Question to the Department for Levelling Up, Housing & Communities:

To ask the Secretary of State for Levelling Up, Housing and Communities, if he will make an assessment of the potential merits of increasing regulatory scrutiny of private parking companies.

The Government is aware of concerns regarding the practices of some private parking operators. Following the introduction of the Parking (Code of Practice) Act 2019, the Government is taking action to improve the regulation of the private parking industry.

To ask the Secretary of State for Levelling Up, Housing and Communities, with reference to the Parking (Code of Practice) Act 2019, when he plans to issue a new code of practice.

The Government is taking action to improve the regulation of the private parking industry.

We have recently concluded a call for evidence, and intend to publish an impact assessment and consultation on parking charge and debt recovery limits in the near future.

We are working alongside all relevant stakeholders including industry bodies and consumer groups to implement the Code of Practice as soon as possible.

To ask the Secretary of State for Levelling Up, Housing and Communities, with reference to the Answer of 20 October 2023 to Question 202904 on Parking: Private Sector, what his planned timetable is for publishing the Parking (Code of Practice) Act 2019 impact assessment.

The Government, following the introduction of the Parking (Code of Practice) Act 2019, is taking action to improve the regulation of the private parking industry.

Currently the Government is developing a new code of practice which will set out straightforward rules that private parking companies across England, Scotland and Wales must follow.

We are currently updating our Impact Assessment following a recent call for evidence exercise. We will publish this document in due course, alongside a consultation on parking charge levels and debt recovery fees.

To ask the Secretary of State for Levelling Up, Housing and Communities, what assessment he has made of the potential merits of further regulating the fines chargeable by parking companies operating on private land.

Following the introduction of the Parking (Code of Practice) Act 2019, the Government is taking action to improve the regulation of the private parking industry and is developing a new code of practice to ensure the best possible protection for motorists and parking companies alike.

We are currently considering the impact of any changes to parking charges levels and debt recovery fees before a decision is made on the appropriate level.

In due course it is the Government’s intention to consult on these elements of the code, as such we have recently concluded a call for evidence to make sure the consultation on parking charges and debt recovery fees is as well informed as possible.

The Government is working with both industry and consumer representatives to ensure the code comes into effect as quickly as possible.
