The Home Office has made a commitment through the Greening Government Commitments to reduce its waste impact by ensuring all waste is managed in accordance with legislation and best practice guidance. All staff are encouraged to reduce, reuse and recycle wherever opportunities or facilities exist.

The Department recycled 86% of its total waste in 2019/20 with just 4% sent to landfill.

We continually review the waste generated on our estate and work with our commercial colleagues on circular economy principles to reduce the amount of waste that arrives on our sites. Where we can't avoid this we work with our suppliers to move any waste we generate up the waste hierarchy.

To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment his Department has made of (a) the efficiency of recycling processes in the UK and (b) the extent to which businesses in the UK source recycled paper products from overseas as opposed to domestic suppliers.

Defra has not undertaken these assessments.

As set out in the Resources and Waste Strategy, the Government is taking action to encourage investment in recycling and reprocessing infrastructure. The major waste reforms of a Deposit Return Scheme for drinks containers, Extended Producer Responsibility for packaging and Consistency in Recycling, which will be legislated for through powers provided in our landmark Environment Bill, will increase the quality and quantity of secondary materials available for domestic recycling. These reforms will contribute towards continuing to improve the efficiency of recycling processes in the UK.

My Department is based in two leased sites, 1 Horse Guards Road, London and Stormont House, Belfast. As a tenant, we follow the respective recycling policies and services provided by our landlord. They offer shared services under collaborative contracts, which adhere to principles set out in greening for government commitments. For example, using recycling bins for the disposal and recycling of all mixed waste. We also use recycled paper and stationery items manufactured from reusable materials.

We are committed to improving the environmental sustainability of the Foreign, Commonwealth and Development Office's operations, in line with the Greening Government Commitments, we aim to reduce the amount of waste we produce and increase the proportion of waste we recycle. To ask the Secretary of State for Defence, what his policy is on his Department's rates of recycling of plastic, paper, metal and other products; and if he will make a statement.

Ministry of Defence (MOD) policy is to improve waste management by reducing the overall amount of waste generated, reducing the amount going to landfill to less than 10% and increasing the proportion recycled in line with the Greening Government Commitments (GGC).

MOD performance against the GGC is reported in the GGC annual report and in the Departmental Annual Report and Accounts. Overall performance for 2019/20 was a 38% reduction in waste produced against the 2009/10 baseline.

In 2019/20, 7% of Defence's total produce waste was sent to landfill, 56% was assigned for recycled including anaerobic digestion and composting, 36% incinerated with energy recovery and 1% incinerated with no energy recovery.
