to the outdoors and then to people suffering from asthma. They are going to be suffering indoors as well, given the pollution inside our houses. This is why the whole of air pollution is so difficult. Theoretically, we know much more about outside pollution, which is much more heavily monitored. Even the noble Lord, Lord Tope, said how difficult it has been to reduce particulates in the City of London, despite how much the traffic has reduced. Yes, this is a hugely complex and very difficult and sensitive issue, but we need to look at it in the round. I have no doubt that by 2030 we will have a huge reduction, but it is going to be totally impossible to get to the required level for every single area in England.

Lords ChamberMy Lords, I have listened with care to what has been said and find the arguments convincing. However, I am slightly concerned about the proposition put forward by the noble Earl, Lord Kinnoull, and supported by my noble friend Lord Strathclyde. As I understand the procedure now, if the Minister agrees to such a meeting but then decides to do nothing, we can do nothing at Third Reading. I would like clarification that we could not bring forward an amendment at Third Reading unless there was an indication from the Government today that it would be accepted. I think that is the new procedure.
I have two questions for my noble friend that are relevant. Does he agree with the situation north of the border and the attitude taken by NatureScot that:
“The death of an animal, at an individual level, is not a welfare issue but the manner in which an animal dies is”?
If he agrees with that, will he give an instruction to the committee to follow that same principle? Does he also agree with the thoughts of the National Animal Welfare Advisory Committee in New Zealand, which distinguishes between societal ethical values and public opinion? Again, if he agrees with that animal sentience committee’s thoughts, would he give the same instruction to the committee that he proposes to set up?
My Lords, this small group of amendments, moved by the noble Lord, Lord Marland, deals with the work of the animal sentience committee and touches on the issue of religious rites in Amendment 27, spoken to by the noble Earl, Lord Kinnoull, and the noble Baroness, Lady Deech. It is obvious from the contributions made that everybody feels very passionately about this.
Medical science is important and should be confirmed wherever possible. As the noble Lord, Lord Trees, said, lots of safeguards around licensing of medical science are already in place. There is obviously a need to ensure that those for whom religious rites are an important part of their lifestyle are respected, as set out in Article 13 of the Lisbon treaty. Despite the fact that this was before Brexit, I believe the Government should and do respect this right, upholding the values of those for whom the method of slaughter of those animals which form part of their staple diet is protected.
Amendment 48, which has not had a huge amount of debate this evening, is consequential on Amendment 2 and sets out the detail of the way in which the committee will be constituted and work. The noble Lord, Lord Marland, has just set out a bit about that and there is detail in the amendment. However, I am afraid I do not agree with either him or the noble Lord, Lord Mancroft, on parts of the amendment.
Limiting the term of office to four years could lead to a loss of expertise on the committee, especially if all members were appointed at the same time—which could happen, since it will be a new committee—and, therefore, rotated off at the same time. Further, I find the list of who may not sit on the committee very restrictive. It could lead to someone with the necessary expertise and knowledge being excluded from being a committee member. However, I agree with this amendment in that there should be transparency and independence. That is the direct opposite of the first group of amendments, which sought to fetter the committee’s independence.
The detail in Amendment 48 is extensive. However, the draft terms of reference document is also comprehensive and indicates that Defra has thought carefully about how the committee is to be constructed and how it will carry out its functions. On balance, I am inclined to go with the Defra guidance on this issue but will be interested in what the Minister has to say on this subject and on the knotty issues around Amendment 27.

Lords ChamberMy Lords, I support the amendment moved by the right reverend Prelate. It might surprise your Lordships to know some of the numbers. I am grateful to the Suffolk Constabulary for the figures of incidents of illegal hare coursing. These were the incidents reported—so not necessarily all the incidents—between 1 September 2019 and 31 March 2020. There were 139 incidents reported in 230 days. That means there was more than one incident a day for the police to deal with. The penalties for this illegal behaviour are not sufficient. That is why the right reverend Prelate’s amendments must be agreed.
