The recent Climate Change Committee’s progress report concludes that the UK Government’s net zero strategy contains warm words but little tangible progress, and that it will not be fully credible until the Government develop contingency plans such as encouraging reduced consumer demand for high carbon activities. It also recommends carrying out a net zero tax review to see how that might best support the transition by correcting the distortions that often penalise low-carbon technologies. Do the Government intend to take action on these specific recommendations, and what will the President do to ensure that the next Prime Minister and Chancellor urgently act on all the Committee’s recommendations?

Obviously, the Government are looking at a response to this. Let me make a general point, which is that I believe the current Prime Minister has shown leadership on this issue. These policies work if there is leadership right from the top, so I will certainly want to see from any future Prime Minister a laser-like focus on ensuring that we are delivering on our policies on net zero emissions but at the same time pushing forward on more jobs, more growth and more inward investment, which we have seen coming in.

The COP26 President will be aware of concerns raised about aspects of biomass, so how does he intend to ensure that carbon emissions from this sector and businesses such as wood-burning power stations are reflected in the reformed UK emissions trading system? How does he think the COP commitment to protect the world’s forests aligns with existing UK Government policies for burning imported wood and the considerable UK Government subsidies given to this industry?

There are quite a lot of questions there in one. We have a very clear commitment, not only in our legal framework but in the net zero strategy, which sets out how we will decarbonise through different sectors of the economy. The hon. Member mentioned forests, and she will know that at COP26 over 140 countries representing more than 90% of forests made a commitment to reverse deforestation by 2030. I have just returned from Stockholm, where I and other UK Ministers held a meeting to discuss how we can push forward those commitments. They are not just written down; we are actually seeing progress.

Facebook promoted ads containing outright climate falsehoods and scepticism during COP26, and it is reported that fossil fuel companies and lobbying groups spent an estimated $574,000 on Facebook ads during the summit, resulting in more than 22 million impressions. Many of these ads were directly aimed at undermining efforts to achieve climate progress. Does the COP26 President agree that the best way such businesses can help in the fight against climate change is to put the planet before their profits and come down hard on the climate naysayers? What action has he been taking to address that?

At COP26, probably for the first time at a COP, we saw the business community coming together in force to make commitments on tackling climate change. The business community is, of course, determined to deliver on these commitments. I will happily write to the hon. Lady separately on the specific issue she raises.

I note the point the hon. Gentleman makes. He will know that the UK already funds internationally relevant activities relating to loss and damage, including humanitarian and disaster response support. With regard to the Glasgow dialogue, that will be a consensus-driven process. Ultimately, all parties will have to reach a collective decision on the outcome and results of that dialogue. What we want to ensure is progress during this year.

The IPCC’s latest report, as my hon. Friend the Member for Cumbernauld, Kilsyth and Kirkintilloch East (Stuart C. McDonald) mentioned, acknowledged loss and damage, and warned that it is most concentrated among the poorest, most vulnerable populations. The loss and damage mechanism was established at COP19 back in 2013, and recognised in Paris in 2015; its details, however, are still to be finalised. The Scottish Government stepped up to the plate in Glasgow on that issue, followed by private enterprises and others, such as Wallonia. It will clearly be the subject of even more international attention at COP27. As COP President, what pressure is he putting on his own Government to follow the Scottish Government’s lead?

As I said in response to an earlier question, the UK is already funding activities internationally that are relevant to tackling loss and damage. The hon. Member knows that we are doubling our international climate finance commitment. My role is to broker consensus among almost 200 parties. That is why we are beginning to ensure that by the time we get to Sharm el-Sheikh we have made some progress on the discussion on loss and damage, but I hear what she is saying.

Our young people have led the fight for tougher climate change pledges, so the world at least does not breach 1.5° of warming. To support their activism, Scotland recently hosted the UN Climate Change Conference of Youth ahead of COP26, has unveiled almost £1 million for a programme for young people in the climate conference and legacy activities, and has signed up to the UNICEF declaration on children, youth and climate change, along with countries such as Norway, the Netherlands and Peru. The UK Government have not signed up to that declaration. Will they, and when?

I certainly agree with the hon. Lady that we absolutely need to ensure that the voices of young people are heard loud and clear—and indeed they were at COP26, both in terms of civil society and youth groups. For the first time ever, leading into that COP, we set up a civil society youth advisory group that helped us plan for the conference and identify the issues to take forward. We will continue to engage with young people in civil society during our presidency year.

We have previously had discussions at the Dispatch Box on both Cambo and Cumbria, and the right hon. Gentleman will know that they are being looked at by independent regulators and that pronouncements will be coming forward. We have significantly reduced the amount of coal in our electricity mix. Indeed, there will be no more coal in the UK electricity mix from 2024.

I commend the COP26 President and his team for all their hard work at COP26, but one issue missing from the Prime Minister’s ambition for the conference was fossil fuels generally. It is clear that we need action to tackle the use of fossil fuels globally, but in a way that supports a just transition for workers. Does the COP26 President agree that not having a concrete commitment from COP for a global just transition from fossil fuels is a disappointment, and that following the Scottish Government’s example in delivering a just transition and opposing further oil exploration would set a strong example for the next COP?

