I entirely agree with my hon. Friend. One reason why it will be possible for more money to go into small shopping centres is the excellent campaign that my hon. Friend has successfully won, after a four-year struggle, for the Visteon pensioners. The whole House is grateful to him for the work that he has done there. We estimate that within South Basildon and East Thurrock, something in the region of 1,500 businesses will benefit from this support. It is a very welcome boost, and I am glad that my hon. Friend is making the point.

I am not sure how similar Wirral is to Basildon and Enfield, but I bet that our small businesses have all suffered similarly over the past three years. Will the Secretary of State therefore go further and properly tackle the burden of business rates, as Labour would?

I am very grateful to the hon. Lady for giving me the opportunity to say this. Labour’s policy has been described as robbing Peter to pay Paul. It has been attacked by the Institute of Directors, which says that the main corporation tax rate is paid by medium-sized businesses. As the hon. Lady is concerned about SMEs, she should not forget that the “M” stands for medium-sized businesses. The institute says that it is a dangerous move for Labour to risk our business-friendly environment in such a way.

My hon. Friend makes a very reasonable point. Derbyshire has benefited from £600,000 of empty homes funding, and I am sure that that will make quite a difference to her constituency. The substantive point is that this not only gets housing back into stock but means that streets and communities are not blighted. It is a win-win for just about everybody.

But what about the 300 empty homes in Wirral since the advent of the bedroom tax, including a block in my constituency that now looks set to be demolished without any plan for a replacement? This threatens dereliction in parts of Wirral. Is the bedroom tax not causing empty homes and risking antisocial behaviour, and is it not a false economy, never mind bringing empty homes back into use?

The hon. Lady exaggerates. The spare room subsidy is a reasonable and effective way we can ensure housing for people who need it where there is a shortage of housing. It is absolute nonsense for Labour Members to complain about empty homes: on their watch, we lost 420,000 houses in this country, and that is a disgrace.

The ferocity of the Chancellor’s cuts to Wirral council now looks clear, with significant job losses on the horizon. If this was our car factory closing, I would be standing here asking the Government to help, but these are the Government’s own cuts, trained on Wirral. So what can the Secretary of State do to help us?

The hon. Lady needs to understand that these cuts have been brought about by the failure of the last Labour Government, by the level of their deficit and by their inattention to the economy. We protected all local authorities last year—we protected them in terms of the income they received—and all the predictions by Opposition Members proved to be just hot air.

My hon. Friend is absolutely correct about abolishing Labour’s plans for bin taxes, which would have hammered hard-working families. They were also ridiculous because they would have led to an increase in fly-tipping. The Keep Britain Tidy group has remarked that people would simply have dumped their garbage illegally in a bid to avoid the taxes. It seemed to me to be utterly unreasonable to pit neighbour against neighbour.

Wirral council’s ability to manage refuse collection is severely hampered by the financial settlement it has received. Will the Secretary of State or Ministers meet a Wirral delegation to discuss funding for local services, including refuse collections, in Wirral?

It is always a delight to meet people from Wirral, and if the council there—or, indeed, the hon. Lady—would like to meet me or some of my hon. Friends, we would mark it eagerly in our calendars.
