The policy around outdoor air quality measurement is led by the Department for Environment, Food and Rural Affairs. This data is publicly available and used by National Health Service trusts, and NHS England. NHS England has set out a range of measures to reduce trusts’ impact on outdoor air quality, as part of its commitment to achieve Net Zero for direct NHS emissions by 2040. Specific actions are set out in its Net Zero Travel and Transport Strategy, Net Zero Estates Delivery Plan, and Clinical Waste Strategy, which are available respectively at the following links:

To ask the Secretary of State for Environment, Food and Rural Affairs, what recent assessment he has made of the potential impact of permitted pesticides on pollinator populations in England.

The Government’s first priority with regard to pesticides is to ensure that they will not harm people or pose unacceptable risks to the environment.

Defra funds research projects examining the impacts of pesticide use on honeybees and the environment. As part of the National Honey Monitoring Scheme, we fund the analysis of honey samples aimed at assessing levels of pesticides in honey across England, Wales, and Scotland. This provides an estimated level of honeybee exposure to pesticides across different land uses.

In addition, Defra contributes funding to the Pollinator Monitoring Scheme (POMS) which tracks changes in pollinator numbers, including the abundance of bees, hoverflies, and other flower-visiting insects across the UK.

Pollinators are a priority for this government, and we are taking action alongside many partners to implement the National Pollinator Strategy’s provisions. The National Pollinator Strategy Action Plan was published in May 2022 and sets out more specifically how we will continue to act to fulfil the vision, aims and objectives of the Strategy, over the period 2021-2024.

The National Bee Unit (NBU), part of the Animal and Plant Health Agency (APHA) have a long-standing relationship with Defra to deliver the Bee Health Programme which includes management and control of honeybee pests and diseases and responding to outbreaks of Asian hornets. As part of APHA, the NBU have already and will continue to draw on further resources from the wider agency to take action on Asian hornets. There is an Asian hornet contingency plan in place which details the government response to Asian hornets and it is regularly reviewed. The most effective way of minimising the threat of Asian hornets is through our continued eradication response, with the aim of preventing Asian hornets from establishing.


The NBU has been taking action against Asian hornets since 2016 and has a fine-tuned response. The Inspectors frequently find a nest within a day of an initial sighting being reported. From 2016 to 2022, there were 23 confirmed sightings, leading to the destruction of 13 nests. In 2023, the well-developed strategy was scaled up to deal with increased incursions with 78 confirmed sightings and 72 nests destroyed.

We are using a range of communication channels to raise awareness and keep beekeepers and the public informed about Asian hornets. To support accurate and timely reporting, Defra has funded development of the Asian hornet watch app. The NBU keep beekeepers informed of the response through updates published on BeeBase and have also carried out other awareness raising activities, including a blog filmed in Kent to support Asian Hornet Week in 2023. The Non-Native Species Secretariat (NNSS) works with over 50 local actions groups and a wide range of other organisations to raise awareness of Asian hornets. In 2023 they sent out 14,000 alert posters and 25,000 ID sheets, and since January 2024 they have sent a further 31,000 alert posters, 57,000 ID sheets, and 14,000 nest ID sheets. Professor Nicola Spence, the Defra Deputy Director for Plant and Bee Health, Plant Varieties and Seeds, has provided press interviews covering details of the response to Asian hornets. Defra is hosting an exhibit at the 2024 Chelsea Flower Show dedicated to raising awareness of the Asian hornet, to increase vigilance amongst the public.

Government departments including Home Office, Department for Environment, Food and Rural Affairs, the Department for Levelling Up Housing and Communities and key stakeholders work closely to mitigate the risk of wildfire.

The published Wildfire Framework outlines the work being undertaken to improve the UK’s preparedness for wildfires in England. The Home Office maintains regular engagement with National Bodies including the National Fire Chiefs Council and England and Wales Wildfire Forum to monitor and review sector led improvements to wildfire response and mitigation.

The Home Office have committed to scoping a wildfire strategy and action plan by mid-2024, with support from Defra and its agencies. This commitment is outlined in the third National Adaptation Plan and includes considering prevention, response and recovery actions.

In 24/25, the Home Office is funding a new National Resilience Wildfire Advisor who will assess what additional wildfire national capabilities might be needed to increase resilience to the wildfire risk and to ensure coordination of approaches across the sector.

Surrey County Council has overall responsibility for fire and rescue services in Surrey. The county council will receive an un-ringfenced grant for all of their services including fire, through the Local Government Finance Settlement and they will allocate funding according to their priorities.

All Fire and Rescue Authority’s including Surrey, are required to plan for the foreseeable risks in their area (including wildfires) through their Integrated Risk Management Plan. This will include plans to prevent and respond to incidents.

Challenges lie in ensuring correct and secure storage of AAIs, to ensure that the adrenaline does not deteriorate, and the device remains functional. Cinemas offering food for sale and other food outlets were identified as examples of locations where emergency AAIs might have particular potential to save lives.

The legislative change will therefore concern AAI supply, to specify or define individuals or organisations with the necessary competence to obtain and store AAIs for use in the event of an anaphylactic emergency. The AAI EWG advised the need for access to AAIs in a broad range of settings such as restaurants, gyms, cinemas, childcare facilities, youth groups, and music festivals. To support such wide-ranging access, the scope of legal supply will need to be linked to a requirement for training, to support safe use.
