I shall take some of those points in turn. First, the Prime Minister have been very clear that the appointment of Peter Mandelson was a mistake, and he has apologised to Members of the other place and Members of your Lordships’ House but, most importantly, to the victims of Epstein. With regard to the publication, there has never been a larger amount of material released in relation to a humble Address. Last week, we released the second tranche of 1,500 pages, of which I read every one. Over three volumes, 337 documents were passed to the ISC. If there had been any idea of a cover-up, I think certain messages would never have seen the light of day. Instead, they have ensured that the tabloids have had something to write about, if nobody else.

Have the rules now been changed where an official mobile phone is supposedly stolen? Does that have to be reported? What is the process now?

My Lords, it is exactly the same as it was then and the process was reported to the police, as the police have confirmed for both the stolen devices.

Yes, there is no room for questioning British sovereignty with regard to the Falkland Islands.

My Lords, the European Union appears to be interested in joining CPTPP, which is something the United Kingdom has already done. Will the Government ensure that we use any leverage in that negotiation to ensure that the kind of problem we are discussing today is resolved?

The noble Lord raises an interesting point, and I will make sure that the negotiators are aware of it.

I have been very clear to HS2 and to our contractors that I expect them to work with small and emerging British companies, to develop apprenticeship programmes and to do the right thing by all our futures. That is an essential part of the project, which is an investment not just in our infrastructure but in our skills base. That skills base resides not just within the apprentices who will be working on the project, but in the small businesses that supply it. I want those small businesses to come from every part of the United Kingdom.

The Secretary of State has talked a great deal about my great city of Stoke-on-Trent, but he said in his statement that the service pattern “could” support an HS2 service to my city. Can he guarantee that we will retain our two fast trains to London per hour, as well as any potential classic-compatible trains?

Let me be very clear—indeed, my hon. Friend the Member for Stoke-on-Trent South (Jack Brereton) has already been lobbying me hard on this—that Stoke-on-Trent will be served by HS2 services and will see additional services connecting to other parts of the region as a result of the development. I see the future of the train service in Stoke-on-Trent as very bright. People in that great city will have access to more services as a result of the investment.

I will ensure that the Health Secretary is aware of the concerns that have been raised. It is clearly important for us to protect individual data, as it always has been, but I will ask Ministers to give a proper response to both the hon. Gentleman and the hon. Member for Walsall South (Valerie Vaz).

Several constituents have contacted me in the last month about ridiculous delays in assessments for employment and support allowance. Some have been waiting not for the 13 weeks for which they should be waiting, but for as long as eight or even 11 months. Given the importance of the issue to the lives of my constituents and their ability to feed themselves, may we have a debate in Government time about how long the process is taking and what is going wrong with the Department involved?

Fortunately, the Secretary of State for Work and Pensions will be here on Monday for oral questions. I will alert him in advance, and if the hon. Lady wants to raise the issue in the House again, I will ask him to provide her with a proper response.

That is a customary example of the way in which my hon. Friend has campaigned on behalf of his constituents since his election earlier this year, and I commend him for that. He makes an important point. Work is ongoing to try to make our planning system as effective and efficient as possible. Those concerns will undoubtedly be noted, as the Minister for Housing and Planning is sitting beside me on the Front Bench, and I am sure that it will be given due consideration.

While we leave this place to celebrate the holidays, we must spare a thought for the hundreds of thousands of children who qualify for free school meals and who, from next week, will not have their main hot meal each day. May we have an urgent debate in Government time to discuss the impact on their lives, their health and their long-term aspirations?

The hon. Lady makes an important point. I am proud that since we took power in 2010 there has been a fall of nearly 700,000 in the number of workless households. Of course, the best way we have available to us to ease poverty and to help children is to get their families working and moving up the income scale, and that is a priority for us.

That is a very good idea. Perhaps we could suggest it to the Backbench Business Committee. The national lottery is a great Conservative achievement from 21 years ago, and perhaps we could use a debate to celebrate a great Conservative achievement today. Finally we have a Government who are really determined to drive up economic activity in the north, compared with the last Labour Government, under whom the proportion of manufacturing industry in our economy fell by half and the north bore a disproportionate brunt of it.

In this age of austerity, I am sure the Leader of the House is as astonished as I am that my local authority, Stoke-on-Trent City Council, which is run by a City Independents and Conservative coalition, has reportedly just spent £500,000 on getting rid of its chief executive. May we have, as a matter of urgency, a debate in Government time on golden parachutes in the public sector?

Every local council is accountable to its local electors for the decisions it takes. None of us would ever wish to see local authorities spending money unnecessarily, but, of course, I have no idea about the nature of the contract and the circumstances behind that pay-off, so it would be wrong of me to comment on it.

The Secretary of State will be here for Education Question Time. We start the timetable for daily oral questions next week, and a few days after that there will be an opportunity to put that question to her. I am proud of the progress we have made in our education system over the past five years. Standards are rising and young people from all backgrounds have a better start in life and better chances. This country is rising up the international education league tables, and I want that progress to continue in this Parliament.

In Stoke-on-Trent North and Kidsgrove and across the country there have been alarming reports of children returning to school malnourished. I would be grateful if in Government time we had a debate to discuss this urgent situation in my constituency and across the country.

I welcome the hon. Lady to the House. She makes an important point. We recognise that there are still some deep-rooted social problems in our communities. That is why we established the troubled families programme and why we will do everything we can to improve the situation in those families. It is a central part of what the Government have worked on and will continue to work on. The best way of ensuring that all families in all parts of the United Kingdom have the chance to prosper is by getting more people into work and getting our economy growing so that everyone shares in that prosperity.