I want to talk a little about hares, because they have been on the Biodiversity Action Plan list almost since its formation, in 1995. I am hugely grateful, as we all are, for the work done by the Game & Wildlife Conservation Trust, which has been monitoring hares for many years and scientifically working out what their best habitat is. The noble Lord, Lord Carrington, gave us a graphic description of the horrors that farmers have to face, but, if one looks at it from the hare’s point of view, they too would like these amendments.
If the farmer has too many hares on his property—particularly on the eastern side of the country, where the illegal poaching and coursing takes place, because that is where most of the hares are—the farmer will be tempted to reduce the number of hares to discourage poachers. If the laws are not strong enough and the police cannot keep the situation under control, the only sensible option for the farmer is to legally reduce the number of hares to such that it is not attractive for these people to come and drive over their land, smash their gates and cause intimidation. I am sure that, from the hare’s perspective—as I said, they are on the Biodiversity Action Plan, and numbers have been reducing since 2010—they would welcome the strengthening of the law.
I hope that my noble friend will not bat this away by saying that Defra is going to produce something. I think we are all a bit fed up of waiting for Defra to produce things—we need action now. By accepting these amendments, there is nothing here that will cut across what Defra might or might not produce in the fullness of time.
My Lords, I will speak in favour of Amendments 124 and 128 in the names of the right reverend Prelate the Bishop of St Albans, the noble Lord, Lord Carrington, and the noble Baronesses, Lady McIntosh of Pickering and Lady Jones of Moulsecoomb. I would have certainly added my name had there been room on the list.
The right reverend Prelate has laid out the case for these amendments extremely clearly. Hare coursing is, at present, illegal, but the penalties are not sufficient to deter the really determined criminal fraternity. Big money changes hands during this obnoxious practice, so it is necessary to increase the penalties to assist in preventing unnecessary cruelty to hares and to reimburse the police for the trouble involved in catching and prosecuting the perpetrators. The noble Lord, Lord Carrington, has spoken from personal experience of the effects of intimidation from those participating in hare coursing.
I fully support the measures in Amendment 124, in particular those listed under proposed new Section 4B(6), which gives the list of the disqualification orders, from owning a dog right down to arranging the transportation of dogs. It is entirely appropriate that those subject to disqualification orders should pay for the costs of keeping animals that have been seized and the cost of applying to have their disqualification lifted, whether it is successful or not.
Section 5 of the Hunting Act, which bans hare-coursing events, is rarely used, mainly because of the very tight definition of what constitutes an event. Now is the time to change the way hare coursing is prosecuted to ensure that successful prosecutions can take place. The seizure of both dogs and vehicles is important to ensure that criminals are not able to carry on regardless in another venue.
Hare coursing has devastating effects on farming families. It is classified as poaching, and these amendments apply to all forms of poaching in terms of seizure and confiscation.
The right reverend Prelate has already referred to the NFU’s rural crime survey and I will not repeat those figures. But nearly half of all farming businesses have been targeted by these organised criminal gangs. The right reverend Prelate also set out the threats that farmers have to suffer. It is time to put a stop to this practice and to the high-stakes gambling that profits from this cruel and abhorrent practice.
I welcome the reimbursement of kennelling costs to the police, who have the task of seizing the dogs involved. This is long overdue. As autumn is the current season for hare coursing, which takes no account of dependent, vulnerable young, now is the time for this change in the law to be implemented without delay.

Lords ChamberMy Lords, I am sorry that my noble and learned friend Lord Mackay of Clashfern is not able to join us just now. I hoped that he would elucidate the picture with regard to case law on this. The noble Lord, Lord Teverson, mentioned a case, but there are other cases, going back to 1803, that clearly establish that, if fish belong to anybody, they belong to the King’s subjects. That is well established. The noble Lord, Lord Teverson, is perhaps taking a slightly Napoleonic view of the situation, rather than the common-law and case law approach that is usual in this country.
