To ask the Secretary of State for Work and Pensions, what information his Department holds on the number of members of the public who have been seriously injured by cattle while walking on public rights of way or open access land in the last three years.

Over the period 2020/21-2022/23, eight members of the public were killed in agriculture, forestry and fishing in work-related incidents involving cattle while walking on public rights of way or open access land. This information has been published on the Health and Safety Executive (HSE) website Fatal injuries in agriculture, forestry and fishing in Great Britain 2022/23 (hse.gov.uk)

The Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013 (RIDDOR) provide the national reporting framework for accident reporting and place a duty on responsible persons (usually employers, certain self-employed persons, and those in control of work premises) to report certain cases of injury, diseases and specified dangerous occurrences to the relevant Enforcing Authority.

Incidents involving livestock and members of the public are reportable under RIDDOR where they result in either a fatality or a member of public attending hospital, directly from site, for treatment in respect of any injuries sustained. Many serious incidents are not reported so HSE does not have verified data on major injuries sustained by members of the public involving cattle. However, some analysis was done in 2020/21 for the Agriculture Industry Advisory Committee and this suggested that 26 members of the public sustained non-fatal injuries from cattle whilst walking on public rights of way or open access land.

The safety and health of people at work in agriculture and members of the public who are affected by agricultural activities is a concern to HSE and the industry. HSE has a long-term strategy to drive up industry ownership of the challenge and influence farmer behaviour to comply with long standing legal requirements. Since 2018, HSE has delivered an annual programme of free training to farmers in advance of targeted proactive inspection. These targeted inspections specifically check if farmers are complying with the law in relation to management of risks from workplace vehicles, cattle (including the management of cattle in fields with public rights of ways) and falls.

Earlier this year HSE has launched its 2024 Agricultural Campaign Work Right Agriculture - Work Right to keep Britain safe which includes a clear focus on management of livestock in a bid to improve safety on Britain’s farms. HSE is committed to supporting farmers to work safely with livestock.

HSE also produces guidance to enable farmers and landowners to manage the risk from cattle put into fields which also have public access. Guidance is available free of charge on HSE’s website:

Question to the Department for Education:

To ask the Secretary of State for Education, how much funding her Department has committed to cover the increase in employer contribution rates for Music Hubs this academic year.

The department has secured £1.25 billion to support eligible settings with the increased Teachers’ Pension Scheme employer contribution rate in the 2024/25 financial year. This includes additional funding of £9.3 million to local authorities for their centrally employed teachers, including those employed in local authority based music hubs.

The Teachers’ Pension Employer Contribution Grant 2024 will provide funding to local authorities in respect of teachers categorised as centrally employed on the schools workforce census 2023. The department expects local authority based music hub teachers to be recorded on the census.

The department has also committed to providing funding to cover the increase in employer contribution rates for existing non local authority hubs for the current academic year (until August 2024), and departmental officials are working to agree the precise amount. Further details, including funding rates and allocations, will be provided soon.

We are committed to the expansion of Automatic Enrolment in the mid-2020s. Our reforms will benefit younger workers and increase overall amounts being saved, with 3m people saving £2bn extra a year.

The Government has an ambitious programme of initiatives to support disabled people and people with health conditions, including people with arthritis and musculoskeletal conditions, to start, stay and succeed in work.

These include: the Work and Health Programme; Access to Work grants; Disability Confident; a digital information service for employers; Disability Employment Advisers and increasing Work Coach support in Jobcentres and Individual Placement and Support in Primary Care.

In the Spring Budget 2023, the government set out a package of measures to tackle the leading health-related causes keeping people out of work, including specific initiatives for people with MSK conditions. This includes introducing employment advisers within MSK services, including to support people with MSK conditions to thrive in work and scaling up MSK physical activity hubs in the Community, building on the example of delivering physical activity interventions in local leisure and community centre venues;

The Government also announced a new package of support in Autumn Statement 2023 to: double the number of places on the Universal Support employment programme; launch WorkWell in approximately 15 pilot areas to provide light touch work and health support; explore new ways of providing individuals receiving a fit note with timely access to support; and establish an expert group to advise on a framework for Occupational Health provision.

In October 2022 we published the Musculoskeletal (MSK) Health Toolkit for employers and further education institutions which encourages employers to support adolescents and young adults with MSK conditions. The Musculoskeletal health toolkit for employers was developed in partnership with Business in the Community and provides practical information for employers of all sizes to address MSK conditions in the workplace for the working age population.

