To ask the Secretary of State for the Home Department, what steps her Department is taking to help improve training on tackling needle spiking for (a) nightclub and (b) bar staff.

Using these police recorded crime data the assessment is that during the third quarter of 2021/2022 there was a significant rise in people reporting to police that they suspected they had been the victims of spiking. During the first three quarters in 2022/2023 the levels of recorded crime that fall under the offences which cover spiking across England and Wales have reduced significantly, albeit they are demonstrably higher than they were in the period running up to Q3 2021/22.

  • The Police have produced a forensic strategy and have worked with the forensic provider Eurofins to develop a rapid testing capability. This accredited capability enables the police to send up to 50 samples per week with a project turnaround of 2-3 weeks, with the options for samples to be upgraded to be used as evidence in criminal proceedings. This enables law enforcement to better support victims, and also build our understanding of what drugs are being used and how common or not they are.
  • The Home Secretary will be publishing a report in April on the nature and prevalence of spiking, and action that government has taken, and will take, to tackle it.

In December 2021, the NPCC established a rapid urine testing capability, which to date, remains the only accredited urine testing service which can later be “upgraded” for use in criminal proceedings.

The government position remains clear: off the shelf testing kits should not be used in isolation due to their unknown accuracy and the lack of any standardisation across the industry. If such test kits are used, we still recommend that individuals contact the police to submit a sample for processing through the rapid testing capability as soon as possible in order to receive the most accurate results and to help bring spiking offenders to justice.

Frontline police officers are trained to support victims when they report crime. All police forces receive regular updates from the National Police Chiefs’ Council spiking gold group. This helps to standardise procedures across England and Wales but provides forces with flexibility to adapt training to their local situation.

Accident and Emergency Departments and Ambulance Services: Standards

To ask the Secretary of State for Health and Social Care, what steps his Department is taking to improve (a) ambulance handover times outside NHS hospitals and (b) A&E waiting times.

A range of measures are in place. The National Health Service has set out a plan to substantially increase capacity and resilience this winter. NHS bed capacity will be increased by the equivalent of at least 7,000 general and acute beds, helping reduce waits for admission from accident and emergency.

On 9 January, the Government announced £200 million to improve patient discharge and free up hospital beds, on top of the £500 million Adult Social Care Discharge Fund announced in December 2022. An additional £50 million in capital funding is being made to expand hospital discharge lounges and ambulance hubs to improve patient flow through hospitals, freeing up space in accident and emergency, and allowing ambulances to swiftly get back on the roads.

The Autumn Statement provides an additional £3.3 billion of NHS funding in both 2023/24 and 2024/25, enabling rapid action to improve urgent and emergency care performance toward pre-pandemic levels. The NHS will set out detailed recovery plans in the coming weeks, including ambitions to improve ambulance response times for Category 2 incidents and deliver year-on-year improvements in accident and emergency waiting times.

To ask the Secretary of State for Health and Social Care, what steps he plans to take to respond to increasing demand for the Ambulance Service.

The Autumn Statement provides an additional £3.3 billion in each of 2023/24 and 2024/25 to enable rapid action to improve urgent and emergency care performance towards pre-pandemic levels. The National Health Service is publishing recovery plans in the coming weeks to improve Category 2 ambulance response times to 30 minutes.

In addition, as announced on the 9 January, the Government is immediately making available an additional £50 million in capital funding to expand hospital discharge lounges and ambulance hubs. This will help with the increased demand on the ambulance service this winter by improving patient flow through hospitals and reducing handover delays.

To ask His Majesty's Government what assessment they have made of (1) the medical efficacy and value to users of commercial Strep A tests, and (2) any extra costs that might result for the NHS as a result of such tests.

Rapid tests for Group A Streptococcus (Strep A) are not currently recommended by the National Institute for Health and Care Excellence (NICE) for individuals aged five years old and over presenting with a sore throat. However, in response to the ongoing national increased incidence of Strep A infection, UK Health Security Agency (UKHSA) are concurrently reviewing the literature on clinical scoring tools and rapid tests for Strep A infection in people presenting with a sore throat.

UKHSA have commissioned a desktop to bedside review of existing antigen-based lateral flow devices for Strep A infection, adopting a tried and tested process that was developed for coronavirus testing device approvals. This process will identify the tests that are most likely to perform well in the diagnosis of sore throats caused by Strep A in community settings.

No specific assessment of the extra costs to the National Health Service associated with commercial tests have been made.

To ask His Majesty's Government whether they will ensure that immunocompromised patients will have to wait no more than nine months from approval to get the prophylactic antibodies Evusheld.

The Government has decided not to procure Evusheld for prevention through emergency routes at this time. This is based on independent clinical advice by the multi-agency RAPID C-19 and a United Kingdom national expert policy working group, which reflects the epidemiological context and pandemic response and recovery policies. However, we have referred Evusheld to the National Institute for Health and Care Excellence (NICE) for evaluation, which is due in April 2023. Following NICE’s review, if a positive recommendation is made, National Health Service commissioners will be obliged to provide treatments within 90 days of publication.
