To ask the Secretary of State for Work and Pensions, what the average amount of state pension paid to individuals who live outside the UK is; and if he will provide a breakdown of the average state pension payment in each country in which recipients reside.

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what assessment he has made of the implications for his policies of the debate on Progress report of the Bureau and the Standing Committee and Observation of the presidential election in Montenegro, which took place at the Parliamentary Assembly of the Council of Europe on 24 April 2023.

The UK welcomes the Council of Europe's (CoE) Parliamentary Assembly debate on the Presidential elections in Montenegro. The Organization for Security and Co-operation in Europe (OSCE) Office for Democratic Institutions and Human Rights (ODIHR) observer mission, to which the UK government contributed, concluded the elections overall to be "competitive and well-run".
The UK government supported a local Non-Governmental Organisation (NGO) to provide election monitoring, reporting of irregularities and broadcast of an early results forecast. The UK will continue to support Montenegro to conduct free and fair democratic processes, including during Parliamentary elections scheduled in June and to encourage Montenegro to strengthen electoral practices in line with ODIHR and CoE recommendations.

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what recent discussions he has had with the Government of Montenegro on (a) bilateral relations and (b) the maintenance of peace and stability in the Western Balkans.

The Foreign Secretary met Montenegrin Prime Minister Dritan Abazovic in the margins of a NATO meeting in early April. I had a meeting with Ambassadors and Chargé d'Affaires from the Western Balkans, including Montenegro, in April. The Prime Minister's envoy to the Western Balkans Lord Peach most recently visited Podgorica in December and met party leaders across the political spectrum. Lord Peach also met with Montenegrin President Djukanovic earlier in May. The UK's relationship with Montenegro has remained strong throughout political change; we stand together as NATO Allies with shared values underpinning aligned positions across defence, security and foreign policy and our work to promote and support peace and stability in Montenegro and in the region is supported by frequent direct contact between our Ambassador and the country's leaders.

To ask His Majesty's Government whether they plan to annually uprate the UK basic state pension to qualifying individuals on the same basis regardless of the state or territory in which they are currently resident; and what reciprocal agreements they have made, if any, with other countries in respect of pension uprating.

UK State Pensions are payable worldwide and up-rated overseas where there is a legal requirement to do so – for example where there is a reciprocal agreement in place that allows for up-rating. The policy on up-rating is longstanding and has been supported by successive Governments for over 70 years. The Government has no plans to change this policy.
The UK has reciprocal social security agreements, which provide State Pension up-rating, with the following authorities:

To ask the Secretary of State for Work and Pensions, how many UK pensioners living overseas had their pensions stopped in 2022 because of life certificate forms and postal issues, broken down by country.

DWP allows 16 weeks for the completed Life Certificate to be returned under normal circumstances. In 2022, DWP was notified of the postal issues effecting deliveries in Canada. In light of this, we reinstated the State Pension of those effected and extended the normal 16-week time limit by another 48 weeks for the completed Life Certificates to be returned.
DWP does not maintain data regarding the temporary suspension of International State Pensions owing to postal issues, as this is not something the Department is able to determine. However, DWP does hold data for the temporary suspensions due to the non/late return of a Life Certificate in 2022.
The number of UK State Pension customers whose payments were temporarily suspended due to the non/late return of Life Certificates issued in 2022 was 37,517; this is broken down by country as follows: -

The Montenegro Pride march took place peacefully on Saturday 8 October with record attendance. The UK Ambassador to Montenegro and other Embassy staff took part in the march, which was sponsored by the Embassy. The UK consistently supports Montenegro's LGBT+ community, facilitating meetings between LGBT+ activists and political leaders as well as directly lobbying relevant ministers on issues such as improving implementation of Montenegro's Same Sex Partnership Law.

The Foreign Secretary wrote to Montenegrin Foreign Minister Krivokapic this week, underlining that we stand together as NATO Allies with clear shared values underpinning our aligned positions across defence, security and foreign policy, in particular as we respond to Russia's illegal and unprovoked invasion of Ukraine.
The Prime Minister and his Montenegrin counterpart in London last July agreed to continue to work closely together to counter Russia's malign activity. Last month, when the Prime Minister's Special Envoy for the Western Balkans, Sir Stuart Peach, met Prime Minister Abazovic and Foreign Minister Krivokapic in Montenegro, he emphasised continuing UK support in tackling Russian influence, including through strengthening cyber security and countering disinformation.
