As we have discussed today, there is a desperate need for increased humanitarian support for Gaza. We—especially in the MOD—are working alongside partners and international organisations to enable the Cypriot maritime aid corridor initiative.

On the contrary, we have been hugely active. We have had 11 airdrops delivering more than 110 tonnes of humanitarian aid to Gaza, and that is in concert with our friends in Jordan. We commend the magnificent men and women of the Royal Air Force, who have been instrumental in delivering that much-needed aid.

I echo the commendation that the Minister has just given our air service personnel. However, no one can be unmoved by the humanitarian crisis in Gaza, with scenes of children dying of hunger—it is utterly intolerable. I welcome the Government’s efforts to deploy UK aid flights and airdrops into Gaza, but the mounting scale of this disaster is showing that that is simply not enough. Can the Minister explain what the Government are doing to increase the number of UK aid shipments and access to Ashdod port?

We are seeking to ensure an increased flow not just through the air but by road and sea, which is why we have been instrumental in the setting up of the humanitarian pier. We commend and thank the captain and crew of the RFA Cardigan Bay, which is providing life support for those involved in the pier’s delivery. We hope that this is the first of a sequence of increased deliveries via all three routes.

The Government’s approach is one of robust pragmatism, but we would always keep that under review and pay a great deal of attention to the actions of our allies.

I refer the House to my entry in the Register of Members’ Financial Interests. I am really struggling with the Minister’s thinking on this. On one hand he says that what is happening in Xinjiang is abhorrent, illegal under international law and a crime against humanity, but on the other hand he is facilitating meetings with the governor of that province. That is not a sustainable position, and it certainly does not hold China to account. When will the Government get a grip on this issue, finally and definitely stand up for human rights and against crimes against humanity, and tell China that this is not acceptable and the governor of Xinjiang is not welcome here?

That is a very good question. Those discussions are under way. My right hon. Friend the Defence Secretary visited both countries very recently to initiate those discussions. We have a heritage of quite active training and joint working in Scandinavia, particularly with regard to Norway. I will not speculate or pre-empt any announcement, but I think we will have a very significant schedule of work coming down the line.

As we rightly focus on what is happening in Ukraine, Moldova rightly fears Russian advances along the southern coast of Ukraine, with a possible view to Russia annexing Transnistria in the same way as it annexed Crimea. Given that, what discussions is the Minister having with both Moldovan counterparts and NATO allies to ensure we are ready for that eventuality? How, given that we are likely to be in this for a very, very long time, is he building that coalition so it is stable going forward and we do not do what I suspect Putin wants us to do in the west—to blink, get bored and wander off? We cannot allow that to happen.

We will not allow that to happen. We are increasing our enhanced forward presence, which is very significant. We will be committing a company group into Bulgaria, in addition to our long-standing commitment to Estonia. Other allies will be positioning enhanced forward battalions in other eastern European countries, so collectively, as an alliance, we will be putting our money where our mouth is. That is really important.

At the last Defence questions, I got what I hoped was an encouraging answer on behalf of the nuclear test veterans for what will be the 70th anniversary of the first nuclear tests. Will the Minister update us on where we are in recognising those veterans and their families for their sacrifice?

We are determined to ensure a gold standard when it comes to communicating the availability of support and opportunity for veterans. That is why we have invested £500,000 in this financial year alone to help deliver the Veterans’ Gateway service, which is an online portal for all veterans’ welfare needs. The Office for Veterans’ Affairs continues to promote all services and opportunities available to veterans.

I agree entirely, and we must put on record our thanks to all those involved in the two decades of operational activity in Afghanistan. I thank my hon. Friend for the support she is giving to veterans in her constituency. We are putting an additional £5 million into armed forces charities, bringing that support to more than £25 million this year, and an additional £2.7 million into Operation Courage, bringing that total support to £20 million this year.[Official Report, 19 October 2021, Vol. 701, c. 3MC.] But this is about more than just money; it is about ensuring that veterans themselves are at the heart of that care, and in Op Courage, as peer support workers, they certainly are.

It is about more than just money, as the Minister has just said, and that support is absolutely crucial for veterans all the time, but particularly at this moment as we come out of the pandemic. Research by the charity SSAFA has found that 77% of the veterans it works with felt that they were not fully prepared for civilian life. This is clearly an area in which we need to do more work, so can he set out precisely what the Ministry of Defence is doing in working with charities such as SSAFA to prepare veterans for civilian life?

The hon. Gentleman is absolutely right to say that the transition is critical, and we want to see a through-career preparation for leaving the armed forces. That is something that we are resolutely focused on in our veterans strategy, which I will be publishing later this year.

I can confirm that, and I am pleased to do so. The provision is first class. However, we are also after a change in culture, so that those who have served know that it is the soldierly thing to do to ask for help.

The Minister must know that 79% of charities believe that the responsibility to support veterans should lie more with the Government and the armed forces themselves. Will he commit to looking in detail at Labour’s proposed duty of care amendment to the Armed Forces Bill, which aims to do precisely that?

I actually commend the long and noble tradition that we have of armed forces charities assisting the Government in their response to supporting veterans, and I am pleased that our support to them this year will top out at more than £20 million.

I am grateful for the hon. Gentleman’s question. I am content—I have seen it for myself—that the DWP is now very much veteran-aware. I have been very impressed with its veteran-friendly approach; 10 days ago, I saw an armed forces champion in a DWP Jobcentre Plus office. Government’s joined-up response in ensuring that every Department makes itself aware of veterans is already bearing fruit.

What steps he is taking to help improve provision of mental health services for members of the armed forces.

The Ministry of Defence is determined to provide the best possible mental health support and care for members of the armed forces. We have introduced a 24-hour mental health helpline for service personnel and families in tandem with Combat Stress. We have also introduced HeadFIT, a training website for mental health, and, from September, all serving personnel will receive a mandatory annual briefing on mental health awareness. All of this must be underlined by a cultural shift in which it is okay to say that you are not okay.

I am grateful to the Minister for that answer and for the work that has been done, but he must also know that Government targets on mental healthcare have been missed for veterans across all services in England, including a wait of 37 days for face-to-face appointments through the transition, intervention and liaison service against a target of just 14. Will he now commit to reviewing these services to ensure that our serving personnel and veterans absolutely get the best standards of care, which they need and deserve?

We are committed to ensuring that veterans and service personnel receive a gold standard of care. I was with Op Courage clinicians last week and I was pleased to learn that wait times for those seeking high intensity treatment for high intensity and complex problems have decreased. I was also very encouraged to learn that veterans themselves are part of the mental health support in the form of peer support workers. We will always have more to do, but good progress is being made.