We do support a just transition; in fact, the $8.5 billion deal agreed with South Africa will enable decarbonisation and a just transition in that country. We also now have 34 countries and five public finance institutions supporting a UK-led initiative to end international public support for the unabated fossil fuel energy sector by the end of 2022.

The hon. Lady raises an incredibly important point. I have a regular dialogue with representatives of the small island developing states. I have been clear that one thing we want to do through this presidency is champion them and the developing countries that are at the frontline of climate change.

It is good to hear that the COP President is interested in the challenges of those developing countries. Climate change’s most severe impacts fall heaviest on those developing countries that had least to do with causing it, and many consequences of climate change are already locked in, regardless of mitigation efforts. Given that, it is vital that COP26 includes an agreement on loss and damage compensation. Are the Government aiming for an equitable loss and damage agreement that compensates developing nations and recognises the disproportionate role of developed nations in causing that loss and damage?

Loss and damage is an issue that Ministers have debated at both the London ministerial meeting that I hosted and the pre-COP in Milan. Clearly, what comes forward at COP will be a consensus agreement, but I can tell the hon. Lady that we are determined to make sure that the Santiago Network is operationalised, and of course we will see that further discussions take place on this issue.

There is a concerted effort across the whole of Government to ensure that we press other countries to come forward with ambition. We are, of course, seen around the world as a leader on climate action, in terms of both the actions we have taken and the commitments we have made. The Prime Minister has regular dialogue with world leaders, as do the Chancellor and the Foreign Secretary with their counterparts.

Current carbon budgets will see the world miss the 1.5°C target, with all the disastrous consequences that will have. The UK’s portion of that carbon budget is up to 3 billion tonnes of CO2 higher than is proportional to its population. France put in the effort for global improvement in the Paris agreement, but we have seen nothing comparable from the UK Government. When will we see that change? What conversations is the right hon. Gentleman having with his Cabinet colleagues about the immediate actions their Departments should be taking to reduce the UK’s carbon contribution?

I have always been clear, and I reiterated in a speech I gave in Glasgow with six months to go to COP, that we want this to be a physical event. That is the basis on which we are planning, and we are ensuring that we are exploring all measures to ensure this is covid- secure—safe for the people of Glasgow and, of course, safe for participants as well.

The recent G7 agreement on an international minimum corporation tax shows the significant progress that can be made at such forums. What can the President-designate tell us about the environmental Marshall plan the Prime Minister reportedly intends pursuing at the G7, and how will that impact on the discussions he is currently having with other countries in his capacity as COP President?

Matters related to what G7 leaders are discussing will of course come forward in the communiqué at the end of that process, and that is up to the Prime Minister and his fellow leaders. What I can tell the hon. Member is that we had a successful Climate and Environment Ministers meeting of the G7, which I co-chaired together with the Secretary of State for Environment, Food and Rural Affairs. In that meeting, we made commitments on overwhelmingly decarbonising power systems in the 2030s in the G7 countries, but also commitments on phasing out fossil fuel support overseas.

I will ensure that the hon. Lady’s specific point is taken up with my right hon. Friend the Transport Secretary. She will know that, last month, the Transport Secretary launched a multimillion-pound scheme to enable local authorities to roll out zero-emission buses. This funding will deliver 500 zero-emission buses, supporting the Government’s wider commitment to introduce 4,000 such vehicles.

There is no joined-up thinking on any issue with this Government, but we would all have hoped for some cross-Department thinking on this issue at least. We are, as usual, disappointed, with even the green homes grant gone after just a few months—so much for building back better.

There is increasing concern voiced internationally, too, about the UK Government’s lack of progress domestically on environmental commitments. Will the right hon. Gentleman show some real leadership and commit today to start seriously lobbying his Government colleagues to join up the dots and start delivering, so that we can look forward to environmentally sound investment, renewed support for a comprehensive charging framework for electric vehicles, real investment in hydrogen technology and marine energy, support for housing improvements and so on? Will he do that, or is he happy to leave us all embarrassed to be hosting COP26 while the UK seems to be striding off in the opposite direction?

I say to the hon. Lady that the role of the COP presidency is to ensure that we are working with all 197 parties to ensure that we are making progress on keeping the 1.5° C limit within reach. The UK, like any other country, needs to see what more we can do. I hope that she will acknowledge that we are seen as a leader in the world and that, since 2010, we have decarbonised our economy faster than any other G20 nation.

I pay tribute to my hon. Friend’s excellent work in supporting green jobs in her constituency. Of course, as host of the G7 and COP26, we want to showcase innovative British green businesses, such as those housed by the Menai science park in her constituency. I am delighted that the science Minister is opening her innovation jobs fair, and I know they will work closely together to ensure it is a success.

In those discussions with interested parties, did they ask why the UK’s objectives are so vague and so unambitious? Did they point out that the UK Government have missed a slew of targets on the climate change emergency and that there appears to be little to no effort being made to catch up? How can the UK Government pretend to any world leadership on this issue when they show such a marked reluctance to act at all?

I respectfully suggest to the hon. Lady that she look at the record of this Government in cutting emissions. We were the first major economy in the world to legislate for net zero and, of course, I hope she is pleased not just with the 10-point plan but with the very ambitious, nationally determined contribution that the Prime Minister set out last year.
