Question to the Ministry of Defence:

To ask the Secretary of State for Defence, how much military equipment of each equipment type has been (a) lost and (b) stolen in each year since 2015.

Answered by Andrew Murrison - Parliamentary Under-Secretary (Ministry of Defence)

The Ministry of Defence has historically responded to Freedom of Information Requests (FOIs), answering the following three questions:

1. How many weapons (by type) and explosive munitions for which the Department has responsibility have been recorded as (a) lost and (b) stolen in [year]?

2. Please provide a list of all stolen items, value and location of the theft of all items that were recorded stolen in the [year] calendar year.

3. How many department computers, laptops, memory sticks were lost/stolen by month since January [year]?

The responses have included military equipment reported lost/stolen in addition to other items but are limited to only those cases reported to the centralised reporting functions concerned with Security and Fraud/Theft, Bribery and Corruption.

To ask His Majesty's Government, with reference to the proposed acquisition of Telegraph Media Group (TMG) by RedBird IMI, what steps they will take to ensure the editorial independence of TMG, given recent reports in the Times about editorial interventions in CNN Business Arabic by International Media Investments, the primary investor in RedBird IMI, following its guarantees of editorial freedom.

On 26 January the Secretary of State for Culture, Media and Sport issued a new Public Interest Intervention Notice in respect of the anticipated acquisition of Telegraph Media Group by RB Investco Ltd.

This follows Redbird IMI making changes to the corporate structure of the potential acquiring entities of the Telegraph Media Group. This created a new limited partnership which would hold all shares in RB Investco – the proposed purchaser of Telegraph Media Group. The Secretary of State has come to the conclusion that this corporate restructure creates a new relevant merger situation.

The Notice triggers a requirement for the Competition and Markets Authority (CMA) to report to the Secretary of State on jurisdictional and competition matters, and for Ofcom to report on the specified media public interest considerations. Ofcom and the CMA have now both launched invitations for public comment, and will report to the Secretary of State on the issues specified in the Notice by 9.00 a.m. on 11 March 2024.

The Public Interest Intervention Notice issued on 30 November 2023 in regard to the acquisition of Telegraph Media Group Limited by RedBird IMI Media Joint Venture LLC remains in force. The deadline by when the Secretary of State expects to receive Ofcom and the CMA’s reports in relation to this Notice has also been extended to 9.00 a.m. on 11 March 2024 so as to align with the deadline for the reports she has requested in relation to the new Notice.

The Pre-emptive Action Order made on 1 December 2023 remains in force.

It would be inappropriate to comment further at this time given this is an ongoing regulatory intervention.

We are working extensively across Government to ensure we are ready to rapidly respond to any threats to our democratic processes, through our Defending Democracy Taskforce and dedicated government teams. The threat to democracy from AI was discussed at the AI Safety Summit in November 2023, reinforcing the Government’s commitment to international collaboration on this issue.

The Department for Science, Innovation and Technology works closely with social media platforms to encourage them to put in place policies that are fit for purpose, consistently enforced, and respect freedom of expression. Implementation of the Online Safety Act will make a significant difference here.

To ask the Secretary of State for Culture, Media and Sport, what assessment her Department has made of the BBC’s compliance with the impartiality clauses in its charter.

The BBC has a duty to deliver impartial and accurate news coverage and content under its Royal Charter. As such, the Government has been clear that the BBC must place a firm emphasis on impartiality and maintaining the highest editorial standards.

The Government welcomes that the BBC accepted the findings and recommendations of the Serota Review and has committed to reform through its 10 point Impartiality and Editorial Standards Action Plan. The BBC now needs to demonstrate clear and continued progress as the plan is embedded into business as usual.

The Government established Ofcom as the independent regulator of the BBC in 2017. Ofcom is responsible for holding the BBC to account against its impartiality responsibilities. It remains a priority for the Government to work with Ofcom to deliver an effective and proportionate regulatory framework that holds the BBC to account while maintaining its creative freedom and operational independence.

A key focus of the Government’s Mid-Term Review of the BBC is to look at the regulatory and governance measures which can enable progress on impartiality, more accountability for editorial standards, including the handling of complaints, and a BBC that represents the breadth of the audience it was established to serve.

Our work on the Mid-Term Review is ongoing. The Charter specifies that the review must take place between 2022 and 2024, and we will publish our findings and conclusions in due course.

On 17 December, the Foreign Secretary called on the Hong Kong authorities to end their prosecution of Jimmy Lai and release him. We will continue to stand up for those who are targeted simply for exercising their human rights. The UK will always defend media freedom and freedom of expression globally. On 29 December, we and our Media Freedom Coalition partners signed a statement outlining our deep concern at the continued attacks on freedom of the press in Hong Kong, including the prolonged prosecution of Jimmy Lai. The UK has also been clear on its strong opposition to China's National Security Law in Hong Kong which has curtailed press freedom and we have urged the authorities to repeal it.

We recognise the valuable work of journalists operating on the ground in Gaza, providing important coverage of the conflict in incredibly challenging circumstances. The Prime Minister and the Foreign Secretary have both met the Israeli Prime Minister Netanyahu and have stressed to him that Israel must protect all civilians as far as possible and abide by International Humanitarian Law; under International Humanitarian Law, journalists covering conflicts should be afforded protection. We continue to press both at the UN and directly with Israel for unhindered humanitarian access and substantive humanitarian pauses, to ensure the conditions are safe for humanitarian organisations to deliver aid to those in need and give respite to civilians.

The UK also supported the recent Media Freedom Coalition statement expressing concern over the repercussions for the safety of journalists and access to information caused by the serious escalation of hostilities between Israel and Hamas. It called on all parties to the conflict to comply with international law and guarantee the protection of journalists and media workers covering the conflict.

There are severe restrictions on media freedom in China, and the situation for journalists is deteriorating. In July 2023, the UK raised its concerns about censorship and media freedom in China, including the case of citizen journalist Zhang Zhan, in its 2022 Human Rights and Democracy Report. British diplomats have attempted to attend trials of citizen journalists and rights activists in China.

More generally, we regularly raise the human rights situation in China directly with the Chinese authorities at the highest levels. The Foreign Secretary did so in his introductory call with China's Foreign Minister on 5 December.

The Government recognises the importance of enabling the media to access family court proceedings to increase transparency in the Family Justice system while at the same time ensuring the privacy of vulnerable children and families going through court are protected.

Transparency Orders and privacy injunctions are made by the independent judiciary, taking all relevant factors, including freedom of speech, into consideration.

Transparency Orders are used by the court to set the parameters on what may or may not be reported in a particular case without amounting to contempt of court. The template Transparency Order, drafted by the judiciary, is cast in injunctive terms. If a Transparency Order is made in a case, then it is binding on members of the media to whom it applies. The Media Reporting Pilots in the family courts are being independently evaluated before any decisions are made on whether there should be changes to provision on media access to, and disclosure of information from family proceedings.
