Question to the Cabinet Office:

To ask the Minister for the Cabinet Office, what proportion of civil service staff working are paid a rate equivalent to the real living wage, broken down by Government Department.

In the majority of Government departments, at least 98% of staff earn a rate equivalent or greater than the 2021/22 Voluntary Living Wage (£11.05 if based in London, or £9.90 if based outside of London), as at 31 March 2022. In all departments the proportion is over 90%.

The table below provides total numbers of attendees, by department at Parliamentary Capability Team (PCT) training events since August 2017 (when the team was created). Training is open to all civil servants, but efforts are made to focus resources on those in roles that interact directly and indirectly with Parliament - including policy officials, and those directly supporting ministers.

Data under ‘cross-government/unspecified’ relates to attendance at events not arranged by the PCT, such as the annual Civil Service Live programme, and as part of other civil service initiatives such as the Fast Stream and Policy Profession programmes.

To ask the Secretary of State for Digital, Culture, Media and Sport, if her Department will make an assessment of the potential merits of expanding the Ofcom Code on Sports and Other Listed and Designated Events to include a broader range of Scottish football tournament finals.

The Government has no intention of further amending the list of events of national interest which are included in the Listed Events Regime.

Although the listed events regime exists to ensure that events of national significance are available to as wide an audience as possible, this must be balanced with the ability of sporting organisations to generate revenues to invest in their sports at all levels. Broadcasting rights provide essential income, which enables sports national governing bodies to invest in better facilities for spectators, improve elite performance, hire the best coaches, and keep-up with mounting competition from rival sports and tournaments.

DCMS-sponsored museums operate at arm’s length from the Government. The specifics of projects are therefore operational matters for museums to decide independently.

The Natural History Museum has not been asked by the Government to collect any samples of algal blooms in the North Sea, nor would they have the required equipment to do so.

DCMS understands that the Algaevision project is a database and virtual collection of images of freshwater and terrestrial algae collected in Britain and Ireland. The project’s aim is to digitise the current algae species already in the Natural History Museum’s algae collection. Identifying the cause of crustacean deaths is outside the scope of the museum’s work and would be better directed to one of the marine monitoring research groups within the UK, such as the Scottish Association for Marine Science.

To ask the Secretary of State for Digital, Culture, Media and Sport, whether she has had discussions with her Scottish counterpart on the Licensing Order and Control Area Amendment Regulations relating to short-term holiday lets that came into force in Scotland on 1 March 2022.

The sharing economy has brought many benefits to the tourism sector and wider economy, as well as creating an additional income stream for homeowners. However, we recognise that the increase in short-term letting has also prompted some concerns. These include the impact on the housing market and local communities, and a sense that new entrants in the market are not being held to the same health and safety standards as, for example, hotels and B&Bs.

The Government committed in the Tourism Recovery Plan published in June last year to consult on a possible Short Term Accommodation Registration Scheme in England. A call for evidence as the first stage of that consultation process was published on 29 June and runs until 21 September.

We want to hear from a wide range of stakeholders, including local authorities, in order to build a much-needed evidence base on these issues and enable us to develop proportionate policy responses. We ideally want to strike a balance between the benefits of the sharing economy and the concerns of the impacts on some communities, alongside ensuring consistency in quality among the range of different tourism accommodation providers.

To ask the Secretary of State for Digital, Culture, Media and Sport, what further steps she plans to take to strengthen the regulation of alcohol marketing and alcohol advertising in relation to sports promotion.

The Secretary of State has received no recent representations, including from the Scottish Government, about widening the scope of the Communications Act 2003 to include alcohol advertising, its statutory regulation or making it a devolved matter. The Secretary of State has also had no recent discussions with Ofcom regarding alcohol advertising.

There are already very stringent regulations in place for the marketing of alcohol in traditional forms of media, including radio, TV, and cinema, and online, as well as in relation to sports promotion, through the Advertising Standards Authority (ASA) codes of practice for advertising. If new evidence emerges that clearly highlights major problems with the existing codes of practice, then the ASA has a duty to revisit the codes and take appropriate action.

As part of the Online Advertising Programme the government is currently reviewing how online advertising is regulated in the UK, including legal but harmful content, such as alcohol advertising. The consultation closed on 8 June and will help us determine how to tackle such harms. We hope to publish a Government response in due course.