I want to pick up a point that my noble friend Lady McIntosh of Pickering raised: the question of the “quotas” in proposed new subsection (2). What quotas is the noble Lord, Lord Teverson, talking about? The overall quota is set by the UK Government, but quotas are a devolved matter as well. I think that the noble Lord is in grave danger of complicating the Bill and treading hard on the toes of the devolved Governments. This is something that we have to be extremely careful not to allow in this Bill, which has been carefully crafted to achieve a balance between what the UK Government are able to do and what the devolved Governments rightly should do. I do not think that this amendment helps that situation in any way at all.
My Lords, my noble friend Lord Teverson has set out the reasons for this amendment, which we debated in Committee. Fish are a resource that is not owned by any one region, corporate body or individual. Unlike farm animals, which can be corralled and shepherded into barns, pens or open fields, fish are free-swimming. The oceans and shores around the UK have no physical barriers. It therefore follows that fish in our waters are a UK-wide resource.
The noble Lord, Lord Hain, said that 1% of the UK economy is dependent on fishing. But the UK is totally encircled by the seas, so fishing is extremely important. I agree that the Brexit deal is vital to how we move forward. The Fisheries Bill is a golden opportunity to set exacting principles on just how the fishing rights around our shores are managed to best maintain, and at the same time increase, fish stocks, with sustainability at the heart of the Bill.
The UK exclusive economic zone is a resource owned by the UK on behalf of its citizens, and must be preserved as such, whether they are in the devolved Administrations or not. No one should be allowed to claim that fishing rights in any particular area belong just to them. This is a national resource, and it must remain so. It is vital that fish stocks are protected and increased. This can happen only if the fish are not seen to be the property of any one individual private organisation or corporate body.
I note the comments of noble Lords about what they see as the complication of the issues in this amendment, and I look forward to what the Minister has to say. But this is an extremely important principle, which we feel should be included in the Bill.

These are two interesting amendments, but a lot of this is already covered under existing legislation. The noble Baroness, Lady Jones of Whitchurch, wants to put climate change at the heart of the Bill, but we now have environmental sustainability as its prime objective and everything else is secondary to it. Climate change is surely already taken care of under the national adaptation programme, published in 2018, which sets out what is needed for the next five years. I am sure that this will need to be ramped up as the effects of climate change become clearer.
My noble friend Lady McIntosh of Pickering referred to fish moving north. Species will move further north into colder waters, undoubtedly, and that could well put huge pressure on the fisheries to the north of Caithness and around Orkney and Shetland. There will be a huge demand from the EU fishing fleet to get into those waters in a way that they have not to date. I ask the same question as her: is the Minister cognisant of this? It will affect how quotas are distributed within the UK and, at a lower stage, how the devolved Administrations deal with it.
In principle, I agree that climate change will have a huge effect. The fishing fleet is not a very big contributor to climate change. Only 10% of domestic shipping CO2 emissions come from our fishing fleet; nevertheless, it is an important area. However, while perhaps the principle of the amendment is right, I think that its inclusion in the Bill at the moment would be otiose.
My Lords, I have listened carefully to the debate and to the contributions from the noble Baroness, Lady Jones of Whitchurch, and the noble Lord, Lord Krebs. Climate change is upon us. Sea temperatures and sea levels are rising, and this is having a dramatic effect on our landscapes and on the fish in our seas. Some fish are moving to colder water; other are moving with the warmer water. Many of the changes in water temperatures and flows will have damaging effects on some species, especially on their spawning grounds. The noble Baroness, Lady McIntosh, spoke about fish moving with colder water.
Mitigating climate change can be fulfilled partially through carbon sequestration, as the noble Baroness, Lady Jones of Whitchurch, laid out. The 2050 target set in the Climate Change Act 2008 is 30 years away, but it is no good waiting until we are five years from that date to decide that catastrophe is upon us and that the nation needs to do something. It is far better to begin the process now. As the noble Lord, Lord Krebs, trailed, the Committee on Climate Change will publish its report on Thursday, and it will not be an uplifting read. Setting an interim emissions target for 2030 is essential. Only by setting interim targets and seeing how progress is made towards them can we effectively calculate whether the 2050 target is achievable at the current rate of improvement—if there is any—or whether much more drastic action is needed.
