To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what discussions he has had with his counterpart in the United States on ratifying the Comprehensive Nuclear Test Ban Treaty.

The UK frequently calls for the entry into force of the Comprehensive Nuclear Test Ban Treaty (CTBT) which requires that all Annex II States - China, DPRK (North Korea), Egypt, India, Iran, Israel, Pakistan and USA - sign and ratify the CTBT. On 27 February, I [Minister Docherty] called for the entry into force of the CTBT in a speech at the Conference on Disarmament. On 6 April, the UK and France issued a joint statement on the occasion of the 25th anniversary of joint ratification of the CTBT including our call for the universalisation of the Treaty and for all States who had not yet done so to sign and ratify the Treaty.

To ask the Secretary of State for Work and Pensions, how many UK pensioners living overseas had their pensions stopped in 2022 because of life certificate forms and postal issues, broken down by country.

DWP allows 16 weeks for the completed Life Certificate to be returned under normal circumstances. In 2022, DWP was notified of the postal issues effecting deliveries in Canada. In light of this, we reinstated the State Pension of those effected and extended the normal 16-week time limit by another 48 weeks for the completed Life Certificates to be returned.
DWP does not maintain data regarding the temporary suspension of International State Pensions owing to postal issues, as this is not something the Department is able to determine. However, DWP does hold data for the temporary suspensions due to the non/late return of a Life Certificate in 2022.
The number of UK State Pension customers whose payments were temporarily suspended due to the non/late return of Life Certificates issued in 2022 was 37,517; this is broken down by country as follows: -

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, with reference to the report by Open Doors entitled World Watch List 2023, if he will make an assessment of the implications for his policies of the finding that North Korea is the most dangerous country in the world to be a Christian; and if he will hold discussions with his international counterparts on this.

The UK remains engaged in addressing the appalling human rights situation in North Korea. The right to freedom of religion or belief for all is an FCDO policy priority and a key strand of our DPRK human rights strategy. We regularly raise this with the North Korean authorities and at the UN, and have discussed North Korea's human rights situation during closed consultations at the UN Security Council on 9 December 2022.
The UK co-sponsored the resolution on DPRK human rights, adopted by consensus at the UN General Assembly Third Committee on 16 November 2022. The resolution sends an unequivocal message to the DPRK Government and reiterates long-held demands of the international community for the regime to take concrete action to end the systemic and widespread human rights violations in the country, and to uphold the right to freedom of religion or belief.

The UK is deeply concerned by reports that DPRK plans to increase its stockpile of nuclear warheads despite repeated calls to cease development of its nuclear programme. This follows reports that the DPRK may be planning to conduct a nuclear test, its first since 2017. We are working closely with our allies and partners, including the US, to strongly urge the North Korean regime to return to talks and take credible steps towards denuclearisation. We remain committed to securing peace on the Korean peninsula, working closely with allies and partners in upholding the rules-based international system and securing an end to DPRK's illegal activities.

The FCDO strongly values the BBC World Service's role in bringing high-quality and impartial broadcasting to audiences in need, particularly where free speech is limited.
The BBC has provided assurance that it will continue to serve audiences in countries lacking media freedom and a free press, such as North Korea. Through the World2020 programme, the FCDO provides support to the BBC Korean service which is aimed at audiences across the Korean Peninsula, including inside North Korea where access to international media sources is extremely limited.
The UK is committed to media freedom, and to championing democracy and human rights around the world.
