To ask the Secretary of State for Energy Security and Net Zero, what assessment she has made of the potential implications for her policies of Roll-Royce's decision not to open a pressure vessel manufacturing facility to support the delivery of small modular reactors.

Nuclear vendors’ supply chain decisions are a matter for themselves to take. The Government has high ambitions for Small Modular Reactors (SMRs) - the Great British Nuclear-led SMR selection process is to be both robust and the fastest competition of its kind in the world, enabling operational SMRs by the mid-2030s.
Alongside the range of other activities across the nuclear programme, this is a really exciting time for nuclear, which is creating significant supply chain opportunities.

To ask His Majesty's Government what consideration they gave, in deciding on introducing additional electricity generation by way of new gas facilities, to whether these requirements could have been met by accelerating the small modular reactors programme.

A range of sources of generation contribute to system flexibility, especially when the wind isn't blowing or the sun isn't shining. In the case of nuclear, Great British Nuclear is running a Technology Selection Process for Small Modular Reactors. The Government’s aim is to run the fastest competition of its kind in the world, to identify technologies with the potential to deliver projects in the mid-2030s.
In the immediate term, to maintain security of electricity supply, a limited amount of new gas capacity is needed as the main mature technology capable of providing sustained flexible capacity.

To ask the Secretary of State for Energy Security and Net Zero, pursuant to the Answer of 19 March 2024 to Question 18508 on Oldbury Power Station and Wylfa Power Station: Land, who undertook the independent valuation; and whether the commercial value of land adjacent to decommissioned reactors was taken into account as part of that valuation.

Independent valuations of the land were conducted by Knight Frank. The inherent characteristics of the land as well as the previous development work which make the land suitable for consideration for nuclear development informed the valuation of the sites.

My Department recognises that nuclear technology, including small modular reactors (SMRs), offers a significant UK export opportunity, which could create substantial economic benefits.
The Department for Business and Trade is proud to be supporting the sector, including SMR technology companies, and is working closely with the Department for Energy Security and Net Zero and the Foreign, Commonwealth & Development Ofiice, and across our overseas network, to offer a full range of support for UK exports to responsible nuclear nations.
This includes UK Export Finance, who can consider a range of options to support overseas sales, including loan guarantees for foreign buyers, and working capital, insurance and bond support products to assist UK suppliers.

We are developing a new nuclear National Policy Statement (NPS) and have launched a consultation on a proposed siting policy, which includes greater flexibility in where nuclear power stations can be located. The Government’s Nuclear Roadmap has set out plans to streamline future nuclear development to make Britian the best place in the world to invest in nuclear.

The 2022 British Energy Security Strategy set out our ambition to deploy up to 24 Gigawatts of civil nuclear generation by 2050, around 25% of our projected 2050 electricity demand.
GBN is running an SMR technology selection process to select those technologies best able to facilitate Final Investment Decisions in the next Parliament and be operational by the mid-2030s.
In November 2021, Government announced £210m in new funding for Rolls-Royce SMR, awarded through the Low-Cost Nuclear challenge. This investment was to further develop SMR design and take it through the regulatory processes to assess suitability of potential deployment in the UK.

Through the Advanced Nuclear Fund, the Government has awarded up to £210m to support development of the Rolls Royce Small Modular Reactor (SMR) design. The Rolls-Royce SMR entered the Generic Design Assessment (GDA) process in March 2022, becoming the first SMR to begin UK nuclear regulation. In April 2023, the Rolls-Royce SMR progressed to Step 2 of GDA.

Rolls-Royce Small Modular Reactor (RRSMR) was given a grant of £210m in the Low-Cost Nuclear award in 2021 and is one of six selected technologies, in the first phase of the Great British Nuclear Technology Selection Process aiming to identify technologies best able to reach a project Final Investment Decision by the end of 2029 and deliver projects in the mid-2030s.
In April 2022, the regulators began a Generic Design Assessment (GDA) looking at the safety, security, and environmental impact of the RRSMR reactor design. The regulators concluded in April 2023, that all required activities for Step 1 of the RRSMR GDA have been completed and progressed to Step 2.

The Department has had multiple engagements with Community Power Limited but has not at present made any assessment on their proposal. The Government launched the Alternative Routes to Market for New Nuclear Projects consultation on the 11th January 2024. This consultation explores what steps Government can take to enable different routes to market for Advanced Nuclear Technologies (ANTs) and how Government can support the private sector to bring forward new nuclear projects. In the case of Moorside, it would be natural for the site’s location adjacent to Sellafield to be factored into any decision.

The Small Modular Reactor technology selection process, launched last year by Great British Nuclear, is an open and competitive process. The priority is to select those technologies best able to facilitate operational projects by the mid-2030s. As with any Government decision, this will be subject to value for money, relevant approvals, and technology readiness. This is an exciting time for nuclear and the scale of our ambition means there are likely to be significant supply chain opportunities associated with projects going forward.