The government has taken steps to increase public awareness of support available to people living with musculoskeletal (MSK) conditions such as arthritis.

For example, the Musculoskeletal health: applying All Our Health - GOV.UK (www.gov.uk) guide is a government resource to help health and care professionals prevent poor MSK health and promote wellbeing as part of their everyday practice. NHS England’s NHS England » Musculoskeletal health page also highlights the importance of MSK health and suggests resources for healthcare professionals, patients and carers to use.

In October 2022, government published the MSK Health Toolkit for employers and further education institution, developed in partnership with Business in the Community, which provides practical information for employers of all sizes to address MSK conditions in the workplace for the working age population.

There are multiple risk factors that can heighten an individual’s susceptibility to MSK conditions, including physical inactivity and being underweight, overweight or obese. The ‘Better Health’ campaigns and resources highlights the effects of weight and physical activity and supports people to make and sustain changes to improve their health. The campaign provides free, accessible and evidence-based resources including digital tools, such as NHS Weight Loss, Food Scanner, Couch to 5K and Active 10 apps.

Since announcing the MCS in January 2023, we have been working with a range of stakeholders to identify what would make the most difference in tackling the six major conditions groups, which includes MSK conditions. We expect to publish the MCS in Spring of this year. Government also announced funding for scaling up MSK Physical Activity Hubs and embedding employment advice within MSK pathways as part of £400m of funding in Spring Budget 2023 and we are working with a range of stakeholders on these projects.

Beyond this, World Arthritis Day (WAD), observed annually on 12 October, spreads awareness of the existence and impact of rheumatic and MSK disorders.

To ask His Majesty's Government what assessment they have made of the potential distress caused to spousal pension recipients by Teachers’ Pensions requiring recipients whose spouses retired before January 2007 to confirm annually that they are not living with a new partner; and what assessment they have made of how many such recipients are now living with new partners.

The beneficiaries of spouses who were members of the Teachers’ Pension Scheme (TPS) who retired before January 2007 are required to complete an annual declaration confirming that they continue to be entitled to receive a survivor’s pension from the Scheme. This process was introduced in 2016 following the identification of a number of cases where entitlement under Scheme rules had ended due to the beneficiary remarrying, entering a civil partnership or living with another person as if married or in a civil partnership. These cases resulted in some significant overpayments needing to be repaid.

The possible impact of the letter on the recipient was considered when the process was established and is subject to discussion with the Teachers’ Pension Scheme Advisory Board, however the department considers that this preventative measure is proportionate and preferable to the alternative. The scheme administrator does not collect information on how many recipients are living with new partners as it is not necessary for the administration of the scheme.

The review referred to in The Guardian on 10 February 2024 was in relation to a separate data exercise where some details of a recipient of TPS benefits match those of a recorded death. This is a standard check carried out by pension scheme administrators to reduce instances of fraud and error leading to overpayments which ultimately cost the taxpayer if they cannot be recovered.

Teachers’ Pensions matches the data of beneficiaries and members who have a pension in payment annually with deaths recorded on the death register. Where there is a sufficiently strong match, the recipient is asked to complete a declaration of ongoing entitlement. The scheme administrator does not record incorrect data about the member from this match and the pension is only suspended if a declaration is not received within 28 days. This is to minimise any potential overpayment.

The review was an internal consideration of the processes and it was concluded that they remain appropriate, but that more detailed guidance on the Teachers’ Pensions website would be helpful for those who may be affected. Updated information is currently being prepared.

The Department of Health and Social Care continue to identify menopause as a priority area in the second year of the Women’s Health Strategy, and Government more widely sees women’s health, and particularly menopause, as an essential factor when supporting the recruitment and retention of older women in the workforce.

Helen Tomlinson - Head of Talent (UK & Ireland) at The Adecco Group - was appointed to the voluntary role of Government’s Menopause Employment Champion on 6 March 2023 by the Department for Work and Pensions and is working closely with the Minister for Disabled People, Health & Work. The Menopause Champion is driving awareness of issues surrounding menopause in the workplace; encouraging employers to develop policies that create a more supportive environment to help women stay in work and progress.

On World Menopause Day (18 October 2023), Government launched the Menopause Resources Hub on the Help to Grow portal - new guidance providing businesses, large and small, with the resources they need to help educate their organisation and workers about the menopause.

The report “No Time to Step Back” summarises the work of Helen Tomlinson in the first six months after her appointment and highlights progress made by businesses during this time. The Menopause Employment Champion’s 12-month progress report “shattering the silence about the Menopause” is due to be published on International Women’s Day.
