To ask the Minister of State, Foreign, Commonwealth and Development Office, how many requests for consular support were made to each British Embassy or Consulate in 2023; and how many of those were responded to by officials within a period of 24 hours.

Our consular staff endeavour to give appropriate and tailored assistance 24 hours a day, seven days a week and 365 days a year, to British nationals overseas and their families in the UK who need support. In 2023, in addition to long running cases, we provided support to around 22,000 British nationals, see breakdown by Post in the table below. The FCDO reports publicly on consular delivery through the FCDO Outcome Delivery Plan [https://www.gov.uk/government/publications/foreign-commonwealth-development-office-outcome-delivery-plan]. Publishing our transparency data is currently on hold while we embed a new Case Management system.

The Government has long been calling for an immediate pause to get aid in and hostages out, then progress towards a sustainable, permanent ceasefire, without a return to destruction, fighting and loss of life. The UK welcomed the UN Security Council Resolution 2728 on 25 March, which reflects international consensus behind the UK's position.

To ask His Majesty's Government what assessment they have made of the impact on the livelihoods of Palestinian refugees in Syria, Jordan and Lebanon of the decision to suspend aid to the United Nations Refugee and Works Agency for Palestine Refugees in the Near East.

The UK provided £35 million to UNRWA this financial year, including an uplift of £16 million for the Gaza humanitarian response, all of which was disbursed before the recent allegations came to light. No more British funding is due this financial year and we have paused any future funding of UNRWA..
Indeed, we are appalled by allegations that UNRWA staff were involved in the 7 October attack against Israel, a heinous act of terrorism that the UK Government has repeatedly condemned.
We want UNRWA to give detailed undertakings about changes in personnel, policy and precedents to ensure this can never happen again. We are working with allies to try to bring this situation to a rapid conclusion. I have discussed this with Commissioner-General Philippe Lazzarini on several occasions, most recently on 4 April.
We are aware that the UN Office of Internal Oversight Services and Catherine Colonna have now provided their interim reports to the UN Secretary-General.

UK funding to the United Nations Relief and Works Agency (UNRWA) was disbursed before the allegations that UNRWA employees were involved in the appalling 7 October terror attack against Israel came to light. No more British funding is due this financial year and we are pausing any future funding of UNRWA.
We provided £19 million of unearmarked funding this financial year to UNRWA's programme budget. This enabled UNRWA to deliver education, health, relief and social services and protection to 5.9 million Palestinian refugees in the West Bank, Gaza, Syria, Lebanon, and Jordan. The UK also provided £16 million to UNRWA's Flash Appeal in response to the Gaza Crisis, supporting UNRWA to deliver humanitarian assistance, food, shelter, and non-food items for refugees in Gaza.
Our decision to pause future funding to UNRWA has no impact on the UK's contribution to the humanitarian response.
Our commitment to trebling aid to Gaza still stands and we are supporting partners including the British Red Cross, UNICEF, the UN World Food Programme (WFP) and Egyptian Red Crescent Society to respond to critical food, fuel, water, health, shelter and security needs in Gaza.

We remain in close contact with Qatari partners on all aspects of the conflict. The Foreign Secretary spoke to HE Dr. Mohammed Bin Abdulaziz Al-Khulaifi, Qatari Minister of state on 13 March in Cyprus to discuss advancing aid to Gaza, and also met with the HE Qatari Foreign Minister and Prime Minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani on 7 March to discuss the conflict in Gaza. The Foreign secretary also met HE Sheikh Mohammed and the Qatari Minister of International Cooperation HE Lolwah Rashid Al-Khater during his visit to Doha on 25 January and announced the first UK-Qatar joint consignment of aid to Gaza.

We condemn Iran's destabilising political, financial, and military support to proscribed groups, including Lebanese Hizballah. We have made clear to Iran that it must cease proliferating advanced weapons systems throughout the region. We will continue to work to disrupt Iran's destabilising activity in Lebanon and the wider region, including by holding Iran to account in multilateral fora and through sanctions; addressing Iranian weapons proliferation; and strengthening the Lebanese Armed Forces.