Climate change is not something that is happening elsewhere; it is happening all around us. Every country in the world is affected. Snow is melting in Siberia, as the noble Lord, Lord Mann, said in the debate on an earlier amendment, and this is uncovering mammoth remains. Antarctica is losing vast icebergs and ice shelves. The sea is rising at an alarming rate, affecting the breeding and feeding of many aquatic animals and species. It is unwise for Parliament and the Government to see all three Defra Bills in isolation. They should be seen as a holistic package, with the Environment Bill being especially important. Through the Fisheries Bill we have an opportunity to ensure that the fishing industry plays its part in slowing climate change. We must set an interim emissions target for 2030. I fully support these two amendments.

Lords ChamberMy Lords, I rise to support what my noble friend Lord Lansley has said. I recall the words well that the noble Lord, Lord Teverson, said at Second Reading: the more you know about fisheries, the less you actually know. It is much more complicated than one originally thinks. This amendment is an example of something that is practically simple, but would be very difficult if it ever got on to the face of the Bill, because—my noble friend is absolutely right—it does infringe on the Scottish Government’s right to allocate quotas, and it is one of many amendments before us that cannot be accepted because it infringes on the Scottish Government’s devolution ability. It would be quite wrong for us in this Chamber—or indeed the other Chamber—to legislate on it.
My Lords, I added my name to this amendment, and fully support the contribution made by my noble friend Lord Teverson. There are a number of amendments to the Bill which refer to the fact that fish are not static. They move with the seas, towards their spawning grounds, and according to the temperature of the water and other conditions. The fish are not owned by any individual person, organisation or fishing fleet. They know nothing of quotas or public authorities. It is therefore right that marine stocks should belong to the nation as a whole.
As has been referred to, no doubt the Scottish Fishermen’s Federation and the Scottish Government might have a different view, being very keen on fish being a devolved matter. I do not subscribe to that view. As the amendment makes very clear, we believe that marine stocks within the UK exclusive economic zone are a national resource, whether they are swimming around Scotland, Ireland, Wales, the coast of Northumberland or Cornwall. This should be declared on the face of the Bill. My colleague has laid out the arguments cogently, and I look forward to the Minister’s response.
My Lords, I support the point made by the noble Baroness about stunning animals before slaughter, but perhaps I may ask my noble friend a different question. I understand that the vast majority of vets at slaughterhouses are from the EU. Is she confident that we will have enough vets to protect animal welfare to the highest standards once we leave the EU?
My Lords, I thank the Minister for her introduction and for her time in producing a briefing. This SI is a tidying-up exercise and, as the noble Lord, Lord Rooker, said, many aspects have been missed out in previous SIs. This SI covers the certificate of competence which those working in slaughterhouses will need in order to continue to be employed. The certificate is awarded after training has been completed. However, due to existing regulations, those working in Northern Ireland will not need any additional training, but they will need to register as an EU slaughterer. The FSA issues the certificates to work.
Defra expects around two applications per year to be affected by the changes, saving each applicant approximately £225 for additional training or examination which would otherwise be required. The department says that both Scotland and Wales are making similar changes to ensure consistency across the UK.
UK workers can work in Northern Ireland and in the Republic of Ireland, so the movement of animals across the border will not be affected—not that this SI deals with the movement of animals. It is only about what occurs within the confines of the abattoir and about the welfare of the animal at the point of killing, as other noble Lords referenced. This is a very important point.
As the Minister said at the briefing, most of those who receive training at an abattoir tend to remain and work in that location for some considerable time and do not move around. I shall be very interested in the answer she gives to the noble Earl, Lord Caithness, about whether we have enough qualified people working in abattoirs to meet our needs.
This instrument is needed to ensure that the UK meets its obligations under the UK-Ireland common travel area, which provides for the right of Irish citizens to work in the UK and have professional qualifications recognised. For me—but probably not for others—it is non-controversial, and I am happy to support it.
