make provision to reduce inequalities in the commissioning of health services for people with mental illness and learning disabilities; to require commissioners of health services for people with mental illness and learning disabilities to make an annual report to the Secretary of State on the equality of service provision to, and the health outcomes for, such people and of their qualitative experience of health care services; and for connected purposes.
