To ask the Deputy Foreign Secretary, what support his Department is providing to the Turks and Caicos Islands in response to the security situation in Haiti.

The UK remains committed to the safety and security of the Turks and Caicos Islands (TCI) and supporting the security of TCI borders in response to worsening violence in neighbouring Haiti. The FCDO has been coordinating and funding a range of support to the TCI. This includes a package of coastal sensors overseen by the Joint Maritime Security Centre, recruiting specialist police officers, supporting the deployment of US government aircraft and procurement of other specialist equipment. Minister Rutley remains in close contact with the Governor and Premier.

To ask the Deputy Foreign Secretary, what assessment he has made of the implications for his policies of Argentina's acquisition of F-16 fighter aircraft.

Argentina's purchase of F-16 fighter jets does not change the UK Government's policies in relation to either Argentina or the Falkland Islands.
The UK is committed to upholding the Falkland Islanders' right of self-determination. As long as the Falkland Islanders wish to remain part of the UK family, there can be no discussions on sovereignty.
The UK undertakes regular assessments of possible threats so that our forces in the South Atlantic, which are entirely defensive, are maintained at the appropriate level to ensure the defence of the Falkland Islands.

The UK is committed to supporting a Haitian-led political solution to the escalating violence in the country, and commends the efforts of Caribbean partners to work towards a return to security and stability. I [Minister Rutley] attended the Caribbean Heads of Government meeting (CARICOM) in Guyana on 26 February and heard their concerns on the security situation in Haiti. The UK Government assists Haiti through our financial contributions to UN agencies and the World Bank. We are increasing support for the Turks and Caicos Islands (TCI) to secure their borders in response to worsening violence in neighbouring Haiti.

Issues relating to the islands are subject to ongoing negotiations between Mauritius and the UK.
The UK has no plans to hold a referendum regarding the future administration of the islands. The UK Government remains committed to supporting Chagossians wherever they live, including through Government-funded projects in the UK and Mauritius and the new route to British citizenship, launched in November 2022.

To ask the Secretary of State for Energy Security and Net Zero, with reference to paragraph 22 of the fifth Special Report of the Energy and Climate Change Committee of Session 2010-11 entitled UK Deepwater Drilling: Implications of the Gulf of Mexico Oil Spill: Government Response to the Committee's Second Report of Session 2010–11, HC 882, published on 22 March 2011, what recent progress the Government has made on ensuring that oil spill response equipment is designed to take full account of the harsh environment in the West of Shetland.

The response to pollution incidents from offshore hydrocarbon operations is led by Industry and their primary response contractor Oil Spill Response Limited (OSRL). Since the report was published, the Oil Spill Prevention and Response Advisory Group (OSPRAG) cap was developed and been in service since 2011. OSRL have also developed additional higher rated capping devices which have been in service since 2013. OSRL have also extended their response capability to include a base in the Shetland Islands to respond promptly to incidents West of Shetland. This base contains response equipment which has been specially selected for West of Shetland conditions.

The UK is committed to upholding the Falkland Islanders' right of self-determination. As the Foreign Secretary made clear on his recent visit to the Falkland Islands, as long as the Islanders want to remain part of the UK family, there can be no discussions on sovereignty. The UK looks forward to developing a constructive relationship with Argentina where we can agree to disagree politely on the issue of the Falkland Islands, whilst restarting mutually beneficial co-operation on areas of shared interest.

The Department for Levelling Up, Housing and Communities (DLUHC) is committed to levelling up all parts of our country. We have also recognised the unique circumstances and needs of island communities and their residents, including by establishing the Islands Forum. The Forum is a mechanism for discussing the challenges and opportunities faced by island communities, and for considering how by working together local government and the UK Government (and where relevant the devolved administrations) can support the people of islands across the UK.
The Isles of Scilly has been awarded up to £6 million to fund a museum and cultural centre on St Mary’s. In addition, the final Local Government Finance Settlement for 2024-25 makes available up to £6.8 million to the Council of the Isles of Scilly, an increase in Core Spending Power of up to £0.5 million or 8% in cash terms on 2023-24. This includes an additional £150,000 in funding in recognition of the unique circumstances facing our island authorities, and their physical separation from the mainland.
